Women on the Move in South Philly DAWN PAM CHAVOUS ZENZOLA

DAWN CHAVOUS “I’m not in the business of self-promotion,” admitted Dawn Chavous.

She’s right: In her field of management consulting, one’s job is to promote others.

UT CHAVOUS Consulting, LLC has built a quiet reputation since this Point Breeze resident founded it in 2010. The firm handles event planning and operations, fundraising for nonprofits, strategic planning and community-engagement work. “I take on some government-relations assignments,” she said. “But I don’t let the politics determine my relationships.” Chavous is a WMBE/ DBE-certified entrepreneur.

Still, Chavous comes from a political family. While her father was actually an entrepreneur, an electrical contractor (and a Purple Star Vietnam vet, she adds proudly), her mother Barbara Chavous was a social worker and an activist.

“Growing up, I remember her making such a ruckus about Wilson Goode,” Chavous recalled. “I remember Vincent Hughes coming to a birthday party. The family was closely connected with Hardy Williams, who mentored me. I remember my first campaign, when I was nine years old.”

Politics was something she actually sought to get away from as she grew older. She studied psychology and sociology at Ursinus College.

“By understanding people and communities, you can accomplish a lot,” she said. After graduating, she ran the Philadelphia operation

of President Clinton’s literacy initiative, America Reads.

Grassroots politics remains an important part of Chavous’ background, however. Even as a high-school student at the Franklin Learning Center, she served as a student rep on the School Board and in the citywide Student Government.

Early in her career, Chavous checked in with her mentor, State Sen. Hardy Williams. He recommended she work with his son, Tony Williams, as executive assistant. Williams was at that time in the corporate private sector. Over nine years, she became a key staffer, following him when he transitioned into public service to take over his father’s seat.

Chavous started her consulting firm “not knowing if I would have any clients. But the day after I quit Williams’ office, I got a call.

“It’s been a great experience,” she continued. “I love the fact that I have a lot of smart people working with me. I love the fact that I help Black Women’s Leadership, Coalition of 100 Black Women Pennsylvania Chapter. I advocate for moms in the workplace as well as against sexual abuse. I want all kids to have equitable, quality education.”

Mayor Jim Kenney appointed her as secretary of the Philadelphia Women’s Commission.

The list of candidates she has helped include President Barack Obama; Mayor Michael Nutter; State Sens. Anthony Williams, Vincent Hughes and Sharif Street; Council Members Kenyatta Johnson, Blondell Reynolds Brown and Curtis Jones, Jr.; and State Rep. Jordan Harris. She has worked with Judges John Younge, Carolyn Nichols, Abbe Fletman, Tracy Roman and Timika Lane.

It is, perhaps, no surprise that she worked on Johnson’s campaign, as she is married to him with two children. “But I was a committee person before he was!” she made abundantly clear. “I have more than one skill set.”

HE THRIVING East Passyunk Avenue Business Improvement District, one of the top urban-revival stories in the city, is nothing if not woman-friendly.

It is directed by a dynamic woman, Pam Zenzola – who took over from another executive director, Renee Gilinger, 18 months ago.

But it’s not all about the EPABID’s leadership. “Women’s representation is unusually strong on the Avenue,” said Zenzola. Of the 152 businesses on the corridor from Federal to McKean Streets, 55 are owned by women, either by themselves or as part of a family or partnership.

Men helped from the beginning, to be sure. State Sen. Vince Fumo and Councilman Frank DiCicco spurred the founding of the BID in 2002 and many men sit on its board.

Zenzola said, “If Fumo and DiCicco hadn’t had the foresight, we would not have this vibrant avenue today. But a lot of credit must be given to those who took it forward. We have one of the lowest vacancy rates of commercial properties of any business corridor.”

Women didn’t wait for EPABID to go into business on the avenue. “Take Rose at Ray’s Happy Birthday Bar,” Zenzola said. “Her family has been in business there since the repeal of Prohibition.

They’ve weathered the years.”

Zenzola cited another clan of long standing: “The Zinnis have been on the avenue forever. Maria, the mother, runs a thriving boutique. Then take her daughters.

Carolyn has the bridal store; Mary owns A Star Is Born children’s boutique; and Marlowe started P’unk Burger. Mamma Maria, Tre Scalini go way back as well.”

But as a new demographic of younger college-educated people began to settle in South Philadelphia, Zenzola noted, the cultural and diversity on East Passyunk took

PAM ZENZOLA off. Many of the new shopping offerings were woman-led.

“I look at restaurants like Paradiso,” Zenzola noted. “There’s the Bottle Shop, a beer store, which is owned by women. There’s Escape the ’80s, a game shop I don’t even understand; Mis Demeanor, a hip clothing store; and Tildie’s Toy Store. Women are bringing lots of new energy to this corridor.”

