South Philly Hosts Bainbridge St. Resurfacing Minority Tech Meetup

treets Commissioner Carlton Williams announced temporary street closures and parking restrictions to accommodate overnight street resurfacing in South Philadelphia beginning July 9. The resurfacing work for these streets is expected to be completed by early August. The contractor will perform resurfacing on Bainbridge Street, from 24th Street to Broad Street. The resurfacing will be completed in three separate phases – street milling, the adjustment of manhole covers and resetting of utility boxes, and final paving – which will take place in separate activities over the course of the next several weeks. Operations for the milling work, removal of old asphalt, will be performed during the overnight hours between 7 p.m. and 6 a.m. Milling of each street segment is expected to last approximately 1-2 nights per street. Work for adjusting manhole covers and resetting utility boxes will be scheduled during the day between the hours of 7 a.m.

and 4 p.m., and is expected to last approximately one week per street. Lastly, operations for the final paving will be performed by the contractor during the overnight hours between 7 p.m. and 6 a.m. The final paving of each street segment is expected to last approximately 1-2 nights per street. To complete the work, residents should expect parking restrictions. Temporary “No Parking” signs will be posted in advance of each scheduled activity. Residents are urged to move their cars from the work areas when ‘No Parking’ signs are posted, so that vehicles are not towed. In the event a car is towed, please contact your local Police District to determine its location. Motorists are advised to allow extra time when traveling around the work areas. While the Streets Department will make every effort to minimize disruption to traffic, citizens are urged to plan ahead and use alternate routes when traveling in these areas. This work is being financed with federal and city funding.

roject NorthStar, a tech conference organized by Black & Brown Founders and the City of Philadelphia, announced the opening of conference registration. NorthStar aims to show Black and Latinx people ways to leverage technology to close the growing wealth gap affecting their communities. Tickets for Project NorthStar are now on sale at northstarphl.com. Early bird prices will be available until August, with regular tickets starting at $159 and VIP tickets at $299. Prices will increase Aug. 26 to $199 for regular and $349 for VIP. Further price increases may apply for day-of ticket purchases. “We are very excited to relaunch the NorthStar website and share more information about what people can expect from this inaugural partnership with the City of Philadelphia,” said Aniyia Williams, founder and executive director of Black & Brown Founders. “We not only want to share details about the event there, but the context around why Project NorthStar is needed: Massive wealth inequality exists

for Black and Latinx folks in America, and the innovation economy is producing opportunities that can help close those gaps.” The website provides easy access to essential details about the three-day tech conference taking place Wednesday, Oct. 3, through Friday, Oct. 5, at 2300 Arena, located at 2300 S. Swanson Street in South Philadelphia. It will also include information and data about the wealth disparities that exist within Black and/or Latinx communities, reports from data collected by the Black & Brown Founders team, and thoughts on how to move the needle forward by using technology as a tool to create valuable solutions to their problems. Project NorthStar will feature talks, panels and workshops from a national network of speakers who are subject matter experts in technology, finance, investment, law, marketing, sales, product development, engineering, workforce development, design, and hiring. Attendees who are interested in entrepreneurship will have an opportunity to learn about topics ranging from how venture capital works and

