Editor’s Foreword The more time goes on, the more apparent the gulf between the modern and grown-up politics of the devolved governments and the farcical extension of public school corridors that is Westminster. Take today, for instance (as I write this, of course). The Senedd has just announced funding to allow every child in Wales to borrow and learn a musical instrument. I know that some reading this will claim that this is a waste of money when there are more pressing issues, but they’d be wrong. The creative arts are not only necessary but essential to us all, even those that believe they don’t appreciate them. As a former musician myself, I was fortunate to try many instruments during childhood, mostly through loaned instruments from school. While I enjoyed all of them, and had a fairly obvious musical bent, I learned that the voice was the instrument that I had the greatest affinity with. There is nothing wrong with trying something and then deciding it’s not for you. Kids need to learn that. Even beyond that, for those that stick with learning an instrument the benefits are far more than just learning something new, and the identified benefits are both intellectual, educational, and emotional. These effects have been identified as being even more pronounced in children from deprived backgrounds. The recognition of arts as an essential and inherent part of our make up is, of course, strong in Welsh culture and traditions. If we are honest with ourselves, even those who would complain about money being spent on artistic endeavours listen, watch, read or play with artistic output on some level. None of us are immune. That flashy car you bought? Do you think the designer pursued a career in design for financial purposes? I’ll bet you that he sees his output as an art. While the generic term ‘art’ can be difficult to identify, I think of it as the satisfaction one gets from any creative output. Many tradesmen, quite rightly, will think of their best work as ‘a work of art’. Art can quite literally be anything. It’s the result of a feeling. The Senedd’s actions show, once more, that when it comes to matters of well-being, they are not only willing to listen to the experts, they are willing to put in the funding to ensure it happens. This is not about political parties for me, but the general mindset in the Senedd among the main parties that their job is to serve their population. Compare that with the UK Government where, let us not forget, we are subjects – both to the Queen and the faux-Elite in general. The contrast is so stark that it’s difficult to imagine how vast swathes of the population don’t see it. Times do change, however, and next Winter seems set to test the strongest mettle amongst us unless the oafs in government decide to put their greed aside and adopt an attitude closer to that of the devolved assemblies. Snowballs and hell come to mind. Even as the dust of the pandemic appears to settle, I get the feeling that this decade is not done with us yet...

REPORT ILLEGAL PUPPY BREEDING TO CRIMESTOPPERS Residents and businesses are being urged to speak up about illegal puppy breeding and report it anonymously to Crimestoppers. Trading Standards Wales and the charity Crimestoppers have joined forces to provide a service that enables members of the public to anonymously provide valuable information that can help tackle illegal puppy breeding. It is the latest issue that the two organisations are working on to encourage members of the public to provide information on concerns they might have, 100% anonymously. Judith Parry, Chair of Trading Standards Wales, said: “We’re delighted to be working with Crimestoppers and giving members of the public a way to report these crimes anonymously. “Unlicensed dog breeders do not have to follow the rules and will not be subjected to welfare inspections by the Local Authority. Such businesses are known as Illegal Breeders or Puppy Farmers. “This leads to dogs being exploited by criminal gangs to make, and launder, money.” There are several signs to spot when it comes to illegal puppy breeding: • They may keep their puppies in awful conditions • They may not ensure the animals welfare • They may have poorly socialised dogs and puppies • They may overbreed from their dogs If you are concerned or suspicious of illegal dog breeding in your area, then report it to Crimestoppers on 0800 555 111 or visit http://crimestoppers-uk.org and tell them what you know. You’ll stay 100% anonymous. Always, “Your information will help us tackle illegal puppy breeding in Wales and will help stop animals suffering in silence,” said Judith Parry. Planning your funeral Planning your funeral service and paying in advance is becoming more attractive than ever due to the increasing costs associated with arranging a funeral. Putting a plan in place and paying for it in advance gives you the comfort of knowing that your loved ones are protected from the financial burden of paying for and arranging your funeral at what is often a very stressful time. A pre-paid funeral plan allows you to make arrangements for how you wnat yor funeral to be conducted, ensures your wishes are carried out and allows you to pay for this in advance of your death. Your family will not have to then make any arrangements and will only have to pay for any extras. The cost of the plan may be paid for in one lump sum or alternatively in monthly instalments giving you the flexibility to decide on the most suitable method of payment. Good reasons to take out a funeral plan • Allows you to choose every aspect of your funeral from the venue to the music. • Your executor or next of kin do not have to worry about aranging th efuneral or making decisions about what you might want.
