The idea to open a bookstore was one that the newlyweds say came about in an unconventional way. A year ago, her husband suggested it as joke. It took off from there. Rosso-Schneider gave details of the couple’s background: She is an English teacher, writer and reader, while her husband is a graphic designer. Having those two professions melded perfectly in their eyes into the creation of a one-ofa-kind bookstore. “We started thinking more about it” said Rosso-Schneider, “and realized it could be something that our neighborhood needs – and also give us an opportunity to put our passions together.” They rented the space at 1726 E. Passyunk Ave., which last housed Knack Philadelphia, in late August, and have worked tirelessly to manifest their dream. As residents of the popular South Philadelphia neighborhood, the couple knew just where they wanted to set up shop. The newlyweds found the idea of putting a bookstore in the neighborhood, which long has lacked one, an incentive to strike while the iron was hot. “There was a need for a bookstore here. The closest bookstore is about a mile and a half away in the Italian Market. We have a lot of restaurants here and some great retail but a lot of people have said that’s the one thing we have always wanted, a bookstore, so we just thought it was the perfect location,” Rosso-Schneider explained. In recent years, Passyunk Avenue has turned itself into one of the city’s top destinations. The amenities available mean that residents almost never have to leave to find something they desire; the addition of A Novel Idea just makes the

neighborhood that much more complete. Rosso-Schneider reported, “On our soft opening date on Dec. 1, we had a line all day. So it was really exciting that the community and our friends and family have really rallied behind us.” Previously, the shop was open only on Saturdays and Sundays, but the couple said it will now be open Wednesday through Sunday for the holidays. Rosso-Schneider believes that their bookstore can thrive even in an era of tablets and Amazon, and where reading has almost taken a backseat to other forms of entertainment. “I think the key to being successful today, especially with Amazon and how easily you can get things online, is to not only carry great titles and get a variety of titles, but also to stand out from other bookstores – we have a dedicated section of local authors and small presses. We are also going to host a variety of events which we hope will continue to bring people into the shop,” Rosso-Schneider explained. The future is bright for A Novel Idea as several organizations and businesses – even some in their own backyard – are lining up to collaborate with the bookstore. “We have several that
are interested in working with us. The one that we have currently have something in the works with is Philly Typewriter and we’re talking about getting a public typewriter in the shop. We have also been talking to Manatawny Still Works about maybe bringing some drinks for our grand opening in January and we’re hoping to partner with as many of the other local businesses as possible,” Rosso-Schneider said. The vision for the bookstore is to have the shop reflect the nature of the community and the type of books that residents from there – and across the city – would want to read. Inside the shop are bestsellers, literary fiction, sci-fi and mystery. You’ll also find books on sociology and religion, the occult and feminism. In a nod to expanding demographics, shoppers will also find no shortage of young adults’ and kids’ books when strolling through the selections in search of literary sustenance. Civic boosters will also love the fact that A Novel Idea stocks books about local events and Philadelphia icons to read more about. The grand opening will be Jan. 4, which will kick off the shop officially opening six days a week, Tuesdays through Sundays.

Masons Donate 80 Christmas Trees to Needy P r i n c e Hall Mason Calvin Boyce Secures Tree to Roof of Car

