HE OFFICE OF Civic Engagement & Volunteer Service announced it is accepting nominations for the 7th annual Mayor’s Day of Service Recognition. Mayor Jim Kenney and OCEVS are encouraging residents to nominate persons committed to service and creating a positive impact in Philadelphia.

The Mayor’s Day of Service Recognition Awards is an opportunity to spotlight the key role that service plays in solving local problems and challenges. The 2019 Award Categories are as follows: • Mayor’s Philly Hero Award, to a city resident who has made a unique contribution to the city through service.

a unique contribution to the city through service.

• Mayor’s Distinguished National Service Award, to current AmeriCorps or Senior Corps volunteers who have gone above and beyond their duties as a National Service member.

continue to devote their lives to making a difference through service.

to paycheck and there are no furloughs for essential expenses. Mortgages, rent, groceries, car payments and other bills must be paid whether the government is functioning.

“We cannot stand by and do nothing while these federal employees are left without paychecks,” said Costa.

“These are folks ready and willing to work in service of the federal government, but now face eviction and piling bills. I hope that financial institutions are willing to step up to help them, and I’ll do everything in my power to ensure these federal employees are not punished for this shutdown.”

In total, there are 62,000 federal workers in Pennsylvania and about 12,000 who are furloughed or working without pay. Nationally, 800,000 federal employees have had their jobs disrupted, with 380,000 furloughed or sent home without pay.

These figures speak to an economic crisis that must be addressed, the senators said.

“As the stalemate in Washington is about to enter its fourth week, thousands of hard-working Pennsylvanians are suffering a very heavy burden,” Tartaglione said. “I can’t think of any greater commitment to purpose and

level of professionalism than we are seeing from those who want to work, but can’t, and from those who continue to work, but aren’t receiving their just compensation. It is imperative that we do all we can as a community to support them in their time of need.”

Rallies and protests across Pennsylvania also drew the attention of the senators, who have made the fight for working people a central issue. Pennsylvania’s furloughed federal workers not receiving paychecks include TSA officers, federal prison workers, national park workers and employees of the Environmental Protection agency.

“The financial strain placed on federal government employees, contractors and subcontractors in the commonwealth continues to grow,” Street said.

“This is a heavy burden on individuals and families who they cannot endure such hardships for an extended period of time.

Banks have an opportunity to mitigate these hardships and must help the people. As the Democratic chairman of the Banking and Insurance Committee, I encourage the banks to act with urgency in this regard.”

Senators Press Banks To Help in Shutdown

N BEHALF OF the 12,000 Pennsylvania federal employees, contractors and subcontractors who are not receiving a paycheck during the partial federal government shutdown, State Sens. Vincent Hughes (D-W. Phila.), Christine Tartaglione (D-Kensington), Sharif Street (D-N. Phila.) and Jay Costa (D-Allegheny) are taken steps to help those in need.

After hearing reports from constituents facing financial hardships during the shutdown, the senators wrote the 10 largest banks, relative to number of branches, in Pennsylvania. Their hopes are to share information about banks’ existing assistance programs or to spur action on behalf of working people with banks that have not addressed the issue.

“Ten years ago, we bailed out failing banks during a recession and now it is time to help working people during their financial crisis,” Hughes said. “These hard-working folks are suffering through no fault of their own. The least we can do is get them help until are get paid again.”

An informal question-and-answer session moderated by a civil-rights scholar follows each reading, and on Monday, Jan. 21, children ages 7 to 12 can create artwork in response to the letter. All activities are free; general admission costs still apply for tours of the penitentiary.

JAN. 19-21 Museum of the American Revolution 101 S. 2nd Street The Museum of the American Revolution rolls out special programming to pay tribute to Martin Luther King, Jr. over the long weekend. On Saturday, Jan. 19, the Philadelphia Jazz Project presents “We Shall: A Lyrical MLK Celebration.” Through spoken word, singing and instrumental music, the program pays tribute using King’s speeches and sermons. Throughout the weekend, visitors can enjoy free talks in the museum’s core galleries to learn about the roles of African Americans in the Revolutionary War.