We advise on: • Long Term Care and Fees • Wills • Powers of Attorney • Tax Advice • Buying and Selling a Property • Court of Protection Applications • Probate and Estate Administration
• Your funeral costs are met without burdening your loved ones. • Trusts • A funeral plan is secure and guaranteed and you will not be paying over the odds for a funeral. At Jennifer Melly Law we advise our clients to consider planning for funeral when preparing wills or planning for the future and it is a comfort to them to know that their wishes will be carried out and that their families will not have the burden of dealing with this after their days. Jennifer Melly law can assist with arranging inflation proofed funeral plans which will safeguard you from any future rises in cost. We can meet with you, discuss your options and assist you to complete the necessary documentation to put a plan in place. You can decide whether to pay us for our advice, or alternatively the cost can be met from the plan itself. For more information regarding arranging a funeral plan, contact Jennifer Melly Law today on 01639 630057

FOR JUNE 2022
Photograph by Jeanine Bishopp. If you’d like to see your photo on The Weather Outlook send it to phil@communitymag.co.uk
Ystradgynlais Psychotherapy Working with you on Anxiety, Low Mood, Identity and Self Understanding
by Jonathan Powell, Swansea Sound Weatherman
After some lengthy periods of dry, sunny, and at times warm weather during the month of May, whilst some of the warmth will remain, June itself does look somewhat unsettled. With various high and low pressure systems jostling for position during the first month of summer, a rather mixed June looks likely with showers or longer spells of rain to be expected. However, whilst 'flaming June' might be out of the question, at least for the most part, there will still be some shortened runs of dry, fine, and warm to possibly very warm weather accompanied by blue, cloudless skies. That said, the Atlantic doesn't appear to be allowing any high pressure system time to really anchor down and establish a lengthy settled pattern and therefore, we can expect some cooler, cloudier, and wetter conditions. June will return the average for the amount of precipitation, with temperatures on or above the average. Jonathan Powell, Tuesday, May 10th, 2022

SUPPORT PAYMENT FOR UNPAID CARERS A one-off £500 payment is available to all eligible unpaid carers in Wales who were in receipt of Carers Allowance on 31 March 2022. The payment is being made in recognition of the increased financial pressures many unpaid carers have experienced during the pandemic, and to help with some of the additional costs they have incurred. The payment is targeted towards those individuals who care for someone for at least 35 hours a week and in receipt of Carers Allowance. Individuals are not eligible for the payment if: they have an underlying entitlement to Carers Allowance but do not receive a payment because they are in receipt of another benefit at the same or higher rate; or they only receive a carer premium within a means tested benefit. If you believe you may qualify for this support, you can submit a claim through this website from 9am on 16 May 2022. All registration forms must be received before 5pm on 15 July 2022. Payments for successful claims will be made from June through to the end of September 2022. Please note, you should register with the Council where you live, not the Council where the person you care for lives (if it is different). To apply for the payment online visit https://www.npt.gov.uk/carerpayment

YSTRADGYNLAIS DISTRICT HERITAGE AND LANGUAGE SOCIETY
CYMDEITHAS TREFTADAETH AC IAITH ARDAL YSTRADGYNLAIS
Brecknock's Heritage through 100 Sacred Places From pre-historic stone circles to Victorian Chapels, local history groups have picked one hundred sites to visit in a new book 'Sacred Places'. Each has a short description, a colour photograph and location details. Editor Alison Noble asks, "Do you know about St. David's Old Parish Church near Llanwrtyd Wells, whose location is reputed to have been chosen by St. David himself? Have your visited the Arts and Crafts church of St. Cadmarch in Llangammarch, or the effigy of Matilda in St Mary's, Hay-on-Wye?" In his introduction, Mike Williams, local author and editor, gives an introduction to how Christianity spread through Wales explaining the origin of village names and the unique dedication of churches in Breconshire. As members of Brecknock History Forum, thirteen different groups from Ystradgynlais in the south to Builth Wells in the north, have described some of their favourite, often less well-known places, all worth a visit. 'Sacred Places -exploring the rich history of worship in the landscape of Breconshire' will be for sale in Tourist Information Centres and book shops around the county, and also from local history groups. It will also be available in local libraries. The Brecknock History Forum is grateful for support from the Brecon Beacons National Park Sustainable Development Fund and the Usk Valley Trust.

