Remember the global financial crisis of 2008 and the “great recession” that followed in 2009? Entire companies were wiped out, some sectors of industry were never the same, and many people saw their personal wealth take a serious hit. Through it all, one thing that withstood this test and others over the years since – Ontario housing markets. Indeed, a new report from ReMax shows that between 2007 and 2017, average home prices more than doubled in the Greater Toronto Area (119 per cent to $822,681) and Hamilton-Burlington (110 per cent $576,418). In just 10 years. Value appreciation in Kitchener-Waterloo hit 81 per cent; 63 per cent in London-St. Thomas; 62 per cent in Windsor; and 44 per cent in Ottawa. Lower borrowing costs helped to jump-start the province’s real estate engine, creating one of the most dynamic housing markets in recent history, ReMax says. For existing homeowners, especially those who purchased early in the decade, the equity gains exceeded all expectations. Will the next 10 years bring similarly spectacular growth? Not likely. But having excelled through that 2008-09 scenario – about as bad as it could get – and with the proven popularity of these centres as places to live, we shouldn’t be surprised if it does.

OTTAWA MARKET ENDS 2017 ON A STRONG NOTE
The Ottawa real estate market finished 2017 on a high note, as the Ottawa Real Estate Board recorded an 8.4-per-cent increase in sales in December. Members sold 771 residential properties through the Board’s Multiple Listing Service System, compared with 711 in December 2016. The five-year average for December sales is 687. December’s sales included 205 in the condominium property class and 566 in the residential property class. The average sale price of a residential-class property sold in December was $434,098, an increase of 3.4 per cent over December 2016. The average sale price for a condominium-class property was $255,335, a decrease of three per cent from December 2016. “December saw an increase of 8.4 per cent in the number of units sold in residential sales and 25 per cent in condo sales,” says Ralph Shaw, president of the Ottawa Real Estate Board. “This could very well be attributed to 10 NextHome.ca
the changes in the mortgage qualification rules implemented Jan. 1, 2018.” “(Last year) was another solid year for the Ottawa Real Estate market in both the number of transactions as well as the reasonable increase in prices, about seven per cent in residential and three per cent in the condo market,” Shaw says. “We continue to have a stable and balanced market. Although inventory tracked low all year and new listings were down each month, new home supply counteracted the impact somewhat.” The total number of residential and condo units sold throughout all of 2017 was 17,083, compared with 15,526 in 2016, an increase of 10 per cent. Overall, residential sales volume was up 16 per cent. “In 2017, the condo market rebounded with a 22-percent increase in the number of units sold, which is quite significant. The relatively flat increase in prices suggests that we found the ideal price point in
which to move the units,” Shaw says. “As for residential sales, there was a good availability of product under $500,000, considering almost 10,000 out of approximately 13,500 residential units sold fell in that range.” The average sale price in 2017 was $425,063, an increase of 6.8 per cent over 2016, while the average condominium sale price was $269,903, an increase of 3.4 per cent over 2016. As for a 2018 forecast regarding the new mortgage rules stress test, Shaw points out, “One factor that will soften the blow of the new mortgage rules is Ottawa’s average price point in the $400,000s, which means our market will certainly fare better than those in Toronto or Vancouver.” “Nevertheless,” he cautions, “we will continue to monitor the impact of the stress test. It is unlikely that we will truly see the results of this poorly conceived piece of legislation until the end of the second quarter.”

I’ve watched the evolution of the housing market over the past 35 years with great interest. It’s been quite a ride, to say the least. Over the past 10 years alone, there’s been a staggering fivefold increase in the percentage of Canada’s new home market share for condo sales. In Ottawa, unit sales in the condo market have seen an increase of 45 per cent from 119 units sold in January 2017 to 173 units in January 2018. Why the massive shift? There are a number of explanations. Firstly, for many city-dwelling first-time buyers, it’s become the only realistic financial option. Next, even among those “Generation Y” purchasers with thicker wallets, the hipness factor of condo living goes a long way: to a childless 30-yearold, an urban loft has more appeal than a four-bedroom home with a lawn to mow. Additionally, as the baby boomers become empty nesters, there’s a growing segment of the population looking to downsize from large family homes. Both younger and older purchasers appreciate the worryfree aspect of condo ownership: maintenance and security issues are kept to a minimum, allowing what we like to call the “lock-andleave lifestyle.” While the word “condominium” often conjures an image of a highrise tower, it’s actually a legal definition that refers to the method of ownership, not the type of building. In purchasing

