Super Bowl Win Brings Super Celebration We at the Philadelphia Public Record would like to congratulate the Super Bowl Champion Philadelphia Eagles. With a Super Bowl championship must come a parade, and here is what you need to know for the big day today.

The City of Philadelphia is proud to honor the 2018 Super Bowl Champion Philadelphia Eagles with a parade, along a route that will stretch from the Lincoln Financial Field stadium complex to the steps of the Philadelphia Art Museum.

The parade route has been planned with the safety and security of fans in mind.

Tremendous crowds are expected, and we urge everyone attending the parade to celebrate safely and respectfully in a way that will make Philadelphia shine.

The City, SEPTA and public-safety-related agencies will provide consistent and up-to-date information via ReadyPhiladelphia and social media. The City urges everyone to stay informed by signing up for free text alerts. Simply text ReadyEagles to 888-777 to enroll.

Public-Safety Information The perimeter of the parade will be firmly secured and protected for maximum

public safety.

Throughout the event, the City will provide a strong presence of law enforcement and emergency medical services. City personnel and Eagles officials will utilize a network of prevention and response services, which will be integrated, mobile and in constant communication.

The public can do its part by using common sense.

If you are attending the parade, make a plan regarding driving, public transit, parking, supervision of children and wearing comfortable attire. Be prepared to walk, as road closures near the parade route will lead to traffic congestion and delays.

Leave no bags or items unattended. In an emergency or to report a suspicious person, activity or item (a backpack, a package, a container), notify a police officer immediately or call 9-1-1.

Do not try to open, move, cover or touch a suspicious item.

BY ELDON GRAHAM Last Monday, South Philadelphia was rocked by the news that an off-duty officer had fatally shot a driver targeting pedestrians near Broad and Bigler streets. Last Thursday, police released the name of the driver as Khalil Lawal.

Lawal is currently being looked at as a person of interest by the FBI. The FBI is looking into a string of related hit-andrun incidents involving pedestrians that occurred the morning of Monday, Jan.

29, in Philadelphia. Investigators said Lawal apparently tried to hit a person who had just gotten out of a car in South Philadelphia during morning rush hour.

Police said the man then chased another driver who had blocked him in, charged at the off-duty officer after he approached and was shot after a struggle. He died at a hospital.

The officer and the man struck by the car were treated at hospitals.

Officer Jesse Hartnett was shot three times by Archer while sitting in his patrol car at 60th & Spruce Streets in West Philadelphia. Archer claimed to have been inspired by Islamic radicalism but he appears to have had no ties to terrorist organizations.

Port Moves Quickly To Handle Cargo Surge

the port. Several 11,000 TEU vessels started calling PAMT in December and 12,200 TEU vessels are expected in the coming days.

Recently, the Board of Directors of PhilaPort granted funds to the Pilots’ Association for the Bay & River Delaware to train for these new class of vessels 12,00014,000 TEUs. “Our investment in this vital infrastructure asset continues to yield significant economic returns across the Commonwealth,” said Gov. Tom Wolf. “The near completion of the channel deepening project, combined with record-breaking activity at PhilaPort, means more jobs and an economic advantage allowing Pennsylvania to compete globally.”

The five-day simulation training program occurred at the Maritime Institute of Technology & Graduate Studies. The pilots were joined by docking pilots and tug operators including personnel from Moran Towing Corp., McAllister Towing, Inc. and Wilmington Tug, Inc.

During the five-day simulation, the participants developed and validated “best practices” for ULCV transit, berthing and un-berthing plan. They established initial operational environmental limits (wind, current, sea state and visibility). Tug packages (number of, type, power, placement and use) were determined. And they practiced responses to unusual situations (loss of tug or ship steering/propulsion, severe weather, etc.).

“The experience that our pilots received during the fiveday session was extremely valuable,” said Jonathan Kemmerley, president of the Pilots’ Association. “We always knew we could bring these vessels up the newly deepened channel, but practicing in real-life conditions gives us a greater comfort level.”

