Feds Pressed To Fully Fund Delaware River Deepening As the new Congress ponders doing away with earmarks, Congressman Bob Brady said, “If I had my way, I would earmark for the Delaware River and the Philadelphia Port all the millions of dollars they need for dredging and expansion.”

With that statement, he summed up the determination of Philadelphia’s congressional delegation and US Sen. Bob Casey, who met with the Philadelphia Regional Port Authority and stakeholders to fund the Delaware River Main Channel Deepening Project.

Casey led members of the Pennsylvania delegation, including Sen. Arlen Specter, Congressman Chaka Fattah, Congressman Robert Brady and Congresswoman Allyson Schwartz in sending the letter to Jacob Lew, Director of the Office of Management and Budget. They called for the inclusion of the project in the President’s fiscal 2012 budget.

“This project will create jobs and grow the region’s economy,” the members wrote. “This project will make maritime transportation more efficient and reduce shipping costs, and is necessary to sustain the economic viability of the ports along the Delaware River.”

The letter notes the project, which will deepen the shipping channel from 40 feet to 45 feet to accommodate larger vessels, has the potential to create thousands of jobs and generate over $1 billion in revenue in its lifetime. The members stressed that any delay in the project will increase costs and harm the countless residents and workers in the region who will get a job, keep their job or otherwise benefit as a result of this project.

The full text of the letter sent to Jacob Lew, director of the Office of Management and Budget, said: “Dear Mr. Lew: “We write to reiterate our strong support for the Delaware River Main Channel Deepening Project and to call for the inclusion of this important project in the President’s fiscal 2012 budget. Thank you in advance for your consideration of our views.

“This project was authorized by Congress in 1992 and calls for the deepening of the channel from 40 feet to 45 feet in order to accommodate larger vessels. This project will make maritime transportation more efficient and reduce shipping costs, and is necessary to sustain the economic viability of the ports along the Delaware River. The Corps began construction work on this project earlier this year but substantial progress will require a consistent Federal investment. In order to ensure that this project annually receives sufficient Federal funding, we firmly believe that it should be included in the President’s budget.

“In our view, this project should be included in the President’s budget for a number of reasons. First and foremost, the project will create jobs and grow

the region’s economy. According to some estimates, the deepening project has the potential to create thousands of new jobs and generate over $1 billion in revenue over the life of the project. Any delay will increase costs and harm the countless residents and workers in the region who will get a job, keep their job or otherwise benefit as a result of this project.

“Additionally, the Corps has repeatedly determined that this project is both economically justified and environmentally sound, despite criticism that erroneously suggests otherwise. The Corps has found that the

project has substantial economic benefits and will clearly generate significant economic activity. Moreover, the project’s environmental impacts are minimal, as evidenced by an Environmental Assessment completed by the Corps in April of 2009.

“This project is also ripe for inclusion in the President’s budget because a Federal judge recently removed one of the few remaining legal hurdles associated with this project and determined that the Corps is acting in accordance with applicable federal law. Your office can therefore be assured that funding provided for this project will be used in an efficient and effective manner.

“Finally, the Administration should include this project in the President’s budget as a matter of equity.

Congress has provided nearly $12 million for planning purposes and over $77 million since fiscal 1999 for construction. It is our understanding that the Corps has spent around $22 million of the construction funds and the remaining money was reprogrammed for use on other projects.

While we recognized that current law limits the Corps’ ability to restore the funding, it is unacceptable for the deepening to stall because funding allocated for this project was spent elsewhere.

“For these reasons, we strongly believe that the Administration should include this project in the President’s fiscal 2012 budget.

Simply stated, this project will create jobs and grow the region’s economy. Alternatively, the Delaware Valley region will be at a

competitive disadvantage should the project not move forward or be unnecessarily delayed. Inclusion of the project in the President’s budget therefore offers the Administration the opportunity to take proactive steps to bolster job creation and strengthen the region’s economy.

“Thank you for your consideration of our views. In an era in which Congress appears unlikely to direct funding to specific projects, the Obama Administration must take affirmative steps to move this project forward. Your leadership on this matter is therefore necessary.”

