Prejudice and discrimination affect Americans of Asian origin in many ways. Sometimes they have resulted in actual violence. In the 1980s, the Hmong community of West Philadelphia, who were refugees from the wars in Southeast Asia, experienced violent attacks. Ultimately, this entire community relocated to other cities, in part out of fear.

In 2009, a wave of largescale physical attacks aimed at Asian students mostly of Chinese origin convulsed South Philadelphia High School.

Most anti-Asian prejudice is institutionalized in nature – yet still capable of harming victims or impairing their progress.

Stereotypes are damaging to those who fall victim to them.

People may be perceived as “foreigners” when in fact they are native-born citizens. People may be perceived as appropriate for certain jobs but inappropriate for others, stemming entirely from judgments based on their “Asian appearance.”

In fact, there is no such thing as an “Asian appearance”. People of Asian origin reflect a broad spectrum of physical and racial types.

EOM 2STock II Music Festival

Without the fanfare that accompanied the Made In America Festival which drew thousands to Eakins Oval, South Philadelphians are quietly working to bring “EOM2Stock” Music Festival back for its second straight year Saturday, Sep. 27.

The festival, which benefits the Edward O’Malley Athletic Association and the charitable nonprofit 298, Inc., will again bring together local musical talent and other entertainment talent on the grounds of EOM at Front & Moore Streets from 10 a.m. to 9:30 p.m.

EOM continues to be one of South Philadelphia’s top recreational sites for youngsters with its summer camps, seasonal sports leagues, and a host of after school and community outreach programs. The nonprofit, 298,Inc. is the charitable arm of IBEW Local 98. Its purpose is to support local community programs and improvements.

The nonstop musical entertainment will include food and beverages for an additional cost, a Pennsylvania Horticultural Society “Building Beauty Zone” and a Kid’s Zone.

The entertainment lineup, with many returning by popular as “Asian culture”. The Asian continent contains a huge diversity of different cultures, religions and traditions.

It is also impossible to make economic assumptions about Asian Americans. Asians have come to the United States from different countries, at different times, for different reasons.

They do not share the same social class. Some are highly educated people who have come here with sophisticated skills to pursue opportunities in advanced sectors of our econ-

This Labor Day, as we do each year, we honor the men and women of organized labor, in our community.

Especially during this time, we are proud to report that, should PHL Local Gaming win the available Philadelphia casino gaming license, our casino property will create 1,369 direct, permanent jobs, which would translate to $38.9 million in annual wages.

In addition, during the construction phase for our proposed $428 million project, we will provide 1,235 construction jobs, with a $65.2 million construction payroll.

Because we are aware that it's much better to have new jobs sooner rather than later, we are proud to be the only bidder, among the four remaining companies vying for the final Category 2 gaming license, whose site will permit us to open six months earlier than the others. That will allow PHL Local Gaming to create 600 jobs, $10 million in wages and $54 million in city and state taxes, before any of the other bidders can open for business.

Finally, if PHL Local wins the bid it will add to its gaming facility a familyoriented entertainment complex that will create 598 new jobs, in its first three years, more than 6,059 direct and indirect employment opportunities by its tenth year of operation, and ultimately add $278 million in improvements to South Philadelphia and $3.7 million in annual property tax revenue.

One of these pieces is Pennsylvania’s Act 72 of 2010, a law targeting the misclassification of workers by their employers as independent contractors, which provides benefits to employers by taking them away from workers.

While there is certainly room in the economy for these so-called “independent contractors,” there is obvious abuse of the classification which denies employees rights, benefits and protections accorded under labor laws.

by Joe Shaheeli It’s been a cruel summer for Congressman Chaka Fattah (D-Phila.). The Congressman’s son was indicted earlier this month for defrauding the IRS and stealing from Philadelphia schools.

Now, his former Chief of Staff Gregory Naylor has pleaded guilty to several counts of campaign-finance fraud.

Based on news reports following Naylor’s guilty plea, the Congressman is heading into rough waters. But no matter how bad the press, odds still favor the reelection of Congressman Fattah. His district is almost 10-to-1 Democratic.

The only way he could lose his seat is if a federal indictment came down on him within the election deadline, which would then give the 2nd Congressional Democratic Caucus ward leaders the opportunity to pick a replacement. The Republicans have Armond James in place on the November ballot.

He also has his own history of service and contributions he has given to those voters. The Driscoll name is well recognized. Add to that, the district is heavily Democratic.