Zenzola grew up in Northeast Philadelphia as well as the suburbs.

After a career organizing business communities here and abroad, Zenzola settled in South Philadelphia 10 years ago to be near her daughter. She started as an administrative staffer with EPABID, moving on to develop volunteer event planning.

Zenzola’s approach to growing a business community puts the stress on “community.”

“It takes everyone,” she said. “It is a very supportive community.

I’ve seen one business owner borrowing a mannequin, one borrowing thread, one sharing an idea. My goal now is to get women on the Avenue to do more networking and know each other.”

Zenzola enjoys going to the fountain on a beautiful night. There she’ll see grandmothers who are lifelong residents happily hanging out with tattooed hipsters.

“I love to stand at the fountain and tell people to take a 360-degree turn and look at the scene around them,” she said. “All this has changed since I moved to this neighborhood.”

Women and Girls of Color: Year One Is in the Books

BY STATE REP. MORGAN CEPHAS “The Year of the Woman” was a popular label attached to 1992. On Election Day of that year, more women were

elected to Congress than ever before. Since then, the contributions of women, even beyond politics, have impacted our culture and continue to move the social needle forward. I’ve heard the whispers of 201718 being coined “The Year of the Woman” yet again.

Even though the successes of women continue to be a consistent theme of our social culture, this time, that same popular label represents 2017 being an unsettling and fraught year for women as well. From the growing war against reproductive rights, to the catastrophes of sexual harassment in the workplace and the #MeToo movement, the battle for women’s equality is just as present as ever before. Women of color deal with different and compounding issues with the layers of social and economic disparity that they face.

There is work to be done.

In Pennsylvania, women of color make up 10% of the population, but we begin the 2018 legislative season with only 3% of representation in the General Assembly.

As we welcome Women’s History Month this March, we also celebrate the first anniversary of the Pennsylvania Legislative Black Caucus’ Subcommittee on Women & Girls of Color. Throughout our first year, we’ve been committed to making strides in the way Pennsylvania approaches legislation, policy and implementation that impacts women on a daily basis. We are here to celebrate and empower women and girls of color throughout Pennsylvania, making sure our seat at the table is not forgotten.

In November, the Subcommittee on Women & Girls of Color kicked off a listening tour throughout

OPINION the state to gain more insight on the needs and issues surrounding the women we represent. Women of color are overrepresented in our prison systems and underrepresented in areas of economic growth and development.

Because of this, we traveled to the State Correctional Institution at Muncy to meet with incarcerated women to ensure their needs are not forgotten. We’ve hosted roundtables for women in business and pursued legislation on increasing diversity in grant awards for women.

Wanting to create new outlets of economic stability, we’ve hosted multiple tours of labor unions and apprenticeship programs to get an understanding of how we can show young girls there is a place for them in the trades. Earlier this year, New Voices Pittsburgh hosted us so we could take a deeper look at women’s health and reproductive justice from the lens of underrepresented women.

Follow me through the month of March as I continue this journey, diving deeper into the issues affecting women of color around the state.

On April 14, NRCC will hold a reception to recognize women who were selected by their local as a “Pioneer Sister” for their dedication to the Carpenters Union. A Pioneer Sister is a woman who has: belonged to the United

Brotherhood of Carpenters for 25 years or more; dedicated their time to mentoring fellow Sisters; been active in her Local; and is in good standing.

“The Leading the Way Conference will be the largest women’s conference in the labor movement and we are looking forward to recognizing women carpenters for their decades of dedication to our trade,” said John Ballantyne, executive secretary-treasurer of the NRCC. “These women are proof that jobs don’t have a gender and women can succeed in a career in carpentry.”

The Congressman also met with Carmela Hernandez and her children, who under threat of deportation, have taken up sanctuary at the Church of the Advocate in North Philadelphia, a member congregation of the New Sanctuary Movement of Philadelphia.

“This family had family members killed in Mexico by members of organized crime and have come to America seeking asylum.

That asylum has been denied and the family now has a deportation order.

“Therefore I am pleased to offer my support for this family and request that ICE provide the family a stay of deportation. I will also introduce a Private Bill that proposes Permanent Residence for the Hernandez family.”

All America will watch this recount. All Philadelphian activists of all parties will follow this show for a week or two. The implications for our upcoming primary and general elections are vast.

Regardless of the eventual winner in this weird race between Republican Rick Saccone and Democrat Conor Lamb, one result is clear: Republicans in districts that Trump carried by even as much as 20 points may be looking down the wrong end of a barrel in November.

Expect Republican primary candidates to shy away from public comment on this problem until after the May 15 primary. But expect private calculations to start now all across Republican Pennsylvania and America – particularly for congressional seats, given the chaotic upheaval decreed by the State

In a historic first, a Pennsylvania statewide primary candidate for lieutenant governor bought a TV spot on a national political news channel.