FUNDING FOR MUSIC EDUCATION TREBLED TO THE TUNE OF £13.5M
Every child will have the opportunity to benefit from music education as part of the Welsh Government’s plans for a national music service, which will help ensure no child misses out due to a lack of means. As the National Plan for Music Education is published, the Minister for Education has confirmed funding will be trebled, with £13.5m being invested over the next three years. The plan will make access to music education fairer and more consistent across Wales, with a particular focus on learners from low-income households and those with Additional Learning Needs. Support will be available for children and young people to access and progress with music tuition, with learners from disadvantaged and under-represented groups supported to join music ensembles. The plan includes a number of key work programmes such as: • A review on music tutors’ terms and conditions, to ensure they are treated equitably and are recognised properly. • A ‘First Experiences’ programme to offer children in primary schools a minimum of half a term of musical instrument taster sessions, delivered by trained and skilled music practitioners. •
A ‘Making Music with Others’ initiative, including opportunities for children and young people in secondary schools to gain industry experience through working alongside musicians and creative industries.
• A new national instrument and equipment library to support access to a resource bank to be shared across Wales. These programmes will be rolled out from September 2022, supporting schools and settings to give all children and young people from the ages of 3 to 16 the opportunity to learn to play an instrument as well as singing and making music in our schools and our communities. The National Music Service will operate as a ‘hub’, with the Welsh Local Government Association coordinating the Music Service’s programmes with a wide range of organisations. It will help schools and settings in their delivery of the Curriculum for Wales and provide more diverse opportunities for children and young people to experience music outside schools and settings. First Minister of Wales, Mark Drakeford and the Minister for Education and Welsh Language, Jeremy Miles, visited St Joseph’s Cathedral Primary School in Swansea to see a cluster of primary school children taking part in a ‘Play Along’ session led by Swansea Music Service. First Minister Mark Drakeford said “The establishment of a National Music Service for Wales is an important commitment in our Programme for Government and I’m delighted that we are delivering on this pledge.
38
Learning an instrument was a formative part of my upbringing and a lack of money should not be a barrier to any young person who wants to learn to play music. We are fortunate in Wales to have a strong tradition of school, county and national ensembles, and we want to make sure that our children and young people are able to play a full part in these. This funding will support music services in schools and within the community to help nurture our young musical talent.”

I am often asked about the re-fixing of unsafe or unstable memorials. It can be a sensitive subject when the memorial of a loved one needs repair, particularly if the matter has been raised by the burial authority, church or chapel where the grave is sited. It’s important to point out that these authorities are legally responsible to take reasonable steps to ensure that the memorials in their cemeteries are not a risk to the public. In respect of Health & Safety legislation they are obliged to carry out regular safety inspections and ensure the safety of cemetery users. When a memorial needs re-fixing we always ensure that its foundation is in line with current regulations. It is vitally important that a correctly fitted ground anchor is in place. We also re-dowel the headstone in line with current standards. Finally, we always bolt the base of the memorial to the foundation if possible to ensure that the joint cannot fail in years to come. All memorials must meet with British Standard 8415. If you have a memorial that is causing you, or the relevant burial authority, concern please get in touch and we will be happy to give you a free inspection and quotation on any necessary repair work.

