CATCH ‘Sandwich Saturday’ Lincoln Square Nourishes the Homeless Open for Business

Volunteers from CATCH, Inc., a behavioral -health and intellectual-disAbilities provider in South Philadelphia, gathered together on Saturday, Sept. 15 to assemble 600 lunches for homeless individuals in the city. As part of a new outreach called “Sandwich Saturdays,” emulating a program currently in existence in New York, more than 30 individuals, including CATCH staff, CATCH board members, CATCH consumers and local residents turned the CATCH Carlisle Recovery Center in Point Breeze into a pop-up kitchen. Sponsors including Innovative Benefits, the Adelphia Lions Club, Premiere Catering, Pizzeria Pesto and Sysco underwrote the meals. The meals were delivered to Women of Hope, Bethesda Project and St. John’s Hospice.

Located at the corner of Broad Street & Washington Avenue, just two blocks from SEPTA Broad Street line, it offers walkability to premier Philadelphia shopping and dining destinations as well as entertainment venues along the Avenue of the Arts. tions that will complement their active city lifestyle.” Sprouts, which specializes in fresh, natural and organic products at affordable prices, is one of the fastest-growing retailers in the U.S., opening approximately 30 stores in 2018. Lincoln Square will be the brand’s first Philadelphia location, and the ninth in Kimco’s portfolio. The store layout will incorporate the adaptive reuse of Lincoln Square’s historic train station, which was a stop along the funeral tour that followed Abraham Lincoln’s assassination in 1865. The historic structure’s Late Gothic Revival elements have been preserved and restored, including the pitched roof and other architectural details. Additionally, South Philadelphians will also enjoy access to onsite retailers including Target, PetSmart, Starbucks and Sprint, along with residents of the 50,000 square feet of indoor and outdoor amenity space and panoramic city views. Residential move-ins began this past summer. “Our Lincoln Square project exemplifies Kimco’s mission – to create destinations for everyday living that inspire a sense of community and deliver value to our many stakeholders,” stated Conor Flynn, CEO of Kimco Realty. “I’m particularly proud to see our first mixed-use development come to life. confident in our ability to guarantee clean elections in Philadelphia.” Philadelphia’s City Commission leadership is bipartisan – making it an unlikely
tool for throwing elections one way or another. For people concerned about whether their vote will be negated by fraud, Deeley argues there is safety in numbers.
“The more people vote, the harder it is to come up with a scheme that would cancel out your own vote,” she said. “High turnout is the answer.”

For elections, these data are extracted from SURE.” City Commission does not leave everything to the state – a security forum was just held in Philadelphia, Deeley noted. “There are other things we can try to manage,” she said. “We work with outside vendors to enhance our security,” Schmidt added. “But it would be imprudent to talk about these measures.” Election hacking can theoretically have multiple methods. It could add or subtract raw votes. At a deeper level, it could add or subtract voters. But creating imaginary registered voters who then cast tallied votes would be a complicated task even with election systems that are hackable. A likelier fear is that a hack could delete or invalidate voter registrations – perhaps to depress vote totals in select jurisdictions. Even black-box systems can be compromised, stated Michael Lazin, a computer-security expert. There are two common channels of penetration. One is physical. “If a hostile operative gains direct access to the targeted network, it’s game over,” Lazin said. The other is online deception – a technique known as “phishing.” A data-entry employee may receive a fake email dressed up to read like a directive from a supervisor to install an attached “update” which is actually malware. The Keystone State is ready for these challenges and others, Lyons maintained. “The Commonwealth’s voting-registration databases are protected behind multiple layers of defenses, including encryption technology and other enhanced security. Voter-registration and voting systems are always separated,” she stated. “Pennsylvania also has independent vulnerability assessments performed on our

