Editor’s Foreword
Well…. That was a stretch, wasn’t it! Why is it that January always feels so long and drawn out? It is often said that January is the ‘longest month of the year’ which, of course, we know is not true. In fact 7 other months of the year are just as long. This we know. It is indisputable fact. That doesn’t make a difference to the human brain though, which tells many (if not most, if not all) of us that January most definitely feels longer than any of its annually recurring brethren or sistren. One scientific theory is that this effect is caused by a ‘dopamine clock’. This suggests that stimulation by events and happenings in fun-packed December triggers our brains to reward us with a hit of dopamine, which in turn speeds up our internal clock and gives us the perception that time is going faster. Poor January, by comparison, has little to offer for most people and so our dopaminestarved clocks go back to normal, leaving us to feel time stretching out before us. Of course, there are also the short days and long nights to alter our perception of time. A huge part of our perception is how we think of something in the first place. We seem to have universally accepted that false fact that January is particularly long, and so we apply that facet to our memories of January as well as subconsciously paying attention to the ‘slow’ passing of time in January to confirm our ready made assumption. We’re a funny lot, humans, eh? Not only does January have action-packed December to compete against, but its direct neighbour on the other side is none other than gone in a flash February! February, for me, counts the passing of my own years and, despite January having dragged its feet, reminds me that every single month is flying by faster than my hair can turn grey. For many small businesses and tradespeople, January is like holding your breath and treading water at the same time. Considering how brief the Christmas break is for many, we do seem to collectively sit on the edge of the bed, stretching, for much of that first month, and those four and a half weeks of quiet phones and slim wallets can look like the new normal. As you’ll see in this month’s mag, our Senedd and Local Authorities are trying their best to provide support for businesses that have been struggling through the effects of the pandemic. As a community, too, we can help by supporting our local businesses where we can. Money spent within our community yields so much more benefit for us all than money spent with outside businesses. Anyway, how does that song go again? Oh yes! “Another day older and deeper in….”

WELSH GOVERNMENT BUDGET ENABLES COUNCIL TAX FREEZE AND INVESTMENT IN LOCAL SERVICES
NPT Council’s Cabinet will meet on 5th January 2022 to consider its budget strategy for 2022/23. More than ten years of government imposed austerity has seen all councils having to take difficult decisions to cut services to balance the books whilst also trying to keep council tax increases as low as possible. Now, the 8.8% increase in the Revenue Support Grant and financial support for the pandemic response given by Welsh Government will enable the council to adopt a different approach. The financial position will also enable the council to respond to what residents and local businesses have said is important to them during the recent Let’s Talk campaign. Amongst proposals to be considered by the Cabinet is a freeze on council tax for the next 12 months in recognition of the financial hardship being experienced by many households across the county borough. The proposed budget strategy also sets out a package of investments that will: • Increase support for schools to further improve standards of education across the county borough and to provide more support for pupils with additional learning needs; • Provide additional support for the wellbeing of children and young people to help them deal with the impact of the pandemic; • Support for the social care workforce, including provision to ensure social care workers receive at least the Real Living Wage. The number of local area co-ordinators will also increase to strengthen support for vulnerable people across the county borough and links with the voluntary sector; • Enable an increase in the council’s neighbourhood teams as part of a drive to ‘catch up, clean up and green up’ towns and villages; • Extend digital services to make it easier for people to get the information and services they need; • Increase capacity to work with inward investors and to help local businesses and local people benefit from the new jobs being created in the county borough; • Enable greater focus to be given to protecting the environment, contributing to the government response to the climate and nature emergencies; • Enabling more priority to be given to the Welsh language, local heritage and culture The budget was due to be consulted on for a four-week period commencing 5th January 2022.

THE QUEEN’S PLATINUM JUBILEE CELEBRATIONS
Powys County Council is inviting communities to apply for road closures, free of charge, to allow them to hold communal street parties in celebration of the Queen’s Platinum Jubilee in June. The Queen’s Platinum Jubilee celebrations are happening between 2 - 5 June 2022 with an extended bank holiday weekend providing the opportunities for communities to come together to celebrate this historic milestone. During the four-day weekend, local people are being invited to run their own street parties and host a ‘Big Jubilee Lunch’ to reignite the great British community spirit and mark this momentous occasion. Lasting Powers of Attorney - The Dangers of DIY Lasting Powers of Attorney are powerful legal documents that allow a person (Donor) to appoint trusted individuals to make important decisions about their Health and Welfare and Property and Financial Affairs on their behalf, in the event of a loss of mental capacity through an accident or illness such as dementia.

