A DiBerardinis in City Council? S BY RYAN BRIGGS OURCES HAVE reported that Justin DiBerardinis, a former staffer to Councilwoman María Quiñones-Sánchez and the son of Philadelphia Managing Director Michael DiBerardinis, will likely announce a bid for an at-large seat on City Council before year’s end. “I’m working hard to make it a reality. I have been raising funds and having conversations with Phila-

delphians for over a year,” DiBerardinis said. For now, DiBerardinis, who currently works as director of programs at Philadelphia’s historic Bartram’s Garden, is in the same category as former City Controller staffer Isaiah Thomas: a candidate in all but name. Much like Thomas, DiBerardinis has raised money and hosted at least 20 events over the past year, usually referring to himself as a “prospective” candidate

for City Council. At one recent event, he spoke to neighbors and promoted restored street-cleaning services and using economic gains experienced by downtown neighborhoods to alleviate poverty in other sections of the city. While he was careful to underscore that he’s still in the exploratory phase of running for office, DiBerardinis outlined his interest in similar progressive causes. “I believe we need to

WORKING hard in advance of November’s election, U.S. Sen. Bob Casey, L, took a tour of the Oxford Avenue business strip in Northeast Philadelphia with State Rep. spend the next 50 years building the most economically equitable, environmentally sustainable and just city in America,” he said. During his time in Sánchez’s office, DiBerardinis was involved in efforts like capturing more business tax linked to companies doing business in the city but with headquarters outside of Philadelphia. In recent years, he has focused on projects at Bartram’s aimed at better connecting the centuries-old landmark with the surrounding community in Southwest Philadelphia. He is also involved with the leftist group Reclaim, which has scored a string of local political victories over the past two years. DiBerardinis’ family is well known in Pennsylvania politics: His father, Michael DiBerardinis, served as a former Secretary of the Pennsylvania Department of Conservation & Natural Resources, a top deputy to

former Mayor Michael Nutter and ran the city’s Department of Parks & Recreation for years. DiBerardinis said his father has no role in his current political activities. “I’ve learned a great deal from my father; he has shown me how to navigate government and politics with integrity, and a commitment to progressive values,” he said. “But this effort is my own. I have a 15-year resume serving the citizens of Philadelphia. I stand on my own two feet.” The former staffer said that his hesitancy to officially declare is related to that still-evolving field. “I know it’s going to be a crowded field. I know that many other qualified progressive candidates are considering a run,” DiBerardinis said. “I’m testing support for my message and platform, watching how the field develops, and I plan to make a decision on my candidacy by the end of the year.”

BY TONY WEST HE JANUS v. AFSCME decision handed down by the U.S. Supreme Court threatens to do special harm to women and workers of color, State Rep. Morgan Cephas (D-W. Phila.) said on Aug. 7 at a Democratic Policy Committee hearing in Philadelphia. That’s because they are concentrated in public-sector jobs whose security and benefits have been a ladder to the middle class, she explained. But the Janus decision, which decreed that public workers can opt out of union dues, by draining these unions’ financial resources, may ultimately drag women and minorities down in contract negotiations. The hearing was hosted by NUHHCE Local 1199C at its Center City headquarters. Witnesses testifying included Chris Woods, executive VP of that local; Bonnie Breese Bentum of the Philadelphia federation of Teachers; Gabe Morgan, an SEIU 32BJ leader; Nicole Hunt, president of UniteHere Local 634; Ethelind Baylor and Janet Hawthorne of AFSCME DC 47; and Sylvia Hovington of UFCW Local 1776. One other potential victim is the Democratic Party itself. “The Janus strategy has been in the works for 40 years by the hard right,” Morgan charged. “Its aim is to starve the Democratic Party of its main reliable source of funding – and deprive American workers of the rights their grandparents fought so hard to achieve.”

that resonates there. The president tried some of his signature moves, dismissing the soft-spoken Casey with the nickname “Sleepin’ Bob” and mocking him as a do-nothing. Casey declined the gambit with a followup statement that carefully avoided attacking the president – implying, in fact, that Trump and he were on the same page. “I’m thankful to President Trump for signing into law three of my bills in the last four months, including the first major workforce training bill in 12 years, which he signed just this week,” read Casey’s statement. “My job is to get results for Pennsylvania’s workers, seniors and middle class and I’ll work with anyone to do that. “I’ve worked with both State Rep.

