Dixon House Offers Internet Access

by Tony West Diversified Community Services is giving Point Breeze residents internet access at its Dixon House. The house is one of 51 KEYSPOT locations in the city. KEYSPOT represents a citywide coalition of community-based groups committed to bringing Internet access, training and technology to all Philadelphia communities. Each KEYSPOT location offers a computer lab, trained technical support and free internet access. This Tuesday, Mayor Michael Nutter visited Dixon House, 1920 S. 20th Street, to launch a new program of his Office of Education which is designed to boost city students’ access to college information. Called Connect2College, it offers a fleet of services, including collegeapplication and -scholarship assistance and college essaywriting help, at 17 KEYSPOT labs across the city. DCS hosts one of them at Dixon House. Connect2College is a multi-mode college-resource service aimed at reaching young students where their heart is – in their cellphones. “In every school I visit, kids are texting each other – even the kid sitting next to them,” Nutter said. “That device can send you to college.” Even children without personal internet access can use Dixon House’s computer lab to access college information. That’s crucial, Nutter said, because the School District’s budget woes have severely cut back its ability to provide college counseling. And a city whose children cannot find out how to go to college is

Health Partners Shines Light On The Unsung In recognition of their efforts to improve, empower and transform their communities, Health Partners Plans and the Health Partners Foundation held its 12th annual Making a Difference Awards ceremony to honor local individuals and organizations whose work is having a lasting impact in the community. This year’s theme, “Dream Catchers,” shed light on those who are helping to make dreams a reality. Philadelphia Inquirer Food Editor Maureen Fitzgerald received the Partners Award for starting “My Daughter’s Kitchen,” which teaches children in 10 (soon to be 15) Philadelphia schools how to cook healthy, inexpensive meals while learning the value of good nutrition and

teamwork. The One Less Foundation was this year’s Making a Difference Award recipient, for providing financial education and personal mentoring to individuals and families to help them break the cycle of poverty. The One Less philosophy is that teaching the basics of money management and personal development promotes economic wellbeing that can extend into future generations. Jules E. Mastbaum Area Vocational Technical School senior Musa Konneh received the Junior Partners Award in recognition of his academic record, outstanding community service and efforts to build disease awareness. George, Health Partners Plans president and CEO and Health Partners Foundation chairman. “It is an honor to pay tribute to these ‘dream catchers.’ We

are proud to call them partners in making positive changes and creating brighter futures for the communities we serve.” At the reception, George also announced that Health Partners Plans senior VP of business development Lovell Harmon will assume the role of the Foundation’s new president, replacing, Judy Harrington, who retired from Health Partners Plans last spring. Health Partners Plans is a

not-for-profit managed healthcare organization serving nearly 190,000 members in the Greater Philadelphia region. It provides a broad range of health coverage options through Health Partners Medicare, Health Partners for Medicaid recipients and its KidzPartners (Children’s Health Insurance Program) plan. Founded nearly 30 years ago, Health Partners Plans is one of the few hospital-owned health insurers in the country. Nationally recog-

nized for its innovations in managed care, it consistently receives the highest ratings for member and provider satisfaction and, in 2014, was ranked the top Medicaid plan in Pennsylvania and 20th in the nation by the National Committee for Quality Assurance. Halloween Pumpkin Carving by Maria Merlino Methodist Hospital hosted S Broad Street Neighborhood Association’s pumpkin-carving. Association provided prepared pumpkins, carving tools, set-ups and free candy and snacks. “Our board members are super-supportive of the event,” said President Peter Zutter. “It’s a nice chance to meet new people and give an opportunity to families to carve pumpkins. Many of them have never done that before and it’s a wholesome way to spend some time together.” Board member Anthony Giunta gutted the gourds. And what does he do with all the seedy innards? “Why, feed my chickens!” he exclaims.

PETER ZUTTER, president of S. Our Opinion Why Not Prosecute Tyron B. Ali?

