Best Nest Makes a Difference Our philosophy is simple: Bring parents the services and support they need to care for their children. Best Nest gives parents the tools they need to cultivate the safety, health and well-being of a child with special needs. Staff recruit potential foster and adoptive parents and invite them to an orientation. After an initial screening, participants undergo a home safety evaluation and home study during which a social worker assesses parenting capabilities. Several thorough meetings between the social worker and potential parent occur, resulting in a final report. Those eligible applicants are certified as foster parents. After certifying potential parents to foster or adopt, Best Nest staff members carefully match the family to a child referred from the Philadelphia Department of Human Services and other organizations. Each family’s unique capabilities are matched with each child’s particular needs. And our work together continues long after we bring children and families together.

Best Nest was one of the first child welfare agencies in Pennsylvania to provide foster care services to HIV-infected children and their families. We began our work in 1987 to respond to the challenge that the HIV/AIDS epidemic presented to the child welfare system. Best Nest helped to place HIV infected children with families willing to care for their unique needs. Since then, we have evolved and grown to meet the needs of the full range of today’s children with special needs. Our goal has always been to foster permanency for the children we serve, whether it's finding children adoptive parents or helping ensure that birth parents get the support and help to serve their children’s special needs. In 2009, Best Nest became an affiliate of Public Health Management Corporation, a nonprofit public health institute, assuring Best Nest a strong infrastructure to help us continue to grow and provide children with loving, permanent homes.

In July 2009, Best Nest became an affiliate of Public Health Management Corporation (PHMC), a nonprofit public health institute that creates and sustains healthier communities. PHMC uses best practices to improve community health through direct service, partnership, innovation, policy, research, technical assistance and a prepared workforce.