Democrat Aryanna Berringer, who is based in Southwestern Pennsylvania, ran a 60-second ad during Rachel Maddow’s show on MSNBC last week.

The ad, titled “My Own Words,” features Berringer speaking directly to the camera,

leashed a ferocious assault on former Councilman and School Reform Commissioner Bill Green IV’s pursuit of a challenge to Congressman Brendan Boyle in the new, State Supreme Court-decreed 2nd Congressional District.

Here in Philadelphia, thousands of students in public schools and private ones, high schoolers to kindergartners – they all staged this protest to once again call attention to our failure to protect them from the uniquely American carnage of mass shootings.

We applaud not just the students for having the fortitude and gumption to take this stand, but also the administrators who know enough to stand back, to nurture the next generation of involved Americans – and, just as importantly, to provide them with this hands-on civics lesson about the First Amendment’s coverage of free speech and the right to assemble. It is a lesson that will hopefully stand everyone involved in good stead for the rest of their

gunfire-free lives.

If we had to quibble about anything, it would be the brevity of the protest.

To truly resonate, it would have been more powerful to stage a walkout that honored the victims of every school shooting since, say, Columbine or the University of Texas. But, sadly, maddeningly, numbingly, that would take too long.

Andy Warhol’s all-tootrue 1968 prophecy that everyone would be famous for 15 minutes at some point in their lives still resonates half a century later in our short-attention-span, pop culture-obsessed world.

With the searing catalytic display of mobilization and power during those 17 minutes, this generation of rebels has already proven that they will be the exception to that rule. Good for them, and better for all of us.

COUNCILMAN DAVID OH (at Large) has proposed a $50-million annual contribution to an existing fund. COUNCILWOMAN MARIA QUIÑONES SÁNCHEZ (7th Dist.) wants to force developers to build more low-income housing.

Oh wants the city to donate $50 million annually to Philadelphia’s Housing Trust Fund, which was created in 2005 to serve as municipal bank for affordable-housing projects. It is currently funded by fees paid by landowners when the record mortgages and/or deeds.

Oh was silent on where the city would find the extra $50 million. We can safely assume it would be from taxpayers.

If Oh thinks HUD should be spending more here, he should appeal to them. It is not as if he does not know anyone there. The HUD Administrator for the Mid-At-

lantic region is the former Chairman of Republican City Committee JOE DeFELICE. Typically, cities carry the burden of caring for the people in subsidized housing who also commonly need other social services. Maybe the housing should be built outside of Philadelphia in other communities, so they can share in the costs of taking care of these individuals.

Will the people housed by Oh’s fund be Philadelphians or would they be from other communities where they are not wanted?

Most of us have all heard stories of suburban towns giving one-way bus tickets to Philadelphia to the homeless because we have the homeless services those towns lack (and do not want to finance). Delaware County was craftier in how it shared with us the people they do not want.

The walkout was followed by a Student Vision for Youth Safety rally at the School District of Philadelphia organized by the Philadelphia Student Union and JUNTOS. The walkouts protested the way that school shootings, which, as I’ve mentioned are still a thing, have been handled by the geniuses that populate the White House and Congress, especially Congress.

So far, because of the sway that the National Rifle Association – and spokesperson Dana Loesch, Beetland’s Lord Voldemort – the ineptitude of this current version of Washington power brokers is in its own league. Any group of ideas that includes bringing the teacher a 9mm mag instead of an apple – or better yet, an Applec– is a plan that should be dismissed out of hand.

But while I applaud the kids and their activism in the face of the adults dropping the ball hard, this latest set of walkouts

left me wondering something.

When is a school shooting not a school shooting?

Without knowing it, the answer came in a story that co-host Mark Kelly Tyler and I talked about on our radio show on WWDB-860.

A school shooting isn’t a school shooting when the dead is a young Black woman headed off to nursing school and the school is in an inner-city neighborhood.

Her name was Courtlin Arrington. She was 17 years old, had just been accepted to Concordia College and was going to study nursing there.

The 17-year-old who shot her managed to sneak the gun into school despite metal detectors. The shooting has been called an “accident.”

Chances are that you had never heard the name Courtlin Arrington, had never heard about her death, or had no idea that this story is nearly three weeks old.

But it’s par for the course.

Back when I was teaching at the Performance Learning Center, I’d get the occasional “kid who came to class with a gunshot wound.”

Heck, we’ve got kids here in Philly making last wills and testaments in preparation for the worst.

While I admire everyone’s desire to protest these kinds of things happening in nice, bucolic, mostly white settings, I can’t help but wonder why these remembrances, and heartfelt cries for gun laws not made out of Swiss cheese, aren’t heard for kids in Philly, Chicago, Miami, Houston… for kids like Courtlin Arrington.