YOUNG NEATH PORT TALBOT SINGERS RAISE THEIR VOICES TO RAISE MONEY FOR UKRAINE
Young singers from Neath Port Talbot schools are starring in a video of their inspirational cover of You’re the Voice, the song made famous by John Farnham.
The moving cover version by The Cerdd NPT Music Service and pupils from Neath Port Talbot schools was recorded at Cwmtawe Community School to raise money for humanitarian aid for Ukraine. Kirstie Roberts, a singer and singing teacher who works with the Cerdd NPT Music Service, along with colleagues, drove the project forward. She said: “Just a few weeks after hearing Ukraine had been invaded by Russia, feeling frustrated and helpless that more needed to be done, I wanted to raise money to send to the families and children struggling to survive under constant threat but had no idea where to start! “So, after not having sung together for two years due to the Covid pandemic, we gathered some of our talented and inspirational young singers in local schools together after deciding we could all help by raising voices, hearts and funds for the people of Ukraine. “In just three and a half weeks 60 singers, six string players and a four-piece band had to learn their parts before coming together with a camera man and sound engineer to perform it for the first time at Cwmtawe Community School. “The entire team had one chance to perform You’re the Voice and get it right and our Welsh children sang their hearts out for the children of Ukraine. Please watch this astonishing video and share as widely as you can. These children gave their time, passion and everything they had. If you can spare some time and money to help we would all be so grateful…as would the children in Ukraine. “I’m so delighted to finally share our GoFundMe link and YouTube video of our incredible and inspirational singers of Cerdd NPT Music, Neath Port Talbot, raising their voices, hearts and funds for the children of Ukraine.” The choral arrangement for the song was by Mark De-Lisser and the performance by the Cerdd NPT Music Service Choir was conducted by Kirstie Roberts The soloists were Tom Meo Ford, Moli Edwards, Emily Rees, Sophie Kneath, Holly Oakwell Jenkins, Alex Stockton and Bethan Nicholas-Thomas. Strings - Sharon Williams, Caroline Nicholas Thomas, Imogen Kent, Amy Marston, Laura Cotrell and Mia Verallo. The band was made up of Luke Evans, Andrew Coughlan, Ray Dizon and Luke Lockyer. String arrangement was by Luke Lockyer. Soloist Bethan Nicholas-Thomas is this year’s Neath Port Talbot Youth Mayor. Bethan is a member of the British Youth Council and the Youth Climate Ambassadors Group which campaigns to make changes for a healthier planet. The song was recorded and produced by Luke Evans with filming and editing by Christian Reason. Sunflowers for the recording were donated by Neath florist Stella Blooms. Many thanks go to Cerdd NPT Music Service staff and the pupils and staff from Cwmtawe Community School, Llangatwg School, Dwr-Y- Felin School, Cwm Brombil School, St Joseph’s Comprehensive School, Ysgol Gymraeg Ystalyfera Bro Dur and Neath College. VISITOR: SONG THRUSH WELSH NAME: BRONFRAITH June is the absolute peak of the breeding season for many species of bird, and the Thrush is no exception. Usually they will have two to four broods per year. Incubation of the eggs, and care for the young chicks is undertaken solely by the female, while the male concentrates his efforts on defending his territory. His defence is his song, which is made up of many phrases, often repeated 3 times. These phrases can contain human sounds such as alarms and phones. The pauses between the phrases allow him to listen for any answering males. Once the chicks have fledged, the male steps in and begins to take part in their upbringing. The pair will often separate the brood into smaller groups, each parent taking sole responsibility for their group. Whilst this mottled brown breasted bird bird is familiar to many of us, it has suffered a marked decline over past few decades, with the population falling by 50%. Having previously had a red conservation status, it is currently amber. It’s thought that the decline is, in the main, down to the change in habitat, and also the decrease of garden snails due to slug pellets, which heavily impacts the survival rate of newly fledged birds. While they once outnumbered the slightly larger blackbird in the UK, it is now estimated that the blackbird outnumbers them 12 to 1 in urban areas. On average, they live for 3 or 4 years, although the oldest known wild individual lived to almost 14 years old. They have a very high mortality rate, and only 20% of fledglings and 60% of adults will survive to the next breeding season. Some have suggested that Magpies are to blame for their decline, but data strongly disproves this theory. You could attract the Song Thrush with fallen seed, but their main diet will consist of invertibrates, fruit and berries. Around 35% of gardens can expect to catch a glimpse of these winged choristers.
