VERYONE’S Italian during the South 9th Street Italian Market Festival. The nation’s oldest outdoor continuous market hosts this annual family event, which is Philadelphia’s largest block party.

had to cover a lot of new territory where banker Michele Lawrence had a lot of connections. Boyle did hold onto his seat by a 64-36% margin.

Congressman Dwight Evans’ new 3rd District was mostly familiar to him. He held off OIC head Kevin Johnson 81-19%.

The 5th District was a zoo: a vacant seat, radically different from all the previous political landscapes that preceded it. Ten Democrats finished the race in a district that reunited all of Delaware County, with a sliver of the Montco Main Line and a big chunk of South Philadelphia. Three in the field came from Philly – Mayor Jim Kenney’s former Deputy Mayor for Labor Rich Lazer, medical-lab scientist Molly Sheehan and young activist Lindy Li. The first two had hoped they

would gain an edge from their strengths in South Philly, maybe sneaking past as all the Delco candidates stole each others’ lunches. Li had a crack at South Philadelphia’s large Asian American community. And all three had plausible bases in Delco as well.

In the end, though, by competing against each other to the end, together they lost a federal privilege Philadelphia has long enjoyed: three members of the U.S. Congress who are Philadelphians. Because they could not work together, we’ll now be down to two.

Mary Gay Scanlon, a Swarthmore lawyer who leads Ballard Spahr’s pro bono unit, won 33% of the Delco vote and 10% of the Philadelphia vote, where former Mayor and Gov. Ed Rendell had endorsed her.

Congressman Lou Barletta (R-Luzerne) will seek to unseat Democratic U.S. Sen. Bob Casey. This will be a joust between rival knights from the Hard Coal region.

Despite the endorsement, and his fame as a loud, early backer of Donald Trump, Barletta’s opponent, State Rep. Jim Christiana (R-Beaver), did impressively well, with 36% of the vote. Little-known and poorly funded, Christiana nonetheless got the usual Western Pennsylvania hometown vote.

But he fared well in other areas as well (see below).

Stack to consolidate his natural geographical base, while Fetterman was free to scoop up all of Steelers Country for himself.

Fetterman romped home with 38% of the vote, guaranteeing him low-cost national attention. Ahmad, whose campaign was well funded, took second with 27%. Cozzone brought home 18% while Stack held onto 17%.

Statewide, Stack won around 125,000 votes – 51,000 of which came from Philadelphia, the only county he led in. Ahmad won around 37,000 votes at home, but 180,000 statewide.

That was more than enough to win a 10-way race with around 14,000 votes. Lazer came in second at around 9,000, while Ashley Lunkenheimer took third place with around 8,000, with around 99% of the vote counted.

Another odd show was the lieutenant governor’s race, where an incumbent Democrat, Lt. Gov. Stack of Northeast Philadelphia, was tackled by four challengers.

Only one was from Western Pennsylvania: charismatic small-town Mayor John Fetterman. Two were from the Philly suburbs: Chester County Commissioner Kathy Cozzone and Montgomery County business Ray Sosa. Stack faced a fifth challenger from his home town: another former Deputy Mayor, the Northwest’s Nina Ahmad.

first-timer Debby Derricks ran a surprisingly strong campaign against seasoned State Rep. Michael O’Brien, losing by 58-42% – a strong showing for a first-timer against a reputable incumbent.

In the Port Richmond-Mayfair 177th, endorsed Joe Hohenstein, who ran before, took 37% in a four-way field. Sean Kilkenny and Maggie Borski took 24% each while musician Dan Martino garnered 15%.

Anyone can run for lieutenant governor in an out-ofpower party, and four people did in the Republican primary. Endorsed Jeffrey Bartos won, but by a plurality of 47%. His three opponents – Kathy Coder, Diana Irey Vaughan and Peg Luksik – split the majority vote.

Republican women are not untouched by the national mood to see women swing more weight in political counsels. In this case, though, the Year of the Woman proved to be the Year of Too Many Women.

The Philadelphia GOP showed a rebellious streak.