The Public Record • October 30, 2014

We know the world is upside down when a con artist caught in a bunch of criminal hustles can make a deal with law enforcement, wear a wire, and get paid for making friends of elected officials and entrapping them by giving them gifts of cash or whatever. It is a shame this is what is taking place with the efforts of District Attorney Seth Williams to follow through on an indictment against four legislators and a Traffic Court judge, an indictment which Attorney General Kathleen Kane refused on charges it was racially tainted and improperly handled and a host of other reasons. Her predecessors gave Ali a free ticket to pass jail for, in turn, going on a mission of entrapment. The spectacle of dragging an over-70-year-old retired woman judge in handcuffs the other day to the Courts doesn’t earn votes or accolades for the DA. Now he says expect more! Who is advising him? Yet Tyron B. Ali literally continues to be a star witness, an individual who has proven crime does pay. Another Philadelphia “Alice in Wonderland” moment.

We Wish All Well To all entered in the contests for the seats for federal and statewide offices on which voters will decide next Tuesday, we wish you well. It doesn’t take an individual with the wisdom of King Solomon to predict the outcomes. We have guided our readers well in this regard. We just know all of them will welcome a respite from campaigning. The races have been long and in some cases vitriolic. The lucky ones are those without opposition, which does not bode well if the practice of giving free rides in those seats continues into the future.

Corbett Confident! N.E. Democratic Ward Leaders Caucus McCaffery Wise! by Joe Shaheeli Gov. Tom Corbett says he’s feeling good. He doesn’t believe the public polls. “If I were down by the published poll spreads, why would they let Bill Clinton campaign in Pittsburgh and Barack Obama in Philadelphia for Tom Wolf ?” he noted acidly. Corbett continued, “We’re very comfortable with where we are right now,” he said today. “You remember, I haven’t ever been predicted to win any race. I’m in my — two, three, four — fifth race, if I count my township commissioner. Every time: ‘He can’t win.’ Yet I’m standing here in front of you as Governor.” But the poll numbers remain constant in favor of Democratic gubernatorial challenger Tom Wolf. State Republicans are concentrating on winning additional House and Senate seats in the General Assembly and keeping control of both chambers. Their advertising formats now emphasize local races. Seamus McCaffery, a for-

mer Philadelphia police officer elected in 2007 to the state’s highest court, has retired, a week after four of his fellow justices voted to suspend him from the bench. McCaffery, 64, had been in a long feud with Chief Justice Ron Castille. McCaffery’s old foe is himself soon to be gone; castile reaches the mandatory retirement age of 70 on Dec. 31. Rather than chance losing out in a defense against the action – and losing his pension, McCaffery wisely opted out to keep a pension rumored around $10,000 monthly. Look for a mad rush for that seat, with unionist and Ward Leader John Dougherty using his political prowess to win the Democratic nomination for his brother Administrative Judge Kevin Dougherty. Will Clay’s charges result in the court’s ruling Dawkins has lost his right to have run in the primary due to failure in filing financial reports? If so, his name gets blocked over in the voting machines which begin to roll out to polling places next week. In either event, Clay is out. of these chambers could shift to vulnerable. But there’s no sign of that yet.”

Last week, US SEN. PAT TOOMEY was the keynote speaker at the Commonwealth Club’s luncheon at Morton’s Steakhouse. He spoke mostly of the need to take back the Senate in order to have a functioning Senate again. The current MAJORITY LEADER HARRY REED has used, or should I say abused, (abused is my word, not Toomey’s) his procedural powers to stop any bill from coming to the floor that could hurt PRESIDENT BARACK OBAMA’S agenda. Toomey noted the Senate is essentially “closed for business.” Roughly 400 bills passed by the US House of Representatives have gone to the Senate to die. The mainstream media speak about the gridlock in Washington. This is where it is. Toomey was back in town on Saturday at the 1st City Troop Armory on 23rd Street. The event was hosted by a number of veterans, including JOE EASTMAN, RAY BILY, PHILIP DeHENNIS, WARREN HUDAK and DOC PARGHI. Toomey mostly spoke of the need for our government and all of us to help those returning soldiers that have physical and psychological traumas that hamper their easy transiting into civilian life. He also was asked to read a citation and from BRIG. GEN. BECK, the Deputy Adjunct General of Veteran Affairs, thanking Eastman for work with veterans. Eastman was awarded the Pennsylvania Achievement Medal for his work with veterans, which he can add to the many other military awards that earned in his 25 years in the US Navy. Eastman retired from the Navy in 1996. At that (Cont. Page 32)