JAN. 19 Longwood Gardens 1001 Longwood Road, Kennett Square, Pa. At 8 p.m., a collection of gospels and jazz spirituals curated by acclaimed producer and musical director Damien Sneed will tell the story of the Civil Rights Movement in this likelyto-sell-out performance in Longwood Gardens’ Exhibition Hall. Inspired by Dr. Martin Luther King, Jr., “We Shall Overcome” weaves parts of the activist’s recorded speeches into the program, which showcases works from artists like Aretha Franklin, Wynton Marsalis, Duke Ellington and many more.

Under the terms of its founder Stephen Girard’s will, admission had always been restricted to white boys. Three years after the rally recorded in these photographs, desegregation was achieved.

Today, Girard College has become the hub of the Martin Luther King Day of Service, coordinating hundreds of projects in the Delaware Valley region that harness the commitment of tens of thousands of volunteers. It is the largest Martin Luther King Day commemoration in the nation.

Since 1996, over 1,000,000 volunteers across our region have celebrated Dr. King’s legacy by turning their community concerns into volunteer service and ongoing citizen action on King Day and beyond.

The Greater Philadelphia King Day of Service is organized through Global Citizen, a non-partisan organization dedicated to promoting civic engagement, community volunteering, civic responsibility, and sustained active citizenship among diverse groups, particularly young people. Global Citizen promotes democracy building, voter education, and participation, locally and globally.

The overarching theme for the 24th annual King Day of Service will be a world without gun violence, with an emphasis on gun violence and its effects on young people.

Highlighting some 5,000 volunteers who are at expected to serve in more than one hundred projects, workshops, and presentations at the Girard College signature project site, Philadelphia Mayor Jim Kenney and other elected officials will lead volunteers in a project focused on the impact of gun violence on communities, finding solutions, and envisioning peace by creating Dreamline Banners and Dream Booths to be installed in public places across Philadelphia.

HE GREATER Philadelphia Martin Luther King Day of Service – the largest King Day event in the nation – and event organizer Global Citizen is again promoting yearround volunteer service and civic engagement.

Last winter, tens of thousands of people throughout the tri-state region, including children, seniors, and families, received vital services and resources as part of the 24th annual Greater Philadelphia King Day of Service. You can again partner on Monday, Jan. 21, for the 24th annual Greater Philadelphia Martin Luther King Day of Service.

In 2018, over 150,000 volunteers served in some 1,800 projects in the 23rd annual Greater Philadelphia Martin Luther King, Jr. Day of Service.

The King Day of Service evolved from a discussion in 1988 with former Pennsylvania U.S. Sen. Harris Wofford.

As a U.S. senator, Wofford co-authored federal legislation with Atlanta Congressman John Lewis; both men were close friends and colleagues of Dr. King during the Civil Rights Movement. President Bill Clinton signed the King Holiday & Service Act into law on Aug. 23, 1994.

The national King Day of Service started in Philadelphia as a small project in 1996 with 1,000 volunteers. It has become a fast-growing citywide and nationwide movement that has worked to break down barriers, form ongo-

The Sheriff reserves the right to reject any certified check, attorney’s check or money order that on its face has an expired use date and is presented for payment of the deposit.

The balance of the purchase money must be deposited in certified check, attorney’s check or money order together with a Deed poll for execution by the highest bidder to the Sheriff at his office within 30 days from the time of the sale. An extension of time for an additional 30 days may be granted at the discretion of the Sheriff upon receipt of written request from the buyer requesting the same, except when a second bidder has been duly registered. Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid.

Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold.

The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale.

The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid.

The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadelphia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly.

No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County.

The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudu-

SHERIFF’S SALE lent bids, or any other behavior which causes disruption of the Sheriff Sale. Said bidders shall be so refused for the sale in which said behavior occurred and for said further period of time as the Sheriff in his discretion shall determine.

The Sheriff will not acknowledge a deed poll to any individual or entity using an unregistered fictitious name and may, at his discretion, require proof of identity of the purchaser or the registration of fictitious names. The bid of an unregistered fictitious name shall be forfeited as if the bidder failed to meet the terms of sale.