Christiana was much closer to Barletta here, only 55-45%. Mango actually sneaked past Wagner here, 41-39%, and Ellsworth also

improved her score by 2 points. Kathy Coder, a businesswoman and busy party bee in Allegheny County, led the pack with 40% of the vote, with Irey Vaughan, who also campaign here, at 30%. For an endorsed Montco neighbor like Bartos to come in third, at 26%, was a big snub.

A sobering note for Republicans statewide: Democratic turnout was strong.

N THE WAKE of Tuesday’s mammoth slate of primaries, there were enough upsets, game-changers and donnybrooks to satisfy veteran political junkies and newcomers alike.

Some lessons emerge.

Eminence grises still hold sway – until they don’t. Ed Rendell’s imprimatur no doubt helped propel Mary Gay Scanlon to victory in the PA-5 Democratic primary, while Marian Tasco’s pull could only get Melissa so

Mayor John Fetterman in the Democratic lieutenant gubernatorial primary.

And Emilio Vázquez, who won the still-controversial special election in the 197th Legislative District last year, was beaten by Danilo Burgos in the North Philly stronghold.

Substance and accomplishment still count: Joe Hohenstein bested his rivals for the 177th Legislative District Democratic nod and will face off against Patty-Pat Kozlowski in November in what should be one of the more substantive races.

The Year of the Woman should result in the state sending a woman to Congress for the first time since 2014.

To all who voted, thank you for being citizens.

To all those who didn’t – what’s wrong with you?

Fix Finance First – Then Tax Later

BY BRETT MANDEL FEW SHOCKING recent revelations illustrate the sorry state of Philadelphia city finances. But, this being Philadelphia, the revelations aren’t really that shocking – and evidently not enough for anyone to lose a job over the multimillion-dollar missteps. This is Philadelphia, where the ability to go along to get along is prized in government much more than an ability to manage public money efficiently and effectively.

The City lurches from fiscal crisis to fiscal crisis. Philadelphia’s huge unfunded pension liability means the City is all but functionally bankrupt. Taxes go up.

Poverty refuses to go down.

But City leaders must think

close but yet so far in the Pennsylvania House 200th Democratic primary.

PACs and endorsements are nice – but not enough.

Former Deputy Mayor Rich Lazer had seven figures’ worth of backing from a labor-aligned PAC, and the endorsement of numerous unions and U.S. Sen. Bernie Sanders, but still lost to Scanlon in a decision that shows how difficult it will be for future Philly candidates to win this DelCo-heavy district.

Incumbency is no guarantee of victory. Philly favorite son Mike Stack can attest to this. Despite his yeoman work on a number of issues, including offender re-entry, Stack proved unable to overcome the cumulative effect of so much negative news about him and the press-friendly juggernaut of Braddock

that’s just fine, because nobody is going to take the fall for the problems.

Recent local media reporting focused on a few classic Philly Phinance Phoulups.

First, it was revealed that the City has not reconciled financial accounts for most of the past decade. Because the City has not been regularly balancing its checkbooks, the City cannot account for some $27 million, which might be misappropriated or stolen or lying under a sofa cushion – somehow, nobody knows and the City will now spend other half-million dollars to hire an outside firm to try to find out.

This is a troubling development for a City looking to raise taxes on folks who regularly balance their own check-

books to ensure they are actually making ends meet.

Then, we learned that just nine months into the fiscal year, the City has already blown through its entire overtime spending budget and is on pace to overspend overtime by many millions this year. A City government seeking to dramatically increase spending unable to efficiently manage current spending does not inspire confidence.

Finally, we received the good news that the City has been able to reduce its prison population by almost 30%, but that positive development was tempered by the fact that the City’s prison budget has remained essentially unchanged. That means that it is now costing (Cont. Page 10)

Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid.

Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold.

The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale.

The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid.

The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadelphia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly.

No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County.

The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudu-

lent bids, or any other behavior which causes disruption of the Sheriff Sale. Said bidders shall be so refused for the sale in which said behavior occurred and for said further period of time as the Sheriff in his discretion shall determine.

The Sheriff will not acknowledge a deed poll to any individual or entity using an unregistered fictitious name and may, at his discretion, require proof of identity of the purchaser or the registration of fictitious names. The bid of an unregistered fictitious name shall be forfeited as if the bidder failed to meet the terms of sale.