Wagner Rips Wolf on Economy Republican gubernatorial hopeful State Sen. Scott Wagner (R-York) also took a turn at the podium in Wilkes-Barre. He made a point of praising the president, but concentrated his fire on his foe, Gov. Tom Wolf. The core of his message was that Pennsylvania’s economy is in the doldrums and that Wolf’s “failed leadership and policies” are to blame. “In Pennsylvania, we have the 10th-worst unemployment rate,” Wagner charged. “We’re the 9thworst in job security. We’re the 10th-worst in job satisfaction. And despite all the taxes we pay, we have the 2nd-worst roads and bridges in the nation. Boo! “I don’t know about you, but I’m tired of being in the bottom 10 for every economic category imaginable.”

Wagner’s assertions about the Keystone State economy are reasonable, depending on which measures you use. In fairness to Wolf, though, we must note that they’ve been true for some time, under administrations of both parties. It remains to be seen whether claims like these will move Southeastern Pennsylvania voters, whose local economy is doing pretty well, if not quite up to Sun Belt standards. But across a broad swath of Appalachian Pennsylvania, this critique may strike home. Most of this region has been slowly bleeding jobs and people for 20 years or longer; that

Later in life, he sought to revitalize and strengthen a bedrock of our nation, local journalism. I was honored to work with Gerry to support the Museum of the American Revolution, which was just one of his many efforts on behalf of our community.” Gov. Tom Wolf had this to say: “Long before I became governor, I met and came to know and admire Gerry Lenfest for his commitment to making communities stronger. There is likely not an organization or charity in Philadelphia that didn't benefit from the Lenfest family's generosity in some way. From the arts to education to journalism, Gerry understood that the key to building a strong economy and community were strong civic institutions that enriched the lives of all citizens. “Gerry was a great human being and an even better citizen.”

ID have been denied countless services, opportunities and aspects of life that are otherwise taken for granted by those with the proper credentials. Happily for them, Mayor Jim Kenney is finally making good on one of his earliest stated priorities upon taking office: beginning next year, the City of Philadelphia will provide municipal identification cards. This basic but essential service will allow Philadelphians to immediately access basic facets of city life that would otherwise elude them, including: food; medical care; treatment for drug addiction; and even access to office buildings for job interviews. Kenney’s initiative is a simple, cost-effective – the program is estimated to

cost somewhere just south of $600,000 – way to demonstrate that the quality of life for the less-fortunate residents of our fair city is just as important as other demographic groups. (Studies have shown that the overwhelming majority of people lacking valid government-issued photo identification are from lower-income demographics.) This initiative may not seem like a big deal compared to the constantly churning number of crises at local, state and federal levels that demand our attention with every passing news cycle, but it is just the kind of action that can level the playing field for the people who need it most – those who not only believe in the American Dream, but who need the tools to do so.

The Sheriff reserves the right to reject any certified check, attorney’s check or money order that on its face has an expired use date and is presented for payment of the deposit. The balance of the purchase money must be deposited in certified check, attorney’s check or money order together with a Deed poll for execution by the highest bidder to the Sheriff at his office within 30 days from the time of the sale. An extension of time for an additional 30 days may be granted at the discretion of the Sheriff upon receipt of written request from the buyer requesting the same, except when a second bidder has been duly registered. Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid. Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly. No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County. The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudu-