Now Is Your Time To Escape PECO! State Rep. Mike McGeehan is reminding all PECO customers when the electric rate caps expire on Jan. 1, each power consumer will have the ability to choose their own electricity supplier.

Consumers will have the option of staying with PECO or going with one of the 11 alternative electricity providers approved by the Public Utility Commission.

“I urge electric customers to educate themselves, to know the options they have, so they can get the most out of their utility dollars,” McGeehan said. “The alternative suppliers offer various discounts, bonuses and special

rates for senior citizens and veterans, but it is up to the consumer to find out what provider can give them the best deal.”

McGeehan said the first step for a power consumer should be determining how much they currently pay for service, and then calculate their projected bill from PECO based on the rate of 9.92 cents per kilowatt hour starting Jan. 1.

At that point, customers should contact competitive suppliers and get information on the contract agreement and the kilowatt hour rate they offer. McGeehan emphasized the consumer should make

certain the provider is on the list of those approved by the PUC. “Ask if it’s a fixed rate or a variable rate that can change by the hour or day,” McGeehan suggested. “Depending on how you schedule your day, such as when you use appliances the most, there could be a significant savings.”

There are other points to consider. Does the supplier offer a budget billing plan?

What is the length of the agreement? Can the supplier change the price during that time? If so, when can it change and how are customers notified?

Is there a cancellation fee

or penalty for switching suppliers? Does the supplier offer a choice of energy sources, such as renewable energy?

Will their customers get one bill, or two, based on PECO still providing the power delivery infrastructure?

Is there a bonus for signing up? Do they guarantee special rates for seniors and veterans?

McGeehan said electric consumers can learn more about their rights and options at the PA Power Switch website operated by the PUC at www.papowerswitch.com.

The City Commissioners’ Office, by contrast, attracts Schmidt. The Commissioners’ chief duty is overseeing elections. It calls for the methodical maintenance of a vast database, a good grasp of election laws, and the ability to deploy a huge electoral machinery smoothly and process results on time.

“I have great respect for the current Commissioners,” said Schmidt. “They are competent and fair. But it is time for new blood.”

Schmidt believes the Commission’s computerization is sorely underdeveloped. Furthermore, he charged, it has been lackadaisical in responding to allegations of improper electioneering.

“In some wards, we’ve had repeated complaints of voter intimidation,” Schmidt said. “The same guys come back from one election to the next. The Commission must become proactive to deal with this.”

A minority Commissioner plays an important role in securing fairness for the Demo-

crat majority, Schmidt points out. That’s because, in a city where Democrats outnumber Republicans 6 to 1, most of the political infighting is between Democrats. “I’m beholden to none of their factions,” Schmidt said.

“The Black Panther who was intimidating voters wasn’t trying to discourage Republicans,” Schmidt noted. “He was opposed to Barack Obama.”

Schmidt is credentialed for number-crunching oversight.

He worked for the Government Accountability Office in Washington before moving to Philadelphia, where his wife Erin was born.

Schmidt knows both sides of the Republican divide. In 2008-2010, he was executive director of RCC – where he learned first-hand the City Commission’s ways.

Schmidt now lives in East Falls with his wife and daughter Maggie. But he is well connected to the Northeast, where most Republicans dwell. His in-laws live mostly in the Northeast or in

Roxborough; he attends church in the Northeast.

And in his race for Controller, Schmidt got a crash course in all the city’s neighborhoods. “I learned more about politics in that race than at any other time in my life,” he said. “Most of all, I learned a profound optimism about this city from its various neighborhood groups.

The issues are different from one to the other. But everywhere, I met people who are serious about their community, who know it well and who care deeply.”

However, if Schmidt hopes to top the Republican ticket for Commissioner in November, he will have to score points in incumbent Duda’s home base. The 66th Ward, where Duda is Ward Leader, has a lot of Republicans. It delivered 10% of Corbett’s total vote in the city. Schmidt faces an uphill battle.

“I also learned to start earlier,” Schmidt said.

by Tony West All signs are one of the Philadelphia Republican Party’s top citywide campaigners will make a highprofile run for City Commission, starting with the spring Primary Election and continuing to the November General.

