Lions Active for Chapel The Annual Chapel of Four Chaplains Appreciation Picnic was a big success at the chapel in the Navy Yard. Chapel President Capt. Lou Cavaliere, 2nd from R, is joined

by Col. Jim Donahue, R, president, U.S. Army Association, with John Shoemaker, 2nd from L, of the South Philly Lions Club, and several youthful picnickers. Shoemaker was the recipient of the Chapel Legion of Honor Award at the picnic.

The chapel honors all people who perform good deeds and acts. It is named for four chaplains who saved lives and gave up their life preservers to soldiers on a torpedoed ship. It is open to the public.

NTHONY’S Italian Coffee & Chocolate House, located in the Italian Market, is hosting the city’s largest National Coffee Day celebration this Saturday, with an all-day fundraising effort to support children with dyslexia, a learning disability impacting 20% of the population.

This all-day event complements the company’s year-long efforts to celebrate reading literacy through its “Coffee for a Cause 2018” initiative, providing access to nearly 100,000 audiobooks via Learning Ally, a nonprofit organization, to children with dyslexia. Rain or shine, the fundraiser will culminate with the first-ever Spaghetti Dinner on the Italian Market, a collaborative effort bringing the business district and neighborhood communities together to celebrate with family, food and fun.

“Celebrating National Coffee Day gives us an opportunity to bring our community together while raising awareness about dyslexia, its prevalence in our schools and how to help children overcome it,” said Anthony Anastasio, owner of the establishment.

“Our goal is to provide at least 100 dyslexia students with audiobook access for a year to help them read, by raising funds through the celebration of coffee and culture. National Coffee Day gives us the platform to take our year-long fundraising efforts to the next level,” Anastasio explained.

The party begins at 7 a.m. and lasts all day at Anthony’s, with free cups of coffee provided to all with

a minimum donation of $1 to Learning Ally.

All donations collected will be presented to Learning Ally to support dyslexic children. Additionally, the company will be donating 20% of all sales for the entire day to Learning Ally to honor the 20% of the population with dyslexia.

Local celebrities will be joining the efforts as guest baristas throughout the day with additional opportunities to raise funds through raffles of donated premium items, enhancing the efforts to support children with dyslexia.

Family-fun activities are planned throughout the entire day.

The event will culminate with the community pasta dinner, a ticketed BYOB event. ing summer heat; and they slow down the flow of water during storms, keeping our rivers cleaner. This investment in our urban forest will have a ripple effect, improving the quality of life of Philadelphia residents.

TreePhilly will work towards achieving these goals by expanding the program into strategic planting of street trees, targeted to low-canopy communities, and large-scale tree plantings on public parkland.

By focusing on all three components of the urban tree canopy, TreePhilly will make a tangible impact on the vibrancy, health and sustainability of the entire city.

“TD is honored to support significantly expanding the scope of TreePhilly in order to bring tree canopies to the neighborhoods in greatest need,” said Carbone. “Through TreePhilly, TD Tree Days and other environmental initiatives is on track to plant one million trees by 2030.”

The program expansion will enable TreePhilly to plant 3,000 street trees, 9,000 yard trees, 8,000 natural lands trees and 375 park trees. In addition, TreePhilly will also begin

working with a broader network of partners to engage residents in efforts to address the impacts of climate change in Philadelphia.

“We are extremely excited

to announce that TD Bank will be sponsoring the program for another three years with an expanded scope and comprehensive support for our urban forestry efforts

here in the City of Philadelphia,” said Ott Lovell.

TreePhilly is a program of Philadelphia Parks & Recreation, in partnership with the Fairmount Park Conservancy and TD Bank, that helps Philadelphia residents access resources to plant and care for trees on both public and private property. To date, TreePhilly has exclusively focused on the “citizen canopy” through its distribution of free private yard trees. Since 2012, TreePhilly has distributed 21,500 yard trees at 184 giveaway events across the city.