All bidders are advised to remain at the sale until after the last property is sold. The Sheriff reserves the right to re-sell any property at any time before the end of the sale, upon the successful bidders’ failure to tender the required deposit. The Sheriff reserves the right to postpone or stay the sale of any property in which the attorney on the writ has not appeared and is not present at the sale.

Prospective purchasers are directed to the Web site of the Philadelphia Bureau of Revision of Taxes, (BRT) brtweb.phila.gov for a fuller description of the properties listed. Properties can be looked up by the BRT number – which should be cross checked with the address. But political activism is in the air in 2019. Interest that is stirring at the national level may be filtering down to the municipal arena. An anti-establishment mood encourages challengers.

Running for office isn’t quite like flipping a light switch; it is more like pumping a rheostat. As a rule, the formal “announcement” of candidacy follows an elaborate process of testing the waters, showing up in the community, setting up media, researching costs, sniffing out funds and developing allies.

As an LGBTQ candidate, he can appeal to an important constituency in the heart of that district. As a retired police officer, he can address the concerns of blue-collar Pennsport dwellers as well as opioid-tormented Kensington residents.

In the 4th District, which takes in West Philly’s Overbrook and Wynnefield as well as Northwest Philly’s East Falls, Roxborough and Manayunk, sources report that attorney Karla Cruel is on the verge of challenging the district incumbent, Council Majority Leader Curtis Jones, Jr., perhaps announcing next week.

Cruel works with Tenant Union Representative Network and has dealt extensively with City Council on tenants’ rights. Her résumé spans teaching and living abroad. Entrepreneurship is a key theme with her.

190th District Seethes The special election to fill former State Rep. Vanessa Lowery Brown’s seat in West Philadelphia will depend entirely on the vote of a handful of Democratic ward leaders; that’s obvious.

Whoever wins their endorsement will win. This is not a “primary” but a two-party general election,

in which Democratic ward leaders pick their candidate and Republican ward leaders can’t even get on the board.

Intense jockeying is taking place around the endorsement by ward leaders for this seat. Seven candidates’ names have been whispered.

But the final decision will be taken next week.

Some have grumbled that 23 candidates are being asked to contribute to the electoral efforts of the Democratic organizations in those wards.

Realistically, though, if all Dems do not fund GOTV efforts in West Philadelphia on an ongoing basis, they will weaken their community’s voice in councils of state.

Cruel is not the only hopeful one eyeing entry into the 4th District race. Two others may announce later.

Contestants will face a stiff test taking on Jones, who is an astute networker with long experience in his communities. But it’s an odd district that takes in neighborhoods that don’t have much everyday commerce with each other, so it is intrinsically hard to make everyone happy all the time there.

And it is also a district where – to put it delicately – a disproportionate number of Philadelphians live who think they are smart enough to run things.

The 7th District is the opposite of the 4th. It encompasses communities in North and Northeast Philadelphia along with Kensington. It has few pockets of wealth – and multiple public needs.

And nobody has ever been in charge here. The Latino barrio that dominates the district is famously fissile, split by rivalries.

There will be a “Latino boss” for Philadelphia when pigs have wings.

Councilwoman Maria Quiñones Sánchez broke through the crowd of established Latino politicos when she was elected in 2015. But she has not succeeded in overthrowing other political leaders in her district.

Today, one of them is coming at her. State Rep. Angel Cruz (D-Kensington), who has been around a lot longer than Quiñones Sánchez, is going up against her. It’ll be a real test: Who knows you and whom do you know? This is a low-turnout area, so turnout experts hold the upper hand here.

The 8th District, mostly in Northwest Philadelphia, takes in the challenged neighborhoods of Nice-

town, Tioga, Olney and Germantown with solid middle-class rowhouse blocks and progressive, integrated Germantown, Mount Airy and Chestnut Hill. There is real money in the latter three.

Tonya Bah, an Olney resident, identifies more with the former. But her progressive credentials – she was a delegate whip for Bernie Sanders – may pique the interest of major backers further up Germantown Avenue.

The 8th District incumbent is never safe from challenges. Like the 4th District, it is populated by people of diverse backgrounds despite similar policies.

In such an environment, it’s whom you know that counts. Councilwoman Cindy Bass knows all this better than anybody.