Al Schmidt, who sought the City Controller’s job in the 2009 General Election and now serves as senior political advisor for the Republican Party of Pennsylvania, has been mulling his future since the wrap-up of Tom Corbett’s successful campaign to place the Pennsylvania Governor’s Mansion in Republican hands.

Inevitably, his choice will become another test of the factional split between Republican City Committee and Republican State Committee.

That’s because the current Republican Commissioner, Joe Duda, who will run again, is a core leader of the RCC. There are only three citywide offices which offer a guaranteed seat for a Republican in a General Election – two minority at-Large Council seats and one City Commissioner’s seat.

First, though, the Party must choose a full slate of five for Council at Large and two for City Commission.

This sets up an odd political ballet in which Republicans must first challenge each other in the Primary, then form a campaign team for the General – all the while hoping to knock off a running mate at the end of the day.

One of the two incumbent Republican Councilmen, Jack Kelly, is not running for reelection. This leaves an open berth for a newcomer. Accordingly, up to 10 Republicans have been testing the winds for an at-Large Council race.

But Schmidt doesn’t want to. “In 2007, I supported attorney David Oh’s race for that seat. I thought he was supremely qualified to be Councilman. He has a feel for that job,” he said. “David will be running again in 2011, and I won’t run for office if an opponent can do a better job than I can.”

Mayor Nutter Remains Favorite

by Joe Shaheeli Forget all the talk about Mayor Michael Nutter being beatable when he officially announces his decision to run for a second term.

Forget the fact former Mayor John Street has been criticizing his performance; and that Councilman Bill Green has the support of a good deal of the Irish political muscle in this town behind him, egging him on to enter a challenge.

Forget about any of the major African American officials looking with interest at this race. They won’t go one and one and won’t if a third party gets into the race.

But, there is one thing Mayor Nutter or others should not discount ... the possibility of a Latino American entering the race. If that were to happen, four possible candidates come to mind: Rómulo Diaz, State Rep. Angel Cruz, former Councilman Juan Ramos and maybe, just maybe, Councilwoman Maria Quiñones Sánchez. All have experience in City Government and all have acquitted themselves well. There may be more, who are on the radar screen and could become highly visible overnight.

Reason is the Latino-community voting bloc continues to grow. The biggest leap was

made during the Obama primary campaign, when Latino leaders nationally moved to register as many of those eligible to vote as they could find. Local Latino registration leaders won awards.

There are strong areas in North and South Philadelphia where Latinos have become politically hep. And it is obvious they relate to both the white and black communities, with adherents for all of them in both racial camps.

As of now, only one name has come forward, that of Cruz. A committee to study his viability has been organized by long-time activist Oscar Rosario, who “believes it is time for a member of the Latino voting bloc to move into the city’s leadership role.

surnames. They will deliver the vote.”

Still, Nutter will have the campaign resources he needs.

While he has cut off the water to many of the old-guard ties, he has cultivated new sources.

He needs only now to switch modes, from being the Mayor he wants people to believe he has been, to the Mayor who knows and believes he’s done the best-possible job under the worst of scenarios.

Attorney General Seat Draws Interest The Attorney General’s office, soon to officially be vacant, has become the main focus for a number of politicos who could bring renewed interest in filling that seat.

Despite the Republicans’ long lock on that seat, there are several Democrats who may be seeking that post.

Being pushed hard to give

the seat consideration is Philadelphia’s popular ex-District Attorney Lynne Abraham, who, it is reported, was picking up support at the Pennsylvania Society meet this past weekend. Her key political strategist, Eleanor Dezzi, was seen buttonholing potential supporters.

Others interested are Lehigh Co.’s former DA John Romanelli; Congressman Pat Murphy, who will be vacating his District seat; and attorney Dan McCaffery.

Zogby: Obama Approval Back Up to 42% President Barack Obama’s job-approval rating has climbed back up to 42% after recording his low of 39% in our previous Zogby Interactive poll, and the percentage who say the nation is on the wrong track dropped from what had also been a high for Obama's term, 69% previously, to 63% currently.

