A Tasty Christmas MUMMERS PREVIEW: 90 Years On, Aqua Still Has ‘A Peel’

Mummers at one of the region‘s much-loved String Bands believe a victory at this year’s New Year parade is ripe for the picking.

The Aqua String Band will entertain mummers fans at 3 p.m. on Jan. 1, 2011 in what the mummers outfit describes as having the most “a peeling” performance.

That’s because to celebrate its 90th year, Aqua’s 2011 theme is all “fruit-licious.”

On Monday morning, Lois, the founder of ODUNDE, Inc. realized her dream.

After a decade-long development process, a ribbon was finally cut to open the Osun Village in Grays Ferry.

Fernandez Realizes Dream At Osun Village Fernandez was joined by her daughter and grandchildren in marking the occasion.

Elected officials such as Mayor Nutter and Council President Anna Verna, and business leaders also helped cut the ribbon to open the brand new $5 million development, located at 2308-2314 Grays Ferry Avenue.

The Village will have affordable apartments and the ground floor will be used by local businesses. Fernandez said she is already getting ready to move in one of the spaces.

For Alabama-born Fernandez, staring at the threestory building, marks the fulfillment of her dream to help develop a home for seniors in the community she has lived in for the last 30 years.

“Today we celebrate the opening of Osun Village, named after the goddess of love and fertility and we know that this will be a place of love for all to come. We

One person who has stood side-by-side with Fernandez to bring the Senior Village to reality is Councilwoman Anna Verna. “One of the things that has always

been near and dear to my heart is the development of affordable housing,” said Verna. “As the number of seniors in our community continue to grow, the need for this type of affordable housing as well as other kinds of social services be-

comes even more pressing.“ To qualify for residency, residents must be at least 62 and have an income at or below 50% of the area median income.

The first floor contains office space, and the second and third floors will be

home to apartments.

The project was developed

by Osun Village Partnership LP, a joint venture of Universal Companies and ODUNDE, Inc. “I don’t know why, but there was a lot of opposition to this project,” Universal Cos. President and CEO A. Raheem Islam told the audience on Monday.

“I can’t imagine anybody opposing this project. We’ve only been a stellar champion for rebuilding this neighborhood when it was really struggling,” he said.

The project received funding from various sources including a $1.5 Community Development Block Grant from the City, $2.4 million from the National Equity Fund, an affiliate of Local Initiatives Support Corp.; $750,000 in Pennsylvania Housing Finance Agency stimulus funds; $79,000 in Housing & Urban Development; and $220,000 from the

Musical highlights will include “I Heard It Through the Grapevine”, “Strawberry Fields”, “Orange Blossom “Tangerine”.

The Aqua String Band was organized on Apr. 2, 1920 by Elmer W. Leyrer and Fred J.

Kesel, Sr. and incorporated into the String Band Association in 1945. It was Kesel who first introduced the glockenspiel (bells) into the Mummers’ Parade, where they have remained a constant fixture ever since.

The name “Aqua” is a reflection on the life and times of the United States during

the Band’s birth. Latin for the word water, “Aqua” was chosen as an ironic reference to the then raging controversy over Prohibition – “aqua” being the only legal drink at the time.

The Band has never missed a New Year’s Day Parade since the time they first stepped onto “The

Street” this makes Aqua not only one of the oldest, but also one of the most consistent bands in the Parade.

Known for presenting original and creative themes, Aqua holds the record for the highest points ever scored in the New Year’s Day Parade with a 99.9 from their First Place finish in 1960.

The String Band club boast six members who have been inducted to the Philadelphia String Band Association Hall of Fame: Cy Daly (2007), Walter “Duke” Burkhardt ( 2001), Len Giacabetti, Sr (1989), Al Primavera, Jr. (1987), Ed Venkus (1976) and Fred J Kesel (1959).

Cole is excited because, as he says, “I like the competition, looking at one section is all Army and the other section is all Navy. Then you see parachuting and fireworks! I felt so proud of my country.”

Sen. Williams On Transition Committee Charter Schools will find a safe haven for the next four years with the selection by Gov.-Elect Tom Corbett of State Sen. Anthony Williams (D-W. Phila.) as a member of his transition team.

Citing the critical need for a bipartisan effort in the next legislative session, Corbett has selected Williams to serve on his transition team. Williams, who was recently elected as Democratic caucus chair, will be the only Democratic Senator on the transition team that consists of 17 transition committees.

“Sen. Williams’ presence on the transition team is a great first step in ensuring that we

set the tone for bipartisanship and begin to resolve the major issues that face our Commonwealth,” said Corbett.

