Point Breeze on the Move for Health
S
KY COMMUNITY Partners is joining with Councilman Kenyatta Johnson, Councilman Derek Green, State Representative Jordan Harris, & Jefferson University to host its 4th Annual Point Breeze 5k Run/Walk & Health Fair. The fair will be held at Wharton Square Park, 2300 Wharton Street, on Saturday, April 21. Through its annual 5K Walk/Run & Health Fair SCP provides children and families with resources and information to increase their health
awareness and improve their overall quality of life. The organization partners with community leaders, businesses, local organizations, and key stakeholders to educate, and provide resources to families in underserved communities. The purpose of the event is to raise funds to promote and support pancreatic-cancer awareness and research, as well as encourage healthy lifestyles, specifically in underserved communities. This year’s beneficiaries will also include Thomas Jeffer-
son Sidney Kimmel Cancer Center, G.W. Childs Elementary School, Stephen Girard Elementary School, and McDaniels Elementary School. While there are many ailments and diseases that impact our community, Sky Community Partners is focused on raising pancreatic-cancer awareness. Pancreatic cancer is a formidable disease, recently rising to the third leading cause of cancer death in the United States. By partnering with Jefferson University Sidney
Kimmel Cancer Center, Sky has been able to support the innovative work of the pancreatic cancer program led by Dr. Charles Yeo. Complimenting this clinical care is a robust basic, translational and clinical research program, led by Dr. Jonathan R. Brody. The Brody Lab uses and integrates several different models for research investigations, including tissue culture models derived from the patients we treat, commercial cell lines, mouse models with pancre-
atic cancer, and a clinical database with complementary biologic tissue repository. With these resources The Brody Lab is developing innovative strategies to personalize therapy and to better understand how pancreatic cancers develop resistance to standard chemotherapies. To date, Sky Community Partners has raised over $20,000 towards local pancreatic-cancer research at the Jefferson University Sidney Kimmel Cancer Center.
Pondering Rocky’s Deeper Meanings
BY ELDON GRAHAM A VINCI Art Alliance will host “Rocky Re-Runs,” an art exhibition that both stands alone and is an extension of a previous exhibition, known as “YO, PIRANESI!,” that DVAA hosted in 2017. “Rocky Re-Runs” assembles a group of young architects, artists, practitioners, and academics whose work responds to infrequently examined aspects of and places within Philadelphia’s built environment. The exhibit identifies a set of related themes and proposes challenges that encourages each participant to investigate and interpret selected themes in deeply personal ways. Among those themes are: movement through Philadelphia, Philadelphia neighborhoods past/present/future, Rocky’s mind, and Rocky as a role model to others, “Sacred Rocky” vs. “Human Rocky,” sport and the ritual of boxing, innovation of the steadicam, global Rocky, and art that honors the hero. the City of Brotherly Love and its legendary cinematic hero. “In the way that they encapsulate the underdog grit of their hero and locale, the characters and settings of the early Rocky films could not have been situated in any city other than Philadelphia – nor at any other time than the mid1970s.” “In the second film, Rocky Balboa is seen on a training run that passes through a number of locales. The journey can be seen in many ways: as a single run; as a series of runs; as urban decay pornography that exploits derelict neighborhoods; as a celebratory paean to iconic Philadelphia views. The sequence, repeated almost to the point of parody in later parts of the Rocky franchise, is short, noir-ish, stark, and surprisingly different from recollections formed by viewers decades later.” Hart reflects on how Philadelphia has changed yet the city still embraces the rocky heart and soul. “Philadelphia 1976 is drastically different from Philadelphia 2018, yet the Rocky images still feel familiar to native Philadelphians,” he said. “While some settings
have changed dramatically in conjunction with the city’s urban renaissance, blight, poverty, drugs, and crime remain in many others. Is the training run an encapsulation of a time? Is it timeless? Is Rocky Balboa one man or everyman? Does he symbolize personal triumph over grinding oppression or was he just exceptionally lucky? Does he lead the others to achieve salvation? To fulfill their destiny? To discover their true selves?” Exhibition dates start on Wednesday Apr. 18, 6-8 p.m. with the opening reception. Saturday Apr. 21, 1-5 p.m. - All Artist Talks Beginning at 1:30, each
of the 12 artists will talk on their particular work (scheduled for 15-minute intervals until 4:30). This event will be moderated by Jefferson University Associate Dean of Architecture Professor David Breiner. It will be an informal walkaround, with refreshments, and open to gallery members, the general public, friends, family and professional peers. Sunday, Apr. 22, 1-5 p.m. gallery open Wednesday, Apr. 25, 6-8 p.m. - gallery open Thursday, Apr. 26, 6-8:30 p.m. - an evening with A. Thomas Schomberg Art and architectural historian Kenneth Jacobs will host an event dedicated to a discussion of the art of A. Thomas Schomberg, the Colorado-based sculptor commissioned by actor Sylvester Stallone to create a 2-ton bronze statue of Rocky Balboa, currently placed adjacent to the Art Museum Steps made famous in the movie. It will begin at 7:00 with Jacobs’ presentation – a PowerPoint overview of the history of monumental figurative art from the ancient world to the present. In a Skype interview, Schomberg will discuss his own artistic
oeuvre which includes many monumental sculptures and war memorials, throughout the U.S. and in several foreign countries. He will also specifically address Rocky and will end this informal interview with a question-and-answer session with the audience. Saturday, Apr. 28, 1-5 p.m. - gallery open Sunday, Apr. 29, 1-5 p.m. - talk by Michael Vitez, Pulitzer-prize winner and author of “Rocky Stories” Pulitzer-prize winner former Philadelphia Inquirer reporter and writer Michael Vitez published Rocky Stories: Tales of Love, Hope and Happiness at America’s Most Famous Steps (Paul Dry Books, publisher, Phila. 2006) - 52 stories of people who have found inspiration in Rocky, endured similar challenges and had reason to celebrate their accomplishments. Vitez will present a lecture, illustrated with photos by Pulitzer-prize winner Tom Gralish, highlighting some of the most compelling of their stories. IN A RARE public appearance, Building Trades leader John Dougherty welcomed a throng of organized-labor activists to IBEW Local 98 HQ on Spring Garden Street. Backed by a row of union leaders, he introduced 5th Congressional District candidate Rich Lazer, L, who was deputy mayor for labor. In an impassioned speech, Dougherty credited the redistricting that created the new 5th to the election of a slate of Democratic judges in 2015 – including Dougherty’s brother.