Obama’s approval among Democrats rebounded from 72% on Nov. 22 to 82% in this most recent Nov. 29-Dec. 1 survey. His approval among Independents fell slightly from 39% to 35%, and remained steady coming in at 7% among Republicans.

Terrorism, the dark side of globalization: In the early 1990’s, the greatest expansion of world trade in history happened. It was a world-wide capitalist revolution that fueled the new era of globalization.

During the 1990s, technology leaped over national borders, spreading commerce and ideas. Within a decade (a main clue emerged), the number of international phone calls from the U.S. increased from 200 million to 5.2 billion.* America relaxed its immigration laws, attracting a huge influx of people from across the world. The era of globalization saw the largest wave of human migration in history.

Ringside With The Shadowboxer As SHADOWBOXER previously reported, longtime boxing advocates Sen. John McCain (R-Ariz.) and Congressman Peter King (R-N.Y.) have been leading a fight to get a posthumous pardon for former world heavyweight boxing champion Jack Johnson.

In 1908, 100 years before President Barack Obama was elected the first Black president, Johnson became the first Black heavyweight boxing champion. He was later imprisoned for his romantic ties to a white woman.

The 2005 documentary Unforgivable Blackness: The Rise

and Fall of Jack Johnson examined the Johnson case. The documentary uncovered the sentencing judge’s acknowledged desire to “send a message” to Black men about relationships with white women.

McCain and King have been pressing President Obama to grant the posthumous pardon of Johnson, adding that they hoped the President would be eager to “right this wrong and erase an act of racism that sent an American citizen to prison.”

They have also noted both houses of Congress have passed a resolution calling for

Last Friday, the White House announced the first pardons of President Obama’s presidency for nine people and none of the nine were Jack Johnson. Those pardoned by the president were convicted of crimes including cocaine possession and conspiracy to distribute, conspiracy to defraud, counterfeiting, and illegal possession of government property.

The White House has declined comment on why these nine were selected by President Obama. Former boxers themselves, McCain and King will continue the fight for Johnson.

When Push Comes To Shove For the next three months, Philadelphia, the Commonwealth and the nation will share the push-and-shove, giveand-take in their respective legislative bodies as the needs of the people, the demands of long-funded projects, and the need to fund even more and newer initiatives all move to center stage – stepping on each other’s toes in the process.

Controlling which way this will happen and what tactics will be utilized to firm up all three budgets, is the economy. Nothing else matters, no matter what the politicos say.

If more people are able to find jobs in January and February than have in the past six months, these will be positive signs the recession is truly ebbing.

If the unemployment ranks continue to hold at their present peak levels, the legislators will see anticipated revenues nowhere come within reach of the billions of dollars needed for their constituencies.

To do anything but bow to the dictates of the economy, will be to fuel more Tea Party sentiment. No matter how they shove from one end, the bottom line pushing against the other will prove stronger ... and that line reads, “No new taxes.”

As I shopped this fully stocked, clean, well-patronized store, I thought about the excuses given by Dwight Evans’ Philadelphia colleagues who voted against him to retain his role as ranking member of the powerful House of Representatives Appropriations Committee and who in turn voted against Philadelphia. Their excuse: “Funds flowed to projects of his allies.” One commented there was “a feeling in the caucus of a growing cronyism.”

How short-sighted and unfortunate these “Philadelphians” were so blind.

Characterizing Dwight’s efforts to help all of Philadelphia as “cronyism” is a weak, hollow excuse for an old-fash-

ioned political strong-arming.

Cronies/Friends! Knowing Dwight Evans these 30 years, I could not fathom how they came to that conclusion. My take on Dwight is that he got into politics to help his neighborhood and all of Philadelphia.

Need I remind you, the Pennsylvania Convention Center has been Philadelphia’s strongest economic driver. What about the Pennsylvania students who will benefit from $44 million appropriated annually for scholarship organizations; $22 million for innovative educational-improvement programs in public schools and $8 million for a separate pre-kindergarten scholarship program?

And the Pennsylvania Dept. of Education’s $1.7 million for the parent-involvement program of the Philadelphia School District?

