Parking-Ticket Amnesty Goes into Effect

ITY COUNCIL came to grips with a long-standing dilemma on Tuesday with the unveiling of an amnesty for old parking tickets.

The measure was a response to a campaign by the Finance Department to collect up to $580 million in unpaid parking tickets, some of them going back decades. While there was widespread applause for this measure – this lost revenue could go a long way toward funding the city’s schools, for instance – Councilwoman Jannie Blackwell (3rd Dist.) expressed several concerns.

to pay hundreds or thousands of dollars for ancient infractions. In addition, she pointed out, it is not clear that all old records are reliable; yet there are few means to dispute them at this time. Enabling people to write off old tickets would encourage them to get right on recent tickets and start the habit of working with the law going forward.

Who is eligible for amnesty?

• Individuals with parking violations issued prior to 2013 that are unpaid, or partially unpaid.

• Individuals with towing and storage fees prior to 2015.

• How will I benefit from

amnesty?

All parking tickets including fines and penalties prior to 2013 will be forgiven and/or • 70% of towing & storage fees prior to 2015 will be forgiven.

How do I enroll in amnesty?

• To enroll, individuals can make payments in full for violations issued in 2013, 2014, 2015, 2016 and 2017, or they can enroll in a payment plan for outstanding tickets: 10% down payment, over 24 months.

• If an individual does not have any unpaid tickets issued 20132017, they can pay a $50 fee to enroll in am-

nesty and will be forgiven of all violations older than 2013 (except for towing and storage fees).

• Individuals with towing and storage fees prior to 2015 can enroll by paying 30% of fees in full and the remaining 70% will be forgiven. No payment plans will be offered for towing and storage fees prior to 2015.

How do I stay enrolled in amnesty?

• If enrolled in a payment plan for tickets issued 2013-2017, individuals must make all monthly payments on time to stay enrolled in amnesty.

•

If a payment on tickets issued 2013-2017 is missed, individuals will no longer be eligible for amnesty and will be responsible for older tickets unless special circumstances can be shown.

What will happen next?

Enrollment in the amnesty program will begin Mar. 1 and run through April 30.

Wolf responded by singling out Republican U.S. House Speaker Paul Ryan, who has enlisted in the GOP federal lawsuit, as a monster to stir his base to contribute to his campaign for re-election.

“Paul Ryan and his allies are planning to file federal lawsuits in a desperate attempt to block Pennsylvania’s new, fair maps so they can bring back their gerrymandered map,” his campaign team emailed.

“We need to fight back. So we’re going all in to raise 1,000 donations today from voters who want politicians to be accountable to people – not special interests.”

If a client wants to sign a reaffirmation

agreement on a home 5 mortgage, they can do so, but the court must approve the agreement.

Unfortunately, most courts will not approve the agreement because they feel it is not in the debtor’s best interest.

Answer: Let’s start with what a reaffirmation agreement is and what it is not.

Basically, the filing of a bankruptcy kills most contracts; including car purchases and home purchases. Once the contract is dead, the secured creditor may retrieve its collateral but cannot go after the debtor for any deficiency if the collateral was sold for less than what was owed.

For example: Let’s say you owed $10K on a car worth $5K at the time that you filed for bankruptcy protection. If you did not sign a reaffirmation agreement, you could surrender the car and pay nothing to the creditor. The creditor’s sole remedy was to retrieve their collateral.

If you signed a reaffirmation agreement,

you would breathe life back into a dead contract, thereby giving your creditor additional rights under the contract. The most-significant right or remedy available to the creditor was the ability to go after you for the additional money owed (in this example $5K).

Obviously, the same holds true for mortgage and promissory note on a home. If you fail to breathe life back into a dead mortgage and promissory note, the mortgage company is in a worse position than it would be had you signed a reaffirmation agreement. So the mortgage companies want you to sign these agreements during your bankruptcy so that they maintain a superior advantage over you.

Recently, mortgage companies have been trying to coerce individuals into reaffirming debts on homes. The new trick is that they will no longer report to the credit reporting agencies that you are current on your monthly payments. The mortgage companies want homeowners to reaffirm mortgages that are sometimes 100K upside down.

Likewise, these same companies are telling individuals who filed bankruptcy in the past that they will not report all of the past monthly payments to the credit reporting agen-

with union members and their supporters this weekend was yet another shining example of the strong presence and impact of organized labor on Philadelphia. But the reason for the public demonstration of strength and unity was to underline just how precarious that power is right now.

The US Supreme Court is currently deliberating a case, Janus vs. the American Federation of State, County & Municipal Employees, Council 31, which is, on its surface, about whether a public-sector employee can be compelled to pay “fair-share” dues to his or her union regardless of membership status.