The long-anticipated completion of the Delaware River Main Channel Deepening Project from 40 to 45 feet is drawing to a close. In March, the port expects announcements on a phased approach which will allow vessels to utilize increased arrival and departure draft depth.

S THE PORT’S $392 million Main Channel Deepening Project approaches 100% completion, cargo volumes in the Port of Philadelphia are surging. In 2017, container cargoes grew by 19%, leading all ports on the U.S. Atlantic seaboard. The growth is especially significant since the port is busy implementing its $300-million capital-improvement plan.

“We have a lot of exciting developments all occurring at the same time: record cargo growth, preparation for the deepened channel and the arrival of our new cranes,” said Jeff Theobald, PhilaPort CEO and executive director. “It’s all very good news and we want to make sure we support the surge in cargo with proper training and landside and infrastructure improvements.”

This month, the first two of a total of four super post-Panamax cranes are due at the Port’s Packer Avenue Marine Terminal.

It may be time better spent than serving as a Democrat on Capitol Hill these days. After 20 years in office, Brady, now 72, decided he would come home fulltime. He spoke with pride of the $15.5 billion in federal funding he had directed to Philadelphia, but it will be someone else’s turn to match him now.

(Cont. From Page 4) to quit was the State Supreme Court’s ruling that voided all Pennsylvania congressional districts. Who knows where the new 1st District – or any other – will be now?

Republican legislators had requested the U.S. Supreme Court to stay that order for at least the upcoming primary. But Justice Samuel Alito declined to hear it, as the ruling in Harrisburg depended entirely on state law.

“The officials who run elections in Pennsylvania have assured the court that orderly and efficient elections can be held under a new, constitutional map in time for 2018,” said Mimi McKenzie, legal director of the Public Interest Law Center, which brought the lawsuit on behalf of the League of Women Voters.

The Republican-controlled General Assembly has until tomorrow to produce an alternative congressional map, a chore it has little interest in tackling. Therefore, the State Supreme Court will design one on its own. Until it does so, probably sometime next week, anybody can run for any congressional seat in the state, as long as they don’t mind not knowing where that district is.

There may be more worms in this can. State legislative districts are quite gerrymandered as well and open to a similar legal challenge in time for the 2020 election.

Some lawmakers may decide to bow gracefully to the inevitable by endorsing HB 722 and SB 22, advocated

by Fair Districts PA, which would establish a formal mechanism for nonpartisan redistricting. It already has some Republican support.

Fair Districts PA asserted in a statement that of Philadelphia’s 22 state legislators, only four have not endorsed it.

A Win for All Seasons

HIS WAS A WIN for the fans and the city, in the most encompassing sense. This is in no way meant to dismiss the obvious quandaries inherent in celebrating the accomplishment of a group of well-paid temporary employees doing their potentially life-threatening jobs as dictated by their even more well-paid employer. But that is a discussion for another time.

Today – and for the rest of our lives – is a time to celebrate this victory for a

city and citizens too long relegated to the second tier, to the almost, to the just about, to the not quite.

This is a win for a city and its people on a winning streak in so many other respects. The thrilling, shocking, Philly way that the Eagles won Super Bowl 52 – with the unheralded, the backups, the maligned and discounted – not only endeared this team to this city, but couldn’t have been more emblematic of what this city can and has accomplished.

So now, in addition to the tens of millions who experienced last year all that Philadelphia has to offer, for the hundreds of millions who watched all that Philadelphians can accomplish during the Super Bowl – and even the malcontents and clickbaiters

who couldn’t resist cherry-picking the handful of miscreants who equated celebrating with vandalism – we get to show off.

We know this city. We know our neighbors. And we know – beyond the shadow of a doubt – that we will put on a parade that will be safe, spectacular and standard-setting for all that follow. Those waiting for destruction and mayhem will simply have to move along to watch video of Bruins “celebrations,” Patriots “celebrations,” Seahawks “celebrations,” etc.

This will be a oncein-a-lifetime experience for all involved, without question. But that’s only because the first celebration only happens once.