EMBERS OF The First Masonic District Council of the Prince Hall Free and Accepted Masons of Pennsylvania stood for hours in a chilling rain on Saturday to give away 80 free Christmas trees to different charities and individuals in need.
“This is unbelievable,” said Joislyn Martin, public relations officer for the charitable end of the Wheels of Soul Motorcycle Club. “If they hadn’t provided this tree, there would be none for this particular family we’re helping.” The family, she said, could barely afford toys, and a tree was out of the question until she heard about the Masons distributing the trees for free from the Prince Hall Grand Lodge Headquarters at 4301 North Broad Street. Two cars away from her, Jasmine Fleming watched anxiously as Mason Ed Hunley mounted a tree atop her car before securing it with ropes. “I don’t know what to say,” she said. “This was just so nice and I definitely needed the help and appreciate what they have done. Honestly, I really couldn’t afford a tree because they are so much more expensive this year. I can’t believe
they are doing this.” Melvin Austin, the newly elected 104th Most Worshipful Grand Master of the Prince Hall Masons, said he, too, was grateful to the First Masonic District Council for their donations of the trees and its “selfless act of kindness.” “On the other hand, this is simply what we do,” he said. “Prince Hall Masons have been in the business of nurturing, supporting, and helping our community for the past 200 years.” The trees were distributed throughout the day as masonic volunteers from across the city came to help with the mounting and securing of the trees to the roof of vehicles packed with excited children and even a few elderly individuals. “This is really who we are and what we are about,” said Mason Keith R. Cuttino. “It’s just what we do.”

Will Crime Emerge As Mayoral Issue? A Kenney spokesperson stated that “under Mayor Kenney, crime is at a 40year low.” But that’s not accurate. Crime has been picking up in recent years, although it is still much lower than the nightmare 1980s and 1990s. Republicans will attempt to make hay of this concern in the 2019 municipal elections. DA Larry Krasner has become a polarizing figure whom all Democrats will be hard pressed to disavow in the coming spring. While observers have been speculating about possible contenders in that race since last spring, and several possibles have done serious exploratory work, no one has said officially he or she is in the race for sure – not even the incumbent, Jim Kenney. Perhaps Kenney will decide to step down after one term, throwing the election wide open to a happy field of contenders. Perhaps the Eagles will win the Super Bowl again this year. On the Republican side, though, Billy Ciancaglini
Still, it costs money to reach its hundreds of thousands of voters. It helps to start early and that is what Ciancaglini has done. Ciancaglini does come from one of the pockets of Republican strength in this town. We’ll see what Santa brings him.

made it official Monday night: He’s running for the nomination. Ciancaglini, a South Philadelphia defense attorney, has been poking around in electoral politics of late. He ran for Court of Common Pleas judge in 2015. He has taken strong stands against Kenney’s “sanctuary city” policy on illegal immigration, against supervised injection sites for opioids and against the Sweetened Drinks Tax. All are issues that city Republicans will rally around and that resonate with many Democrats and swing voters as well. To win the Republican nomination, though, Ciancaglini will likely have to wade through a scrum of other candidates. A useful, if opinionated, rundown of this field is offered by our “Elephant Corner” correspondent (see P. 14). Because the Republican voter pool is small (only 1/7th of all city voters), broadcast media are prohibitive in that party’s primary.

largest such giveaway in the nation’s history. We have reached such a tipping point quickly, as the obituaries, EMT calls and coroners’ reports will grimly attest to. The statistics don’t need to be rehashed here – they have been readily, overwhelmingly available on the page, on the screen, on the street – for far too long. That is what has made the recent spate of initiatives coming from both Harrisburg and City Hall so heartening. Providing naloxone – which can cost anywhere from $40 a dose for generic to four times that amount for the brand name Narcan – free of cost to citizens who wish to be able to save the life of someone who has overdosed is another positive step, one buttressed by the
demand outstripping the supply. At the Free Library’s McPherson Square branch in Kensington – ground zero for the epidemic in the city – a line had formed for the drug well before staffers had even finished setting up. No wonder that Department of Health head Dr. Rachel Levine is already planning a new round of giveaways. But as anyone directly involved in trying to turn this malevolent tide will tell you, providing easier access to naloxone is just one part of the struggle. Warm handoffs – the transfer of care between members of healthcare teams, where the patient is transferred from first responders to treatment facility workers – must become more prevalent. Otherwise, we should get used to regular naloxone giveaways.

So who’s in disagreement here? Normally, odd-numbered years are when hard battles are fought in Harrisburg, because in even-numbered years everyone is running for re-election and doesn’t want a record of voting against anything. But in 2019, we are seeing signs that neither party wants an excruciating fight over spending, given that there may be enough money to satisfy everyone’s wish lists. If the economy tanks, that could throw these calculations off. But it probably won’t tank soon enough to throw off a budget surplus by June 2019. That will be next year’s problem.