All bidders are advised to remain at the sale until after the last property is sold. The Sheriff reserves the right to re-sell any property at any time before the end of the sale, upon the successful bidders’ failure to tender the required deposit. The Sheriff reserves the right to postpone or stay the sale of any property in which the attorney on the writ has not appeared and is not present at the sale.

With the programmatic effectiveness failing to generate promised budgetary efficiencies, it is hard to understand how spending decisions are being made in City Hall.

What was least surprising in these media reports is that none of the reporting included any mention of anyone being held accountable for the mismanagement (assuming it is only mismanagement and not something much worse). The City’s longtime finance director was quoted as saying, “I should've known about it,” but despite the well-publicized lapses, it does not look like anyone will be missing out on the toasts and laughs at this year’s City Hall Christmas Party.

Is it nobody’s job to do better? Is it nobody’s responsibility to replace those who are failing the public?

It is way past time for heads to roll, and for new thinking on City finances and fiscal management. What does one have to do to be shown the door in this City?

That’s just the Philadelphia way when it comes to misfeasance and malfeasance in government: It’s

never anyone's fault. Nobody ever loses a job. Nobody takes the blame. Then, nobody is shocked when the problems continue.

Name the scandal, recall the tragedy, think of the screw-up – and then try to remember an official standing up and telling Philadelphia that he or she responded by firing a responsible party for cause. I am all for second chances, opportunities to develop, and capacities for change, but consequences, repercussions and ramifications must result from lack of improvement and repeated wrongdoing.

There is a school of thought that suggests that talented professionals in Philadelphia government toil to make government work better despite the meddling and backward thinking of the political class that forces mistaken policy choices upon the bureaucracy. In my experience, this is not quite right. I absolutely know that there are many talented individuals in Philadelphia government who truly think of themselves as public servants and are drawn to their jobs because they believe they can make a positive difference.

But in Philadelphia, political considerations are of

paramount importance for the City’s decision-makers and even the highest-minded officials quickly learn to factor “political implications” into their decision-making processes. Pretty soon, those political implications become a primary driver. The muscles that should be flexed to do the right thing instead of what is politically expedient strain from the chore, then tire, then finally atrophy when officials stop even trying to put sound policy before savvy politics.

This is how long careers in Philadelphia government are made and this, unfortunately, is also how smart and talented individuals who enter into government to be part of the solution end up becoming part of the problem. When millions of missing City dollars and out-of-control overtime spending, and an inability to reduce spending in light of a dramatic drop in the prison population, doesn’t result in top-level officials being replaced, it is clear that the City’s elected leaders and the top officials that serve them have a different definition of a job well done than the rest of us.

Yes, we need to elect better leaders, but it is not

just the pols that need to be shown the door in Philadelphia. The officials who have helped create – or turned a blind eye – to the problems with City finances and so

(Cont. From Page 5) opponent in the fall will be new Republican Patty-Pat Kozlowski – in one of the city’s few legislative districts in where a Republican stands a fighting chance. Kozlowski’s unopposed primary drew only 141 fewer votes than Hohenstein did in the Democratic battle. Admittedly it is a strongly Democratic district by registration. But its blue-collar voters value service over partisanship. Wellknown in that area for her Democratic and nonpartisan service in City Council and in Parks & Recreation, Kozlowski will aim to shave some of these splinters of the fall Dem ticket on the QT while DCC attempts to keep all the district’s warring factions in line.

State Rep. Jason Dawkins easily set back challenger Abu Edwards for the second time in two years, cruising home on 76%. Every cycle this fight comes up in

many other areas must also go if Philadelphia is to move forward to a better future.

Brett Mandel is the former executive director of the National Education this Kensington-Frankford district; this year, it ended much as it had in the past.

In North Central’s open 181st District, party-endorsed Malcolm Kenyatta scored a 42% plurality, muscling past four opponents: Lewis Nash, Lewis Thomas III, Jason Alexander Deering and Gilberto González. Nash, at 27%, was the most formidable rebel in this district, where many ward organizations appear to be thin on the ground.