lent bids, or any other behavior which causes disruption of the Sheriff Sale. Said bidders shall be so refused for the sale in which said behavior occurred and for said further period of time as the Sheriff in his discretion shall determine. The Sheriff will not acknowledge a deed poll to any individual or entity using an unregistered fictitious name and may, at his discretion, require proof of identity of the purchaser or the registration of fictitious names. The bid of an unregistered fictitious name shall be forfeited as if the bidder failed to meet the terms of sale. All bidders are advised to remain at the sale until after the last property is sold. The Sheriff reserves the right to re-sell any property at any time before the end of the sale, upon the successful bidders’ failure to tender the required deposit. The Sheriff reserves the right to postpone or stay the sale of any property in which the attorney on the writ has not appeared and is not present at the sale. EVERYDAY PEOPLE BY DENISE CLAY SPENT MOST OF last week in Detroit attending the National Association of Black Journalists Convention. If you’re a longtime reader of my work here in the Public Record, you know that I’ve been a member of the organization for a lot of years and even served one term as President of NABJ’s Philadelphia chapter, which was home to several of the organization’s founders, most notably Chuck Stone of the Daily News, Acel

I

In fact, it’s kind of made us defiant in a way. For the second year in a row, NABJ has chosen to honor a Black female journalist who managed to find herself in the crosshairs of the Trump Administration as it’s Journalist of the Year. Last year, it was White House correspondent April Ryan. This year, it’s Jemele Hill of The Undefeated. Hill wound up running afoul of the Trumpsters because she pointed out the racism that homeboy would rather we ignore. Now, the 1st Amendment is supposed to protect those of us who do the job of journalism. But how do you maintain that protection when you’re dealing with people who believe that the Constitution, and thus this principle, doesn’t apply to them? As the midterm elections approach, it’s going to be interesting to see how this is handled. Or if it gets handled at all.

BY JOE SHAY STIVALA HE PASSING of H.L. “Gerry” LENFEST reminds me of a story of how the Navy misread Lenfest when he was commanding officer of a Navy destroyer. I met an old Navy buddy at the commissioning of the USS JOHN MURTHA in Philly a few years ago. I had wondered what had happened to him over the years. I learned that he was working for Lenfest as a top aide. And the friendship started when he was assigned by the Navy to be Executive Officer of Lenfest’s destroyer. (In plain

hilanthropist GERRY LENFEST passed away over the weekend. He became the owner of the Philadelphia Inquirer when his partner LOU KATZ died in a plane crash. Katz and Lenfest were partners in the effort to save the newspaper business in Philadelphia. It’s too soon to tell if the effort will generate the return. The Inquirer and many other national publications continue to slide into the abyss against internet and social-media competition.

in an odd lighting, with a cut 11 excerpt of his quote. He looks devilish. The voice says that he does not pay taxes. You do not have to live in a district to run for Congress. LIGHTEN UP! Two birthdays in the County Commissioners’ office this month: Commissioners Lisa DEELEY and Al SCHMIDT!... Happy BIRTHDAY also to Lovely Rita DONATUCCI and Robert MUENCH, Esq. – class folks. It was also the late Lucien BLACKWELL’S birthday. I am convinced that St. Peter gave him his own cloud, which he shares with Buddy Cianfrani, Frank Oliver and others. It is not thunder that you hear above – it is their political debate! Norbert McGETTIGAN passed. He once ran the famous travel agency. A charitable citizen and World War II Purple Heart vet, he once wrote that he was on his way to combat in the back of a truck. The truck halted for five minutes. He jumped (Cont. Page 13)

Lenfest was a great philanthropist and many of the projects that he supported were successful. He flew beneath the radar to save Temple University’s crew program. During belt-tightening, the former president tried to eliminate the nationally renowned rowing program. Attorney MICHAEL QUINN and Temple trustee and then-STATE SEN. MIKE STACK also fought to save the program. Lenfest provided the funds that made the difference. Later he also bought a new boathouse on the Schuylkill River. It was only a brief two weeks ago that the new boat house was dedicated. Although he was not a Temple graduate, Lenfest served as vice chairman of the board of trustees. Lenfest, in fact, was an operator on that board. He convened the committee to strip BILL COSBY of his honorary-trustee status. Lenfest made his money through the ownership of a small company called

Suburban Cable. It was a small cable company which sold to Comcast. Cable TV businessmen have played a substantial role in politics in the world and in Pennsylvania. Former GOV. MILTON SHAPP also owned a small cable company which he was able to sell and make millions. He used his millions to run twice for Pennsylvania governor, winning once. Both current gubernatorial candidates SCOTT WAGNER and TOM WOLF will spend their own millions again. A better use of these millions of dollars would be spent on public education and ending homelessness. That’s why City Hall Sam once again pleads for campaign-finance reform. It should be done yesterday and the only way to successfully achieve this is through public financing of campaigns. Each candidate should have the same amount of resources and whoever spends it the best and is the best candidate will win.