We say “on its surface” because this isn’t just about Mark Janus, the Illinois employee whose name is attached to the case. It’s about corpora-

tions and billionaire businessmen finding their latest, most insidious attack yet on organized labor and democracy. The case is simply the apotheosis of a strategy designed to deprive unions of their monetary lifeblood and, in so doing, cripple their ability to effectively advocate for their members in everything from collective bargaining to organizing for candidates.

This case could kneecap unions and accelerate the onslaught against the rights American workers have earned over the past century-plus.

Don’t believe us? Just glance at the difference in wages between union and non-union locales.

One Headache out, One Headache in Lt. Gov. Mike Stack is facing a lively field of opponents in his re-election bid in the Democratic primary.

The Philadelphia native son was being pressed by State Rep. Madeleine Dean (D-Montgomery) in the lieutenant governor race. After seeing the new Supreme Court congressional districts, Dean opted to run for Congress in the new 4th District, which is essentially a Montco affair.

But now in comes Nina Ahmad, a former Philadelphia deputy mayor with a half-mil already in her sock.

She had been targeting Congressman Bob Brady’s old 1st District, but that district no longer exists. Now she’ll tackle Stack.

Ahmad, a former chair of Philadelphia NOW, said that while the new congressional maps caused her to change her plans, the State Supreme Court did the right thing by ending gerrymandering in Pennsylvania.

Ahmad came to the United States from Bangladesh at age 21 and earned a Ph.D in chemistry from the University of Pennsylvania. She worked as an organizer for Howard Dean’s insurgent presidential campaign and was a delegate for Barack Obama. She called out sexPPR_p007.indd 7

Tasco, Evans Receive Honors In commemoration of Black History Month, U.S. Sen. Bob Casey (D-Pa.) acknowledged former Philadelphia Councilwoman Marian Tasco in a symposium and reception in Washington, D.C. on Feb. 26.

Casey highlighted the Councilwoman’s lifetime of public service and continued work to inspire the next generation of leaders. She served on City Council for over two decades.

Earlier last month, the National Association of Community Health Centers issued its 2018 Community Health Congressional Awards. Congressman Dwight Evans (D-Phila.) was among the awardees.

Evans was recognized for taking multiple actions on behalf of health centers, including advocating for health-center funding, cosponsoring important legislation and engaging with health centers in his district.

Wagner Ally Stabs Martina in the Back GOP gubernatorial candidate Scott Wagner shook up his campaign days after City&State PA published a

story linking his former campaign chair to a series of attacks on fellow Republicans.

Wagner cut ties with campaign staffers who had been involved with a PAC called the Citizens Alliance of Pennsylvania. That group, which promotes conservative political candidates who exhibit ideological purity, sent mailers to thousands of households in recent weeks blasting nearly 30 fellow Republicans for voting against a bill designed to restrict the automatic collection of union dues.

State Rep. Martina White (R-Northeast) was among these legislators, mostly in the Southeast, who were targeted for extinction by CAP. This far-right lobby aims to eliminate from public office all Republican elected officials who support labor unions to the slightest degree.

Wagner’s campaign subsequently fired strategist Ryan Shafik and campaign chair John Kennedy – who founded CAP and now serves as chairman emeritus.

“Dividing our party is unacceptable and I want every Republican to help implement our agenda in Harrisburg,” Wagner said.

White had been baffled by the divisive stance of Wagner’s longtime ally, right after Wagner had issued a call for party unity on his endorsement by the Pennsylvania Republican Committee.

BY DENISE CLAY F YOU’VE BEEN watching this space for years, you know that I spent some time teaching in the School District of Philadelphia.

I taught media arts at a school filled with kids that had been involved in a whole lot of adult pursuits ranging from early parenthood to breaking and entering. The school represented their last chance of getting a high-school diploma without paying GED fees.

I enjoyed teaching there.

I’ve also seen that most of the ideas he has for solving the nation’s problems come from a place of ignorance that’s covered in gold right down to the toilets.

I say this because arming teachers won’t make schools safer. Heck, in places like Philadelphia, an armed teacher might give kids another reason to fear.

During the Parkland shootings, a sheriff’s deputy was outside the building while the shooter was doing his thing. This is a trained professional that goes into hot spots like that on purpose.

Now imagine giving that responsibility to a science teacher? The phrase “unmitigated disaster” comes to mind.

The Human Rights Campaign celebrated its 23rd anniversary at a gala at the Center City Marriott on Saturday. The HRC is an LGBTQ vanguard for human rights that also includes other oppressed minorities. On hand were several VIPs, including STATE SEN. LARRY FARNESE, a longtime hero of the LGBTQ community; COUNCILMAN MARK SQUILLA; potential congressional candidate Rich Lazer; and Lt. Gov. The kids, despite their challenges, were great. But it wasn’t for everyone. We had several teachers that lasted exactly one day before deciding that these kids were too much to handle.