Had the various rebels assessed the challenge accurately in advance and teamed up, with a long-term strategy behind a single leader, they could probably have knocked off the endorsed candidate, Kenyatta, who did not have a doorbell-base campaign. But even a weak organization can beat a strong disorganization.

In another open district, the 184th in South Philadelphia, Elizabeth Fiedler solidly thumped three opponents with 51% in an open seat that drew a rip-roaring turnout of more than 9,000 votes. She will be the first journalist in the Philadelphia

Technology Funding Corp., as well as of Philadelphia Forward, and was director of financial and policy analysis under former City Controller Jonathan Saidel. delegation in many years.

The endorsed candidate, Jon Rowan, had massive labor backing and lifetime neighborhood connections; but he started too late, held back by lengthy dawdling on the part of incumbent State Rep. Bill Keller over retiring. By the time Keller finally bowed out, Fiedler had for three months been running a smooth, well-orchestrated campaign with all bases covered: door-knocking, fundraising, social media. Rowan didn’t have enough catchup time.

Fiedler and Rowan were trailed by two other candidates, attorney Tom Wyatt and police detective Nick DiDonato, Jr. In West Philadelphia’s 188th, State Rep. Jim Roebuck survived a three-way with 56% of the vote. Southwest Philly advocate Diane Settles took 26% while University City attorney Jeff Curry got 18%.

BY DENISE CLAY AST YEAR, I covered the United Muslim Masjid’s annual Sister’s Recognition Luncheon & Fashion Show at the Hilton City Line here in Philadelphia.

A big part of the reason that I took the assignment was because I was interested in seeing what a fashion show tailored to Muslim women would look like. My interest was rewarded with an afternoon of sophisticated fashion that allowed these women to be modest while

The late Naima Muhammad, the creator of the United Muslim Masjid’s Universal Muslim Weekend Madrassa, or Islamic school, was honored with the Gwendolyn Dawan Continuing Legacy Award and Nalijah Abdul-Karim was honored with the Faatimah Gamble Award, named for the founder of the Sister’s Recognition Luncheon and wife of Rock and Roll Hall of Famer Kenny Gamble.

If you cannot afford your home or vehicle, you might just have to surrender that asset in order to obtain your discharge. The court, unfortunately, is not going to care whether or not you have worked your entire lifetime to purchase a sports car or your dream home. The court and the creditor just want to know one thing: Can you afford to pay for your asset? If the answer is no, then you may have to surrender it.

This decision is more prevalent today than at any other time in our history. So if you are getting ready to file bankruptcy or even considering it, you must take a hard look at your assets and decide whether or not you can afford the lifestyle you are currently living, or is it time to reset your priorities?

It is critical for your financial and physical health that you set proper priorities.

We are seeing a tremendous increase in medical debt for people from the stress of trying to keep their current pace of living. No vehicle, home, collectible or timeshare is ever worth losing your life, marriage or soul.

So yes, you may have to surrender a home or that sports car in order to have a successful bankruptcy.

Yes, it may be a very tough decision and yes, it may be gut-wrenching. However, if at the end of the process you can emerge debt-free, sleep through night, and/or stop fighting with your spouse or loved ones, wouldn’t it be worth it?

My goal this year was to remind folks that in the end, we’re all human. And humans, even those who practice a religion that you have no desire to understand, want to look nice, to be their best selves, and to have some fun while saluting those in their midst that are doing good things.

With a theme of “Blossoming in Opulence: Turning over the Land for a Field of New Dreamers,” the luncheon began by introducing those new dreamers to the world in the form of presented awards. Laila Islam, founder of “The Future Is Us Collective,” was named

The nine ahead of him on the list are SENS. SHERROD BROWN (D-Oh.), TAMMY BALDWIN (D-Wisc.), JON TESTER (D-Mont.), BILL NELSON (D-Fla.), JOE MANCHIN (D-W.V.), HEIDI HEITKAMP (D-N.D.), JOE DONNELLY (D-Ind.), CLAIRE McCASKILL (DMo.) and DEAN HELLER

as Republican voters selected popular ATTORNEY GENERAL PATRICK MORRISEY as their candidate.