A Study in Arrogance –- the federal probe of CONGRESSMAN CHAKA FATTAH, a 20-year veteran of the US House of Representatives, shows what happens when politicians lose their perspective and see themselves as elite, entitled to live way beyond the means of those who put them in office.

A large part of Fattah’s constituents are poor people who, fortunately for Fattah (but unfortunately for them), almost blindly vote for the incumbent – if it is a Democrat. I spoke to a Republican who lives a few blocks away from West Philadelphia’s Clark Park, the venue for many civic events.

This person has seen MAYOR MICHAEL NUTTER, COUNCILWOMAN JAMIE BLACKWELL, STATE SEN. TONY WILLIAMS and even Congressman Bob Brady (even though it is not within his district) in that park.

Fattah does not need to show-up there (the park in his district), as he is a shoo-in. He has one of the safest seats for a Democrat in the US. But guess what: This is also a safe seat for Blackwell, Williams and any Democrat running for Mayor; yet they come to see their constituents.

Fattah, who has made over over six figures for 20 years as a Congressman, may have abused campaign- finance funding and charitable organizations to which he affiliated to pay for his son’s education and other personal uses. Fattah’s former Chief of Staff GREGORY NAYLOR admitted his guilt in number of illegal campaign finance activities for an unnamed “Elected Official A”. Most people familiar with the situation believe Elected Official A is Fattah.

When Gregory Naylor, former Chief of Staff to Congressman Chaka Fattah, pled guilty to a series of complicated financial transactions connected to the Congressman’s 2007 mayoral campaign, speculation began in earnest about Fattah’s future.

The game of “When will Chaka resign?” has been played in earnest, mostly by Republicans on Facebook (Yes, I mean you, John Featherman) and others who have been silently grousing about the Congressman for years.

On Monday, I spoke to someone who may have more of a say about Congressman Fattah’s future than all of the pundits combined: Armond James, his Republican opponent.

I interviewed James as part of a story on educators. The 2008 Temple University graduate is a computer-science and history teacher at South Philadelphia HS’s Creative Learning Academy, a high school for kids who have either been thrown out or left every other school they’ve gone to.

Because I taught similar kids as a media-arts teacher in Southwest Philadelphia, that became our starting point. We talked a little bit about how he manages to reach a group of complicated kids.

“I spend the first week getting to know them,” he said.

“We just talk. I ask them questions and get them to talk about who they are.”

Seeing Philadelphia’s educational issues up close was one of the things that motivated James to run for office. He believes the 2nd Congressional Dist. deserves better than what it’s getting from Fattah, and it was a belief he had before the (Cont. Page 25)

I have nothing coming into the house but two sons on the dole. Sorry not to have paid your bill before, but my wife had a baby and I’ve been carrying it around in my pocket for weeks.

Sorry about yesterday’s note. I didn’t mean one egg and a dozen pints, but the other way round.

When you leave my milk, please knock on my bedroom window and wake me because I want you to give me a hand to turn the mattress. Please knock. My TV’s broken down and I missed last night’s Coronation Street. If you saw it, will you tell me what happened over a cup of tea?

My daughter says she wants a milkshake. Do you do it before you deliver or do I have to shake the bottle? Please send me a form for cheap milk, for I have a baby two months old and did not know about it until a neighbor told me. Please send me details about cheap milk as I am stagnant. Milk is needed for the baby. Father is unable to supply it.

From now on please leave two pints every other day and one pint on the days in between, except Wednesdays and Saturdays when I don’t want any milk. My back door is open. Please put milk in fridge, get money out of cup in drawer and leave change on kitchen table in pennies, because we want to play bingo tonight.

Please leave no milk today. When I say today, I mean tomorrow, for I wrote this note yesterday. Milkman please put the coal on the boiler, let dog out and put newspaper inside the screen door. P.S. Don’t leave any milk at No. 14 until further notice … either he is dead or on vacation.

If you had a milkman, I know you have written notes like them and you do remember them.

TANEY Parade, a great idea. We ALL honor the Dragon kids! But the Mayor has told us that the City needs help paying for parade services. So who paid for Taney?? How MUCH? You cannot have an extra-long Taney parade and at the same time tell the MUMMERS to shorten theirs. Deputy Mayor Gillison said the parade was APPROPRIATE for accomplishments of MAGNITUDE. Mummers, St. Patrick’s, Puerto Rican, etc. parades are also appropriate. Are not their accomplishments of great magnitude as well?... State REP. MARK COHEN commented on a lesson for political campaigns: “The first rule of a campaign is to make sure that it functions legally.”