Let’s add to the friends/cronies list the Public Utility Commission’s appropriation of $1.2 million for the employment of employees with disabilities. Don’t forget our thousands who ride public transportation. He introduced $1.3 billion in transportation funding to ensure workers can get to places of employment.

And back to my begin-

ning, the Supermarket Initiative which provided for the construction of much-needed supermarkets in North Philadelphia, at 52nd & Jefferson in West Philadelphia, and at 24th & Oregon in South Philadelphia as well as various locations across the entire State.

It seems like Dwight has thousands of friends and cronies in Philadelphia and across the State, all of whom have benefited from his leadership as appropriation chair, including the three Philadelphians who admittedly voted against Philadelphia. State Rep. Angel Cruz received $1 million for the Maria Santos Medical Office. State Rep. William Keller received $2.5 million for the Stage Hands Training Center and State Rep. Michael O’Brien received $1.4 million for the William Way House. It looks like they are friends/cronies of Evans too.

Dwight Evans’ friends/ cronies should challenge those Philadelphians who voted against Philadelphia to share their friends/cronies list. Time will tell how their betrayal will benefit Philadelphia. Will their list be as wide-ranging as the guy they voted out of leadership? Not a chance!

Word is that the Republican City Committee has coalesced around a slate of five candidates for City Council at Large.

They appear to be FRANK RIZZO, former candidate for Mayor AL TAUBENBERGER, Corbett campaign staffer JOHN GIORDANO, former Congressional candidate MARIE DELANEY and City Council aide TIM GERARD. Left out of the pack are ’07 near winner DAVID OH and STATE REP. DENNY O’BRIEN. The reformer/State Committee group isn’t going down without a fight, however. With their numerous new ward leaders and committeepersons running their operation, they are looking to make an electoral dent this cycle. They are rumored to be supporting David Oh for Council At Large.

We are also hearing rumblings AL SCHMIDT may make a run for the post. It also looks as if JOE DeFELICE is going to make a strong run at taking out City Commissioner JOE DUDA. Duda has long been a City Committee stalwart and many believe he is the only remaining strength in the City Committee with his control of the 66th Ward.

Moral of the story is neither side has been able to disentangle their tusks to form a coalition of old guys and new guys. This is a feud that has only just begun. Trunk Man is losing hope.

Let me end with some Elephants who did get on the same page. Congratulations to the United Republican Club, which marked its 130th birthday last night at the Society Hill Sheraton. Receiving the annual Meehan Award were Republican National Committeeman BOB ASHER and THOMAS McCANN, who has been the Club’s president for the past three decades. Also at the affair was Lt. Gov.-Elect JIM CAWLEY.

Yo. Here we go again with something from the internet that will boggle your mind . . . I know it did mine. The year is 1910 – 100 years ago. What a difference a century makes.

Here are some statistics for the year 1910. The average life expectancy for men was 47 years. Fuel for cars was sold in drugstores only. Only 14% of the homes had a bathtub. Only 8% of the homes had a telephone. There were only 8,000 cars and only 144 miles of paved roads in the whole country. The maximum speed limit in most cities was 10 mph.

The tallest structure in the world was the Eiffel Tower.

The average US wage in 1910 was 22 cents per hour. The average US worker made between $200 and $400 per year.

A competent accountant could expect to earn $2,000 per year, a dentist $2,500 per year; a veterinarian between $1,500 and $4,000 per year; and a mechanical engineer about $5,000 per year.

More than 95% of all births took place at home. Ninety percent of all “doctors” had no college education. Instead, they attended so-called medical schools, many of which were condemned by the press and the government as substandard.

Sugar cost four cents a pound. Eggs were 14 cents a dozen. Coffee was 15 cents a pound. Most women only washed their hair once a month, and used Borax or egg yolks for shampoo. Canada passed a law that prohibited poor people from entering into their country for any reason. The five leading causes of death were: pneumonia and influenza; tuberculosis; diarrhea; heart disease and stroke.