Trump won West Virginia by a landslide in 2016. It is expected that Morrisey will tout his lawsuits against the Obama administration and hammer Manchin on his support for Clinton in 2016.

Some speculate that Morrisey’s ties to the pharmaceutical industry could be a problem. However, that is a drum the Democrats may want to avoid, as Manchin is far from pristine in his relations with that industry.

Manchin’s wife GAYLE took over the National Association of State Boards of Education in 2012. The association’s efforts helped pave the way for Mylan Specialty, maker of EpiPens, to develop a near monopoly in schools. Eleven states drafted laws requiring epinephrine auto-injectors.

While many of us think of Muslim women and automatically envision dark clothing without a lot of life to it, there were women at the fashion show dressed in hijabs of all colors. Some even wore the kinds of fascinator hats you’ll see at this weekend’s Royal Wedding.

They looked beautiful.

One of these days, if I can get permission to do it, I may do a documentary on the Sister’s Recognition Luncheon & Fashion Show.

I think it’s something that people need to see.

Heck, after seeing these women show that modest and fierce can occupy the same space, some of the people holding on to their prejudices might find themselves yelling “You Betta Werk!”

The problem for Manchin is that the CEO of Mylan was then and remains HEATHER BRESCH, his and Gayle Manchin’s daughter. The “EpiPen Law” was not a law but a federal

policy under the Obama administration.

To put this in perspective, a doctor prescribed me a two-pack of EpiPens last summer. Even with my “silver” health-insurance policy, the cost to me would have been $600. The generic, which is what I opted for, was $20.

Roll Call did not talk about the New Jersey Senate race, probably because Clinton won that state so strongly. However, it appears that U.S. SEN. BOB MENENDEZ wants to keep his seat and may well win

the June primary. In case you turned the evening news off after the Pennsylvania issues were covered, Menendez was tried for taking lavish gifts in exchange for helping DR. SALOMON MELGEN, a wealthy and allegedly corrupt doctor. In addition to giving Menendez excessively expensive gifts, he is believed to have overcharged Medicare system to the tune of $9 million.

Menendez was acquitted; however, the excessive gifts and the appearance of impropriety are significant.

Menendez will probably be facing BOB HUGIN, who can self-fund his campaign. According to political scientist BEN DWORKIN from the Rowan University Institute for Public Policy & Citizenship, the Republican Party of New Jersey is thrilled to have this retired pharmaceutical executive in the race.

Dworkin and many believe the anti-Trump sentiments in the state will outshine Menendez’ ethical issues. However, I think that there is plenty of time for the Democrats to do damage to themselves be-

fore November.

Some of the recent actions of new GOV. PHIL MURPHY may lead many to pine for a fiscal conservative. Murphy recently asked for a huge tax hike and decided to give academic financial aid to illegal immigrants, while in the same breath stating that there is not enough money in his budget to fund the long-approved real-estate tax rebates to average citizens.

I think Murphy has only started to show his constituents that they voted for the wrong person.

the June primary. In case you turned the evening news off after the Pennsylvania issues were covered, Menendez was tried for taking lavish gifts in exchange for helping DR. SALOMON MELGEN, a wealthy and allegedly corrupt doctor. In addition to giving Menendez excessively expensive gifts, he is believed to have overcharged Medicare system to the tune of $9 million.

Menendez was acquitted; however, the excessive gifts and the appearance of impropriety are significant.

Menendez will probably be facing BOB HUGIN, who can self-fund his campaign. According to political scientist BEN DWORKIN from the Rowan University Institute for Public Policy & Citizenship, the Republican Party of New Jersey is thrilled to have this retired pharmaceutical executive in the race.

Dworkin and many believe the anti-Trump sentiments in the state will outshine Menendez’ ethical issues. However, I think that there is plenty of time for the Democrats to do damage to themselves be-

fore November.

Some of the recent actions of new GOV. PHIL MURPHY may lead many to pine for a fiscal conservative. Murphy recently asked for a huge tax hike and decided to give academic financial aid to illegal immigrants, while in the same breath stating that there is not enough money in his budget to fund the long-approved real-estate tax rebates to average citizens.

I think Murphy has only started to show his constituents that they voted for the wrong person.