to deliver. Each is chary of its resources – particularly Philadelphia, which is much more dynamic economically now than it was when the School Reform Commission was established in 2001. Today it is Philadelphia that is growing, while most of Keystone Red State is stagnating economically. We welcome the return of local control to our city’s schools. But we should warn our new Board of Education members that they have stepped onto a firing range. We hope they have all been wise enough to purchase bulletproof vests. The new BOE is firmly a creation of Mayor Jim Kenney. His administration will rise and fall on it. But all BOE members must have other lives. Theirs is an unpaid position. Kenney strove to pack his board with humble people
who have deep experience in Philly’s public schools. That’s an admirable experiment. But remember one reason boards are often packed with the prosperous and powerful: These are the people who can afford the heat of unpaid public service. We wish the incoming BOE members the best – and we hope their volunteer service, if not recognized, will at least go unpunished. Councilwomen Jannie L. Evans Endorsements Betray a Weakness In the new 2nd Congressional District, Congressman Dwight Evans (D-Phila.) is racking up endorsements by predictable establishment Democrats: Mayor Kenney, the United Ward Leaders of Color and the Pennsylvania Association of Staff Nurses & Allied Professionals, for in-
stance. But the Philadelphia Federation of Teachers has thrown its weight behind Kevin Johnson, a former pastor of Bright Hope Baptist Church who now heads Philadelphia OIC, a job-training agency of long standing. So there are two sides to this race. Evans’ base has always been in North Philadelphia, but his new district is half West Phil-
adelphia. Word has it Johnson has already chipped away one North Philly ward, the 11th, headed by Dwayne Lilley. But his bigger opportunities lie in West Philadelphia, whose many long-established political clans owe nothing to Evans’ North Philly network. Word on the street is that all major West Philly clans have received probes from the Johnson camp. Council-
woman Jannie Blackwell (3rd 5 District) rejected this tender and is foursquare with Evans. But other West Philly pols are hedging their bets.