Although you might not have known it from reading the newspapers or watching the news on television, last Wednesday was World AIDS Day. World AIDS Day is the day that’s been set aside by the folks who set aside those kinds of things to remember that while an HIV-positive diagnosis no longer means you’ll be dead in six months, it’s still out there, it’s still deadly, and there’s still no cure.

Let me repeat that last phrase: there’s still no cure. The undetectable viral loads that some with HIV are fortunate enough to have, thanks to the many drug cocktails that have been created to fight the virus, may make you think HIV is no longer a part of our everyday lives, but that’s not the case.

There aren’t a whole lot of people here in Philadelphia who know that better than Rashidah Abdul-Khabeer.

When I was given the assignment of covering the HIV crisis in Philadelphia’s African American community, Abdul-Khabeer, who was Rashidah Hassan at the time, and the organization she co-founded, BEBASHI (Blacks Educating Blacks About Sexual Health Issues), were among the first sources I acquired. I had heard about the organization on the radio and they seemed to be everywhere I went when it came to helping people to deal with this disease.

When Abdul-Khabeer and Wesley Anderson, Jr. started the organization 25 years ago, she thought BEBASHI would eventually be able to move on to tackle other aspects of sexual health among African Americans.

“I sort of hoped it would have morphed into something that wasn’t specifically focused on HIV/AIDS,” she said. “I (Cont. Page 13)

MICHAEL NUTTER, was all over this City “doing his thing”. I then spotted HON. MARVIN HALBERT, Senior Judge, Court of Common Pleas, heading towards City, and specifically, up to the 6th floor. Hey Boss, I spotted one of your favorite Judges, HON. FREDERICA MASSIAH JACKSON, and I might add, looking good.

HON. JOSEPH EVERS, the Prothonotary and Clerk of Court, was running around all over the 2nd floor, Chief. Seems he’s all excited about his upcoming CHRISTMAS PARTY, one that will happen next week. Yes Chief, the Prothonotary Christmas Party will be WEDNESDAY, DEC. 15 in City Hall ROOM 284. Say hello to STANLEY, DEBBIE, ELAINE and MARC; these people are really THE BEST. (Cont. Page 16)

A note to elected officials and their high-profile staff: an abrupt resignation always raises eyebrows and gives chatty tongues a reason to wag! So it should be no surprise that the recent resignation of one of Philadelphia’s most-politically connected family members drew attention.

And now the plot thickens as the City’s Board of Ethics announces a settlement to the issue regarding said staff member. I won’t comment, save to cite one lesson for all to learn: Stone-throwing is a bad habit for politicians to acquire, because so many wind up living in glass houses.

One media-hungry elected official has been making the rounds, telling us all how they reformed this and reformed that since taking office earlier this year. But they still haven’t told us who they work for: the voters that elected them, or the ‘powerful sitting high’? The little people or the big gun with his numerous ethical lapses? Note: You don’t have to be a team player if the team is doing something crazy. Individualism comes from within in real leaders.

Having lost our power-broker STATE REP. DWIGHT EVANS, some Philly nonprofits are going to have to to polish their fundraising and management acts. Into to breach leaps STATE SEN. ANTHONY WILLIAMS, who is organizing a Boot Camp for Nonprofits at University of the Sciences next Wednesday. Not a bad idea!

One last thought on the Christmas Village, or (blank) Village, or Christmas Village (again) issue: Maybe the Mayor or Managing Director wanted it to be named after themselves…. I’m glad they had a change of heart in the end.

Over the last 25 years, BEBASHI has had its challenges. It filed for bankruptcy in the 90s and funding has always been hard to come by.

But BEBASHI continues to function due to force of will, says Gary Bell, the organization’s current executive director.

But by the time that the organization celebrated its 10th anniversary, AbdulKhabeer realized that wouldn’t be the case. While BEBASHI has also taken on breast cancer, men’s health, an emergency food cupboard and other things as a part of its mission, HIV remained its primary focus because of the toll the disease began taking among those who could afford it least.

“HIV settled into the poorest areas with the fewest resources,” said Abdul-Khabeer, who is now deputy director of the Family Planning Council’s Circle of Care. “We were afraid it would expand into those communities and that’s exactly what happened. There is no easy solution to deal with this, but I’m glad BEBASHI has remained in the forefront of this discussion.”