In May 2014, the Government’s Office of the Public Guardian (OPG) launched its online LPA tool, which it claims allows people to create the documents without the need for professional advice from a Solicitor. However, there is a risk that anyone creating Lasting Powers of Attorney without taking specialist legal advice faces the risk of being left with an ineffective document, which may result in additional application fees to correct any errors, and even becoming a victim of fraud or coercion.

The prospect of being able to submit an application for Lasting Powers of Attorney entirely digitally is extremely concerning, and raises some serious questions around the potential for fraud and financial abuse.

It is recommended that anyone wanting to make Lasting Powers of Attorney meet with a Solicitor to discuss their requirements in making the document. A Solicitor will be able to advise on the drafting of the document and can discuss any additional clauses regarding instructions, preferences and permissions about how and by whom a Donor’s affairs are managed. After a fairly lenient January, the focus shifts as in previous years to February to provide any seasonal blast of wintry weather. However, whereas some snow, ice, and generally cold conditions are naturally to be expected, their impact on the month does not look to be a significant or sustained one. We can expect a mix of rain/sleet/and snow at lower levels, with probably anything of any more serious wintry substance confined to higher ground. With mild temperatures seemingly operating for much of February, any rain will stay mostly as rain, and the risk of overnight frost activity duly kept largely to a minimum. A fair amount of dry days likely throughout the month with some late winter sunshine to accompany them, but all in all, the month looks unlikely to provide any major snow event. FREE ENHANCED MOTORCYCLIST RIDER SCHEME
Motorcyclists are invited to sign up to a free enhanced riders training course to help improve their riding skills and the safety of Powys roads. Powys County Council’s Road Safety team are providing these courses free of charge to any motorcyclists who live in Powys or use Powys’ roads, with funding from the Welsh Government. The Driver and Vehicle Standards Agency (DVSA) Enhanced Rider Scheme is suitable for full motorbike licence holders who want to improve their riding skills, for those returning to riding after a break, riders who have just passed their test, people upgrading to a more powerful motorcycle and/or those who want to check their riding standard. The course consists of a short online theory session and a half-day practical on-road session (on a weekend) with an experienced trainer. There is no test, but riding will be assessed, and appropriate training given to each participant who, all being well, will receive a DVSA certificate of competence on completion of the scheme. Dates for the South Powys courses are Thursday 10 February - online theory session, evening Saturday 12 & Sunday 13 February - practical half-days (1 per group). LAUREL AND HARDY - A TRUE STORY This is a true story that took place a few years ago in Neath...the film called “Stan and Ollie “ was being shown in the old Neath Gwyn Hall - now a cinema complex. Yvonne wasn’t as keen as I was to see a film about Laurel and Hardy, so I went by myself. I thoroughly enjoyed the film which centred on their last visit to Britain in 1953. They were quite old by now and had some old age problems. The film was brilliant, and the two actors represented them perfectly. It was a combination of comedy and pathos- a mixture of laughs and very sad moments. On the way out of the cinema I spoke to a young couple in their 20s and asked them if they enjoyed the film. They said they were big fans of the comedy duo, and really enjoyed the experience. I asked them if they had time to listen to a story relating to Laurel and Hardy - they said yes. The duo also toured Britain in the year prior to the film – in 1952. On September 22nd. 1952 my grandmother took me to the old Swansea Empire Theatre, and I saw Laurel and Hardy live on the stage in Swansea. They were thrilled and said it had made their day to meet someone who watched them perform live on stage. As they said goodbye the lad turned to me and said, “Bloody Hell, you must be really old.” I said “Yes”. The duo stayed in Swansea and took rooms in the old Mackworth Hotel... at that time it was quite a posh hotel in Swansea. They were often seen on one of the old balconies waving to the people who were passing. In 1961 we had our wedding reception in the Mackworth Hotel. We found the receipt recently for the wedding reception - 61 guests, the wedding cake, drinks for toasts, the complete meal and the cost of hiring a large room plus the staff on duty. It cost us £60.00 in total! The hotel was demolished in 1971 – our wedding must have bankrupted them!! The old Swansea Empire was demolished in 1960. We saw some brilliant acts there over many years. We went to my cousin’s 90th birthday bash last year – she lives in Cwmbwrla and was my Nan’s niece. I was asked to say a few words and started by asking Joyce “If anyone has said you were really old?” Needless to say, she said “no”. “Well, “ I said “I was recently told that I must be really old if I saw Laurel and Hardy live on the stage in Swansea.“ I then told them the story about my visit to the cinema in Neath.