Bah is running a “grassroots campaign” devoid of big backers. She stresses her background as a community organizer for inner-city environmental issues like the proposed Nicetown PGW plant.

A mother of two autistic sons in the School District of Philadelphia, she is an educational activist with a classic home & school association background. The Olney resident has led campaigns against standardized testing, starting a parents’ movement with the Philadelphia Federation of Teachers’ Caucus of Working Educators.

Housing is also a core issue for Bah. “As a first step, City Council must pass legislation that requires developers to pay a construction impact tax,” she said. “By charging a few dollars per square foot of new construction, we could generate $14 million for the Housing Trust Fund every year. We also must adopt rent control, housing cooperatives, and land trusts.” These are core issues in her district.

Other candidates are also probing the 8th District. And there is money at stake. Development is lively

does not get warrants without offering compelling cause. However, it is not yet publically known what the alleged crimes are that prompted the raids.

There were reports that the Scranton mayor intended to resign. However, Courtright in a public statement said, “I know there’s a rumor I’m resigning – am not.” He declined to comment on the raids.

Former STATE SEN. TOM McGARRIGLE (R-Delaware) narrowly lost his re-election bid in November. He remains popular among Republicans and many Democrats. Luckily, he is not going away. He will still play an important role in the party as the next chairman of the Delaware County GOP. The county’s committee people unanimously elected McGarrigle to be the position. He succeeds ANDY REILLY, who resigned in December to become the head of the

Southeast Pennsylvania Republican Caucus. Reilly was also unanimously elected.

Reilly replaced Republican City Committee Chairman MIKE MEEHAN as the Southeast Caucus chair.

Meehan remains RCC Chairman.

McGarrigle told his supporters: “With your support and your hard work and getting out the message that we need to deliver – that the Delaware County Republicans provide good government – we’re fiscally responsible and we’re transparent on all aspects of our government. We will deliver.”

McGarrigle was elected to the Pennsylvania Senate in 2015. He was the chairman of the Urban Affairs & Housing Committee.

McGarrigle is optimistic that the Delco Republicans can repair some of the losses experienced in State House and State Senate (Cont. Page 28)

The program has been helping people in Philadelphia move forward with their lives since 1998, when the New York-based Doe Fund decided to bring a program that had been successful in the city.

And it’s also the winner of this year’s Harris Wofford Active Citizenship Award from the organizers of the Martin Luther King Day of Service.

At a press conference held to announce the theme of this year’s King Day of Service, Ready, Willing & Able became the 21st recipient of the award for service that’s seen as embracing the legacy of Dr. King and of the day of service. Mayor Jim Kenney and Todd Ber-

nstein, CEO of King Day of Service organizers Global Citizen, presented the award to the group.

In accepting the award, Ruth Salters, the nonprofit’s executive director, expressed gratitude.

“I’m just thankful for the opportunity to work with a group of staff who really think about people,” said.

“I’m thankful for the opportunity to help brothers who want to get back on their feet.”

Philadelphia senators usually fall over each other to prevent one another from reaching pre-eminence.

As a result, they had have far less clout. Four suburban seats have now turned Democrat and these new senators from Bucks, Montco and Delaware County associate themselves with Philadelphia-type issues.

Will the continued backbiting of Philadelphia members allow suburban legislators to advance beyond them? It remains to be seen.

It will be an interesting dynamic. And if any of the new suburbanites should gain pre-eminence over a Philly person, watch out.

Any success along those lines would probably come from one Philadelphia senator stabbing another Philadelphia senator in the back.

Once again, Philadelphia’s title as City of Brotherly Love is a misnomer.

At one time, Delaware County Republican STATE SEN. DOMINIC PILEG-

GI was the majority leader.

He was ousted from power by former STATE SEN. SCOTT WAGNER, mostly because of his association with pro-Philadelphia causes.

One also struggles to think about any progress from Harrisburg toward the state’s biggest and most economically powerful city.

The only thing that comes to mind is modest education-funding increases for the public schools. But once again, that’s woefully short of what is actually needed and the problem is essentially systemic. There’s been no dramatic change or effective help from Harrisburg for decades. The only notable assistance was to take over the school system and then fail, just like former mayoral administrations and school boards.