Nationwide, 64% of registered voters say election security should be a top priority, according to a new Marist Poll; that number rises to 70% in the Northeastern U.S. Election administration is handled at the state and local level, however. And Pennsylvania authorities are confident their systems are designed to minimize this risk. “Voters should be very secure in the knowledge that their vote is secure,” said City Commission Chair Lisa Deeley, whose agency administers elections in Philadelphia. Although it often seems that everything is connected to the internet, Pennsylvania’s election mechanics are not. From the viewpoint of the online world, your vote takes place inside a black box – which is inside another black box. “Voting machines are not hackable. They are not connected to the internet,” explained Deeley. “Our Board of Elections tabulates the results of machine counts and reports them to the Pennsylvania Department of State, through its Statewide Uniform Registry of Electors (SURE) system.” Ellen Lyons, a spokesperson for the DoS, gave details on SURE, describing it as “Pennsylvania’s custom-built voter-registration database and primary election-administration tool. State and county election officials use SURE to maintain up-to-date voter rolls, carry out general election administration tasks, issue absentee and provisional ballots and verify the qualifications of voters.” It is walled off from the internet and not connected to any public network, she confirmed. It used to be that all legal drug sellers were good and all illegal drug sellers were bad, during election season. Increasingly, however, politicians on both left and right are eyeing Big Pharma with suspicion. Republican gubernatorial candidate Scott Wagner has made much of his proposal to go after legal opioid makers if they have engaged in unscrupulous practices. No Republican during previous drug epidemics ever cast aspersions on the character of pharmaceutical marketers.

Now comes Democratic Auditor General Eugene DePasquale to lead a “Regional Discussion on Transparency, Accountability in Prescription Drug Pricing” at Penn State University Beaver. It was billed as an inquest into the practices of pharmacy benefit managers, who hold great control over the cost of drugs. “In 2017, Pennsylvania taxpayers paid $3.4 billion to PBMs, up from $1.8 billion in 2013,” DePasquale’s office stated. “Pharmacy benefit managers negotiate with drug companies and insurers to help define which drugs are covered by health-insurance plans and set the drug reimbursement rates for community and chain pharmacies. “The price consumers pay at the pharmacy counter is affected by the amount of money that PBMs reimburse pharmacists for medications.” Observers credit DePasquale with a bright statewide political future. Open Primaries A Southeast Cause?
A bipartisan push for open primaries in Pennsylvania was introduced by Senate Pro Tem President Joe Scarnati (R-Jefferson), a bona fide Western Pennsylvanian. But he may be working in tandem with Southeastern Republican senators like Tom Killion (R-Delaware), Bob Mensch (R-Montgomery) and John Rafferty (R-Montgomery). Other than that it seems to them like the right thing to do – why the sudden push toward this cause by certain GOP leaders? Closed primaries favor hardcore voters in both parties. But senators in suburban districts need moderates to stay alive. So it would pay these Republicans to allow independents into their springtime forays with assailants from the right. Old Faces Reappear In City Council Race Undaunted by the odds against them, hordes of new candidates for City Council at large are stirring. More will emerge for sure. But the pool of candidates who ran before, in 2015 and even in 2011, is also important to know. By definition, these people are known around town in the circles that make successful citywide wins. They have connections to activists and funders. They have a track record of diligent campaigning. And they have as good a chance of drawing high ballot position as any newcomer.

Something for Everyone The News in Black & White
ITY COUNCIL has begun its fall session with a bang by
brokering a major compromise on funding affordable housing. It found a way to do so without stifling the development that ultimately endows our economy with the added reasources to tackle problems like affordable housing. It will not solve all the city’s unmet housing needs; the only way to do that is to change our dire poverty numbers. And we cannot climb out of poverty by taxing affluent people and companies –
which are precisely what we don’t have enough of. Jobs and education are the keys. The signs are good that Council will continue to produce good legislation this year. All its members will be up for re-election in the spring 2019 primary. That’s a powerful incentive to cut Gordian knots and arrive at workable compromises on important causes by winter’s end, as next year’s budget begins to emerge.
TREET-LEVEL political operators have long bemoaned the pittance paid to the army of thousands of citizens who staff our polling places twice a year. It’s a grueling day that can easily stretch to 15 hours. It is a vital service to democracy
that comes with a host of legal obligations and even some legal perils. Most Election Board workers perform out of a sense of civic duty and sheer neighborliness. But most are far from wealthy and would welcome extra cash.
City Commission’s budget is not under its own control, however. For more than a decade it has pushed to give them a raise. It is, therefore, splendid news that, starting Nov. 6, they will finally get one. See P. 10 for details.