ANOTHER ROUND OF FUNDING TO HELP IMPACTED BUSINESSES

A further package of financial support is available for impacted retail, hospitality, leisure, tourism, and their supply chain businesses. The Welsh Government’s Economic Resilience Fund (ERF) is providing eligible businesses with an additional cash boost to help them through the economic consequences of the Covid-19 restrictions introduced on December 26 and scheduled to run to February 14. Powys County Council will be responsible for getting the funds to businesses within Powys. Businesses that have a commercial property in Powys can receive grants of either £2,000, £4,000 or £6,000, depending on their rateable value. Powys supply chain businesses will also be eligible for this support if they suffered a 40% reduction or more in turnover during the restriction period. Businesses must be on the council’s Business Rates list from 1 September 2021 and occupied on 30 November 2021 to qualify. Application have been accepted since 13th January 2022. Also, businesses that operate from Powys but don’t have a commercial property can also apply for a grant from week commencing 17th January 2022. Any impacted retail, hospitality, leisure, tourism can apply or a supply chain business that has experienced a drop of 40% or more can apply for the discretionary grant. Grants of £500 or £2000 are available depending on the number of employees the business has. Following the announcement Cllr Aled Davies, Deputy Leader and Cabinet Member for Finance, said: “We welcome the news of more financial support for Powys businesses at what is an increasingly challenging time for them.” “Powys County Council has paid out well over £80m in financial support during the pandemic, and we have funding of around £7million in the latest grant scheme.” “We have to follow strict guidance given to us by Welsh Government when making the payments, so businesses will have to follow an application process.” Further information and guidance on the grants can be found on the council’s website www.powys.gov. uk/coronavirus/helpforbusinesses