We’re already dreaming about then next one.

Rating the GOP Guv Contestants on Issues

BY ADAM LANG HAVEN’T BEEN following the GOP gubernatorial primary in Pennsylvania all that much, which is saying a lot, since I was a Philadelphia Republican ward leader up until last year, when I always tried to stay up to speed. It could be because I recently moved or because work has been busy. It could also be nothing overly compelling has happened to draw interest.

That being said, I paid attention when I saw news coverage about the debate that took place in Pittsburgh on Jan. 20. For those who haven’t been paying much attention yet either, here’s my quick scorecard of three of their positions, as covered in the news.

School Property Taxes Paul Mango and Scott

Wagner said they would eliminate school property taxes. Mike Turzai and Laura Ellsworth say they support property taxes because it retains local control.

I have stated elsewhere my concerns about eliminating property taxes in exchange for increasing sales and income taxes, particularly because we exempt about 20% of adults (retirees) from paying income taxes in Pennsylvania – which means the taxes will shift onto a smaller group of people. Points to Turzai and Ellsworth on this issue.

Campaign Contributions Wagner and Ellsworth said they would favor or consider creating limits on political campaign contributions. Turzai and Mango said they opposed limits as an obstruction to free

speech.

First, we know for a fact campaign contribution limits don’t keep money out of elections; it just gets less transparent by going through outside groups (PACs). Secondly, it is extremely hypocritical for millionaire self-funders advocating for campaign contribution limits, since they would be exempt from such limitations. I give Turzai and Mango points here.

Redistricting Reform Ellsworth called for redistricting reform. Mango, Wagner and Turzai are for the current system. I am with Ellsworth, with the caveat that details matter.

There are some crazy reform ideas out there that are worse than the existing system, but in general the (Cont. Page 17)

Republicans Weigh Primary Endorsements Ahead of this weekend’s meeting of Republican State Committee, observers are trying to figure out if PAGOP will make endorsements in the key gubernatorial and U.S. senatorial primary contests, both of which are crowded with applicants.

In a four-way race for the gubernatorial nod, State Sen. Scott Wagner (R-York), who can handsomely self-fund, and House Speaker Mike Turzai (R-Allegheny) have done well in regional caucus straw votes: 175 for Wagner, 113 for Turzai.

Both are well known in Southeastern Pennsylvania Republican circles.

Wagner has already formed a ticket with fellow millionaire Jeff Bartos of Montgomery County, who dropped out of the race to challenge U.S. Sen. Bob Casey (D-Pa.) to team up as Wagner’s lieutenant governor running mate. They claim $7 million cash on hand. They present a tempting package for PAGOP. Hopefuls Emerge In Philadelphia’s Oak Lane 200th Legislative District, currently occupied by freshman State Rep. Chris Rabb (DNorthwest), Melissa Scott is challenging. A former staff-er of then-State Rep. Cherelle Parker, Scott graduated from Howard University. She has a strong financial background, including a stint as IT proj-ect manager in the Philadel-phia Department of Revenue.

In Frankford’s 179th District, Abu Edwards will challenge incumbent State Rep. Jason Dawkins (D-Kensington). Edwards is seeking in part to align with the young-progressive insurgent movement (not that Dawkins is either old or conservative).

(EST) Conditions of Sheriff ’s Sale for JUDICIAL/FORECLOSURE SALE Ten percent of the highest bid for each property auctioned off shall be deposited in certified check, attorney’s check or money order with the Sheriff by each bidder when his bid is registered, provided that in no case shall less than Six Hundred Dollars ($600.00) be deposited, otherwise upon failure or refusal to make such deposit, the bidder shall lose all benefit of his bid and the property may be offered again and sold unless a second bid has been registered, then, the second highest bidder will take the property at the highest bid price.

Additionally, where there is active bidding, the highest bidder, and the second highest bidder, if any must post the entire amount of the cost of the distribution policy for the property at the time of sale by certified check, attorney’s check or money order with the Sheriff. The Sheriff reserves the right to reject any certified check, attorney’s check or money order that on its face has an expired use date and is presented for payment of the deposit.