The committees will examine the 25 departments and agencies in State government.

The committee on which Williams serves is charged with examining the Dept. of Education. Transition-team members include business leaders, former legislators, lobbyists and former officials from the Ridge administration.

Both share a platform calling for the expansion of charter schools as well as pushing for a voucher system.

“I share Sen. Williams’ core values of fiscal responsi-

bility and accountability to the taxpayers,” said Corbett.

“These values have allowed him to consistently reach across the aisle to get things done and make him a natural selection for my transition team. He has worked closely with State Sen. Jeffrey Piccola (R-Dauphin) and State Sen. Andrew Dinniman (DChester) to develop the proposed Opportunity Scholarship Act, which I support.”

Williams has become the legislature’s leading advocate for school choice and school reform, which have been seen as largely Republican issues.

He has also challenged the PSEA and the NAACP, both staunch supporters of the Democratic Party, for their opposition to school choice.

The Republican-controlled General Assembly leadership is acting as if the State’s 750 retail liquor stores and its 100 wholesale outlets will soon be on the auction block.

According to House Majority Leader-Elect Mike Turzai, there will be a bottom figure with no limit at the other end for properties.

“There’s a lot of hard work ahead, but I think we can get it done,” said Turzai, who will become Republican Gov.-elect Tom Corbett’s point man on the issue.

In an interview at the annual Pennsylvania Society gathering, Turzai discussed this as one of the House priorities for the 2011-12 session. It is essentially Corbett’s agenda, Turzai said, and includes getting a $4 billion deficit under control with a no-tax-hike budget done on time, lawsuit-abuse reform and privatizing liquor sale.

The 2011 inductees into the International Boxing Hall of Fame were announced last week and Sylvester Stallone who played Philadelphia’s most famous fictional boxer will be one of the 12-member class.

Playing underdog Philly boxer Rocky Balboa, Stallone will forever be remembered with the famous line, “Yo, Adrian! I did it!”, in the 1976 Rocky movie that has inspired

boxing fans for decades.

Stallone went on to write five other movies based on the character Rocky Balboa and in 2006 was presented a “Lifetime Cinematic Achievement in Boxing” award by the Boxing Writers Association of America.

taxes – there is nothing more crucial than this. Besides the legality of failing to file tax returns, you need to know how much you owe in taxes.

I’ve had more than one client over the years who didn’t file a return because he didn’t think he had the money to pay, only to find out years later the actual tax was fairly minimal. Of course, the penalties and interest due for failure to file is NOT minimal.

Even if you are what lawyers call judgment-proof, you still need to track-follow what your creditors are doing, to make sure they don’t do something they aren’t supposed to.

Keep Liquor Jobs Here

by State Sen. Larry Farnese Pennsylvanians have become accustomed to living under a Liquor Control Board that resembles a Soviet-style monopoly, but often hamhandedly tries to operate as a private enterprise.

This time, the LCB says it must consolidate operations in order to become more cost-efficient. The LCB wants to accomplish this by eliminating one of the three distribution centers it maintains around the state. And it wants to do so before the end of the Rendell Administration.

While we certainly favor efficient operations, we do not favor a rush to judgment that could result in losing more than 100 jobs held by experienced workers in Philadelphia.

Last year, the LCB received the results of a $598,000 study, prepared by North Carolina-based Tompkins Associates, to analyze and recommend improvements to the LCB’s statewide distribution network. The re-

port identified potential costsaving measures which included eliminating one of the three distribution centers.

Currently, the LCB operates distribution centers in Philadelphia, Scranton, and Pittsburgh.

Following receipt of the Tompkins report, the LCB decided to consolidate the Scranton and Philadelphia warehouses into one facility.

The LCB solicited bids for the consolidation, and a number of companies in the eastern part of the state expressed interest.

However, the Tompkins report and the LCB bid documents reflect a troubling theme: The LCB seems to have already decided the new warehouse should be located in the Pottstown area.

How can the LCB know the best place to put a warehouse before it gets the bids back? Competing bidders and taxpayers can only wonder whether the successful bidder was identified in advance.

Another failing in the LCB’s course of action in the analysis is the ripple effect

that could result in the loss of port jobs to New Jersey.

Twelve percent of LCB shipments arrive by oceangoing container, with the majority coming through the Port of Philadelphia. A warehouse consolidation outside the Philadelphia area could result in shipments being brought into the Port of Newark, a loss of business to New Jersey and a potential loss of jobs in Pennsylvania.

As Philadelphians, we want to see the new LCB warehouse stay here, along with the more than 100 jobs held by experienced workers at the current facility.

