After all is said and done, few Democratic ward leaders were overthrown by rebels in the June 4 committee elections. But there will be many new faces in Democratic City Committee for the next four years, largely because many old-timers

burned out and sought fresh blood to take their places. As we went to press, not all ward election results had been reported to Democratic City Committee. But with half the results in, there was one true overthrow: in South Philadelphia’s 2nd Ward, where Ed Nesmith was turfed out by a well-organized millennial brigade led by Nikil Saval. Two other serious ward fights left the incumbents whole. In the Far Northeast’s 58th Ward, Ward Leader Jim Donnelly survived a challenge from an ambitious rival, Jimmy Lewis, by two votes. Lewis has vowed to press his case in Commonwealth Court, based on his interpretation of election law (which defies the longstanding prac-

Appellate courts don’t do this. So expect Lewis to lose in court. Erroneous reports cast the attack on Donnelly as a plot by Congressman Brendan Boyle (D-Phila.). Observers who regularly follow ward politics know the real feud is among many other rival NE politicos – an opera in which Boyle is little more than a spear-carrier on this street-level stage. Seek Lewis’ key outside backers in neighboring ward leadership circles instead. Since this election is legally contested, DCC will study it in its Contest Committee.

Wagner Wants Debates In All 67 Counties
The outlook for budget deals at both the State and City levels is dialed-down drama in June 2018. In Harrisburg, everyone is running for re-election, so no one will demand cutbacks in any particular program. Instead, Republicans and Democrats alike will brag about cost-cutting in general, in theory.
Republican challenger Scott Wagner wants to debate Democratic Gov. Tom Wolf in each of the state’s 67 counties prior to the Nov. 6 general election. That would mean one debate for Philadelphia County, population 1, 516,000. And one debate for Cameron County, population 5,100 … you get the drift. As a Republican Wagner’s

strongest base is in rural counties, so it is natural that he seek to focus his campaign there. Understandably, Wolf’s campaign dismissed Wagner’s request as a gimmick; there is no way any two candidate can cram in 67 debates anywhere in the next five months, let alone in places like Cameron County. “It’s time for Pennsylvanians to have a gubernatorial campaign that focuses on
them for a change,” Wagner said in a campaign statement. “I believe that Gov. Wolf is failing us, and that it’s important for voters in every county to get a chance to see the differences between us in person so that they can make an informed choice when they head to the polls in November.” Wolf’s campaign responded by pointing out how Wagner failed to attend several debates among the three Re-

In City Hall, the rubber will touch the road one way or another this month. That’s because law does not allow municipalities to miss their budget deadlines the way Harrisburg does. Ever wonder why Harrisburg likes to nag Philadelphia about Philadelphia’s fiscal management – when Harrisburg can’t manage to do the basic fiscal-management task that Philadelphia reliably does? Maybe we should offer counseling to Capitol Hill on how to run a government.

Continuing his unswerving attack on the norms, the conventions and the essence of what makes this the greatest country in the world, President Donald Trump has weaponized sports as a divisive force. A man who doesn’t even know the words to “God Bless America” has seen fit to lie about our Philadelphia Eagles to deflect from what would have been an underwhelming turnout by the team at the previously apolitical annual White House visit by the Super Bowl champions. (The only confirmed player to attend was Super Bowl MVP Nick Foles.) Trump falsely claimed that the Eagles “disagree with their President because he insists that they proudly stand for the National
Anthem, hand on heart, in honor of the great men and women of our military and the people of our country.” This baldfaced prevarication designed to play to Trump’s base – not a single member of last year’s team took a knee during the playing of The Star-Spangled Banner – denigrates not just the players who have been widely acclaimed as the most socially conscious and active players in the National Football League, but the fans who have stood by and supported the team for decades. We know who the Eagles are. We have seen their impact on the community, from Chris Long donating his entire salary to charity, to former Eagle Connor Barwin rehabbing playgrounds across the city, to Malcolm Jenkins’ efforts on criminal-justice reform. We know who we are. And we’re all we need.

Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid. Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold. The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale. The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid. YouTube page of Casey giving a speech on the Senate floor,” charged PAGOP. “According to Section 6.2 (a) of the Senate Ethics Manual, “The use of any tape duplication of radio or television coverage of the proceedings of the Senate for political campaign purposes is strictly prohibited.” Firing back, Pennsylvania Democratic Party Executive Director Sinceré Harris filed a complaint with the Office of Congressional Ethics for Barletta’s use of official floor footage from the U.S. House in a Senate campaign advertisement. According to House Rules, floor footage, including broadcast coverage of floor proceedings, may not be used for any partisan political campaign purpose. In addition to sending a press release with a video of floor footage uploaded to the campaign’s YouTube page, the Barletta campaign ran ads with the footage.

The uproar was such that company CEO Kevin Johnson not only came to Philly, he also met with community groups and took a whole lot of abuse. When he announced his departure in advance of a widely anticipated 2020 Presidential run, Schultz said he was looking at ways he could contribute to making the world better through public service. Because hey, all we need is another billionaire with no governing experience occupying the nation’s highest office, right? I hope he fulfills his desire to engage in public service. But might I suggest, Mr. Schultz, that you aim a little lower. Try Seattle City Council first.