alternative forms of funding to emerging tech opportunities and how to validate your product idea. Participants who are working as tech professionals, or are interested in getting tech jobs, will learn more about career paths and ways to “level up” their skills. Day Three, Oct 5, will be free to attend; however, registration is required. It aims to create a pipeline for youth and newcomers to get exposed to opportunities in technology. “For a city like Philadelphia, it is imperative that we ensure our progress is inclusive,” said Mayor Jim Kenney. “The tech industry offers a unique opportunity for Black and Latinx people to not only develop successful careers, but also build wealth for themselves and their families. hat if you walked into the SugarHouse or Parx Casino and placed a legal bet on the Philadelphia Eagles winning the Super Bowl again this year – and a slice of the bet went towards opioid treatment and enforcement in your county? That’s the proposal of House of Representatives candidate Patty-Pat Kozlowski as her district has had the most overdose deaths in the past 10 years in the City of Philadelphia. Kozlowski’s 177th District encompasses the riverwards, lower Northeast Philadelphia and parts of Mayfair. Recently, Kozlowski made some waves and headlines when she chased a drug dealer off the corner of her Bridesburg home with a baseball bat and used the slang word “junkie” to describe the addict who was part of the drug transaction. “I’m not going to apologize,” said Kozlowski, who announced her candidacy due to the heroin epidemic in her neighborhoods. “I’m researching and proposing to use a small percentage from every legal sports bet in the Commonwealth of Pennsylvania to be earmarked for opioid treatment and enforcement,” said Kozlowski. “Every county in Pennsylvania has this problem, it might not be as out in the open and horrid as Philadelphia, but every district has overdoses that are increasing and they (Cont. None of these gentlemen concede that they report to a higher authority in local politics. But they do not lead factions in the true sense: rival teams seeking overall power in DCC, to choose this policy over that or promote this team over that. So harmony reigned at the Brady Bunch. Page) change the funding formula for all state education monies. “This policy shift would result in education funding cuts to 362 school districts, representing a combined loss of over $1 billion in funding for those schools. “Under the governor’s plan, those school districts on the funding chopping block would see cuts so drastic that it would result in the elimination of programs, the loss of necessary academic resources, and teacher layoffs.” Wagner’s campaign is hardcore anti-Philadelphia on school funding. A windfall of almost 40% of the new money will go to Philadelphia, who would see an increase of $402 million,” he complains. “This is despite the Philadelphia School District continuing to consume state resources with little to no results to show for it.” Wagner charges school districts across the state, from Pittsburgh to Stroudsburg,

Wagner does call for reforms to the “hold harmless” rule that keeps new Commonwealth monies from being taken from wealthy school districts and disbursed to hungrier schools instead. Wolf’s campaign retaliated by critiquing Wagner’s position on taxes. As a Trump Republican, Wagner is obliged to oppose all taxes all the time. Calling Wagner “the very worst of Harrisburg,” the Wolf campaign knocked Wagner for opposing a severance tax on natural-gas production and for defending the Delaware Loophole, which lets big out-of-state corporations off the hook at the expense of Pennsylvania taxpayers.

hiladelphians like us were transfixed by the protest movement #OccupyICE that bloomed out of the humid summer air to virally spread across the sidewalk into Eighth Street outside of the Philadelphia headquarters of the federal Immigration & Customs Enforcement agency. We were just as tuned in when the Police Department came in with their own move of bikedozing the encampment. Since last week’s actions,

the protesters have moved to the apron of City Hall – with the blessing of Mayor Jim Kenney. This is a good choice for all parties. The mayor continues to burnish his inclusionary bona fides, the protesters have a readymade iconic backdrop from which to foment, the police department isn’t playing containment catch-up, and tourists get a first-hand example of how democracy and the 1st Amendment are living, breathing, messy, necessary components of America. But we couldn’t disagree more with not just the message of the protesters to “Abolish ICE” but with their campaign to have politicians co-sign onto this DOA demand. Say what you want about President Donald Trump, his political instincts have been mostly

unerring. In this case, we agree with his assessment that Democratic candidates who tie themselves to this abolitionist rhetoric will be effectively handing victory to their GOP opponents. ICE isn’t going anywhere. Borders still need to be protected, illegal immigrants – not asylum-seekers, but those who make a mockery of our rule of law – need to be dealt with according to that same rule of law. To claim otherwise, especially without providing a viable alternative, is to tilt at windmills. ICE, like so much of the federal government under this administration, needs to be fixed through public pressure and policy change. To do that, Democrats must field candidates who can win. We doubt those who advocate for ending ICE are capable of doing so.

How the City Whacks the Poor BY JAY McCALLA t was almost a year ago that we learned Philadelphia is the poorest big city in the nation, as reported by the U.S. Census Bureau. Today, it’s no longer news that 1 in every 4 Philadelphians lives in poverty. But it may be useful to know 50% of our poor are in households of 4 with an annual income of $13,000, perfectly fitting the federal government’s definition of “deep poverty.” In any other era, this news would have been a call to arms across the spectrum of people and organizations dedicated to helping our poorest fellow citizens. But between a nonstop procession of headline-grabbers like the scandals du jour in Washington, D.C., the metastasizing opioid crisis, and the race to land Amazon’s HQ2, this shocking statistic barely caused a ripple in public awareness.