For the next few days, those of us who rely on the Southeastern Pennsylvania Transportation Authority, or SEPTA as it’s commonly known, are going to be looking toward Ohio. Not literally. Metaphorically. That’s because the only way to keep Transport Workers Union Local 234 from actually participating in the strike that its members authorized with a vote on Sunday is if the union and SEPTA can reach the metaphoric Buckeye State, said Willie Brown, TWU Local 234 president. “We’re as far apart as Pennsylvania and California,” Brown said. “We don’t want to strike, but we feel like we have to. If SEPTA comes to the table with a serious offer, we can make this happen.” The main sticking point between the two sides is not salaries as much as it is pensions, Brown said. Right now, union members contribute substantially more to SEPTA’s pension plan as management does, but while management pensions rise with their salaries, the pensions of union members don’t, he said. For example: If a MCD, a maintenance worker, with 30 years of service retires, he or she could get $2,500 a month, or $30,000 a year as a maximum benefit, despite contributing as much as $2,345 a year of his or her $42,640 annual salary as he or she moves up the ladder. But for management, the story is different, according to the union. A Manager First Class, starting salary $61,672, makes a $555 yearly pension contribution, but would retire (Cont. Page 31)

The charging of a former Traffic Court Judge reminds me of ABSCAM. A videotape showed agents forcing money on a Councilman and Congressman. They returned the money. They did not want it. The agents kept pressing it and cajoling. It is GREASY and SLIMY to force someone, who, during the course of their day and life, would not commit a crime. Never mentioned is that a GRAND JURY is a prosecutor’s show. There are no defense lawyers. What is the RATIO of CASES where the jury opts NOT to prosecute?... Some said the State Attorney General was wrong to say she didn’t have enough evidence to prosecute ALI-GATE… I recall she said that she did not think the CASE could prevail, given the ALI witness. Anyone hear from, or see what ALI is up too? PROFILE IN COURAGE: Harrisburg Democratic leaders may not pay for the defense of four state lawmakers. Yo! Here we go again with these thoughts on things that require showing a valid ID. They normalize the concept of having and using photo identification in almost every phase of life – do you agree? Having a valid driver’s license while driving a car; boarding an airplane; showing your passport in a foreign country; visiting a doctor’s office or hospital; visiting a patient in a hospital. When applying for a job; at the pharmacy; all bank transactions; applying to enroll in a school; applying for store credit. Establishing a utilities account (water, light or phone); purchasing a car; car registration; using Medicare/Medicaid; opening a retirement account. Donating blood; buying a firearm; applying for Social Security services; at pawn shops; writing a check; cashing a check. Using a credit or debit card; buying car insurance; buying train tickets; buying annual tickets to amusement parks; volunteering at nonprofit organizations. Applying for a professional license; buying a house; making an application to rent an apartment; and, of course, when stopped by the police. This is only partial list of things that require being asked for photo identification. So the simple request of having to show a valid photo identification to vote is not racist, intrusive or political – it is part of modern life.