Sheriff on Tuesday, October 2, 2018 at First District Plaza, 3801 Market Street, at 9:00 AM. (EST) Conditions of Sheriff ’s Sale for JUDICIAL/FORECLOSURE SALE Ten percent of the highest bid for each property auctioned off shall be deposited in certified check, attorney’s check or money order with the Sheriff by each bidder when his bid is registered, provided that in no case shall less than Six Hundred Dollars ($600.00) be deposited, otherwise upon failure or refusal to make such deposit, the bidder shall lose all benefit of his bid and the property may be offered again and sold unless a second bid has been registered, then, the second highest bidder will take the property at the highest bid price. Additionally, where there is active bidding, the highest bidder, and the second highest bidder, if any must post the entire amount of the cost of the distribution policy for the property at the time of sale by certified check, attorney’s check or money order with the Sheriff. The Sheriff reserves the right to reject any certified check, attorney’s check or money order that on its face has an expired use date and is presented for payment of the deposit. The balance of the purchase money must be deposited in certified check, attorney’s check or money order together with a Deed poll for execution by the highest bidder to the Sheriff at his office within 30 days from the time of the sale. An extension of time for an additional 30 days may be granted at the discretion of the Sheriff upon receipt of written request from the buyer requesting the same, except when a second bidder has been duly registered. Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid. Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold. The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale. The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid. The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadelphia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly. No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County. The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudu-
lent bids, or any other behavior which causes disruption of the Sheriff Sale. Said bidders shall be so refused for the sale in which said behavior occurred and for said further period of time as the Sheriff in his discretion shall determine. The Sheriff will not acknowledge a deed poll to any individual or entity using an unregistered fictitious name and may, at his discretion, require proof of identity of the purchaser or the registration of fictitious names. The bid of an unregistered fictitious name shall be forfeited as if the bidder failed to meet the terms of sale. All bidders are advised to remain at the sale until after the last property is sold. The Sheriff reserves the right to postpone or stay the sale of any property in which the attorney on the writ has not appeared and is not present at the sale. At Last! Election Board Workers Get Pay Hike
A
t their first weekly public meeting for the Nov. 6 general election, the Philadelphia City Commissioners unanimously approved Chairwoman Lisa Deeley’s motion to raise the pay for Election Board workers by $20 a day. This marks the first time in generations that the Judges of Election, Majority and Minority Inspectors of Election, Clerks, Machine Inspectors, and Bilingual Interpreters have received a raise. The additional funds for the raise were appropriated to the City Commissioners in their FY 2019 budget after a vigorous lobbying effort by the commissioners and help from likeminded members of Council. “My first elected position was as Judge of Election in my division,” said Deeley. “I know firsthand that Election Day is long and that the weeks leading
up to it can often be stressful. I know that they feel underappreciated, overworked, and underpaid. This raise sends a message to the Election Boards that we appreciate their work and dedication, which should have a positive effect on filling the vacancies.” Commissioner Al Schmidt, vice chair of the City Commissioners, seconded Deeley’s motion and echoed her comments saying, “Election Board workers make Election Day possible. It is important that we compensate them for their hard work. This is an important step toward retaining those Election Board workers we already have and recruiting others to serve in this critical role.” The vote is being hailed by longtime poll workers such as Rev. Cynthia Jefferson, judge of election of 4-10: “I have been working the polls for over 30
years. I love it and I know of many others who would love it too, but can’t afford to miss work. This raise will go a long way to allowing more people to be able to step up.” Antoinette Gibson, judge of election of 46-2, said, “It is a very long day, we’re setting up by 6 a.m. and not leaving until 9 or 10 at night. A little extra money towards Christmas presents for my grandkids is a nice reward for doing my civic duty.” The raises will go into effect for the Nov. 6 general election. Going forward, the pay for Election Board workers will be as follows: Judges of Election: from $100 to $120; Majority and Minority Inspectors: from $95 to $115; Clerks: from $95 to $115; Machine Inspectors: from $95 to $115; Bilingual Interpreters: from $75 to $95.