(Cont. From Prev. Page) ferocious TV attack ad against the State Republican Party’s endorsed gubernatorial candidate State Sen. Scott Wagner (R-York) left most state Republican operatives gasping. Mango presented himself as “farther-right than thou” compared to Wagner, no blushing liberal himself. Mango drew a stinging rebuke from PAGOP. But he also won an endorsement from former U.S. Sen. Rick Santorum, who is well regarded on the right. Two problems for the GOP. One: The farther right its spring primary drags the winner, the more vulnerable will that candidate be in a general election that
is shaping up as a “blue wave.” Furthermore, the more Mango and Wagner savage each other (both are private-sector millionaires), the more free oppo research their millions buy for incumbent Democratic Gov. Tom Wolf, who is also independently wealthy – and sitting on an $11-million campaign fund already, with no primary opponent. If 2018 were bidding to be a red year, we could see these Republican gentlemen spending this sort of money to become the next governor. But it is bidding to be a blue year. How many people want to spend how many millions to charge the machine guns? Republican money might be better spent defending congressional seats.

That matters because Williams’ district extends into Delaware County municipalities that Lazer would welcome support in. Lazer is one of two South Philadelphia candidates going for a seat that is mostly in Delco. Of the 12 Democrats still in the primary race, eight are from Delco. Besides racking up endorsements from Philadelphia State Reps. Joanna McClinton (D-W. Phila.) and Maria Donatucci (D-S. Phila.), Lazer bagged 12 yeas from elected officials in Sharon Hill, Darby, Lansdowne and Yeadon.
NOW, announced that she has amassed over $600,000 cash on hand as of the March 26 campaign finance reports. That total is more than twice that of her nearest rival and puts her in a strong position heading into the May 15 primary, in which she seeks the Democratic nomination for lieutenant governor. “We have been crisscrossing the state receiving tremendous support and I just can’t thank people enough for the trust and confidence they have put in me,” said Ahmad. “I’ve been fighting injustice and discrimination
in Pennsylvania for 25 years, and I believe we need more truly progressive voices in government. That message is resonating all over Pennsylvania as we push for full and fair education funding and to make the oil and gas companies pay their fair share.” Ahmad’s nearest competitor was incumbent Lt. Few subjects can define a city’s viability, success and future like its public schools. control back from the state – will inherit the lion’s share of responsibility for everything affecting the SDP’s 130,000plus students and thousands of employees. The nine brave souls who have signed on to do this work for free, to have targets painted on their backs, fronts and social media accounts for affronts real and perceived, failures past and potential, are: Julia Danzy, a social worker and former deputy health commissioner; Leticia Egea-Hinton, also a social worker and homeless advocate; Mallory Fix Lopez, a former ESL teacher and current Community College of Philadelphia faculty member; Lee Huang, of economic analysis firm Econsult Solutions; Dr. Maria McColgan, who also taught in Philly schools and served as a charter-school board member; Angela McIver, a former middle
school math teacher with a Ph.D. in education; Wayne Walker, a former board president of Habitat for Humanity International; Christopher McGinley, a former SRC member, suburban superintendent and district teacher who teaches at Temple; and Joyce Wilkerson, the former SRC chair and city chief of staff who now works for Temple University. Kudos to Mayor Kenney for having the foresight to include McGinley and Wilkerson on the board. Their experience dealing with the district and various warring factions will be invaluable to the board. We hold out cautious hope that the energy and focus brought by the board will be able to do what escaped the SRC for so many years: help our schools become as world-class as our students deserve.

(EST) Conditions of Sheriff ’s Sale for JUDICIAL/FORECLOSURE SALE Ten percent of the highest bid for each property auctioned off shall be deposited in certified check, attorney’s check or money order with the Sheriff by each bidder when his bid is registered, provided that in no case shall less than Six Hundred Dollars ($600.00) be deposited, otherwise upon failure or refusal to make such deposit, the bidder shall lose all benefit of his bid and the property may be offered again and sold unless a second bid has been registered, then, the second highest bidder will take the property at the highest bid price. Additionally, where there is active bidding, the highest bidder, and the second highest bidder, if any must post the entire amount of the cost of the distribution policy for the property at the time of sale by certified check, attorney’s check or money order with the Sheriff. The Sheriff reserves the right to reject any certified check, attorney’s check or money order that on its face has an expired use date and is presented for payment of the deposit. The balance of the purchase money must be deposited in certified check, attorney’s check or money order together with a Deed poll for execution by the highest bidder to the Sheriff at his office within 30 days from the time of the sale. An extension of time for an additional 30 days may be granted at the discretion of the Sheriff upon receipt of written request from the buyer requesting the same, except when a second bidder has been duly registered. Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid. Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold. The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale. The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid. The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadelphia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly. No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County. The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudu-