I thought of those teachers this week as President Donald Trump presented his solution to the problem of school shootings to the National Association of Governors. The topic came up because 17 people were killed when a kid named Nikolas Cruz rolled up into Marjory Stoneman Douglas High School in Parkland, Florida with an AR-15 and started getting his shoot on.

Trump’s solutions include fortifying schools, placing armed guards in them, and arming teachers.

You read that right. The president of the United States is advocating for readin’, writin’ and packing a Glock for our teachers.

If there’s one thing I’ve learned since the American

mean that committee persons would be INACTIVE most of the year – while many are on 24/7 duty now.

Could it mean that 3.0 does not want to perform the HARDEST part of a committee person’s job? Is this a return of MANOR-BORN POLITICS of old Philadelphia? I hope that they shun the “We know what is best for you” role. Would the late, great Dr. E. Digby Baltzell, expert at Social Stratification, toss about, observing this on high?

A caucus did not endorse State Rep. Emilio VAZQUEZ for re-election (?). Does that end it for Vazquez? NO. In that district, it is over whenever it is over. VAZQUEZ has a shot.

The GOP has selected Patty-Pat KOZLOWSKI as its state Rep. candidate in the 177th. She is no slouch – well-known and appreciated for constituent service!

OLLS AND PUNDITS have called GOV. TOM WOLF the most liberal governor in the United States. I think if a poll is be taken in mid-year 2018, Wolf may be usurped by New Jersey GOV. PHIL MURPHY. Since taking office in January, he has made a number of pronouncements that have caused many to cringe.

His most amusing plan was to stop bear hunts in the state. There are bears in Northwestern New Jersey who are frequently seen roaming residential areas. Sounds like he was

Pennsylvania or New York, thus forcing Wolf and/or GOV. ANDREW CUOMO to figure out how to deal with their liberal bases.

Murphy’s latest pandering to liberal groups crossed a line I am not sure Wolf would venture near. Last week, the New Jersey School Board elevated PAULA WHITE, an African American, from assistant commissioner to commissioner. Her bio is quite impressive. She has a degree from Columbia University, taught in Atlanta for six years, was director of Democrats for Educational Reform and most recently was the chief turnaround officer for the New Jersey Department of Education.

Within 24 hours of her appointment, Murphy fired her. White is clearly a Democrat whose ideas on education appear consistent with those of former PRESIDENT BARACK OBAMA. How did she run afoul of Murphy so fast?

I acknowledge part of the problem is that we (people) have developed some of their natural habitats for our use. Also, the bears’ natural predators are almost completely gone. So the bears have less land to roam and there are a lot of them.

State law permits a short bear-hunt season each year to cull sloths of bears (Yes I had to look up the word for the bear version of a herd).

Some liberals suggest feeding them birth control as an alternative to culling; however, the effectiveness of these programs is questionable. So I guess it is better for the bear population to increase, have less space per bear to roam and less available food per bear. While bears are not aggressive animals, I would not want to be near a very hungry bear.

Oh, I have an idea: Maybe Murphy can corral them and push the excess bears into

As governor of New Jersey, Murphy has a seat on the Delaware River Basin Commission. The commission has five members: the governors of New Jersey, Pennsylvania, New York and Delaware, as well one federal official. There has been no exploration and development of shale gas in the Delaware River Watershed, as the governors could not reach a consensus on environmental regulations for the extraction of natural gas. Last year, the commission voted to consider a full ban on hydraulic fracturing in the watershed. The commission put forth its ban proposal for public comment until the end of March. I think we know how Murphy will vote.

As there are limited shale gas formations in New Jersey, he will not be impacting local jobs. He may be contributing to higher energy prices for his constituents, but that may be worth appeasing the anti-hydrocarbon liberals.

It appears Wolf will vote for the ban also. I do find this stance amusing, given his desire for a severance tax. Does he not understand that you cannot both tax and ban the same product? This ban will have a negative impact on the value land in the area. Maybe he does not want rural Pennsylvanians, who are usually Republican, to have enough money to donate to political opponents.

Here’s something related from 5th Air Force, Detachment B-52’s “Tips of the Trade” item #32: “Tracers work both ways.” It was a common practice on fighter planes to load every 5th round with a tracer round to aid in aiming. This was a mistake. Tracers had different ballistics, so (at long

range) if your tracers were hitting the target, 80% of your rounds were missing. Worse yet, tracers instantly told your enemy he was under fire and from which direction. Worst of all was the practice of loading a string of tracers at the end of the belt to tell you that you were out of ammo. This was definitely not something you wanted to tell the enemy. Units that stopped using tracers saw their success rate nearly double and their loss rate go down.