The salary of Supreme Court Chief Justice Tom Saylor is highest on the list at $217,168 annually. Justices on the State’s highest court are paid $211,027. Superior Court judges are paid $199,114 with the president judge’s salary at $205,253. Commonwealth Court judges are paid $191,114 with the president judge’s salary at 205,203. Common Pleas Court judges are paid $183,184 with a sliding scale. The annual salary of a judge of the Philadelphia Municipal Court is $178,946 with the (Cont. Page 13)

Balanced Budget Could Calm the ’Burg
There are dueling reports on whether the Commonwealth of Pennsylvania will end the 2018-19 Fiscal Year with a balanced budget. The political consequences are huge. The State’s Independent Fiscal Office released an analysis predicting a $1.7 billion shortfall in 2019-20. But both sides of the aisle dispute this forecast. Pennsylvania will wrap up the fiscal year on June 30, 2019, with a balanced budget, Gov. Tom Wolf’s budget secretary Randy Albright reported. The budget “will not just be balanced, but with a sur-

Sheriff on Tuesday, January 8, 2019 at First District Plaza, 3801 Market Street, at 9:00 AM. (EST) Conditions of Sheriff ’s Sale for JUDICIAL/FORECLOSURE SALE Ten percent of the highest bid for each property auctioned off shall be deposited in certified check, attorney’s check or money order with the Sheriff by each bidder when his bid is registered, provided that in no case shall less than Six Hundred Dollars ($600.00) be deposited, otherwise upon failure or refusal to make such deposit, the bidder shall lose all benefit of his bid and the property may be offered again and sold unless a second bid has been registered, then, the second highest bidder will take the property at the highest bid price. Additionally, where there is active bidding, the highest bidder, and the second highest bidder, if any must post the entire amount of the cost of the distribution policy for the property at the time of sale by certified check, attorney’s check or money order with the Sheriff. The Sheriff reserves the right to reject any certified check, attorney’s check or money order that on its face has an expired use date and is presented for payment of the deposit. The balance of the purchase money must be deposited in certified check, attorney’s check or money order together with a Deed poll for execution by the highest bidder to the Sheriff at his office within 30 days from the time of the sale. An extension of time for an additional 30 days may be granted at the discretion of the Sheriff upon receipt of written request from the buyer requesting the same, except when a second bidder has been duly registered. Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid. Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold. The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale. The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid. The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadelphia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly. No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County. The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudu-
lent bids, or any other behavior which causes disruption of the Sheriff Sale. Said bidders shall be so refused for the sale in which said behavior occurred and for said further period of time as the Sheriff in his discretion shall determine. The Sheriff will not acknowledge a deed poll to any individual or entity using an unregistered fictitious name and may, at his discretion, require proof of identity of the purchaser or the registration of fictitious names. The bid of an unregistered fictitious name shall be forfeited as if the bidder failed to meet the terms of sale. All bidders are advised to remain at the sale until after the last property is sold. The Sheriff reserves the right to re-sell any property at any time before the end of the sale, upon the successful bidders’ failure to tender the required deposit. The Sheriff reserves the right to postpone or stay the sale of any property in which the attorney on the writ has not appeared and is not present at the sale. Prospective purchasers are directed to the Web site of the Philadelphia Bureau of Revision of Taxes, (BRT) brtweb.phila.gov for a fuller description of the properties listed. Properties can be looked up by the BRT number – which should be cross checked with the address. primary for mayor in 2011. He previously had a political blog on the Philadelphia Inquirer’s website. He is articulate on the issues, but in previous runs for office he raised little money. He also ran for U.S. Congress in what was then the 1st Congressional District against longtime Democratic CONGRESSMAN and Chairman of Democratic City Committee BOB BRADY. Goggins, the Republican leader of the 16th Ward in North Philadelphia, told another media outlet that she is “thinking very seriously” about seeking the Republican nomination. She has enjoyed national exposure as a guest on CNN supporting PRESIDENT DONALD TRUMP. Cumberland, a former City Council staffer, is apparently discussing a run with some with advisers and financial people. If he is serious about running for mayor, he may be the
most formidable of the Republican candidates that have arisen so far. He has more political experience, connections and the ability (at least the understanding of how) to raise money. Cumberland, in addition to working at City Hall, was the Republican leader of the 33rd Ward (parts of Juniata Park and Kensington). DISTRICT ATTORNEY LARRY KRASNER’S tense relationship with U.S. ATTORNEY WILLIAM McSWAIN has gotten worse – and very publicly this time. McSwain told the media, “[Krasner] unfortunately seems wholly unconcerned about providing justice to victims. He seems preoccupied with advocating for defendants.” McSwain accused the DA of “abdicating his responsibility as a prosecutor” by routinely failing to notify or consult victims before making plea agreements. So imagine my surprise when I picked up Tuesday’s Daily News and saw a piece from columnist Jenice Armstrong about a grandfather who was protesting the convenience store that sold his 10-year-old grandson a far-too-real-looking toy gun. When I say it looked far too real, it looked like something that one of the folks that are running around here shooting up their friends and neighbors might use to go hunting the only things firearms like this are designed to hunt. People. When 47-year-old Antonio Jardine discovered the toy gun his grandson had been hiding, he saw that the only thing differentiating it from a regular gun was its orange tip. Accompanied by anti-violence activists Anton Moore and Terry Starks, he marched into the bodega where his grandson was able to get this gun for
$3.99. That’s less than $5. He was able to talk the store out of selling any more toy guns, which is good. You shouldn’t be able to buy something like that for less than $5. But that kids are having mock shootouts with guns like this is a manifestation of a deeper problem. Every morning, I get up, turn on the television news to see what the weather is like outside, and hear stories of people being shot on our city streets. I see cops surrounding the body, the crime scene, and all that comes with it. If I’m seeing all of this, and feeling dismayed by it, imagine what it’s like to be a kid looking at this. You’re probably scared. Confused. Not really knowing what to do. Trying to figure out the best way to protect yourself. Since guns figure in so much of this, even a fake one might give a kid a false (Cont. Page 23)