IT IS TOO SOON to speculate on the FATTAH seat, yet Facebook was abuzz with chatter naming potential candidates: Anthony Hardy Williams, Judge John BRAXTON and Mayor Nutter. The first two sound great. Williams might drop a mayoral push for it.... Gov. CHRISTIE off to get business from Mexico (much of it comes from American assembly plants on the border). He should have waited for the TERRIFIC results of the NUTTER trips (which the Mayor can tout in a run for higher office). Having a labor peace prior to any run for higher office, will NOT GUARANTEE D.C. 33’s (or other city unions’) endorsement.

I was surprised with Facebook postings over an undated article saying State AG Kathleen KANE is under scrutiny.

The blood is apparently in the water for CONGRESSMAN CHAKA FATTAH. Recent publicity and rumors assert that federal criminal action may be pending. Whether that’s true or not, two names have emerged to potentially succeed Fattah in Congress.

One is MAYOR MICHAEL NUTTER, who will soon be looking for a new job. The other is prominent DISTRICT ATTORNEY SETH WILLIAMS. Williams is an interesting persona because he has been so active and high profile as the city’s top prosecutor. Some have speculated he would run for state Attorney General against KATHLEEN KANE, but now there is speculation he’d like to go to Congress. He would be a very attractive candidate who appeals to a broad range of voters.

The same could be said about Nutter, but his detractors say he hasn’t done anything as Mayor that would lead folks to support him. But other politicians who have done nothing for anybody in one job have often been supported for another job – sometimes just to get rid of them in their current job.

A new name is emerging for the Mayor’s race. Former DISTRICT ATTORNEY LYNNE ABRAHAM has told her closest advisers that she will seek the position. Some believe Abraham’s time in Philadelphia politics has come and gone. But they said that about her and others in the past. Abraham still has a very strong base of supporters and could capture the potentially minute block necessary to win in a crowded field.

The most recent poll of the gubernatorial race has TOM WOLF winning by 25 points. But Democrats have blown elections with similar leads in the past. MARK SINGEL was well on his way to becoming Governor of Pennsylvania against an obscure Congressman from Erie named TOM RIDGE. And unforeseen events involving rape and murder by a former Pennsylvania parolee resulted in a 20-point flip in just under three weeks. Ridge went on to become Governor by a comfortable margin and later became the Secretary of the Homeland Security Dept. So Tom Wolf and MIKE STACK will have to keep their feet on the pedal if they are to make history by throwing out incumbents TOM CORBETT and JIM CAWLEY for the first time in Pennsylvania history.

Another Philadelphia Eagle has stepped up to run for US Congress. Four years ago we saw JON RUNYON run in New Jersey’s 3rd Congressional Dist. Runyon has decided not to run again this year, which is sad because I believe he would win.

GARRY COBB, 11-year NFL veteran and former Eagles defensive player, has stepped up to the plate (sorry, wrong sport) to run in New Jersey’s 1st Congressional Dist. seat vacated by retiring Democrat BOB ANDREWS. Andrews has been dogged by ethical issues.

Cobb, who lives in Cherry Hill for two decades, is a native of Stamford, Conn and

A law isn’t effective, however, unless someone is enforcing it and, although in effect for more than three years, Pennsylvania’s Dept. of Labor & Industry isn’t getting the job done.

Labor & Industry has not taken action to prosecute or dismiss 18 of the original 29 complaints filed in 2011. Of the 63 complaints filed within the last three years, only 20 were closed.

Northampton Co. District Attorney John Morganelli, who has met with department officials to discuss the enforcement of Act 72, has expressed his frustration at the lack of action by state regulators.

I have introduced legislation (SB 1454) that would help local district attorneys to enforce Act 72. Under the bill, the State

would reimburse district attorneys for the cost of their Act 72 investigations.

It is time to acknowledge that, for whatever reason – lack of expertise or political indifference — state regulators aren’t up to the job and new eyes on the cases and shoes on the street are needed.

Continuing to allow the flouting of the law is hurting middleclass working families and it’s not helping the employers that continue the practice.

Every taxpayer loses when misclassification results in uncollected income taxes, workers compensation payments and unpaid medical bills.

The federal government has recovered more than $18 million in wages for nearly 20,000 misclassified workers over the past two years. In Pennsylvania, the amount recovered has been less than $5,000.

These two federal enforcement agencies are now working together to crack down on employee misclassification and the employer who has built a business model around the practice is putting the business – and those who depend on it – at risk.