Instead of disappointment in the performance of quarterback Nick Foles during most of the game, there was appreciation for his uncanny leadership in relief over the past two seasons and, more importantly, in his ability to inspire something sorely lacking in seasons past: belief. When he took the field with just over two minutes to play and the Eagles down six points, we had no doubt that Saint Nick was driving to another last-minute victory.

The team may not have been able to bring us another victory on the field, but they delivered something gloriously unexpected: unity through accomplishment, not frustration. And for that, they will deservedly be legends here.

WHEN A CALL for help rang out from John S. Jenks School, Local 332 Laborers Union wasted no time assisting the school and students. Local 332 Leader Sam Staten, Jr. had no trouble finding volunteers to move 120 new lockers into the school. The 12,000 pounds of lockers had to be carried up to the 3rd floor for installation, after off-loading the lockers from trucks. The project covered two months, including work on Christmas Eve, and was coordinated by Malik Staten, with assistance from William Copeland, chair of the school. Malik Staten, L, examined unpacked lockers that Local 332 unloaded, carried up four flights and unpacked for installation at Jenks Academy. A Chapter 13 debtor MUST get Bankruptcy Court permission to sell property while their Chapter 13 case is pending. In fact a debtor in any bankruptcy chapter must get court permission.

Permission to sell comes in the form of an order from the court, which only comes after a motion is made seeking the order to allow the sale of the property in question. The motion to sell

must attach a copy of the sales contract, and must list the purchase price, proof of the property value, and where the proceeds of the sale are to go. If an attorney and/or realtor are getting paid from the sale proceeds, they need to be specifically approved to be paid as professionals.

It takes some time to get an order from the Bankruptcy Court approving the sale. The motion needs to be filed at least 21 days before the date the court sets for the hearing on the mat-

ter. Sometimes the Bankruptcy Court will allow it to be made on shortened time.

Selling property while in a Chapter 13 is sometimes the best was to pay the creditors the amount they are required to get without having to make huge monthly payments to the trustee.

Early in the process, even before you file your Chapter 13 case, you should fully discuss the possibility with your bankruptcy lawyer.

Consider the changes that we have witnessed. We were before television; penicillin; polio shots; frozen food; Xerox; contact lenses; Frisbees and the Pill. We were before radar; credit cards; split atoms; laser beams; ballpoint pens – before panty hose; dishwashers; clothes dryers; electric blankets; air conditioners; drip dry clothes; and before man flew in spaceships and walked on the moon.

Closets were for clothes, not for “coming out of.”

Bunnies were small rabbits, not centerfold girls, and rabbits were not Volkswagens. Designer jeans were conniving girls named Jean or Jeanne. A meaningful relationship meant getting along with your cousins.

We thought fast food was what you ate during Lent and outer space was the upper balcony at the movies. We were before house husbands; gay rights; computers; computer dating; dual careers – before day-care centers; group therapy; and nursing homes. We never heard of FM radio; tape decks; electric typewriters; artificial hearts; organ transplants; word processors; yogurt; or guys wearing earrings who were not pirates in the movies.

For us, time-sharing meant togetherness and didn’t relate to computers or condominiums; a chip meant a piece of wood; hardware meant HARDWARE; and software was not even a word.

HE CITY OF Philadelphia released the application for those interested in applying to join one of the City’s advisory commissions.

Comprised of community leaders and Philadelphians with a passion for public service, the City’s advisory commissions provide Mayor Kenney and the Administration valuable insight and feedback on policy priorities on behalf of Philadelphia’s underrepresented communities.

“Our administration is committed to bridging the divide between government and the residents of Philadelphia,” said Mayor Jim Kenney. “The input

of the advisory commissions is crucial to helping us build a city government that is inclusive, represents our diversity, and works for all Philadelphians.”

The open application period began Jan. 10, 2018, and will close on Feb. 28.

Requirements for members of each commission vary, but ideal candidates demonstrate a commitment to their community, are able to commit at least four hours a month to working with the Commission, and are city residents. Each of the seven advisory commissions receive staff support from leadership in the Mayor’s

Office of Public Engagement and the Office of Diversity & Inclusion.