The board of trustees condemned the speech officially but called it constitutionally protected free speech. But did Temple U. make the right call? Hate speech is not constitutionally protected nor is speech that can invoke violence, so it’s difficult to understand how the anti-Semitic anti-Israel remarks of this professor are constitutionally protected. HE BOARD of the Philadelphia Building Trades announced at its meeting of Dec. 14 that the report from the Pennsylvania legislature’s Nuclear Energy Caucus is a critical next step in achieving a solution for preserving Pennsylvania’s nuclear grid. According to the board, “The report is further evidence that nuclear energy provides thousands of family-sustaining jobs and that those nuclear industry workers deserve the best efforts of our elected leaders
forever.”
Charter School Ratifies a Union Teachers and support staff at New Foundations Charter School in Philadelphia have ratified their first contract unanimously. The teaching staff voted to join the Alliance of Charter School Employees, Local 6056 of the American Federation of Teachers, AFT Pennsylvania, in 2017 to improve working conditions, teacher recruitment and retention, and to give employees a voice in the education of their students, as well as in their professional lives. “Two years of hard work was worth every second,” said Jim Schmidt, a New Foundations pre-calculus, calculus and engineering teacher. “A great school got even better. With union solidarity, our staff will remain
in place for years to come, benefiting all members of our school community.” The contract provides retroactive raises for professional employees who worked during the 2017-18 school year. It also provides raises averaging more than $5,700 per professional employee through the end of the 2018-19 school year. Aides and administrative assistants received 3% increases retroactive to the 2017-18 school year and a 3% increase for the 201819 school year. Professional employees also negotiated a salary scale for new hires. Existing employees will not pay health care premiums for the life of the agreement. The new contract also establishes fair-share fees, although all existing eligible employees are union mem-
bers. New Foundations Charter School opened in 2000 in the Torresdale section of Philadelphia and has expanded to include students in kindergarten through 12th grade. With 62 teachers and staff in the union, 100% of employees covered by the new contract signed cards to join the union. “The process of organizing the union and negotiating a strong, educationally focused contract has brought into clearer focus the ways in which good labor-management dialogue can improve a school,” said American Federation of Teachers Pennsylvania President Ted Kirsch. “The union is a positive step that will help to develop strong relationships and strengthen the school in the long run.”