“Increasing Philadelphia’s tree canopy is essential to strengthening our neighborhoods,” said Kenney. “Trees clean our air, making it easier for people to breathe; they shade our streets and houses, reduc-

BY JOE SHAHEELI HERE ARE today’s Pennsylvania voters? And how are we getting them?

That’s what both parties want to know as they head into a crucial statewide election, with a U.S. senator, 18 Congress members, a governor, half the State Senate and all the State House on the line.

Initial reports are that Keystone State Democrats are producing when it comes to new registrations.

New registrations don’t predict total votes in themselves, but they tend to be reliable turnouts in the same way that older voters are. If you just signed up to

vote in the last 60 days, you are likelier to do so than if you signed up years ago but have not followed politics much since.

And new Democratic voter registrants have outnumbered new Republicans in 40 of 67 counties so far this year, the Democratic Party of Pennsylvania is bragging.

It’s a fair brag. Most of their gains have been in big or midsized counties, many in swing districts.

Republicans have outpaced Democrats elsewhere.

But theirs have largely been in rural counties where there aren’t many potential Democrats to recruit – and not many total votes at stake.

The State Democratic Party has also boasted that its new registrants tend to be young. That’s not unusual; older people tend to have already registered. The challenge with younger voters is actually to get them to the polls, a step they often miss.

Street noted that, unlike most legislation introduced by the Philadelphia delegations in the General Assembly, his would likely be fasttracked since he would have the support of fellow Republicans. “The legislative minority has its say, the majority has its way!” he wrote.

Street has served before in both chambers of the General Assembly – as a Democrat and as a Republican.

chael DiBerardinis is planning to wrap up his distinguished public-service career by joining the University of Pennsylvania’s Fels Institute of Government next year.

DiBerardinis surely has something to teach about public administration. He has served several mayors as deputy mayor for environmental & community resources and as commissioner of the Parks & Recreation Department. He is no stranger to Harrisburg either, having served Gov. Ed Rendell as Secretary of the Pennsylvania Department of Conservation and Natural Resources.

HE CONFIRMATION process-turned-crucible that is President Donald Trump and Senate GOP leadership’s effort to ram Brett Kavanaugh down Americans’ throats and onto the U.S. Supreme Court – for as long as he wants to serve – has sparked a national reckoning on what it means to be sexually assaulted.

And, just as important, what it means to live with the aftermath. With one in four women and one in six men in the United States having experienced some

form of this horrific abuse, the odds are slim indeed that you and your circle of friends and family have not been impacted.

As disturbing and demeaning as the Kavanaugh process has been, it has catalyzed a discussion on the issue of sexual assault like nothing else in the #MeToo era, and for that, a word of thanks is appropriate. Paradigm shifts, especially of this magnitude, are rarely straightforward or painless even while necessary. And to feel the earth shift beneath our feet as the pendulum of perception has swung toward the need to believe victims and survivors of sexual assault has been a wake-up call across the nation. On Monday, women and their allies walked out of work across the country – including a moving protest at City Hall – to stand in solidarity with

Kavanaugh’s accusers and to let them know that they are believed.

But belief and support are just part of the necessary changes afoot. The national discussion has also expanded to include the question of whether sexual misconduct should be excused based on how young the accused was when the assault was committed. You cannot excuse a sexual assault just because the perpetrator was a teenager. The “boys will be boys” trope effectively legitimizes the victimization of countless young women and men. Can you look your daughter, your son, your niece, your goddaughter, your grandson in the eye and tell them their violation isn’t really that bad and isn’t worth prosecuting just because their attacker was a teen?

The answer is no.

That’s right. You can be properly served with a bankruptcy lawsuit by the postman. There won’t be a process server delivering bad news to your house. All it takes is a postage stamp.

Timelines for response to a lawsuit in bankruptcy court are shorter than in most state courts. The time for filing an answer starts to run, not with service of the summons, but from its issuance by the clerk of the bankruptcy court.