The Pennsylvania House of Representatives was poised to vote on a bill to repeal the Philadelphia soda tax. The bill would prevent other Pennsylvania municipalities from enacting similar taxes. The bill may also have enough votes to pass in the Pennsylvania Senate, where Republicans have a

veto proof majority. This could set up an interesting budget-season showdown between House and Senate Republicans and GOV. TOM WOLF. Wolf ally MAYOR JIM KENNEY’S signature policy achievement has been passage of the soda tax, which funds pre-K for all Philadelphia children. Opponents of the soda tax have applauded Kenney’s dedication to pre-K education, but have argued there are better and more-reliable ways to fund the initiative. If the Philadelphia soda tax is repealed, that would strike an enormous hole in the City budget. This could be another scorching issue that swelters in the late June Harrisburg sun. The City budget talks are heating up. The mayor has proposed a 4.1% increase in the City property tax and an increase in the real-estate transfer tax. City Council is taking a hard look at these
proposed tax increases and there will be alternative proposals to cut spending rather than increase taxes. One of these proposals is coming from Democratic COUNCILWOMAN CINDY BASS. She has a proposal to cut $80 million from the City prison budget and $150 million from a variety of other agencies. The problem that Bass will run into is that mayoral allies and pro-public education forces will say her numbers do not add up and that sustainable revenue is needed for the public schools now that Philadelphia controls the local school board. Look for a majority of Council to back the mayor’s proposed budget. It is a lock that the City budget discussions will be heated and quick. Due to State law and budgeting rules, the City must complete its budget by the middle of June. (Cont. Page 14)

If you remember last week’s column, all of the nation’s company-owned Starbucks locations closed their doors last Tuesday for a half-day training designed to address unconscious bias within its work force. It became necessary when the

ast Friday afternoon, election-law expert SAM STRETTON filed a complaint on behalf of several committee people in the Democratic 58th Ward. The complaint alleged that a number of elected committee people were elected with fewer than 10 votes and thus their election should not have been certified. Stretton’s complaint cited a State law that said one could not win a nominated position if they did not receive the number of write-in votes required to be on the ballot. CITY COMMISSIONER

If he indicated to wards that they could not include writeins (with less than 10 votes), he might find RCC and various wards subject to litigation. Other State law and court decisions apparently support Schmidt’s decision. On Monday night, as reported by another local news outlet, all write-ins for the 58th Ward Democratic election were honored and JIMMY LEWIS lost by two votes to incumbent WARD LEADER JIM DONNELLY. Donnelly is a longtime supporter of LT. GOV. MIKE STACK. This election may wind up in court. Initially we all thought this was just another rehash of the dispute between Stack and the BOYLE brothers. However, on Saturday, Republican City Committee CHAIRMAN MIKE MEEHAN sent an email to all ward leaders attaching the 58th Ward lawsuit, but stating that Republicans would

Later, Samuel threw out all the write-in committee people. He changed his mind and invited them to return, but we were told that he permitted only those of his choice to vote. During this drama, a highly respected local resident and new committeep-
erson walked out in disgust. This man had come with the intention of voting for Samuel. This coming weekend the State Committee of the Republican Party of Pennsylvania will be meeting at Seven Springs Resort near Somerset, Pa. The speaker at the Friday dinner is to be former White House communications director SEAN SPICER. Typically, State Committee meets in or near Harrisburg. While most Philadelphia members recognize that is only fair to have a meeting more convenient to those in the
western part of state, there are some who wish the location were near either the Pittsburgh airport or the Amtrak train line. The summer meeting is usually less formal and the business meeting on Saturday morning uneventful. I have no reason to believe this meeting will be any different. That said, this meeting will include a large group of new members as State Committee reps were elected on May 15 for a new four-year term. The Philadelphia delegation remains the same as incumbents WALT VOGLER, CALVIN TUCKER, DENISE FUREY, PEG RECUPIDO, CHRIS VOGLER, MIKE CIBIK, TERRY DINTINO, MARIA McCOLGAN, CAMILLE McCOLGAN, DAN TINNEY and LINWOOD HOLLAND were re-elected.