FILMING BEGINS IN THE BLACK MOUNTAINS
An independent film production began shooting in the Black Mountains this January. Confession Day is dark mystery thriller set in a 1950s coal mining community and will make use of the stunning landscape of Gospel Pass and the historic Church of St Mary the Virgin, Capely-finn. The short period piece will mark the directorial debut of Bristol filmmaker Ben Hooton and feature a largely Welsh cast. The Monmouth Male Voice Choir will be lending their voices in the key funeral scene.
Short independent films are very rare due to the costs involved in making them happen, Cardiff based producer Matt Ashwell looks forward to the challenge: ‘Every detail from costume to vehicle hire, and in this case the set building of an authentic 1950s cottage kitchen diner, has to be carefully considered to make sure we are representing the period as accurately as possible. I’m really excited to dive in to the 1950s Valleys mining community as my grandparents brought my father up near where we’re shooting and would probably have been to similar funerals to the one in the film.’ The production team have launched a crowdfunding campaign to help raise the final funds. COUNCIL STRENGTHENS FRONT LINE TEAM TO SUPPORT MORE VULNERABLE PEOPLE Neath Port Talbot Council has made an early start in delivering its ‘Recover, Reset, Renew’ agenda by strengthening a key front line community team that supports people who are going through a difficult time in their life. The eight new Local Area Coordinators will join an existing team of six to help support more people and communities across the county borough. Local Area Coordinators work with those who are at risk of going through a crisis in their life or help people recover if a crisis has already happened. Including people who are elderly, people with physical or mental disabilities, or people who feel isolated. They work with anyone who needs support, ‘walking alongside’ and helping them to find communitybased, solutions instead of relying on health or social care services. There is no formal referral system and residents can contact their Local Area Coordinator directly, or be introduced by friends, family, neighbours, statutory services or community organisations. Support is not time limited but seeks to avoid dependency and is tailored to a person’s needs. In addition to supporting individual people, Local Area Coordinators work directly with community organisations and voluntary groups to enhance community-based support, reducing the reliance on more traditional services. Councillor Peter Richards, Neath Port Talbot Council’s Cabinet Member for Adult Social Services and Health, said: “Local Area Coordinators play a key role in helping vulnerable people in the community, and I am delighted we have been able to expand this team. “They offer help to people at an early stage to avoid them needing more intensive support from health or social services at a later stage. ‘TICK – TOCK’ INTERPRETATION PANEL The Ystradgynlais Heritage Society has erected a further interpretation panel in the area outlining the industrial heritage of the town. The new panel gives a brief overview of the story of the Tick-Tock Clock and Watch factories at Glanrhyd. The 3’ by 2’ lectern style panel is located on the path leading from the car park of The Clockworks pub/restaurant to its main entrance. The panel provides a brief account of the manufacturing history of the factory using photographs and bilingual text.
The factory was constructed for the Anglo Celtic Watch Company in 1946 and was officially opened on 15th March 1947 by the Rt Hon Hugh Dalton, Chancellor of the Exchequer. In 1949 the Enfield Clock Company transferred to the adjacent site from London. The factories employed almost two thousand people from the Swansea, Amman and Dulais Valleys. Clock and watch manufacture at the site ceased in 1980 when Smiths Motor Accessories (Vehicle Instrumentation) took over the site. In 1983 the business was sold to Lucas Industries who, in 1999 transferred production to Poland. The two factories were demolished in 2012 and a supermarket and public house constructed on the site. The Society acknowledges the assistance it has received in the preparation of the panel from Paul Sambrook, Jenny Hall and Phil Wait of Trysor, Mr. Mansel Jones, author of ‘The Heritage of Smiths/Ingersoll Watches and Clocks, Gurnos Works, Swansea, the ‘Tick-Tock’’ who worked at the site. Thanks also to Ystradgynlais Town Council for their financial support for this project and to Marstons Brewery for granting permission to locate the panel on their site. COUNCIL’S SUCCESSFUL £499,000 FUNDING BID FOR PILOT PROJECT TO SUPPORT YOUNG PEOPLE
Neath Port Talbot Council has successfully bid for funding for a pilot project to support young people with their wellbeing and the progression into employment, education and training.

The £499,000 pilot will be led by the Council’s Youth Service Team and will be available to 11 to 25-yearolds living in Neath Port Talbot. The initial six-month project has already started, with plans to extend the length of the project pending further funding. The project will provide support in four ways including: • Wellbeing support - Ways to strengthen and improve the emotional and mental wellbeing of young people supported by the Council’s Wellbeing Team. • Alternative curriculum and re-engagement programmes – The Council’s Skills & Training service will be identifying and supporting pupils return to formal education following the disruption from the COVID pandemic. • Career identification and work experience - Working alongside Careers Wales to help young people to choose a career pathway and identify suitable work experience opportunities. • Removing barriers – The Youth Service will be helping young people by removing any barriers and addressing any skills they need to progress their careers. Plus, they will provide support and guidance through trained youth workers to help young people to progress on their journey into employment, education or training. Councillor Peter Rees, Neath Port Talbot Council’s Cabinet Member for Education, Skills and Culture, said: “Keeping young people engaged in their learning is vital to avoid the risk of them failing to enter education, employment or training – especially during the COVID pandemic. “This pilot project will ensure they are given the support and guidance they need, not only for their education but also for their wellbeing. “As a council, we are committed to giving every young person the best start in life so they can be the best they can be.” This project is funded by the UK Government through the UK Community Renewal Fund.