So we never went through the soul-searching and head-scratching that a 27% poverty rate should have provoked. In effect, that census report and a recent correlating report from the Pew Charitable Trust were both trees that fell in a forest with no one there to hear. With the Super Bowl behind us and the dog days of summer still ahead, this is as good a time as any to be critically introspective about where and how we are failing our poor. As a senior government appointee under Mayors Rendell and Street, I’m distressed to say the changing policies of our city government may be a significant contributor to our uniquely resilient poverty. Let’s take a look at our pre-K situation. The School District of Philadelphia offers subsidized pre-K to help low-income parents afford an educational head

start for their children. Mayor Kenney’s pre-K, on the other hand, provides tax subsidies to anybody who survives the application process – regardless of personal wealth. Allowing citizens of means to dip into resources previously earmarked for the disadvantaged causes the poor to receive considerably less of this finite program. During the recent budget hearings at City Council, it was established that Kenney’s new policy on “affordable housing” is expanding to make households with an annual income of $100,000 eligible for this extraordinary subsidy that can easily approach $250,000. Here again, the very little that had been allocated for the poor must now, because of a policy shift, be shared with households that double the average Philadelphia income. (EST) Conditions of Sheriff ’s Sale for JUDICIAL/FORECLOSURE SALE Ten percent of the highest bid for each property auctioned off shall be deposited in certified check, attorney’s check or money order with the Sheriff by each bidder when his bid is registered, provided that in no case shall less than Six Hundred Dollars ($600.00) be deposited, otherwise upon failure or refusal to make such deposit, the bidder shall lose all benefit of his bid and the property may be offered again and sold unless a second bid has been registered, then, the second highest bidder will take the property at the highest bid price. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale. The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid. The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadelphia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly. No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County. The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudu-

lent bids, or any other behavior which causes disruption of the Sheriff Sale. EVERYDAY PEOPLE BY DENISE CLAY As I watched Monday night’s “Celebrity Apprentice”-style unveiling of Judge Brett Kavanaugh, President Donald Trump’s pick to succeed Justice Anthony Kennedy on the Supreme Court, I thought of that guy (or girl) that everyone has encountered during their dating life. They start out really nice at first. When they come and meet the parents, the charm is turned on to 10+. Every sentence is ended with “yes sir” or “yes ma’am.” They’ve

Williams announced that he was withdrawing from the race owing to a pending job offer in his field. Prior to attending the Glenside parade, Bartos was

in Bensalem in Bucks County. Speaking of Bucks, the Cook Political Reports moved its 1st congressional seat from Toss Up to Lean Republican. Earlier this year, the Pennsylvania Supreme Court dealt freshman CONGRESSMAN BRIAN FITZPATRICK a setback when it drew the Lansdale area into his Bucks County seat, making it one point less Republican in Cook’s calculations. However, recent analysis of Fitzpatrick’s wealthy opponent SCOTT WALLACE changed Cook’s mind. Wallace has the ability to self-fund, which may have been music to the Democrats ears. However, Wallace beat a far more-electable person, in my opinion. In the primary, he loaned his campaign $2.5 million to trounce former Navy JAG attorney RACHEL REDDICK. Reddick only raised $363,000 and was ignored by most party insiders. (Cont. on Page 17)

They say all the right things. Make all the right promises. Put on the best possible face. But when you’re alone with them, they show their true selves. They’re mean. Abusive. Put you through all kinds of things. Leave you feeling like you’ve made the worst possible choice. And to make matters worse, your parents were so charmed by them that they don’t believe you when you tell them about the abuse. As Kavanaugh took to the podium to share a story that included a mother that worked as a teacher of inner-city kids before becoming a judge, a beautiful family and a career in public service, I thought of that nightmare date.

