As experts have been hinting for months, and as we wrote about last issue, it’s going to be more expensive to borrow money in 2018. In the fall, some economists and mortgage experts began calling for fixed mortgage rates to begin to rise, based on higher than expected Canadian employment data and other factors. And sure enough, in mid-January, Canada’s big banks began raising their benchmark five-year mortgage rates. And then the Bank of Canada increased its overnight rate target to 1.25 per cent in its interest rate announcement and Monetary Policy Report on Jan. 17 – its third hike since July. While we still may be in a low interest rate environment, historically speaking, these increases are going to affect homeowners. How much? Using the Canadian average home price of $496,500 (as of December 2017), with a 20-per-cent down payment and a mortgage amortized over 25 years, monthly payments would increase to $1,868 from $1,837. Not a huge difference, perhaps – $31 per month or $372 per year – but an increase nonetheless. Combine growing costs with new mortgage regulations and rising prices, some buyers might be discouraged. The good news for Ottawa, however, is that it’s still one of the more affordable major markets in Canada.

MARNIE BENNETT Over the course of 30 eventful years in real estate, I’ve toured just about every possible type of condominium. I’m familiar with every layout, finish and amenity out there. Very little surprises me – but I’m blown away by the level of luxury available today in Ottawa’s condo market. That’s not to say that there aren’t some great, simple condos out there, with minimal condo fees and basic building maintenance. These definitely respond to the needs of many buyers. But if you’re looking to be pampered, there’s never been a better time to go condo shopping in this city. It’s not simply that the quality of available finishes has gone through the roof – although that’s certainly true. In today’s luxury condos, marble, granite and hardwood are de rigeur, and architectural features such as nine-ft. ceilings and wall-to-wall windows are not uncommon. I’ve even encountered bathroom mirrors embedded with LCD televisions. But it’s the amenities that have really evolved. When I started out, purchasers of luxury condos could expect to enjoy the use of a nice swimming pool, weight room and party room. Nothing to sneeze at – yet these features pale in comparison with rooftop pools surrounded by cabanas; fully staffed fitness facilities and spas; and the use of executive boardrooms, screening rooms and

rooftop lounges with hot tubs and outdoor kitchens. And these are just some of the bells and whistles I’ve recently encountered. Some new condominiums are built in conjunction with boutique hotels, giving residents unlimited access to a full menu of services including 24-hour concierge, room service, dog walking and housekeeping. Need your suit pressed? Tickets to the game? No problem. There’s also the perk of dining at a first-class restaurant without stepping outside. Condo living allows a certain carefree way of life; residents needn’t give a second thought to upkeep, and are free to “lock and leave” at a moment’s notice. Interestingly, today it’s not only residents who can purchase a worry-free lifestyle. Investors can buy units fully furnished, and can find tenants with the assistance of an on-site property manager. Now, that’s what I call service.

HOUSING AFFORDABILITY TESTED IN THE OTTAWA MARKET
Rising homeownership costs in Vancouver, Toronto and Victoria pushed overall housing affordability in Canada to its worst level since the end of 1990 in the third quarter of 2017, according to RBC’s latest Housing Trends and Affordability Report. RBC’s aggregate measure for affordability in Canada rose for the ninth consecutive quarter to 48.7 per cent in the third quarter of 2017. Housing affordability is calculated as the share of household income that would be required to carry the costs of owning a home at market price. A higher number means ownership is less affordable. In Toronto, the affordability measure rose for the 13th consecutive quarter to a
record high 78.4 per cent for the area, an increase from 77.1 per cent in the second quarter. Meanwhile, in Vancouver, the city experienced the sharpest affordability drop among Canada’s major markets, reaching a new record high for the measure for any market in Canada at 87.5 per cent, up from 82.6 per cent in the second quarter. Victoria also reached record-high levels at 61.5 per cent. While Vancouver, Toronto and Victoria skewed overall national affordability, RBC’s measures rose in all markets except Saint John, including Ottawa and Montreal. According to RBC, Ottawa witnessed its strongest year ever in 2017. As of Dec. 21, 2017, resales were pacing to set a new record
high and prices were rising at its fastest rate in seven years, and are likely to continue to rise. RBC’s aggregate measure rose by 0.9 percentage points to 39.2 per cent, the highest level since 1995. “There is great vitality in the market right now, but consequently we are seeing Ottawa become less affordable for local buyers,” said Craig Wright, senior vice-president and chief economist, RBC. Higher interest rates could have significant implications for housing affordability in Canada. We expect the Bank of Canada to build on the rate increases it made in 2017 by hiking its overnight rate three times in 2018. All markets would be affected, but the effect would be particularly amplified in highpriced markets.

3 TIPS
TO MAKE MORTGAGE RENEWAL TIME EASIER

Unless you have the money to pay off the entire balance of your mortgage in your first term, you will have to face a few mortgage renewals. A renewal involves taking the outstanding balance of your mortgage and renewing it for another term at a new (and hopefully lower) interest rate. You’ll know it’s time to renew when your current mortgage provider sends you a renewal notice. It typically includes a new mortgage rate and term offer. However, it’s in your best interest to take a more proactive approach. Here are our top three tips to prepare for an easier mortgage renewal time: 1. CONSIDER YOUR CURRENT FINANCIAL GOALS
Before you simply accept your renewal offer, review your financial goals. First, determine if your current provider can offer a mortgage product that suits your needs. For example, if you have a five-year fixed rate right now, the renewal slip will likely be for another fiveyear fixed. If you think you’ll stay in your home for that amount of time, that works just fine. But if there’s a chance you’ll downsize or move to a new city in the next few years, you may want to look for a three-year mortgage product instead. 26 NextHome.ca
Second, consider your prepayment options. If you could receive a bonus, inheritance or some other source of extra funds, consider how the mortgage renewal could affect your prepayment options. 2. NEGOTIATE AND SHOP AROUND EARLY IN THE PROCESS
Last-minute planning isn’t a winning strategy for mortgage renewals. While your current lender will likely send you a renewal slip sometime in the last 30 days of your mortgage term, you can generally start negotiating as early as 120 days before your maturity date. If you can’t negotiate a better offer, starting early gives you enough time to consider switching providers. You may not be able to switch your mortgage over until your actual renewal date arrives, so it’s best to give a mortgage broker time to find the best product available. 3. ASK FOR A BETTER MORTGAGE RATE
Often, the route to a better mortgage rate begins by simply asking for one. Lenders make it incredibly easy for you to renew with them, but you’ll literally pay for the convenience. On average, mortgage providers offer existing customers a discount of only 0.25 per cent off their posted rate upon renewal. Some people are too intimidated to negotiate with lenders. But you can ask your provider for a better mortgage rate and, if they want your business, they will offer you one. And if they don’t, maybe it’s time to shop around.