So time moves quickly if you are a defendant. Get advice from an experienced attorney promptly. Respect the power of a postage stamp if it brings you a bankruptcy summons and complaint.

Sheriff on Tuesday, October 2, 2018 at First District Plaza, 3801 Market Street, at 9:00 AM. (EST) Conditions of Sheriff ’s Sale for JUDICIAL/FORECLOSURE SALE Ten percent of the highest bid for each property auctioned off shall be deposited in certified check, attorney’s check or money order with the Sheriff by each bidder when his bid is registered, provided that in no case shall less than Six Hundred Dollars ($600.00) be deposited, otherwise upon failure or refusal to make such deposit, the bidder shall lose all benefit of his bid and the property may be offered again and sold unless a second bid has been registered, then, the second highest bidder will take the property at the highest bid price.

Additionally, where there is active bidding, the highest bidder, and the second highest bidder, if any must post the entire amount of the cost of the distribution policy for the property at the time of sale by certified check, attorney’s check or money order with the Sheriff. The Sheriff reserves the right to reject any certified check, attorney’s check or money order that on its face has an expired use date and is presented for payment of the deposit.

The balance of the purchase money must be deposited in certified check, attorney’s check or money order together with a Deed poll for execution by the highest bidder to the Sheriff at his office within 30 days from the time of the sale. An extension of time for an additional 30 days may be granted at the discretion of the Sheriff upon receipt of written request from the buyer requesting the same, except when a second bidder has been duly registered. Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid.

Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold.

The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale.

The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid.

The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadelphia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly.

No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County.

The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudu-

lent bids, or any other behavior which causes disruption of the Sheriff Sale. Said bidders shall be so refused for the sale in which said behavior occurred and for said further period of time as the Sheriff in his discretion shall determine.

The Sheriff will not acknowledge a deed poll to any individual or entity using an unregistered fictitious name and may, at his discretion, require proof of identity of the purchaser or the registration of fictitious names. The bid of an unregistered fictitious name shall be forfeited as if the bidder failed to meet the terms of sale.

All bidders are advised to remain at the sale until after the last property is sold. The Sheriff reserves the right to re-sell any property at any time before the end of the sale, upon the successful bidders’ failure to tender the required deposit. The Sheriff reserves the right to postpone or stay the sale of any property in which the attorney on the writ has not appeared and is not present at the sale.

Prospective purchasers are directed to the Web site of the Philadelphia Bureau of Revision of Taxes, (BRT) brtweb.phila.gov for a fuller description of the properties listed. Properties can be looked up by the BRT number – which should be cross checked with the address. Prospective purchasers are also directed to the Room 154 City Hall, 215686-1483 and to its website philadox.phila.gov and to its website at http://philadox.phila.gov where they can view the deed to each individual property and find the boundaries of the property. ND WITH THAT, Judge Steven O’Neill sentenced comedian Bill Cosby to a term of three to 10 years in prison on three counts of aggravated indecent assault. He will also have to pay $25,000 in fines, all the costs for the trial, and register as a sexually violent predator for the rest of his life, meaning that any-

and WALT VOGLER. Unlike at prior meetings, PAGOP held a luncheon on Friday for State Committee members only. While the topics discussed were not secret, the meeting was closed to others so that PAGOP leadership and State Committee members could hear from each other.

The meeting was led by PAGOP CHAIRMAN VAL DiGIORGIO with the assistance of VICE CHAIRWOMAN BERNIE COMFORT. The main topics were whether State Committee should endorse candidates pre-primary and a new bill recommending “open primaries.”

Historically, State Committee endorsed statewide Republican candidates before the primary. A challenge to this process cropped up a few years ago from some new members of State Committee. I understand that general feel of the room was pro-endorsement, which was not surprising, as State Committee takes a vote on whether to

endorse before they vote on a candidate. All of those votes at which I had been present were overwhelmingly to endorse.

The anti-endorsement people think that the voters should choose who would win the primary. The pro-endorsement people note that any Republican can vote as he or she pleases in the primary despite a PAGOP endorsement.