When you spent some time as the nation’s capital and have the distinction of having more than a few Founding Fathers buried here, you wear your historical bona fides with pride. Right now, Philadelphia City Council is being chastised for a new street marker designed to commemorate a bit of Philadelphia’s history. Actually, I’m not sure that chastised is the right word. It’s actually closer to castigated. Naming a street after a former mayor whose claim to fame is less that he was the City’s first Black chief executive than it is that he oversaw the bombing of a city block tends to do that. As of this writing, a ceremony will be held on Friday to name the 2400 block of N. 59th Street after former Mayor W. Wilson Goode. Goode, the city’s first Black mayor, served two terms as the City’s chief executive. So on an historical tip, there’s a reason for doing this. (Cont. Page 15)

projects over five years. It was both good business and good politics by Kenney. The new tax likely would have driven real-estate developers and construction out of the city. Also the building trades would have been enraged and Kenney is very close to many of the building trades, including the organization’s leader and Local 98 BUSINESS MANAGER JOHN DOUGHERTY. Kenney was able to make business and unions happy by vetoing the ordinance and coming up with an alternative. After all, no elected official gearing up for a re-election run wants key constituencies to be angry.... Speaking of keeping key constituencies happy at election time, many congressional candidates in the Philadelphia suburbs are working hard to court key constituencies. Many pundits have coined this election as the year of the
woman. The last year of the woman was in the early ’90s, following the Senate Confirmation hearings for Republican U.S. Supreme Court nominee CLARENCE THOMAS. Late last Friday, news broke in the Washington Post that current Republican U.S. Supreme Court candidate JUDGE BRETT KAVANAUGH was accused of sexually assaulted a young woman while in high school. The Senate Judiciary Committee is poised to have hearings with the alleged victim and Judge Kavanaugh. Could this be another ANITA HILL-style hearing? It should be morally inconceivable that the GOP would try to drag another woman through the mud to get their chosen Supreme Court candidate through the Senate Confirmation process ... but there is an old saying that history repeats itself. Because Philadelphia has taken up its own version of the Confederate monument debate that’s going on in the South right now in the form of the debate over the statue of former Mayor Frank Rizzo that’s currently still housed at the Municipal Building on JFK Plaza, history has been a big topic around here. We’ve talked a lot about who won, who lost, who deserves to be remembered, how they deserve to be remembered, and whether or

his year’s campaign for the Greater Philadelphia and South Jersey United Way is addressing poverty in the region. This is a daunting task as Philadelphia is the poorest of the large cities in the United States. The CEO of UGI, JOHN WALSH, is this year’s chairman of our local United Way. I recently attended a luncheon at which Walsh discussed his company. Every attendee found a brochure on his or her seat outlining the need to address the poverty in Philadelphia
Philadelphia remains well above the commonwealth and national average. An opinion piece in another local paper predicted that the poverty rate might decrease owing to lower unemployment rates. The problem with is that the unemployment rate in Philadelphia recently was 5.8%. The rate in Pennsylvania was 4.8%. Philadelphia’s unemployment rate has decreased from 2014/2015 and is now the same as the national rate experienced in 2014. However, the national rate is now 3.9%. The more-disturbing number is that Pennsylvania unemployment levels in 2014/2015 were similar to the national average. Today, unemployment in the commonwealth is roughly 20% higher than the national average. One of the more interesting statistics in the Census Bureau report were poverty rates among different family structures. Its data (Cont. Page 12)

and the United Way programs helping our citizens climb out of poverty. The poverty rate is 26% in Philadelphia. In the region, 1 in 5 live in poverty. According to the United Way, 1 in 2 children born in poverty remain in that depressed economic situation for life. Two days after the luncheon, the US Bureau of the Census published its annual report on “Income and Poverty in the United States: 2017.” The report noted that the national poverty rate was 12.3%, a decrease of 0.4 percentage points from 2016. This is the third year in a row that the poverty rate declined nationally. The report’s numbers were not granular enough to have Philadelphia specific dates, but it did have data for Pennsylvania. The good news is that the commonwealth’s poverty was below the national average at 11.9%. The bad news is that the poverty rate in