No. A simple two-letter word, but a word that frustrates many elected officials and policymakers. MAYOR MICHAEL NUTTER is used to dealing with the word no, as City Council, led by COUNCIL PRESIDENT DARRELL CLARKE, continues to say no to many of his initiatives. City Council delivered a big, blistering no to Mayor Nutter on Monday. Council rejected Nutter’s attempt to sell PGW to UIL. Council cited overly optimistic revenue projections from UIL and flimsy benefits to customers. Nutter said the proceeds of the sale would help to reduce the pension’s unfunded liability, while ensuring fair gas prices, upgrades to underground pipes, and the continuation of programs to help seniors and low-income customers. Council hired a consultant to analyze the proposed deal and its projected benefits. The consultant disputed many of these purported benefits. Their findings were credible enough to have Council reject the deal. You’d have to be a political rocket scientist to understand what is going on in the Northeast Ward Leaders. Northeast Ward Leaders, the organization, consists of about 18 wards and over the years the question of unity has been endless. Nonetheless, after recent elections, many of the ward leaders have worked together to support the same candidates. But there are still a number of cases where unity is nothing but spoken words without corresponding action. MIKE McALEER convened the most-recent meeting at the Ashburner Inn. McAleer is the elected chairman and is joined by three vice chairmen including TOM JOHNSON, BERNICE HILL and BILL DOLBOW. CONGRESSMAN and CHAIRMAN BOB BRADY made a special guest appearance. What is amazing is that MARGE TARTAGLIONE appears to once again have become spry and ornery. Perhaps it was her daughter STATE SEN. TINA TARTAGLIONE’S hardfought victory over fellow WARD LEADER DAN SAVAGE. In any event, she appears to be back. Also in the house were HARRY ENGGASSER, JANICE SULMAN, JOHN SABATINA, SR., TONYA STACK and City COUNCILMAN BOBBY HENON. STATE REP. KEVIN BOYLE and State Rep-to-be MIKE DRISCOLL attended the (Cont. Congressman Chaka Fattah (D-Phila.) announced the Philadelphia region will receive $3,998,181 to help support the long-term unemployed. battles over negotiations. “We find it outrageous that the district has wasted so much time and money trying to litigate its way out of honoring the PFT contract. The energy and resources spent attempting an end-around on the PFT would be put to much better use both in the classroom and by engaging in meaningful contract talks. “The PFT has already put $24 million in health-care cost savings on the table. Surely that is a solid foundation on which to try to build some consensus through good-faith negotiations. “This ruling emphasizes what the PFT has been saying all along: these and other economic issues need to be worked out at the bargaining table, not the courtroom. As I have said before, the PFT is ready to return to the table to negotiate a contract with the School District.”

It’s not fair that management pays less than 1% into the pension while the workers pay 3.5%. We want

pension reform.” In a statement issued after the TWU press conference, SEPTA disputed this, saying the pension plans aren’t as far apart as the union would have you believe. “SEPTA continues to provide reasonable wage, pension and health-care benefits for all employees,” according to the statement. “When considering Social Security and pension benefits, a typical TWU retiree has an income-replacement ratio of 78%, whereas a typical SAM retiree’s ratio

by Michael P. Boyle, Esq. SSA last week announced the cost of living adjustment for all those receiving Social Security benefits will amount to 1.7% for 2015. This is a slight rise from this year’s 1.5% COLA. SSA uses the price of major goods and services as reflected in the Consumer Price Index for Urban Wage Earners & Clerical Workers. SSA also announced the maximum amount of earnings subject to Social Security taxes

will increase from $117,000 to $118,500. The Social Security tax rate on employees will remain 7.65% of gross earnings. This consists of 6.2% for Social Security and 1.45% for Medicare. The tax rate on the self-employed will continue at 15.3% combined for OASDI and Medicare. While the OASDI tax is assessed only up to the first $118,500 of earnings, the Medicare tax of 1.45% is assessed against all earnings.

Individuals with earned income of more than $200,000 (and married couples with earned income greater than $250,000 who file jointly) will continue to pay an additional 0.9% in Medicare taxes. In 2015, Social Security recipients who have not reached full retirement age may earn up to $1,310 per month and still receive full benefits. The limits increase in the year in which a person reaches full retirement age to $3,490 per month. There is no limit on earnings once a person reaches full retirement age. Substantial gainful activity levels will rise to $1,090 per

month in 2015 for non-blind individuals and $1,820 per month for blind individuals. The maximum retirement benefits for a worker retiring in 2015 at full retirement age is $2,663 per month. Estimated average monthly Social Security benefits for all retired workers for 2015 is $1,328. For disabled workers, the average monthly amount will be $1,165. The maximum monthly SSI payment for individuals in 2015 will be $733, and $1,100 per couple. For more detailed info, check out www.ssa.gov/press/factsheets/colafacts2015.html.