Moore of the Philadelphia Inquirer and Reggie Bryant of 900-AM WURD. Since Donald Trump became President of the United States, journalism conventions have taken on a special resonance, mostly because journalists are trying to figure out how to negotiate a landscape where a significant part of the population has decided that facts don’t matter. There were more than a few workshops on topics related to that, including how to negotiate libel laws in the current climate and how to do your job when all kinds of distractions are thrown at you. Unfortunately, it’s become necessary. I had more than a few discussions with people last week that centered on how you deal with a media landscape where doing the job is even more unsafe than it used to be. For the most part, we’ve all grown used to it.

My friend told me that the Navy told him that they were worried that the Captain might be “political.” It turned out that Gerry was really a good salesman. He was not political – he was CIVIC-minded. The REMOVAL of an Immigration JUDGE by the Department of Justice is THIRD WORLD, sleazy, and contemptible. And no NOTICE given? Slimy. Rudy GIULIANI says he is not sure that Trump actions are even a crime. Rudy, it is NOT up to you to decide; relax. So annoying.... I love the TRUMP TIRADE against the KOCH brothers; nothing like an intra-GOP fight. In the race for U.S. Senator in New Jersey, a commercial says that incumbent Bob MENENDEZ was found GUILTY. ET’S BAN “hate speech,” but not if it is aimed at Caucasians, specifically white males. Not only is the mainstream media tolerant of anti-Caucasian hate speech, one of the premier news outlets in the US, the New York Times, hired an outspoken anti-white tweeter, SARAH JEONG, to be a member of its editorial board. If you have access to Twitter, you can easily find Jeong’s distasteful rants. While I do believe in her 1st Amendment right to voice this drivel, I do ques-

tweets. Owens clearly stated her tweet was a parody. Jeong did not mention in her scores of tweets about white people that they were parodies. But not only are Jeong’s tweets still up, her account was not suspended at any time. I guess that not only can a Black conservative be barred from the exercise of her 1st Amendment rights, but it is also OK to physically assault her. Pro-Trump activist CHARLIE KIRK and Owens were attacked upon leaving the Washington Square West Green Eggs Café after were attached by protestors with Antifa logos affixed to their clothes. Kirk and Owens are best known for organizing thousands of conservative student activists via the group Turning Point USA. The two have become the faces of young conservatism in the country. Video footage from Monday morning shared by Owens show the pair having drinks dumped (Cont. Page 13)

CANDACE OWENS, the communications director for Turning Point USA, tweeted Saturday that “Jewish people are bull—t … like dogs p—ing on fire hydrants #cancelJewishpeople Are Jewish people genetically predisposed to burn faster in the sun?” For some reason Twitter thought it was more than OK for Jeong to tweet the above statement using the term “white” instead of “Jewish” prior to Owens’ comments. Owens tweeted that her comments were a parody of Jeong’s. Twitter told Owens, “Your account has been locked … for violating the Twitter Rules. Specifically for violating our rules against hateful conduct.” After an outcry among conservatives for the obvious double standard, Twitter restored Owens’ account, saying it was an error, but not until after she’d deleted the

the WAFFLE MAN

O! MARIA, A reader, says, “Hey, wasn’t that us?” A little house with three bedrooms and one car on the street, a mower that you had to push to make the grass look neat. In the kitchen on the wall we only had one phone, and no need for recording things, someone was always home. We only had a living room

where we would congregate, unless it was at mealtime in the kitchen where we ate. We had no need for family rooms or extra rooms to dine, when meeting as a family those two rooms would work out fine. We only had one TV set, and channels maybe two, but always there was one of them with something worth the view. For snacks we had potato chips that tasted like