Furthermore, we are a representative democracy and the voters elected State Committee members to represent them.

The other issue under discussion was a proposal in Harrisburg for open primaries. Advocates of open primaries want to allow independents to vote.

My personal opinion is that if you want to vote in a primary, register with that party. In Philadelphia, where there are as many independents as Republicans, we are constantly (Cont. Page 13)

In April, Cosby was convicted of aggravated indecent assault against former Temple employee Andrea Constand. He drugged and sexually assaulted her in the Elkins Park home that he shared with his wife, Camille.

Cosby was taken into custody shortly after the sentencing in the Montgomery Courthouse. He’s currently at SCI Phoenix, a prison in Phoenixville, Montgomery County.

Montgomery County District Attorney Kevin Steele spoke after the sentencing, the final part of a campaign promise that he made when he ran for the office, replacing Bruce Castor. Castor declined to prosecute Constand’s case back in 2004 when this happened.

For decades, Bill Cosby made everyone believe he

was America’s Dad. A man with high moral fiber who felt empowered enough to do such things as deliver the so-called “Pound Cake speech,” a speech in which he slammed poor parents and their children.

With this conviction, designation as a sexually violent predator, and arrest, the real Bill Cosby has been exposed, Steele said.

“For decades, the defendant has been able to hide his true self and his nature through his characters,” he said. “People believed that’s who Bill Cosby was. But we knew otherwise.”

O! HERE WE GO again. This column is about a recent cruise that I took with my son AJ. The trip was to fly from Philadelphia to San Juan, Puerto Rico, there to get aboard the cruise ship Carnival Destiny. We would then cruise to St. Thomas, U.S. Virgin Islands; the islands of Dominica; Barbados; Aruba; and then return to San Juan and fly back to Philadelphia.

It was a wonderful trip and as I did in the past, I kept notes on different

THE BROUHAHA over the Brett Kavanaugh nomination to the U.S. Supreme Court can be pointed to U.S.

Sen. Mitch McConnell, who REFUSED to hold nomination hearings on Obama nominee, moderate Judge Merrick GARLAND, for the high court. This has not happened in modern times!

Democrats remember this snub. Alexander Hamilton said it: “Liberty can have nothing to fear from the judiciary alone, but would have everything to fear from its union with either of the other departments.”

A lot of talk about Traffic Enforcement Officers; traffic can be improved with REAL-TIME Traffic Signals or ordinary signals that are synchronized to provide, say, a four-block unhindered drive.

JUMBLED POVERTY statistics. Why do reporters keep saying that Philly is the poorest city? It is far behind Detroit, and after Milwaukee, in this lamentable race. Do they get into the subject TABULA RASA? Is it “cool” to write an article on our alleged number-one (Cont. Page 13)

Here are some of my people-watching notes.

The worst part of the trip for me was the lines – endless lines – lines that seemed to take forever and hardly move at all. The characters who think they are somehow above the “common folks” and bully their way to the front of the line are the worst.

To me, this is a classic show of how ignorant and self-centered they are. It is also shows their parents did a bad job of teaching them their manners. I am sure you have seen some of these characters too.

When we finally got aboard the ship, my Italian temper settled down. I was determined to just enjoy the trip.

We left San Juan at 10 p.m. at night – please remember 10 p.m. as it relates the comments made by of a lady peering out of a window to her companion, “It must be dark out.” Duh.... Another asked which way to the front of the ship – ya, why? – she wanted

to know “just in case.” Duh – in case of what?

There was an automatic sliding door between the pool area and the restaurant. Whenever it opened, a fan went on to help keep the hot outside air – outside.

This disturbed one gentleman sitting nearby who demanded to know who kept turning on that darn fan on and off. And those very inconsiderate souls who, having entered a doorway, an elevator door or while on a stair case always stopped to chat with each other – no matter how many others wanted to pass – and became indignant at the suggestion of possibly moving.