FAVOURITE FACT:
It is the only British bird to have mastered cracking open a snail shell. 51

Mercury in your close partnership zone after the 13th gives you the support to go ahead. Capricorn – The new moon falls in your one to one relationship zone and means you make new contracts and commitments with people, or a new start in a close personal relationship. This will be like a breath of fresh air and give you a definite boost. You are even more sensible about money than usual, putting things in order. Changes and re-decorating or an extension at home will give you something to feel good about adding to the value of your property. Aquarius – The new moon falls in your daily routines zone at the end of the month and gives you the right attitude to implement healthy options, making the most of your day, increasing activity. You like to have good communication and a lively social life, this will increase and you will be more inclined to join groups, including family and work colleagues. Time spent will add to your ideas and help you plan for the future in a positive way. Pisces – Money and financial interests increase in the coming weeks, as new opportunities manifest. The full moon on the 14th in your career zone brings the start of something new or an expansion of what you are already working on. As Mercury and Venus enter your home zone on the 13th and 23rd of this month, you experience a harmonious atmosphere that helps you relax and be more creative. You also get plenty of support and understanding from people around you.

Need advice? Antonina is here to help! Dear Antonina I am writing to you regarding my teenage son as I am at the end of my rope! He is studying for his exams at the moment and is so stressed because he thinks he won’t get the grades to go to the University of his choice, that he has become unbearable to live with. He has always been easy to be around and has a happy nature normally, but now seems to have such a short fuse that he has turned into a teenage monster! He is angry and frustrated with the whole family all the time. He takes a lot out on his younger sister and is so rude to me and my wife that we can’t believe this is the same person. My wife and I are at the end of our tether as it is causing a lot of family rows. My wife thinks if he carries on like this he will end up having a meltdown and not be able to take the exams. At this late stage in the day can he be helped with hypnotherapy?
Paul
Dear Paul, I am sorry your son is so stressed and this is impacting so negatively on the whole family. However, I am glad you have written in with this issue, as it is an extremely stressful time of the year for many young people sitting exams. It is always worth doing a quick internet search on exam stress to get tips and advice which could be useful to you. It is also worth noting the past 2 years have left a lot of young people struggling during the school term/s and some find it difficult to stay motivated or find that they are in “fight, flight or freeze” mode when they feel under too much pressure. It is worth finding the right moment to have a chat with your son to see if you can discuss what he is experiencing, letting him know how this is impacting the family and seeing if there is anything you can do to help him. Finding out if there is anything else troubling him which may also be fuelling anger and frustrations so (if he is able to talk about it) you may be able to agree a best way forward. One option could be to ask the school what extra support may be available for your son. I find that many of the clients I help to overcome exam stress often have self-limiting beliefs that they will not make the grade and this will result in them not reaching their goals or dreams! Many also pile unrealistic and super-human expectations on themselves and some people think if they don’t do well that they are on the scrap heap! In today’s environment there are many more safety nets than there used to be: they can re-sit, take a year out, go to university or college at a later date, some do on the job training and remote learn or find a different way to meet their goals and find a different path into their chosen career. Some don’t really know what they want to do. It is never too late to seek the support for someone who is struggling with the exam stress you describe at this pressurised time. I help many people, both young and old, when preparing and undergoing exams, tests and interviews. Practical hypnotherapy techniques enable them to get a fresh perspective, take back control so that they can create the optimum learning strategies to handle these testing experiences as calmly as possible and give themselves the best chance to achieve their goal. I often find that a couple of intensive sessions can work wonders. I look forward to discussing with you and further with your son if he wishes to take up his free consultation.