DRIVER THEORY REFRESHER WORKSHOPS AVAILABLE FOR MATURE DRIVERS Are you aged over 65 and living in Powys? Mature drivers are being given the opportunity to revise and improve their road knowledge by taking advantage of a free, online driver theory course, organised by the county council. Powys County Council’s Road Safety Unit will be holding its Driver Theory Refresher workshop on the following days:
Wednesday 16th February 2022 Wednesday 16th March 2022 The course is a two hour, online informal workshop designed to update your knowledge of the road in an ever-changing environment, thus helping improve your driving skills and keep you driving safely. The course includes ‘The Fatal Five’; what to do when encountering vulnerable road users such as motor and pedal cyclists, and equestrians, eyesight requirements, medication and alcohol laws, what to do in the event of an accident, and much more. Attendees will also be given information and contact details about going on one of the free, one hour ‘Drive-On’ assessments with a local ADI (Advanced Driving Instructor). Cllr Heulwen Hulme, Cabinet Member for Highways, said: “Ensuring that our roads are safe is hugely important for our county. I would urge mature drivers across Powys to take advantage of this fantastic scheme. VISITOR: LONG-TAILED TIT WELSH NAME: TITW CYNFFON HIR During February these pretty little birds will be looking for a mate and setting up their territories for breeding. They’ll begin building their nests in late March, and these can take up to three weeks to complete due to their intricate nature. While gathering materials for their new abode, a pair of Long-tailed Tits will fly an astounding 600 - 700 miles, and the nest itself may contain as many as 2,300 feathers! Their dome shaped nests are delicate, and are made from moss, woven together with spider webs and hair, lined with feathers and camouflaged with lichens. Quite a masterpiece - little wonder they can take so long to build! While being true tits, the Long-tailed is only distantly related to the more familiar Great or Blue Tit. Their body is small and round, fuzzily coloured black, white and pink and, of course, that long tail. The birds are highly sociable and can usually be seen in groups of extended family from 5 to 20 individuals. Studies show that their numbers are healthy, although they are less common in these parts than in the rest of Britain. They feed mainly on insects, but you may entice them into your garden with peanuts, fats, bread crumbs or finely grated cheese. Their acrobat skills are a joy to see! February is an ideal time to see them due to the scarcity of their natural prey.

The sharp rise in Internet and online scams and frauds over the past few years has been shocking. Recent bereavement can leave any one of us more vulnerable than usual and, sadly, there are many merciless characters out there willing to take advantage of that situation. Occasionally I come across customers who either have or are thinking about buying a memorial over the internet. To some, it may appear that the internet is an ideal place for the purchase of a memorial. The prices quoted as headlines often seem ridiculously low and the seller will travel to any part of the UK and do all of the administration for you. Unfortunately experience shows this to be far from the reality for many customers all over the country. In my previous role as Development Officer for an industry body, I had to deal with a company who took deposits from 176 customers right across the UK. The deposits amounted to over £220,000! We were able to put all of these people in touch with each other so that they were able to fight for compensation. This is not to imply that every internet company would act this way, but it is certainly worth being aware that if a company has their base, say, in Lincolnshire, it is highly unlikely that they would want to visit your memorial to touch up some gilding or make some adjustment to the line. Complaints on situations such as this were dealt with frequently. It is always worth knowing who is making and installing your memorial. Is it the person who is selling you the memorial, or a sub-contractor? Remember – your contract is with the seller, not the subcontractor. Make sure the seller knows what they’re talking about. Is your memorial being made locally, or in some remote location and then transported to the grave? If the price is low, why? Is the memorial of the same size as existing memorials on that plot? Is the granite of sufficiently good quality? Lastly, local regulations often vary from cemetery to cemetery. Whenever I work in a new area I have to take some time to understand the requirements of each cemetery. Sadly I have to deal with burial authorities, and customers, whose memorials were either fixed against the local regulations or even refused entry to the cemetery on too many occasions! Remember – if it seems too good to be true, it probably is. There’s a lot to be said for the employ of a local tradesperson you can readily contact and place your trust in, and reputation is important for traders in their own localities.