During the mandatory lifeboat drill, some of the passengers reporting to muster stations were interesting. One lady, totally oblivious to her error, had a ‘B’ on her life vest, indicating she was to be in the ‘B’ muster station (Cont. Page 16)

The morning ended with speeches from our gubernatorial and U.S. Senate candidates. JEFF BARTOS, candidate for lieutenant governor, told the crowd that Pennsylvania, with its great institutions, resources and people, could be the fasting-growing U.S. state.

He added that the barrier to doing so is “leadership in our executive office.”

SCOTT WAGNER followed by reminding us that GOV. TOM WOLF is “out of touch with hard-working Pennsylvanians.”

Wagner noted that Wolf wants to raise taxes and take from us the benefits we accrued from the federal tax changes. Wagner said his number-one mission is to protect our paychecks.

CONGRESSMAN LOU BARLETTA (R-Luzerne) closed out the speeches.

He, as a young man, took a $2,500 loan and turned it into the fifth-largest pavement-marking business in the U.S. Barletta noted BOB CASEY inherited his wellliked father’s name and political organization. Casey ran as a moderate Democrat in 2006, but now has a voting record similar to that of SEN. ELIZABETH WARREN.

Speaking of Trump – we have been hearing that his popularity has so tanked that many Democrats will merely be able to run against him this year and be victorious. Some pundits assert that Republican candidates are going to panic and distance themselves from him. The attendees at the PAGOP fall dinner on Friday night clearly did not get the memo.

The featured speaker was DONALD TRUMP, JR., and PAGOP leadership noted that attendance was the greatest for any PAGOP fall dinner. Fox News commentator KIMBERLY GUILFOYLE, Trump Jr.’s inamorata, introduced him.His speech focused entirely on his father’s successes – strong economy, job growth and sound (and consistent) foreign policy.

Maybe his father should take note.

The business meeting on Saturday morning did not involve any votes except to pass a resolution honoring the

local perspective, go against the wishes of constituents?

What has the writer accomplished in politics and government?

Naming a street for former Mayor Wilson GOODE, and refusing to back down, may not be a profile in courage by Councilman Curtis Jones to opponents. A Goode supporter wrote that the police commissioner bombed the MOVE house – not the mayor. But who dropped the bomb from a STATE POLICE helicopter – and is a mayor Commander in Chief?

Just before his inauguration, Ronald REAGAN changed clothes in Tip’s office. Reagan remarked about Tip’s large desk. Tip told him that it was used by President Grover Cleveland (a 300-pound man). Reagan answered that he played Cleveland in the movies.

The Best Fests Nothing says Philadelphia fun like a festival, and this season, there seems to be at least one every weekend, including: Puerto Rican Festival Parade: This Sunday’s parade marks the 56th anniversary of this music- and pompfilled Puerto Rican procession of 1,500 marchers. The parade draws thousands to show island pride on the Benjamin Franklin Parkway.

Art al fresco: Throughout October, Mural Arts Philadelphia will honor its 3,800 works of public art with trolley tours of neighborhood gardens, mosaics and a lineup of free and pay-whatyou-wish events.

LGBT History Month: All next month, attractions and groups across the city will celebrate the occasion with festivals and other special events, including Outfest, the world’s largest Coming Out Day, on Oct. 7. It features 10 blocks of drag shows, games, bar crawls, music and shopping. The centerpiece of the festival is at 13th and Locust Streets with a main stage that offers

a high-heel race.

DesignPhiladelphia: From Oct. 3 to 13, lovers of design can take in more than 100 creative events during this citywide celebration of creatives from industries like fashion, architecture, and art. Events include a giant kickoff party at Bok Bar, special exhibitions, panels, and showcases.

Midtown Village Fall Festival: This all-day festival returns Oct. 6 to the lively neighborhood with food, drinks, live music, games, sidewalk sales and more along a number of Midtown

Germantown, the only military battle ever fought within the borders of Philadelphia.