understanding BANKRUPTCY BY MICHAEL A. CIBIK AMERICAN BANKRUPTCY BOARD CERTIFIED uestion: Chapter 13 bankruptcy time bomb: mortgage modifications revisited? So you had to file a Chapter 13 bankruptcy to avoid foreclosure while waiting for your modification to be approved. You went through

the “wash, rinse, repeat” process of submitting your documents over and over while the foreclosure process started and almost finished. Oh yeah, the lender says, “Don’t worry, we’ll get to you soon.” Sort of like being put on hold with the endless message, “All of our customer service representatives are busy helping other customers, but please stay on the line because your call is important to us.” Um ... yeah. But what about your house? Finally, you have to file Chapter 13 to stop the foreclosure which has somehow moved along. So the foreclosure is stopped and your plan of payment has been confirmed by the Bankruptcy Court. But those payments
are huge because they are designed to reinstate your mortgage by making up all your back payments and foreclosure costs, as well as your current payments in the limited time of three to five years. You are struggling, but you will do anything to save your home. And then one day, after about a year or so, the clouds break, the rainbows appear, and miraculously a mortgage modification arrives in the mail where the lender agrees to lower your payment and reinstate the mortgage as current if you just make your new payments on time. No back payments to be made up. Hallelujah! Salvation has arrived! While you might not have had a second mortgage or home-equity loan on your
house, you did have those other pesky credit cards and miscellaneous debts. Remember those? Well, they’re getting paid something in your bankruptcy plan (or maybe not if you have a zero percent plan), but they are still out there. And now they are delinquent because the bankruptcy saved you from having to pay them while you got caught up on your mortgage. And there’s the time bomb sitting there in the corner waiting to go off ... tick, tick, tick. Now that your mortgage payment has been made current by the mortgage modification, all that money in your confirmed Chapter 13 plan can go to your unsecured creditors. That will increase their recovery from as little as zero to as much as 100%.
So your plan payment does not miraculously go down simply because your mortgage has gone down. The difference is now available for others. You have proven your ability to pay. You might get a sympathetic trustee or bankruptcy
judge to allow you to lower than plan payment a little bit, but you are not going to get the relief you hoped for. You are stuck in your Chapter 13. Next Week’s Question: Chapter 13 bankruptcy court – what goes on with court motions?

The reason why the folks in Norristown are being put through Cosby 2.0 is because the previous trial, which happened this summer, resulted in a hung jury. So Montgomery County District Attorney Kevin Steele decided that

might as well feature jugglers, an elephant and a tent to keep it all in. Nicolle Rochelle, an actress who had appeared on “The Cosby Show” and who took a picture wearing a sweatshirt saying “Rapist” on the front steps of the brownstone where the show was filmed, took her turn as ringmaster on Monday by being one of two women to run around the courthouse topless with “Women’s Lives Matter” written on their bodies, among other things. Unfortunately not new are the reminders I’ve gotten that sexual assault is still the only crime in American jurisprudence in which the victim is assumed to be lying. I know that by the end of the week my social-media feeds will be clogged with folks creating all sorts of ways to not deal with the cognitive dissonance that comes with having to admit that the man who gave us Fat Albert and (Cont. AYOR JIM KENNEY appointed the nine members of the Philadelphia Board of Education last week. In typical Philadelphia fashion, the board was praised and panned at the same time. Many folks praised the board for its racial diversity and excellent qualifications. Several board members are former teachers, two are social workers and one is a doctor. One appointee is experienced as a board member and was a recent member of the SRC.

A National Guard general that I worked for used to say, “The RUSSIANS will never attack Pennsylvania during the hunting season.” An OP-ED piece by a candidate for committee person explained WHAT a committee person does. Others panned the board for not truly representing the Philadelphia schools. People pointed out that those board members with children in Philadelphia school, did not have any children that go to struggling schools. So the thinking is: How will the board members know how to fix struggling schools if they never went to them or never had children go through them? CHS believes this praising and panning are not a unique case of societal bipolar disorder. Rather, it is a prescriptive hope that there are better days coming for the children who attend Philadelphia schools. We all know the constant desire and anxiety to make certain we have the best school board possible to serve Philadelphia students; at the same time, we must give our new BOE members some slack as they figure out
how to chart a new course forward. There is no way these nine newcomer volunteers can please everybody their first year out. Cut them a break. Make no mistake: This is a bold and exciting chapter in the history of Philadelphia public schooling. But the board members can’t take a daily pill to make everything OK. It’s going to take a lot of hard work, gut-wrenching and panic-inducing decisions that please no one, and constant dedication from a group of selfless people to transform the schools. Some group counseling and medications may also help this board do their job, as well as economy-size jars of aspirin and Tums. All joking aside, Sam wishes this board of nine the very best luck as they begin their critically important and selfless quest to improve the Philadelphia schools.