Philadelphia has unparalleled access to ports, railroads, and highways.

In addition, Philadelphia has more stores and higher sales than any other county in the state.

The LCB owes it to the competing bidders and to the public to put the warehouse where the best service at the best price will be provided.

This can only be accomplished by restoring basic fairness and good policy to this process.

No Nutter Fan Whether the opposition is Rendell, Katz, Green, Street, Knox, Santa Claus or the Easter Bunny, Mr. Nutter should not be reelected as Mayor.

We’ve had eight years of Goode, eight years of Rendell, eight years of Street and now, quite possibly, gulp – eight years of Nutter.

Goode had his moments and was on his way to becoming one of our best Mayors, until the MOVE massacre.

“America’s Mayor” Rendell was responsible for the facelift to Center City that reenergized economic growth at the time, but not much else. Street increased needed social services, but he also had associates so corrupt they never met a kickback they didn’t like.

Now Nutter. His achievements have been so few I would have to grade them on a curve for him to get a passing grade. Too often, he looked lost and dazed, like the proverbial deer caught in the headlights of the issues.

Maybe what Philadelphia needs is a Republican Mayor. It might awaken the Democratic Party to the reality that their hibernation in which they’ve been for 30 years is over.

No other newspaper has given the Pennsylvania Society gathering the extensive coverage we have in the last six years we have had correspondents on the scene. The pictures seen on Pages 11 and 12 in this issue are an example of that coverage.

Those who follow the events, but cannot attend, get an insider’s view of the activities through this coverage.

The Society has a long tradition of going to New York to gather the movers and shakers of the Commonwealth and it is tough for its executives to think of moving the venue to Philadelphia.

But in these tough times, it would be smart of them to consider the move, bringing the money spent by Pennsylvanians in New York for the weekend back to Philadelphia. Our hotels are better and newer and have all the opulence found in the aging Waldorf Astoria which is the epicenter for the event. The publicity accompanying the move would do well for the Society.

It is time to kiss the tradition goodbye. And just think how less expensive it will be for those attending. For sure, the politicos who represent us in Washington, Harrisburg, and Philadelphia need to exert pressure on those major Philadelphia law firms who subsidize the Society by their attendance to begin to look at the greener pastures offered by this city.

Congrats to one of our favorite Philadelphia leaders, who has been spotted with a baby bump! She’s been keeping a lower profile lately, but now we know why! We wish her all the best (unless that bump isn’t what we think it is, and in that case want to change our wishes to a charge to hit the gym!).

STATE REP. RON WATERS has been making more rounds than usual, showing us an energetic side we haven’t seen before. Whether leading press conferences, speaking to community groups or showing his political smarts by working with everyone, Waters is becoming the “go-to guy” for many. Everybody likes him (which really does matter, believe it or not), he’s down to earth and is just like us: regular folks! Not to mention he has a thorough understanding and ability to articulate complex legislation and the effects it will have on Philadelphia’s various constituencies. Is he gearing up for something bigger and better in the future? We hope so. You can count on our vote!

Missing among the festivities at this year’s Pennsylvania Society in New York was outgoing Appropriations Chairman STATE REP. DWIGHT EVANS. Our prediction is while he may be on the way out, his leadership will be much needed and requested as mumbling, bumbling inexperienced folks take over.

A certain member of City Council is interested in propelling a staff member to public office. Sounds interesting, but we wonder: Has he looked at the consequences which may affect getting himself reelected! What if they get in and you’re out? Think on it before acting.

There are two events as a political commentator that I’ve never been to, and that I have the goal of attending in the New Year.

One is Congressional Black Caucus weekend. The reason for that’s kind of obvious: I’m African American, I write about politics, and I love a good party. That’s reason enough.

The other event is the annual gathering of the Pennsylvania Society. This particular hootenanny turns New York’s Waldorf Astoria Hotel into the center of Pennsylvania’s political universe. It brings folks from most of Pennsylvania’s various political spectrums together for a weekend of networking, deal making, and garden variety ring kissing, with the ring most kissed this year belonging to Gov.-Elect Tom Corbett.

While State politics got a lot of the shine this year, there were some Philly-centric highlights. For one, someone was handing out “Specter for Mayor” buttons, which were designed to make people consider drafting outgoing Sen. Arlen Specter as a candidate for Mayor.

My question: Which party would he run under? He was about to lose his party’s nomination as a Republican, so he became a Democrat. He lost the Democratic primary and wasn’t able to defend his seat in the General Election. Would he compete with Mayor Michael Nutter for the Democratic nomination? Would he run as a Republican? Green Party maybe? Specter himself doesn’t know, probably.