Guests can head down Germantown Avenue after the “battle” for Battle Bash, the official after-party at the historic Grumblethorpe house featuring re-enactors from the battle, food, beer, live music and more.

Philadelphia Open Studio Tours: For two weekends this October – Oct. 6 and 7, and Oct. 13 and 14 – you can get a sneak peek inside the studios of some of the city’s most talented artists. More than 300 artists who spe-

Gershman Philadelphia Jewish Film Festival: This long-running event, happening this year from Nov. 3 to 18, features films from around the world that celebrate Jewish identity, culture, history and community.

Philadelphia Asian American Film Festival: This festival, taking place from Nov. 8 to 18, aims to educate and expose the Philadelphia region to films by and about Asian-Americans via screenings and events. The festival delves into Asian-American film through screenings of documentaries and feature films, panels, discussions, parties and much more at multiple locations within the city.

Terror Behind the Walls: Things at Eastern State Penitentiary get pretty scary through November, as one of the country’s most popular Halloween attractions returns for the season. At nightfall, guests can walk through six haunted attractions with different themes — including the new-for-2018 Infirmary, a nightmarish hospital — all set within the halls of the abandoned prison. Beware of the creepy zombies, deranged nurses and spooky ghouls around every corner.

The Glow: A Jack O’Lantern Experience: After a successful first event last year, this outdoor event returns to West Fairmount Park from Oct. 4 to 28 with more than

5,000 hand-carved pumpkins that illuminate a trail throughout the public space.

Visitors will find everything from iconic Philly attractions to Disney princesses carved on the pumpkins. Also, keep an eye out for huge displays completely made up of illuminated pumpkins.

East Passyunk Fall Fest and Spooky Saturday: This family-friendly event on Oct. 27 includes activities like pumpkin-decorating, costume contests for kids and dogs, and trick-or-treating at local businesses make this neighborhood fall fest fun for the whole family. Guests can also find live music, arts and craft vendors, and fall food and drink as they stroll the festival footprint along East Passyunk Avenue.

Be a Sport

Head of the Schuylkill Regatta: College rowers, high school crews, elite athletes and world champions take to the water for this twoday regatta Oct. 27 and 28.

The sporting event regularly welcomes more than 25,000 spectators who line Kelly Drive to cheer on rowers during the 2.5-mile race, which makes for a festive environment all along the Schuylkill River.

Remember those most important characters; even though the buffet line was plainly marked with a sign, it meant nothing to one. He moved the barrier and went into the line anyway – helping himself to whatever he wanted. Another, while standing in line, constantly banged his empty plate against the keys in his pocket as a signal – “Move it folks, what’s taking you so long, I am waiting.” By the way, breakfast started at 7:30 a.m. but he appeared at 7:20 a.m. and said – and I quote – “What are they waiting for? I am here and I am hungry.”

One gentleman asked how the coffee dispenser worked. Duh ... place a cup under spout – push the “dispense coffee” button – release when the cup is full.

Another hungry guy said, “Get the hell outta here, you mean I gotta walk all the way over there?” Ya know why? Because that food line was closed and he was directed to go to another less than 50 feet away.

While standing in the line for hot dogs and hamburgers, one lady asked if pizza was available there – no lady, go over to the pizza line.

One elderly couple was on an elevator going up and down repeatedly, trying to get to deck zero. Trouble was that particular elevator did not go to deck zero.

There was a huge sliding roof over the aft pool and spa deck. It is closed in inclement weather or whenever it is too cold or windy. During a brief “sun shower” one lady – in a swim suit – demanded they close the roof. She did not want to get wet. Duh....

I saw a lady sunbathing by the pool in her bikini – wearing a cell phone. Lady, they don’t work in the middle of the ocean and no matter how important you may think you are, you just aren’t.

Then the great comment made by one man who said, “Just because that lady got that bathing suit in her size – don’t mean she looked good in it.” She weighed in excess of 350 lb. and her bikini almost covered some of her.