For 25 years, BEBASHI has tried to keep pace with a disease that seems to defy every assumption that has been made about who gets it and how for a community whose challenges make treating it complicated. It commemorated that ability to keep going at a 25th Anniversary Gala held at the Hilton Philadelphia on City Line Avenue last Wednesday.

The gala, which was cohosted by NBC-10’s Monique Braxton and Radio One’s E. Steven Collins, was a time not only to honor the organization on its 25th anniversary, but was also to honor those continuing the fight against HIV/AIDS. Abdul-Khabeer and Ander-

son were honored with BEBASHI’s Founders Award; Antonio Adolphus, a longtime BEBASHI employee, was recognized; and William “Billy” Butler, Jr. of Community Behavioral Health and Bright Hope Baptist Church, Dr. Walter P. Lomax Jr. of Lomax Health Systems and Black Entertainment Television’s “Rap it Up” Campaign, which provides education to young people on the importance of practicing safe sex, got the John Allen Blue award.

For the community it serves, the fact BEBASHI continues to exist is important, says Gary Bell, the organization’s current executive director.

That’s because the disease itself is still hitting communities of color at a rate here in Philadelphia that should be making everyone take notice. For African American women

It’s hard to understand how such large leaks could exist unless they either got lazy, an insider “turned” or the Government wanted it to be leaked. All three options are hard to believe. I won’t speculate on why the leaks happened. It is enough to know they did.

I did a search on the internet and found a lot of sites have posted reviews of the latest leaks from the State Dept.

A great deal of the stuff I read is sort of like watching your elderly neighbor get accidently locked out collecting the morning paper in his shorts, except that this neighbor is a world leader.

I guess I just live in the wrong neighborhood to appreciate WikiLeaks.

Sunoco Fuels Relief Deliveries Philabundance, the Delaware Valley’s largest hunger relief organization and Sunoco, Inc. will announce future details of their longterm partnership.

Sunoco has been a funding partner since 1993, and has been providing Philabundance with all fuel since 2005. The unveiling took place at the Passyunk Refinery at 3144 Passyunk Avenue.

Through Sunoco’s loyal partnership, Philabundance was able to launch an Emergency Relief Initiative in 2009, which established a number of direct service programs during a time when the need in our region was so great.

At the core of these services is the ability to procure and distribute millions of pounds of nutritious food directly to individuals throughout nine counties. This task would be a challenge without the donated fuel that allows Philabundance trucks to reach those in need across the re-

gion. Since 2005, Sunoco has donated nearly $750,000 in fuel.

Philabundance’s fleet of 12 trucks travel about 16,000 miles a month, 192,000 miles a year which translates to approximately $200,000 of fuel each year. The partnership with Sunoco has enabled Philabundance to expand reach and provide emergency food assistance to more residents, including seniors and children.

“We cannot thank Sunoco enough for their long term partnership,” said Bill Clark, president and executive director of Philabundance. “Because of their generous sponsorship of fuel for our trucks, Philabundance can distribute millions of pounds of food to 65,000 people each week.”

We recently were invited, along with many other guests, to a menu sampling at JG Domestic. The charcuterie ($16) — two-fisted cold cuts like prosciutto, chorizo and Moroccan lamb with stone ground mustard and sourdough slices — is a dish that verges on a vendetta against the vegetable kingdom (if that is in fact a kingdom).

A selection of domestic artisanal cheeses such as bleu cheese, triple cream and sheep’s/cow cheese from Vermont ($16) were yummy in the tummy. And it’s wicked hard to stop eating the large rectangle of wood oven flatbread — like a thin pizza crust with chanterelle mushrooms, shaved cheddar cheese, black

truffle and egg yolks ($12).

After tasting the chilled heirloom baby beets (as opposed to grown up beets?) with whipped crème fraîche and molasses vinaigrette ($9), I was as excited as a Bedouin shepherd seeing his first whale. And a recent study revealed that the Kabocha squash with black kale, sheep milk cheese and candied squash seeds ($10) is a spectacularly original and savory dish. (The study was conducted by the University of My Taste Buds.) An entree of prawns had a New Orleansstyle spiced tomato broth that could extend your life expectancy if you ate it every day ($20).