Another highlight was the fundraiser Mayor Nutter threw for his reelection bid. I’m not sure if he took the mic and started rapping, but one of the guests for this hoedown made (Cont. Page 20)

Yo! Here we go again with these memories of fluffernutters. Do you remember those great sandwiches made with peanut butter and marshmallow crème? They were an entire meal. The fluffernutter has given countless children a sugar rush. By the way, “Fluffernutter” is a registered trademark of Durkee-Mower Inc., the maker of “Marshmallow Fluff” brand marshmallow crème.

If you don’t know what a fluffernutter sandwich is or never had one, this is how to make them.

Spread peanut butter on a slice of white bread, then spread an equal amount of marshmallow fluff on another slice, then close the bread slices with peanut butter, the Fluff sides touching, forming a sandwich – and with a cold glass of milk on the side – enjoy. Variations of the recipe include wheat bread instead of white, and the addition of bananas, honey, or other ingredients that are compatible with peanut butter. If you want to super-size your Fluffernutter, add additional layers of marshmallow and peanut butter.

Marshmallow candy dates back to ancient Egypt. It was a honey-based candy flavored and thickened with the sap of the root of the Marsh-Mallow plant (althea officinalis). This special candy was reserved for the pharaohs and the gods.

Pharmacists in Paris, France extracted juice from the marshmallow plant’s roots and cooked it with egg whites and sugar, then whipped the mixture into a foamy meringue that later hardened, creating a medicinal candy used to soothe children’s sore throats. People liked the new product and started eating it like candy.

In 1910, the Limpert Brothers brought out a product called Marshmallow Fluff, which was sold to soda fountains and ice-cream parlors to put on ice-cream sundaes. Marshmallow Fluff is a blend of corn syrup, sugar, dried egg white and vanilla flavoring.

Amory and Emma Curtis didn’t invent marshmallow crème, but they popularized it for home use. Their signature product for the first 10 years of operation was called Snowflake Marshmallow Crème (later known as SMAC), the first commercially successful shelf-stable marshmallow cream.

Emma Curtis started out going door to door in Melrose, Mass. bringing samples of their marshmallow crème on crackers.

Massachusetts already has five official state foods: the baked navy bean, corn muffin, chocolate chip cookie, Boston cream pie, and Boston cream doughnut. Now they are proposing the fluffernutter as their state sandwich – all good stuff to eat. I love cheese steaks wit’, but once in a while I do enjoy a fluffernutter – how about you?

SNOOPER’S COURT’S NEWS BUREAU: The SUPREME COURT, namely, the Chief Justice, HON. RONALD CASTILLE, and JUSTICE SEAMUS McCAFFERY, have issued, and will enforce, new procedures for both MUNICIPAL COURT, and the COURT OF COMMON PLEAS. These will be implemented in order to bring both systems up to date, both CIVIL and CRIMINAL COURTS. I know HON. SETH WILLIAMS, the District Attorney, is very pleased, and he too can’t wait till all the new changes are implemented. We’ll watch it too. The District Attorney plans to open “satellite offices” around this City!

Long-time JUDGE TED GUTOWICZ departed this life after a short illness. He had served with distinction in the Orphans Court for most of his judicial career. He was buried from Our Lady of Calvary Church. Among those in attendance were many of the Common Pleas judges. Despite having achieved senior status many years ago, he continued to serve.

Before taking the bench, his distinguished career included service as insurance commissioner under GOV. DAVE LAWRENCE. A portrait of the Honoree JUDGE SHELDON C. JELIN was presented to the City of Philadelphia on Tuesday, Dec. 14. There was a pleasant time in Courtroom 653 during which many of the judge’s accomplishments were featured. A reception followed in Conversation Hall.

‘Reign Man’ rules with cocktail crowd

by Len Lear José Garces, who has highoctane ambition but is cooler than a York Peppermint Patty, is now the reigning king of Philadelphia restaurant chef/entrepreneurs (Stephen Starr is not a chef), and as the old saying goes, “Into each reign some life must fall.” (Well, maybe it’s a new saying.) The life falling

right now is that of JG Dom e s t i c , Garces’ seventh restaurant, which opened in mid-October on the ground floor of the spectacular Cira Center, just yards from the 30th Street Train Station. And it is falling into the embrace of the cocktail crowd, boldface names and young professionals who once filled the Old City nightclubs that have since been hijacked by the bar-hoppers, meatheads and Snooki wannabes.