a chip, and if you wanted flavor there was Lipton’s onion dip. Weekends were for family trips or staying home to play, we all did things together -even go to church to pray. When we did our weekend trips, depending on the weather, no one stayed at home because we liked to be together. Sometimes we would separate to do things

on our own, but we knew where the others were without our own cell phone. Then there were the movies with your favorite movie star, and nothing can compare to watching movies in your car. Then there were the picnics at the peak of summer season. Pack a lunch and find some trees and never need a reason. Get a baseball game together with all the friends you know, have real action playing ball -- and no game video. Remember going to the store and shopping casually, and when you went to pay for it you used your own money? Nothing that you had to swipe or punch in some amount, remember when the cashier person had to really count? The milkman used to go from door to door, and it was just a few cents more than going to the store. There was a time when mailed letters came right to your door, without a lot of junk-mail ads sent out by every store. The mailman knew each house by name and knew where it was sent; there were not loads of mail addressed to “present occu-

pant.” There was a time when just one glance was all that it would take, and you would know the kind of car, the model and the make. One time the music that you played whenever you would jive, was from a vinyl, big-holed record called a forty-five. The record player had a post to keep them all in line, and then the records would drop down and play one at a time. Oh sure, we had our problems then, just like we do today, and always we were striving, trying for a better way. Oh, the simple life we lived still seems like so much fun. How can you explain a game, just kick the can and run? And why would boys put baseball cards between bicycle spokes, and for a nickel red machines had little bottled Cokes? This life seemed so much easier and slower in some ways. I love the new technology but I sure miss those days. So times moves on and so do we, and nothing stays the same, but I sure love to reminisce and walk down memory lane.

At one point in the footage, a protester can clearly be seen dumping a drink on Kirk. The protestors chanted, “No more white supremacy” at Owens and Kirk. Could they not see through their masks and sunglasses that Owens is Black? Owens thanked the Philadelphia police officers who were called to intervene. What I find most disturbing about these episodes is that few mainstream-media outlets have covered the violation of Owens’ 1st Amendment rights, not to mention the physical attack. Many of these protestors were in the café and followed her out. Apparently, they came there prepared for a confrontation. I thought I was living in 2018 Philadelphia and not 1968 Mississippi, where bigots thought a Black woman should not have a voice. I forget the Left would tell you that bigots are politically conservative. We are all Nazis. However, I majored

in politics in college, and feel it necessary to note that the National Socialist Party (Nazis) were socialists. But why let the facts get in the way of a good story? Unfortunately, our mayor, JIM KENNEY, participates in this brand of political drama. As you may know, two immature (aka stupid) youths pulled a prank at a local playground involving the hanging of a baby doll. Without waiting even for a perfunctory investigation, Kenney publicly said, “I am sickened by what took place today at Weccacoe Playground. Although the investigation is still underway, I want to immediately condemn this despicable act. It demonstrates how far this country has fallen when people are inspired by the hateful rhetoric of our president.” When the full facts were revealed, it appears the childish act was not racially motivated. Trump made two kids act like idiots? Republican Party of Pennsylvania CHAIRMAN VAL DiGIORGIO issued a statement calling on Mayor Kenney to apologize for his remarks to both the president and the citizens of Pennsylvania. I am not holding my breath.

Q

uestion: Does bankruptcy have any effect on arrest warrants? Bankruptcy has no effect on criminal arrest warrants. However, there is a stay on civil arrest warrants.

When a bankruptcy is filed, the automatic stay arises by operation of law. What that means is that merely by filing a bankruptcy case, a legal bar goes into effect (Cont. Page 15)

This is an attractive side benefit of the ultimate goal of bankruptcy: Getting debts discharges is wonderful, but getting a little breathing room while that process goes forward is welcome relief. Procedurally, it is import-

ant to get expedited notice of 15 the bankruptcy filing to the judgment creditor. It is their job to contact the sheriff and call them off. If they do not act quickly to do so, and you are arrested, you will have a claim for a violation of the automatic stay, entitling you to recover damages and attorneys’ fees.