(Cont. From Page 11) showed that the national poverty rate among households with married couples was 4.9% last year. Households with a male head of household (no mother/ wife) was 12.4% and among female head of household
(no father/spouse) was 25.7%. I found this interesting, because a University of Pennsylvania law professor was vilified by colleagues and the liberal media for observing that children with two parents in the house were more successful in life. Whether the Left likes it or not, economic wellbeing
impacts a child’s prospects. The United Way is touting its Siemer Institute which “supports programs that provide on-going case management and material support” for families to find permanent housing. Also they support programs for addiction management. While these programs are great and supporting them
financially is laudable, the real issues that limit prospects to rise above poverty are employment opportunities and access to a decent education. Recently, a businessman who opened operations in Camden was vilified when he noted that his presence in that city would not increase employment among
Camden natives as many did not have skills (reading and basic math) to work for his company. He also noted that drug problems in Camden made it difficult to find locals who could pass drug tests and show up at work on a regular basis. A few years ago, I attended a conference on Marcellus Shale’s impact on the region. AFL-CIO Philadelphia PRESIDENT PATRICK EIDING noted that even if natural gas was brought to Philadelphia for processing, we did not have a work force with the reading and math skills to work in these facilities. I guess it is okay for an organized labor fellow to make this observation but not a businessman who is

Our city officials and their supporters in the teachers’ unions fight voucher and charter schools that give poor parents options. Regulatory policies and taxes that many believe will fund “programs” for the poor chase businesses, jobs and taxpayers out of the Philadelphia. While the United Ways programs are great, bringing back jobs, taxpayers and education options will go a long way to reducing poverty. a chapter 13 if you meet the debt limitations for a Chapter 13, have regular income and incur “trade credit.” There are tremendous advantages to filing a Chapter 13 bankruptcy if you are self-employed and running a sole proprietorship. You can renegotiate a lease or cancel one if you can’t afford it. You can continue to borrow money to run the business if necessary (although in some instances you will need court approval to do that). And, you can choose to not pay some unsecured debts altogether or pay others over time. You can even force the IRS to spread tax payments you owe over several years. And, at the same time, you’ll get all of the other benefits of a Chapter 13. These include stopping a foreclosure on your home or stripping an unsecured lien (including a 2nd mortgage or line of credit). If you are facing financial problems in your business; seek the advice of a competent local bankruptcy attorney. You just might be surprised to learn that you can save the business! Ladies, if you see a gleam in his eyes, make him a sandwich. #5 Give a person a fish and he will eat for a day. Teach a person to use the internet and he won’t bother you for weeks, months, maybe even years. #4 Health nuts are going to feel stupid someday, lying in the hospital, dying of nothing. #3 All of us could take a lesson from the weather. It pays no attention to criticism. #2 In the ’60s, people took acid to make the world weird. Now the world is weird, and people take Prozac to make it normal. #1 Life is like a jar of jalapeno peppers. What you do today might burn your butt tomorrow. I definitely fall into many of the above categories, so I know I’m ageing. Actually, I already figured that out and thank God that I still can.

UNIONISM ADVANCES: Parking-lot employees are protesting to unionize in our area. While workers at an auto parts chain have won their right to unionize after a tough battle. TRUMP has praised his response to the Puerto Rico disaster. Did WE expect otherwise? After all this time in the life of the Russia-GOP investigation, with the snippets of information that have come out, many feel that SOMETHING HAPPENED between the two parties. It is also CERTAIN that Russia hacked the DNC.
The piece about naming two city blocks in honor of Jimmy TAYOUN and Rev. Wilson GOODE leaned on the “THIS BEING PHILLY” rationale. It is really being AMERICA. We citizens honor the MANY GOOD DEEDS of these men. We read about the poor guy who was awakened and arrested in the WEE HOURS on a non-support warrant. He had changed jobs, and had to find a way to make payments to the courts in the manner used by his employer. I have seen similar cases. It is the INFLEXIBILITY of courts to
make changes quickly and court workers to respond. Put a man in a cell for hours – maybe kick the front door in – all CRUEL. Times are changing; wise up!