‘BOOKS ABOUT CANCER’ AVAILABLE TO BORROW FROM POWYS LIBRARIES

Powys residents living with or caring for a loved one with cancer are now able to borrow a selection of books recommended by Macmillan professionals from the county’s library service. Four sets of 50 books have been purchased thanks to a grant from Powys Teaching Health Board’s Charitable Fund to the Improving the Cancer Journey (ICJ) in Powys programme. The list includes factual books about cancer plus some about people’s experience of living with cancer. Residents can search and request a book from the online library catalogue available at https://en.powys.gov.uk/libcat or by popping into their local branch and asking or picking up a leaflet which lists all the titles. The Books About Cancer project forms part of the Improving the Cancer Journey in Powys (ICJ) programme which is a partnership between Macmillan Cancer Support, Powys County Council and Powys Teaching Health Board. ICJ Programme Lead Meinir Morgan explains: “The focus of the ICJ Powys programme is to better support our residents by offering what’s called a holistic needs assessment so they can discuss and identify their key concerns following a cancer diagnosis and get support at a local level. This might include things like advice about benefits, when to return to work, access to a local group or a befriending service or help with shopping or care needs. Our books about cancer might also provide a helpful reference for someone living with cancer including family, friends or carers.” Jeremy Tuck, Assistant Medical Director at Powys Teaching Health Board said: “In a rural county like ours with no district general hospital, the vast majority of residents have to travel out of Powys to receive their diagnosis and treatment and we know that many feel isolated and unsure where to go for help on their return home. Thanks to the donations made by patients to our Charitable Fund, we’ve been able to source and secure 200 books rubber stamped for quality and reliability by Macmillan. They provide a welcome extra resource for people living with cancer or family members to borrow as and when they wish to do so.” Councillor Rachel Powell, Cabinet Member for Powys Libraries said: “Powys Libraries are really pleased to be able to work with the ICJ in Powys programme to stock a range of books about cancer which are now on our shelves and freely available for anyone who needs them. Reading can provide both a source of comfort or inspiration, but also very factual and relevant information which may be helpful for people living with cancer. Over time we hope these books prove to be a welcome and well-used resource.” Two Welsh books were also sourced by the programme team and Library Service which have not been reviewed by Macmillan but might be welcomed by those who first language is Welsh. I am not sure how, but I have lost all my confidence…I worry about things all the time, I don’t have a social life and can’t believe that I have become so boring to be around. I get anxious if I have to make a telephone call or if friends call round to ask me to go out. I make a lot of excuses because I can’t face it. I get by in my job and spend my evenings on the internet or watching TV. I keep waking up as I can’t stop thinking that I am not normal and there must be something wrong with me. The worst part is that I can’t seem to get round to doing anything about it. I live with my 2 cats which I inherited with the house when my mother passed away a few years ago. My only brother lives in Scotland and I haven’t seen him for ages. My life is boring I don’t think I was always like this…. Now I am just a boring middle aged man. I don’t suppose hypnotherapy would work for me? Charlie Dear Charlie I am very sorry that you feel you have lost confidence and are bored with life at the moment. What you describe doesn’t sound that strange to me at all. Many people lose confidence at some stage in their life. For some, it is prompted by a sudden life event, change or a shock which has never been dealt with. For others this could have happened years ago way back into childhood. Sometimes people don’t realise that their current patterns of thinking, feeling and behaving may have built up gradually over time. You mention your mother passed away a few years ago and I am not sure if you may still be grieving your loss? I see many people who are grieving parents, partners or close friends and pets years after the event.

It is worth mentioning the impacts of Covid during the past 2 years and the changes to our lives we have all had to incorporate. For some, the changes have proved to be positive, for others a more negative experience, and for some people it has reinforced unhealthy habits and routines.
I see these issues on a regular basis when helping people to build up their confidence and self- esteem. Good hearty stuff this! Despite its summery, Mediterranean flavours, it’s enough of a bowlful to see off the winter blues and keep you warm and satisfied. Slow cooker or oven, whichever is most convenient
INGREDIENTS (serves 6) For the Chicken: 2 Tbsp Olive Oil 1 Red Onion, sliced 1 Plump Clove of Garlic 12 Bone-In Chicken Thighs, skins off 225g Whole Chorizo, choose the picante variety for maximum flavour 3 Mixed Peppers, cut into chunks 150g Green Olives (stuffed is fine) 300ml Dry White Wine 400ml Chicken Stock 1 Tbsp Tomato Puree 200g Tomato Passata Fresh Parsley to serve
If casseroling, 1 hour at 170C should do it (always check your chicken before serving). In a slow cooker, 3 and a half to 4 hours on high is perfect.
For the potatoes: 1 Tbsp Olive Oil 800g Potatoes, peeled, cubed to 1cm 3 Tbsp Tomato Puree 1 tsp Smoked Paprika 2 Tbsp Tomato Passata Salt to taste
Heat the oil in a saute pan over a medium heat then add the potatoes, stirring to coat in the oil.