understanding BANKRUPTCY BY MICHAEL A. CIBIK AMERICAN BANKRUPTCY BOARD CERTIFIED uestion: How can your fiancée lose the engagement ring in your bankruptcy case? Even men with debt problems fall in love, and when they do, many of them will come up with a way to give their beloved a nice engagement ring. Often, heaven and earth will be moved in the search for the proper ring, and the result could be a very expensive engagement ring. If the gentleman happens to file Chapter 7 bankruptcy before the wedding, this could spell trouble. But how could this be? If

the engagement ring was given to the fiancée prior to the man’s bankruptcy filing, it was no longer his property, right? And if it were no longer his property, how could he lose it in bankruptcy? The answer to how the engagement ring could be lost to the bankruptcy trustee is found in Section 548 of the bankruptcy code. Section 548 provides that if a bankruptcy debtor gives away money or property in the two years prior to filing bankruptcy, and if the bankruptcy debtor receives no actual value in return for the item given away, then the bankruptcy trustee can recover the money or property from the recipient. It is common for a Chapter 7 trustee to assert that the gift of an engagement ring to a fiancée in the two years prior to filing bankruptcy fits into Section 548 very nicely. The trustee then demands that the fiancée return the engagement ring to the trustee to be sold to pay creditors. Next Week’s Question: Filing for bankruptcy again? Watch out for these pitfalls!

There is no right of redemption, or right of possession based upon a right of redemption, in the mortgagor or others subsequent to a foreclosure completed pursuant to the Act. In an unusual step, the FOP in 2017 did not endorse the Democratic candidate for DA, but supported the GOP candidate, former ADA BETH GROSSMAN. Krasner’s poor relationship with fellow prosecutors should not be a surprise. Until taking office he had no prosecutorial experience. He was a criminal-defense attorney. (Cont. From Page 14) These comments follow a sweetheart deal that Krasner’s office gave to a violent felon, JOVAN PATTERSON. Patterson shot and critically injured MICHAEL POENG, a West Philadelphia deli owner, during an attempted robbery this past May. The attack left Poeng in a coma (from which he has since awakened) and with long-term medical issues. Patterson agreed to plead guilty to aggravated assault, robbery, and possession of an instrument of a crime in return for a sentence that could free him on parole in three years. The DA’s Office dismissed charges for attempted murder and gun violations, which could have significantly increased Patterson’s sentence. McSwain noted that he has regular contact with other district attorneys in the nine-county region covered by his office, but hasn’t spoken to Krasner in
months. Krasner’s decision to limit communication with McSwain apparently applies to other prosecutors. Last month, Krasner withdrew his office from membership in the Pennsylvania District Attorneys Association. Krasner claimed the withdrawal was a “principled” action. He believes the association was at least partly responsible for the significant increase the number of people incarcerated in the commonwealth. Krasner also noted that the organization supports several ideas that do not mesh with his agenda to reform how criminals are prosecuted. But how does Krasner expect to reform the system if he does not talk to other major players in the system? McSwain noted, “Clearly, they’ve (the DA’s office) got an agenda and don’t really want to spend a lot of time with people who don’t share their views.” Luckily for us, McSwain may be partially wrong, as Krasner’s discomfort in