The balance of the purchase money must be deposited in certified check, attorney’s check or money order together with a Deed poll for execution by the highest bidder to the Sheriff at his office within 30 days from the time of the sale. An extension of time for an additional 30 days may be granted at the discretion of the Sheriff upon receipt of written request from the buyer requesting the same, except when a second bidder has been duly registered.

Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid. Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold. The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale.

The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid.

The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadelphia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly.

No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County.

The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudulent bids, or any other behavior which causes disruption of the Sheriff Sale. Said bidders shall be so refused for the sale in which said behavior occurred and for said further period of time as the Sheriff in his discretion shall determine.

Unless you’ve been hiding under a rock – and with the wall to wall coverage that this has gotten that rock would have to be huge – the Eagles beat the New England Patriots and won the team’s first NFL title.

Mango put $6.7 million of his own money in the race, while Wagner donated $1.5 million to his. Ellsworth donated $15,000 to her campaign. Of the funds Wagner raised, $55,000 were from his State Senate campaign PAC. Pennsylvania House SPEAKER MIKE TURZAI raised $1.3 million, of which he spent roughly $300,000 last year, leaving him roughly $1 million in the bank.

LAURA ELLSWORTH is the only candidate to enter the year with under $1 million on hand, with roughly $400,000.

Both Wagner and Mango spent close to $3 million last year. I am sure that many of you have seen Wagner’s television ads. Turzai, who entered the race late, has spent nothing on advertising. He does have an advantage: as Speaker of the House, he is better known,

especially in the western part of the state.

Republican State Committee will meet in Hershey this Saturday to vote on endorsements for governor, lieutenant governor and U.S. Senate. The first vote will be whether to endorse.

I believe that 349-member body will vote to endorse for U.S. Senate, and will back CONGRESSMAN LOU BARLETTA (R-Luzerne). State Committee may vote to endorse for governor. However, they may choose not to do so, as all four candidates said they would continue to run in the May primary even if they are not endorsed.

All four candidates are behind GOV. TOM WOLF’S numbers heading into 2018. Wolf entered the year with $11 million on hand and the expectation of an uncontested primary.

They not only won, they beat Tom Brady and Bill Belichick and gave us all an opportunity to see “Blue Bloods” star Bridget Moynihan throw some mighty nice shade. (She’s Tom

But what I’m hoping this does for the City of Philadelphia is that it will get rid of the low self-esteem that’s plagued us for years.

In the name of being close to winning something, the city has signed up for some really stupid stuff.

We’ve had parades for Little League teams.

Don’t get me wrong: what the Taney Dragons did in the Little League World Series was terrific and honorable, but we could have simply honored them with a rally on the Parkway.

We’ve honored basketball teams that aren’t even Philly-based.

We turned the streets of Philadelphia over to the Villanova basketball team when they won the NCAA Men’s Basketball championship. Despite the fact they’re based on the Main Line, outside our county.

Pennsylvania Democratic State Committee CHAIR MARCEL GROEN resigned as part of the sexual-harassment controversy storming across the state. Groen was unable to articulate why he had not set up a uniform policy against sexual discrimination; he was also tripping over his statements regarding STATE SEN. DAYLIN LEACH and his alleged sexual harassment. The best policy is to avoid speaking to the

press, but Groen could not follow that edict.

Tartaglione Presses Minimum-Wage Hike

TATE SEN. Christine Tartaglione (D-Kensington) recently introduced legislation that proposes to raise Pennsylvania’s long-stagnant minimum wage. Tartaglione announced the details of SB 1044 that would impact millions of low-wage Pennsylvanians.

“For far too long, many Pennsylvanians have had to manage with far too little,” Tartaglione said. “Regrettably, Pennsylvania hasn’t raised its minimum wage since 2006 and the federal government hasn’t raised the minimum wage since 2009.”