On the down side for us were the overly salty hickorysmoked Georgia pecans ($7), the tasteless Andouille sausage in an heirloom potato cassoulet

Len Lear ($8) and the too-fatty Texas wild boar ($22).

Drink-wise, there is a selection of craft beers, an allAmerican wine list with 16 wines by the glass ($8–$13) and more than 50 bottles, most from California. Signature cocktails are named after historic rail routes. And there is a 3 to 7 p.m. Happy Hour offering pints for $5, wines for $6 and a selection of cocktails for just $7.

We tried a Sixpoint Pilsner on draft ($6), which we found too bitter; a glass of Chalone Chardonnay ($8), which was lacking in body and after-taste; and Rosenblum Zinfandel ($8), which was lush and bursting with flavor. I would gladly buy several bottles of this modestly priced find.

There is a parking garage and an outdoor parking lot next to JG Domestic. The price to park is a ridiculous $21, although you can reduce it to $12 by requesting a discount ticket at the hostess’ desk. Unfortunately, we saw no signs anywhere indicating this.

by Len Lear José Garces, who has highoctane ambition but is cooler than a York Peppermint Patty, is now the reigning king of Philadelphia restaurant chef/entrepreneurs (Stephen Starr is not a chef), and as the old saying goes, “Into each reign some life must fall.”

(Well, maybe it’s a new saying.) The life falling right now is that of JG Domestic, Garces’ seventh restaurant, which opened in mid-October on the ground floor of the spectacular Cira Center, just yards from the 30th Street Train Station. And it is falling into the embrace of the cocktail crowd, boldface names and young professionals who once filled the Old City nightclubs that have since been hijacked by the bar-hoppers, meatheads and Snooki wannabes.

Garces, Philly’s own “Iron Chef” (that’s why he’s our “reign man”) who fully deserves his “itemhood” (his name pops up regularly in local gossip columns), made his reputation first as executive

chef at two Stephen Starr Latin restaurants, Alma de Cuba and El Vez, before creating his own empire of Latin fusion restaurants — Amada, Chifa, Distrito, Tinto and Garces Trading Company — but his latest two ventures, Village Whiskey and now JG Domestic, both American restaurants, prove Jose is no one-trick pony.

One reason scene-sters have gravitated to JG Domestic is the spectacular, glitzy space that has made a hairpin turn since it was occupied by chef Daniel Stern’s Rae. “This is our best-looking restaurant,” Jose told us last week.

JG Domestic has extremely high ceilings and magnificent columns, vertical gardens, planter boxes, a communal table that features three living trees growing through it, and more.

Blandness is not on the menu at JG Domestic. For example, two of the innovative items on the menu are the heirloom crimson popcorn ($5) and the Maine lobster “cappuccino” with a butternut squash dumpling ($14); and Garces really wanders into the culinary outfield with the Ji-

More Park Land Planned For Us All Building on Philadelphia’s commitment to become the greenest city in America, Mayor Michael A. Nutter has announced a bold plan to make accessible green space in neighborhoods throughout Philadelphia over the next five years.

Called Green 2015, the City will partner with communities, local institutions, foundations and the private sector to assemble acreage that “connects people to parks” in underserved neighborhoods throughout the City. At the same time, the plan provides an innovative way to boost the City’s compliance with new Federal stormwater regulations that require the City to reduce

stormwater runoff into local rivers and streams.

“Green 2015 is a strategy for using green space to improve the lives of our fellow citizens, more than 200,000 of whom have no access to parks today,” Mayor Nutter said. “At the same time, it works as an effective tool for economic development by improving quality of life in neighborhoods all across Philadelphia.

“This plan also improves the City’s compliance with the Federal stormwater regulations,” the Mayor said.

“But Green 2015 is more than just a way for us to meet this federal mandate. The genius of Green 2015 is that it offers us a way to turn an obligation