OST OF US find negative political ads distasteful. More often than we would like to admit, though, they can be effective. However, it appears that the television piece released last week by Republican gubernatorial candidate PAUL MANGO’S campaign may have backfired. It was tacky, not to mention obviously inaccurate in part. Franklin & Marshall pollster and political pundit TERRY MADONNA said the commercial was “the most brutal” television attack ad in modern Pennsylvania
retroactive increases. Mango may have hoped to cut into Wagner’s strong lead, but it appears that the cartoon spot may actually having the opposite impact on the state of the race. We have seen false ads and negative ads before, but this one had brought some animus from fellow Republicans who have the field operations to impact the May primary which Mango is hoping to win. Pennsylvania Republican Party CHAIRMAN VAL DiGIORGIO stated, “Having spent time with Paul Mango, I am surprised and disappointed he would go to these depths to assail a fellow Republican.” STATE SEN. JOHN EICHELBERGER (R-Blair) opined, “I think that’s over the top…. The guy that is winning in all this is TOM WOLF. politics. The ad, which is still showing, has comic-stripstyle depictions of Wagner which are, in my opinion, the height of bad taste. The aspect of the ad that did not pass the sniff test for me was the obvious twisting of the duties of Wagner’s bail-bond business. I did not have to do any fact-checking to see if this was misleading – it was. Apparently a criminal who availed himself of a Wagner bail bond killed someone while out on bail. If the man should have not been out on bail, it was not the fault of the bail bondsman, but the judge who set the bail too low or should have remanded the criminal. One section of the ad shows Wagner as a deadbeat father, which is not true. Wagner’s child-support payments increased owing to a judge’s determination that his income was higher than reflected in divorce documents. Wagner had been paying the initial support requirements and upon the change, Wagner made the

GENERAL PRIMARY AND SPECIAL ELECTION TUESDAY, MAY 15, 2018 In accordance with Title II of the Americans with Disabilities Act of 1990 and the Voter Accessibility for the Elderly and Handicapped Act of 1984, the City of Philadelphia does not discriminate against people with disabilities in providing access to its election process. According to these federal laws, the City of Philadelphia is required to ensure that its election process as a whole is accessible to people with disabilities in all elections. This means that polling places shall be accessible to people with disabilities to the extent that accessible locations are available within each election district. The City Commissioners designates and lists polling place accessibility in varying degrees. Polling places that fully meet all federal and state criteria are designated with an “F” for fully accessible building and an “H” for handicapped parking. If a polling place location does not fully meet these federal and state criteria but provides relative accessibility with minor assistance in entry then that location will be designated with a “B” for substantial accessibility. An Alternative Ballot may be obtained for any election, upon your advance request on an Alternative Ballot Application. In Philadelphia an application for an Alternative Ballot can be made on the regular Absentee Ballot Application by checking the box for “Handicapped or 65 years or older and who is assigned to an inaccessible polling place”. The applications may be obtained at the County Board of Elections in Room 142, City Hall or by contacting (215) 686‐3469 VOICE, or TTY/TDD through the AT&T Relay System. TDD users may utilize this service by calling 1‐800‐654‐5984 and telling the communications assistant they want to speak to the Pennsylvania Bureau of Elections at (717) 787‐5280. Alternative Ballot Applications by mail must be submitted to the County Board of Elections no later than 7 days before the election. Alternative Ballots must be returned to the County Board of Elections no later than the close of the polls, at 8:00 P.M. on Election Day. Additionally, registered electors with disabilities may apply for an Emergency Alternative Ballot Application and cast their ballot in person at the County Board of Elections, in Room 142, City Hall, up to the close of the polls on Election Day. In addition, the City shall provide registration materials in large print at each registration facility, and voting instructions in large print at each polling place.