The senator negotiated Pennsylvania’s last minimum-wage increase in 2006. But since then, Pennsylvania has fallen behind the times. All six of its neighbor states have minimum wages above the $7.25 federal level, as do 28 states across the country.

But Pennsylvania does not.

Similarly, tipped workers in Pennsylvania have gone without a raise in the minimum wage since 1998. They are entitled to just $2.83 an hour under the law.

“Under the current minimum wage, a worker who logs 40 hours a week makes just about $15,000 a year,” Tartaglione said. “That’s below the federal poverty level for a two-person household.”

Tartaglione’s Senate bill is a companion bill to similar legislation introduced in the Pennsylvania House by State Rep. Patty Kim. (D-Dauphin).

Under the bill, the minimum wage would rise to $12 an

hour immediately ($9 for tipped workers), then increase incrementally to $15 in 2024 ($12 for tipped workers). After 2024, the minimum wage would increase automatically each year based on a cost-of-living adjustment.

State Sen. Art Haywood (D-Northwest), a co-sponsor of SB 1044, joined Tartaglione at the news conference, along with John Meyerson of Raise the Wage PA.

Taubenberger Hits Squatter Problems Councilman Al Taubenberger (at Large) introduced legislation to address the city’s growing squatter problem, an act of criminal trespass or unlawful occupancy. His ordinance would amend Title 10 of the Philadelphia Code to prohibit all conduct related to criminal squatting, establishing procedures to investigate criminal squatting, removing criminal squatters, disseminating information on eviction and ejectment proceedings, and emergency housing.

Taubenberger argues this tougher new policy was needed because current law too often provides more protections for criminal squatters than it does for rightful homeowners who have been victimized.

“For those homeowners dealing with illegal, criminal squatters, home ownership has become a nightmare,” said the councilman Taubenberger.

In most squatter cases, unscrupulous people find a home in which the lawful homeowners are away for a period of time. They then break into the empty house and set up residency. There is an underground network of squatters who case neighborhoods for vacancies, monitor sheriff’s sales or scan real-estate listings to target empty homes.

Police officers are usually the ones called first by the lawful homeowners, but the

police are at a disadvantage.

Often, the unlawful inhabitants of the house produce a fake rental lease, claiming to be a tenant of the house.

Police officers have neither the time nor the ability to track down the authenticity of the lease.

Landlord-Tenant Hearing Hosted

by Solomon State Rep. Jared Solomon (D-Northeast) hosted a House

Democratic Policy Committee roundtable discussion at the Philadelphia Protestant Home to clarify landlord-tenant relationships.

Solomon noted the importance of the topic in relation to House Democrats’ Plan4PA and efforts to put people first. He was joined by legislators from across the state, including Policy Committee Chairman Mike Sturla (D-Lancaster), to learn how absentee landlords can be held accountable for maintenance of their properties and how to clarify landlord-tenant relationships to ensure both parties are aware of rights, responsibilities, and obligations.

“We want to strengthen the relationship between landlords and tenants so that we can put people first and make sure these relationships are mutually beneficial,” said Solomon.

Brown Offers Business Apprenticeship Money State Rep. Vanessa Lowery Brown (D-W. Phila.) announced grant availability for Pennsylvania businesses to assist them with their employee recruitment and development.

munity & Economic Development is offering the grant opportunities through the Pre-Apprentice and Apprenticeship Grant Program. It provides assistance to registered programs with the overall goal to increase availability to Pennsylvania employers to properly train interested job seekers.

Brown said businesses may receive grants up to $3,000 a year for three years, which may be used to cover expenses related to the on-the-job training.

Brown said, “This grant opportunity is a way for Pennsylvania employers to provide those skills while obtaining qualified employees. It is a win-win for both businesses and people seeking employment.”

Reynolds Brown Wants Sodium Labels Councilwoman Blondell Reynolds Brown (at Large) introduced legislation that would require restaurant chains to place labels on permanent menu items or combination meals with 2,300 mg or more of sodium. This requirement would apply to printed and electronic menus, menu boards and food tags.