POWYS COUNTY COUNCIL MAKES COMMITMENT TO ENDING MEN’S VIOLENCE AGAINST WOMEN
60
Delivering a plan to change the cultures that lead to abuse and violence, is among the actions that Powys County Council has committed to by becoming White Ribbon Accredited. It has also agreed to promote gender equality. The council is linking up with White Ribbon UK, which is part of the global White Ribbon movement seeking to end men’s violence against women, by making these pledges. Its plan for gaining accreditation includes a new Violence Against Women, Domestic Abuse and Sexual Violence Policy/Sexual Harassment Policy for employees, while ambassadors have been identified, from among its staff, to carry the message out to more men, to develop white ribbon youth advocacy groups within the county’s high schools and to raise awareness within Powys communities through online media and campaigns. Dr Caroline Turner, Chief Executive of Powys County Council, said: “Tackling violence against women, as well as tackling domestic violence and sexual violence, is an important priority for councillors and staff within Powys County Council. We have undertaken extensive training at all levels in recent years and will continue to do so. I look forward to inviting the councillors elected in May to a short ceremony to unveil our White Ribbon plaque later this summer.” Matt Perry, Powys County Council’s Head of Highways, Transport and Recycling and its White Ribbon Lead Ambassador, added: “Violence against women, wherever it occurs, is a serious but preventable issue, which is sadly prevalent in all parts of the UK. “Our aim is to make this beautiful part of Wales a better place for everyone to live, learn and work in and we will be looking to set an example within our own organisation that others in our communities can follow. Violence against women is never acceptable and we all need to work towards creating an environment in which everyone can flourish.” The White Ribbon movement encourages people, especially men and boys, to change the behaviour and culture that leads to abuse and violence individually and collectively. To wear a white ribbon is to promise to never commit, excuse or remain silent about male violence against women. Anthea Sully, Chief Executive of White Ribbon UK, said: “White Ribbon accredited organisations can make a real difference towards ending violence against women by promoting a culture of respect and equality, amongst their staff and wider communities. By raising awareness among employees, people can learn how to become allies and call out violent and abusive behaviour when they see it, at work and outside. “We are delighted to welcome Powys County Council as one of our White Ribbon Accredited organisations and are looking forward to working with them.” • For more information about White Ribbon UK visit www.whiteribbon.org.uk or email: info@ whiteribbon.org.uk White Ribbon UK can also be found on Facebook, Twitter and Instagram. Pasta Pesto with Lemon and Courgette
A wonderful tasty dish for a bright summer day. This is very satisfying, but feels light and summery. This is for 2 hearty portions, but it’s easy to double, triple or whatever you need if you have guests over. Even better, only one pan to wash up!
INGREDIENTS 200g Spaghetti 50g Broad Beans 50g Runner Beans, sliced 50g Green Olives 1 Courgette, thinly sliced 1 Lemon 2 Cloves Garlic, finely chopped 1 small Onion, finely chopped 150g Basil Pesto 500ml good Vegetable Stock 3 Tbsps Extra Virgin Olive Oil To serve: Parmesan Cheese Basil leaves
oil over a medium heat before adding the onion. Sweat down the onion for about 5 minutes until soft before adding the garlic for another 1 - 2 minutes. Add another tablespoon of the oil and add the sliced courgette, stir to coat and fry for around 5 minutes so that the edges charr and the slices are lightly browned. Add the stock, stir and bring to a simmer, then add the spaghetti, all of the beans and the lemon wedges. Keep on a fast simmer for at least 10 minutes, or until the spaghetti is just about ready. This should also reduce the stock. Add the olives and the pesto and toss gently to combine.