He said all the right words like “precedent” and “equality,” words designed to impress the 100 “parents” that make up the United States Senate. But make no mistake. If he becomes a Supreme Court Justice, Kavanaugh is going to take away the protections from abuse that America’s marginalized communities need to keep from being beaten with a tube sock filled with oranges to hide the bruises. When you read some of Kavanaugh’s opinions, opinions that include the belief that assault-weapon bans, the Consumer Financial Protection Bureau that keeps big banks from playing some of the fast and loose financial tricks that led to our economy falling apart, and the Affordable Care Act’s protections for people with pre-existing conditions are unconstitutional, you’ll know that this is bad. hired as Trump’s personal lawyer; is he also Secretary of State now?... FEDS arrested a man who planned an explosion on the 4th. This is praiseworthy good work. The money is supposed to pay for early education, but it hurts the union workers who haul sugar drinks and it has not provided the tax revenue it was originally slated to generate. LT. GOV. MIKE STACK and STATE SEN. SHARIF STREET held a press conference in the Mayor’s reception room of City Hall to talk about criminal-justice reform. Street has a bill that would end life without parole as a sentence in Pennsylvania. Stack is head of the Board of Pardons and has used the position to commute life sentences. In fact, under Stack‘s leadership, the board has voted to commute more life sentences in

the last three years than the previous 22 years before his term. Ultimately, it is the responsibility of the governor to sign off on the commutation recommendations. Most recently, the board voted on a reconsideration to commute the life sentence of William “Smitty” Smith. Smith was behind bars for 40 years even though he was only tangentially involved in a crime that resulted in death. Originally the commutation request of Smith was denied due to a single negative vote. Upon reconsideration, Smith received a unanimous vote after the victims gamely decided to support Smith’s commutation request. Street is also trying to pass a bill that would allow for less than unanimous vote to obtain a commutation. A commutation is when a life sentence is converted to life on parole. This prevents a single “no” vote from short-circuit(Cont. on Page 16)

A debtor who has received a discharge may voluntarily repay any discharged debt even though the debt can no longer be legally enforced. Sometimes a debtor agrees to repay a debt because it is owed to a family member or because it represents an obligation to an individual for whom the debtor’s reputation is important, such as a family doctor. What can the debtor do if a creditor attempts to collect a discharged debt after the case is concluded? If a creditor attempts collection efforts on a discharged debt, the debtor can file a motion

a discharged debt. A creditor can be sanctioned by the court for violating the discharge injunction. The normal sanction for violating the discharge injunction is civil contempt, which is often punishable by a fine. Considered together, the damage to the poor is undeniable. City Council is on vacation and bureaucrats rarely question their own judgment, so it just may be that the right questions will never be asked – and our 27% poverty rate may swell to 30% or higher. Nothing swept under the rug actually disappears. Indeed, unattended problems tend to fester until attention is demanded That’s not an optimal process, but that may be what’s required to effectively refocus city government on fighting poverty.

Which is why this guy was nominated for this court by this president. In this case, the maximum eligible income is $105,000. This sort of housing is being sponsored by city government in East Poplar, North Philadelphia and is likely to spread to other neighborhoods. But the inarguable fact is a household pulling in $105,000 annually should be able to buy a $250,000 house without a lick of help from taxpayers. Yet another significant policy shift that negatively impacts our poor can be found in the Mayor’s Office of Adult Education, formerly the Mayor’s Commission on Literacy. In its original incarnation, its mission was to

teach adult Philadelphians to read. As there are very few illiterates among the middle and upper incomes of our city, this vital service was being delivered to our poorest neighbors. In 2016, the Mayor’s Commission on Literacy was renamed and now additionally provides career information and a four-week course in bicycle riding and digital literacy. In 2011, the office had a budget of $1 million. Today, that figure is virtually unchanged, but a radically diminished portion is going to the illiterate poor. It’s also worth mentioning the departed and disgraced former head of the Philadelphia Housing Authority, Carl R. Greene. Of the many sins laid at Greene’s feet, one was his decision to build upscale, almost lovely, units for the poor. While his aims may have been admirable, the dramatic increase in