is 75%. Any difference between TWU and management pension-contribution percentages are directly attributable to the pension enhancements TWU previously negotiated at the bargaining table.” SEPTA and the union are continuing to negotiate in an undisclosed location, but there is a lot hanging on how close to “Ohio” the two sides can get. One of those things is election day. If the union decides to go out next week, and Brown decides to go out on Monday, the

day he told the Philadelphia Inquirer is his favorite day for a strike, some folks are going to have problems getting to the polls. Not being able to get to the polls due to transportation issues will depress turnout, thus keeping the man that most of the city’s unions have endorsed, Democratic candidate Tom Wolf, from being the Commonwealth’s next Governor. I wasn’t able to find any information that lists TWU Local 234 as one of the unions endorsing Wolf,

by the way. While that may concern some, it doesn’t concern Brown. The only electorate he cares about is the one that put him in office; his members. “I’m independent,” Brown said. “If we go out, it’ll be on SEPTA.” Today is the earliest that Philadelphians might know where negotiations stand, but it will most likely be Friday, Brown said. In any case, SEPTA riders will get a 24-hour warning before the strike begins, he said. That’s nice. The thought

of being stranded in Germantown waiting for a 23 bus that will never come kinda keeps me up nights. I could get on the Regional Rail line because it’s not impacted by the strike, but I’d have to walk to Chestnut Hill for that, something I wouldn’t be happy about. So Philadelphians will be waiting by their television sets this weekend to see whether or not SEPTA and TWU Local 234 have reached “Ohio” … because if they don’t reach it, the rest of us are in for a long walk.

If filing bankruptcy meant losing everything, all we would accomplish would be to create a community of destitute, starving people who would have to live off of welfare or government aid unless we sentenced them to a Dickens’ debtor’s prison! In those cases you can use the Federal exemptions. (These are laid out in the Bankruptcy Code at Section 522.) The steering wheel locked and the brakes did also. After I sat for a little while, it cranked back up. I made a little bit down the road and when it got to another stoplight it cut off. I left it parked for a good eight hours and tried it again. About 20 minutes later it did the same. What could be the problem? Someone told me it could be electric. Answer: Yes, it is more than likely an electrical issue. Electrical issues can include anything from the security sensor or module, ignition cylinder, or the wiring to those units. If not, you have to use the exemptions of the state you lived in for the 180 days before the last 730. ABSCAM VII Jimmy Carter’s Hustle

Part 184/190 When the Philadelphia Evening Bulletin asked readers on Thursday, June 5, 1980 was “ABSCAM an unfair ‘set-up?’, they were searching for an answer. The elegant Barclay Hotel had become the site of a national scandal, and political intrigue. Iran’s former Ayatollah Khomeini defined the living space that U.S. Presidents occupy as “The Black House,” the Islamic leader may have been right. President Carter’s “do gooder troops” masquerading at the Barclay Hotel were on a search and destroy mission. The end result, this city’s government further accommodated the liberal wing of the Democratic Party which he (Carter) favored, over those he opposed. A July 8, 1991 letter to the General Manager of the Barclay Hotel, asked: “Dear Mr. Pollard: This is a request to know the floor number of the former conductor of the Philadelphia Orchestra, Mr. Eugene Ormandy in 1979, and floor number where the FBI “Abscam” sting operation occurred...” —Reporter, The Philadelphia Exclusive My interest was if the U.S. Government purposely chose a room adjacent to Mr. Ormandy. On July 11, 1991, Mr. Pollard’s answer: “Dear Mr. Argentina: I have received your request for information regarding the Ormandy apartment and the Abscam sting operation. We do not divulge apartment numbers of any condominiums or any other information regarding the layout of the building for obvious security reasons.

Mr. Eugene Ormandy

There is no one currently employed at the hotel who has knowledge where the Abscam sting operation took place. You may refer to the archives of the Philadelphia Inquirer for help.” History may never know if the Abscam operators were next door to “the Ormandy President & Mrs. Jimmy Carter 34 years later apartment,’” on the same floor, or elsewhere in the building. In my opinion, it would have been more honorable had the U.S. President and Mrs. Carter invited Mr. and Mrs. Ormandy to be guests at the White House, and make available an overnight stay in “the Lincoln Bedroom” if they wanted to be in their company.