Ahmad Made Statewide Waves in Lt. Guv Race
BY TONY WEST NEWCOMER TO Philadelphia electoral politics, former Deputy Mayor Nina Ahmad caught the eye of many voters outside the city in her last-minute race for lieutenant governor in the Democratic primary. Ahmad had started out the campaign season with an eye on the old 1st Congressional District seat. After that evaporated when the State Supreme Court redistricted Pennsylvania, she turned to the lieutenant governor’s race instead. She ended up second in a five-way race. While she did not lead in Philadelphia, where she was facing long-established native son Lt. Gov. Mike Stack, she ran first in most of the Philly suburbs, most of the Dutch Country and the Lehigh Valley. She ran a strong second in Northeast Pennsylvania as well as metropolitan Pittsburgh. There wasn’t much time. “But I was able in 11 weeks to do much of what I actually set out to do,” Ahmad said after the election. “It was important that someone with my face and my name could do so well. My faith has been somewhat restored in this country.” Ahmad, a Bangladeshi immigrant, is the first Asian American to run a competitive campaign for major office in the Keystone State. Ahmad did not begin with nothing. Her husband is a prominent developer, so she could prime her cam-
paign with $500,000. But that money doesn’t go very far statewide. Fundraising wasn’t easy, she said. She finished with about $800,000. Of her opponents, she noted, “Fetterman had been running for two years. Kathy Cozzone is an elected official. Stack has a bully pulpit.” Due to the lack of time, Ahmad was unable to organize a ground game. She did, however, have statewide connections to fall back on. Ahmad has been active for years in women’s issues and immigration issues, creating relationships that she could tap. “The Dauphin County Committee endorsed Fetterman but Shamaine Daniels supported me,” she said. “In Dauphin and Berks, people knocked on doors for me. In Lancaster, I had the Black clergy; in Lehigh-Northampton, the faith community and immigrants.” But her major investment
was in media. “My ads were clear and unambiguous ads,” Ahmad said. “People like authentic messages.” Political ace Ken Snyder handled her media campaign. He was familiar with the race, having handled Stack’s campaign in 2014. “There was an appetite to elect a woman,” Snyder commented. “There was another woman on the ballot. But Nina’s was an easy story to tell. We had 30 seconds to communicate that she is an immigrant scientist who had grown up amid a violent war in her homeland.” Ahmad lived through a war of liberation in Bangladesh. Ahmad was on air in Philadelphia, Harrisburg and Scranton. At the last minute, she threw some money into Pittsburgh. It paid off. In Philadelphia, Ahmad enjoyed the backing of her Northwest neighbors: Marian Tasco, Councilwoman Cherelle Parker and state Sen. Art Haywood. Councilwoman Jannie Blackwell supported her publicly, as did State Rep. Jared Solomon. “People are hungry for a new messenger,” Ahmad said. Important causes to her are gun control, a fair funding formula for education and organized labor. “The labor movement’s lessons have not been propagated,” she said, “and America is hurting today as a result. The story has to be retold. I want to keep advocating for anyone who is marginalized.”
DONNELLY, who is the son-in-law to the late, great and longtime 58TH WARD LEADER MIKE STACK, JR., won his re-election to lead the 58th Ward. The progressives’ victories in the 2018 primaries carried over to the ward
elections, where the farleft candidates won the ward elections in the 1st and 2nd Wards. The list of victorious candidates included Democratic state rep nominee ELIZABETH FIEDLER’S husband, ADAM RUEKES.

It seems just yesterday that I was young, just married and embarking on my new life with my mate. Yet in a way, it seems like eons ago, and I wonder where all the years went. I know that I lived them all. I have glimpses of how it was back then and of all my hopes and dreams. But here it is the back nine of my life and it catches me by surprise. How did I get here so fast? Where did the years go and

I remember well seeing older people through the years and thinking that those older people were years away from me and that I was only on the first hole and the back nine was so far off that I could not fathom it or imagine fully what it would be like. But, here it is: My friends are retired and getting gray. They move slower and I see an older person now. Some are in better and some worse shape than me, but I see the great change. Not like the ones that I remember who were young and vibrant, but, like me, their age is beginning to show and we are now those older folks that we used to see and never thought we’d become. Each day now, I find just getting a shower is a real target for the day! And taking a nap is not a treat anymore, it’s mandatory! ’Cause if I don’t of my own free will, I just fall asleep where I sit! And so now I enter into this new season of my life unprepared for all the aches
and pains and the loss of strength and ability to go and do things that I wish I had done but never did!! But, at least I know that though I’m on the back nine, and I'm not sure how long it will last this – I know that when it’s over on this earth, it’s over. A new adventure will begin! Yes, I have regrets. There are things I wish I hadn’t done, things I should have done; but indeed, there are many things I’m happy to have done. It’s all in a lifetime. So, if you’re not on the back nine yet, let me remind you it will be here faster than you think. So whatever you would like to accomplish in your life, please do it quickly! Don’t put things off too long! Life goes by quickly. Do what you can today, as you can never be sure whether you’re on the back nine or not! Life is a gift to you. The way you live your life is your gift to those who come after. Live it well! Enjoy today! Do not regret growing older. It is a privilege denied to many.
in bankruptcy court called a Motion for Relief from Stay in which they ask the judge to lift the automatic stay so that they can pursue their state law remedies, including mortgage foreclosure and a subsequent sheriff sale. In a Chapter 7 case where you have stated your intention to surrender your home, this motion is somewhat of a formality. Your lawyer will likely advise the mortgage company’s lawyer that you (the debtor) have “no opposition” to the motion and it will be granted. Nevertheless, the mortgage company has to follow the procedure of getting relief from the stay. Once stay relief is granted, the mortgage company can start the foreclosure process again. Depending on where you live, this process can take anywhere from a few weeks to a sever-
al months. So, until stay relief is granted, you can sit tight and stay in your house. Once stay relief is granted, the clock will start ticking. Finally, if the mortgage company does nothing, the stay will remain in effect until your case is discharged and closed.