Garces, Philly’s own “Iron Chef” (that’s why he’s our “reign man”) who fully deserves his “itemhood” (his name pops up regularly in local gossip columns), made his reputation first as executive chef at two Stephen Starr Latin restaurants, Alma de Cuba and El Vez, before creating his own empire of Latin fusion restaurants — Amada, Chifa, Distrito, Tinto and Garces Trading Company — but his latest two ventures, Village Whiskey and now JG Domestic, both American restaurants, prove José is no one-trick pony.

One reason scene-sters have gravitated to JG Domestic is the spectacular, glitzy space that has made a hairpin turn since it was occupied by chef Daniel Stern’s Rae. “This is our best-looking restaurant,” José told us last week. JG Domestic has extremely high ceilings and magnificent columns, vertical gardens, planter boxes, a communal table that features three living trees growing

Blandness is not on the menu at JG Domestic. For example, two of the innovative items on the menu are the heirloom crimson popcorn ($5) and the Maine lobster “cappuccino” with a butternut squash dumpling ($14); and Garces really wanders into the culinary outfield with the Jidori chicken (lunch, $12; dinner, $16), fried-chicken coated in cornflakes and served over chicken liver gravy, etc.

We recently were invited, along with many other guests, to a menu sampling at JG Domestic. The charcuterie ($16) — two-fisted cold cuts like prosciutto, chorizo and Moroccan lamb with stone ground mustard and sourdough slices — is a dish that verges on a vendetta against the vegetable kingdom (if that is in fact a kingdom).

A selection of domestic artisanal cheeses such as bleu cheese, triple cream and sheep’s/cow cheese from Vermont ($16) were yummy in the tummy. And it’s wicked hard to stop eating the large rectangle of wood oven flatbread — like a thin pizza crust with chanterelle mushrooms, shaved cheddar cheese, black truffle and egg yolks ($12).

And a recent study revealed that the Kabocha squash with black kale, sheep milk cheese and candied squash seeds ($10) is a spectacularly original and savory dish. (The study was conducted by the University of My Taste Buds.) An entree of prawns had a New Orleansstyle spiced tomato broth that could extend your life expectancy if you ate it every day ($20).

On the down side for us were the overly salty hickorysmoked Georgia pecans ($7), the tasteless Andouille sausage in an heirloom potato cassoulet ($8) and the toofatty Texas wild boar ($22).

Drink-wise, there is a selection of craft beers, an allAmerican wine list with 16 wines by the glass ($8–$13) and more than 50 bottles, most from California. Signature cocktails are named after historic rail routes. And there is a 3 to 7 p.m. Happy Hour offering pints for $5, wines for $6 and a selection of cocktails for just $7.

We tried a Sixpoint Pilsner on draft ($6), which we found too bitter; a glass of Chalone Chardonnay ($8), which was lacking in body and aftertaste; and Rosenblum Zinfandel ($8), which was lush and bursting with flavor. I would gladly buy several bottles of this modestly priced find.

There is a parking garage and an outdoor parking lot next to JGDomestic. The price to park is a ridiculous $21, although you can reduce it to $12 by requesting a discount ticket at the hostess’ desk. Unfortunately, we saw no signs anywhere indicating this.

Joe Grace made it official this week. As reported in the Philadelphia Public Record earlier, he will repeat a run he took seven years ago, for City Council.

He kicks off his campaign Tuesday, Dec. 21 from 6:00 to 8:00 p.m. at Liberties Restaurant and Bar at 705 N. 2nd Street.

He stated, “For a lifelong son of the city, it was a tremendous experience. I didn’t win that first race, but my candidacy was well received by citizens and pundits alike for the depth of its energy and the quality of its ideas.”

Grace will be running for the 1st Council Dist., “a few years older and, I hope, a whole lot wiser, based on the public service I’ve done and the causes for which I have been fighting.”

In the interim, he has served as executive director of CeaseFire PA, helped draft legislation to strengthen the City’s campaignfinance laws. From 2005 to 2008, he served as communications director for Mayor John F. Street.

State Sen. Mike Stack this week announced three local programs received State funding to support their efforts to promote and maintain the arts in Northeast Philadelphia.

They are Dance Affiliates, located at 4701 Bath Street, received nearly $17,973 in funding; Kardon Institute for Arts Therapy, located at 10700 Knights Road, received $16,105 in funding; and Philadelphia Chinese Opera Society, located at 2653 Sperry Street, received $1,781 in funding.

“Our city offers numerous programs that focus on the arts, and they deserve support in order to keep them in our communities,” Stack said.