Under the new legislation, these establishments would need to display an adjacent sodium warning and the following explanation in plain view: “Sodium content higher than daily recommended limit (2,300 mg). High sodium intake can increase blood pressure and the risk of heart disease and stroke.”

Philadelphia has extraordinarily high rates of hypertension and the highest rate of premature death from heart disease of the 10 largest U.S. cities.

There are 10,000 types of spiders. All 10,000 live in West Virginia, plus a couple that nobody has seen before. Squirrels will eat anything. Unknown critters love to dig holes under tomato plants. Raccoons will test your crop of melons and let you know when they are ripe.

If it grows, it sticks; if it crawls, it bites. A tractor is not an all-terrain vehicle.

They do get stuck. “Onced” and “twiced” are words. It is not a shopping cart, it is a buggy. Fire ants consider your flesh as a picnic. People actually grow and eat okra. “Fixinto” is one word.

There ain’t no such thing as “lunch”; there’s “dinner” and then there’s “supper.”

A well-dressed young couple was sworn in at their bankruptcy meeting of creditors (341 hearing). The trustee asked the usual questions.

“Your plan proposes to pay your attorney, the filing fee, pay off your car and some taxes, and nothing for the unsecured creditors,” the trustee summarized. “Yes,” the debtors and their attorney nodded.

What happened next was far from typical: Trustee: “You took a vacation last month on the Canadian Railway from Vancouver, British Columbia, to Banff in Alberta, ending in Calgary, didn’t you?“ Husband: “Well, uh, yeah.”

Trustee: “Who paid for that vacation?” Long silence.

“And you flew to Vancouver and fly back from Calgary?”

Wife: “Yes.” Trustee: “Who paid for the plane tickets?”

Husband: “We did.”

Trustee: “You stayed at some really nice hotels along the way.”

Wife: “Yes.”

What is wrong with this picture?

The trustee is suspicious.

He thinks these debtors ran up their debts for an extravagant vacation at the same time they are asking for help with their bills.

“This plan is filed in bad faith,” the trustee says. He insists this couple pay for their vacation twice by upping the distribution to unsecured creditors in their chapter 13 bankruptcy by the amount they spent on the luxury vacation.

This spending does not pass the smell test. It looks really bad. The trip was right after the bankruptcy was filed before the meeting of creditors. The timing is horrible. This wasn’t a car trip to the next state to visit a sick grandma. The amount spent was extravagant. It is possible there is a reasonable explanation, but….

A chapter 13 bankruptcy plan must be proposed in good faith to gain approval.

Good faith is defined by the totality of the circumstances.

We’ll see what happens in this case. Ultimately, if the debtors and trustee disagree, the bankruptcy judge will decide if these facts add up to bad faith.

Indeed, 2017 was a successful year for our YRs. The Philadelphia organization grew significantly to become the strongest big-city YR club in the country according to a YR spokesman.

The YRs engaged in typical political activities such as campaigning for local and statewide Republican candidates. They worked particularly hard to push three Republican judges over the top for statewide appellate positions, including returning SALLIE MUNDY to the Pennsylvania Supreme Court.

The Philadelphia YRs also engaged in community outreach projects. They raised over $2,500 to support local children in need of school supplies, ultimate-

ly delivering 330 backpacks to 12 schools in Philadelphia. They collected and delivering over 1,000 cans of food to the Philadelphia Veterans Comfort House at Thanksgiving.

One of their more memorable events was what one might call quasi-political.

The day after the November election, a group of young progressives met at City Hall to scream at the sky in protest of the 2016 election of DONALD TRUMP. The YRs met at a nearby restaurant and then wandered over to be amused at the helpless and hapless hullabaloo. In the spirit of public service, the YRs handed out earplugs to unwitting souls passing by on their way home from work.

This year, the YRs have already held a happy hour in addition to the next Monday’s fundraiser. They expect to be busy helping the Pennsylvania YRs in hosting the National Young Republican Conference this year in Philadelphia.