a condominium, you own the interior space of your home outright. Other elements of the building, such as hallways, elevators, recreational facilities and outside grounds, are known as “common elements.” These are jointly owned by you and all the other homeowners in your condominium community. Your balcony or terrace, and sometimes your parking spot, are known as “exclusive use” common elements. This means that, while their upkeep is not your responsibility, they are intended for your use only.

While condo owners are mercifully free from such concerns as pruning shrubs and vacuuming the swimming pool, they do pay for such maintenance through a monthly charge known as a maintenance fees, or condo fee. This also covers the costs of management, administration and insurance for common element areas, and often covers the cost of utilities. In many cases, a condominium “reserve fund” will cover the replacement cost of items such as a broken furnace; as many of us know, those living in typical freehold homes aren’t so lucky. Maintenance fees can vary substantially between
condominiums, depending on both the square footage of the owner’s home and the level of the building’s amenities. For instance, a highrise condo with a swimming pool and gym will have higher fees than a townhome condominium with minimal grounds keeping. Keep in mind that having such amenities at your doorstep may save you the cost of a fitness club membership. You may be able to entertain in a huge party room, or watch movies with friends in a multi-media lounge – pastimes that would likely be beyond your reach outside of the condominium paradigm. While condo living isn’t for everybody, an increasing number of people are discovering its benefits. It comes down to weighing what’s important to you. BUT WHAT ABOUT FIXED RATES?
Getting a mortgage this year will be more difficult – and pricier – than it would have been just a few short months ago. Here’s what potential buyers need to know. Rates are on the rise. The Bank of Canada announced an increase to its target interest rate on Jan. 17, hiking it 25 basis points to 1.25 per cent, citing strong economic data. “In Canada, real GDP growth is expected to slow to 2.2 per cent in 2018 and 1.6 per cent in 2019, following an estimated three per cent in 2017,” the Bank said. “Growth is expected to remain above potential through the first quarter of 2018 and then slow to a rate close to potential for the rest of the projection horizon.” The country’s largest banks – RBC, CIBC, Scotiabank, and TD – correspondingly increased their prime lending rates by 25 basis points to 3.45 per cent. WHY SHOULD HOMEBUYERS CARE?
Whenever the Bank of Canada tweaks its policy rate, banks incorporate the change into their prime rates; and prime rates have a major impact on variable rate mortgages. So the best five-year variable rate mortgage in Ontario now sits at 2.20 per cent (prime less 1.25

They’re also increasing. The bond market – which banks use to price their fixed rate mortgages – has been inching higher recently due to Canada’s improving economic outlook. Bond yields are expected to enjoy even greater gains following the Bank of Canada’s rate decision. So, the best available five-year fixed rate available in Ontario is now 2.94 per cent as of Jan. 19, 2018 – up from 2.79 per cent a day prior to the Bank’s rate hike. This means pricier mortgages. LET’S DIG INTO THE MATH
The average home price in Canada sold for $496,500 in December 2017, according to the Canadian Real Estate Association. Assuming a down payment of 20 per cent, and a mortgage amortized over 25 years, let’s look at what mortgage payments would cost before and after the latest rate increase. Today, the monthly payments – assuming a buyer qualifies for the lowest available fixed mortgage rate – would be $1,868. That same home would have cost $1,837 just one week earlier. An increase of $31 per month or $372 per year. Not the most unmanageable price increase, but a price increase nonetheless.
However, those looking to buy shouldn’t be too put off by the rate increase – we’re still in what is considered a record-low rate environment. You may, however, want to speak with a lender or mortgage broker to get a preapproval, which would allow them to lock in a rate for up to 120 days and protect them against any further rate increases within that timeframe.
