InBeyond Focus Wales Celebrating 30 Years of the Ottawa Charter The Ottawa Charter was launched in 1986, creating a series of actions for international health organisations, national governments and local communities to achieve the goal of ‘Health for All’ by the year 2000. It aimed to do this through better health promotion in five key areas: building healthy public policy, creating supportive environments, strengthening community actions, developing personal skills and reorienting health services. On the anniversary, health ministers, policy makers and health professionals reiterated their support to the principles and goals of the Charter on several occasions. Participants at the European Public Health Conference (EPH), Vienna, called on the public health community, in Europe and beyond, to recognise the multi-tiered determinants of health and opportunities for action in the Vienna Declaration. In Shanghai, world leaders attending the 9th World Health Organization (WHO) Global Conference discussed how health was central to the achievement of the SDG and provided guidance on how health promotion and the development of healthy populations, communities and environments could be integrated into national and international responses to the international goals. The conclusions of the conference are presented in the Shanghai Declaration on promoting health in the 2030 Agenda for Sustainable Development, which highlights the role of policy, governance and health literacy in making people able to control their own health. Working Together for Better Health and Well-Being The Welsh Government presented Wales’ approach to health and wellbeing at the conference “Promoting intersectoral and interagency action for health and wellbeing in the WHO European Region” organised by the World Health Organization Regional Office for Europe (WHO-EURO) in Paris on the 7-8th December 2016. During these two days, European policy-makers discussed how to strengthen intersectoral cooperation between the health, education and social sectors in the European Region, for better, more equal health and social outcomes for children and adolescents and their families. World AIDS Day 2016 The world celebrated World AIDS Day on the 1st December 2016. The World Health Organization (WHO) launched new guidelines on HIV self-testing to encourage countries to promote self-testing and for more people to get tested. There are almost 37 million people living with HIV worldwide, with a total number of HIV cases in the WHO European Region going over 2 million for the first time in 2015, a record year for the number of new cases. Yet, 40% ignore their HIV status, and only 40% are receiving antiretroviral therapy according to WHO. To address the epidemic, the WHO Regional Office for Europe (WHO EURO) has adopted an Action plan for the health sector response to HIV, which highlights three ambitious targets for 2020: for 90% of people living with HIV to know their HIV status, for 90% of diagnosed people living with HIV to receive treatment and for 90% of people on treatment to achieve viral suppression. InWithin Focus Wales

This section highlights recent examples of Welsh activity within our borders. This could take the form of collaborations, events and other work related to improving health and wellbeing and reducing inequalities in Wales. Welcome to the Team! The international team welcomes, Project Support Officer Andrea Hennessey, and Public Health Practitioner Anna Stielke, who have joined recently. Andrea is joining the team developing the Public Health Wales Global/ International Strategy. This project is now managed by Senior Project Manager Lauren Ellis and led by Consultant Lead Mariana Dyakova, from the international team. It also receives the support from Principal Health Promotion Specialist Malcolm Ward from the international team as well as Research and Development Manager Mark Griffiths, and Senior Research Assistant Charlotte Grey from the Public Health Wales Research and Development Division. Anna is joining the IHCC team and is supporting various projects related to the Charter for International Health Partnerships.

I am happy to be a new member of the team working on the initial stages of a Global/International Health Strategy for Public Health Wales. What an exciting project! Working and volunteering in social and healthcare-related projects in the United States and also living and working in Japan has helped me appreciate the rights, responsibilities and benefits of global citizenship. It is truly a privilege, therefore, to be supporting the IHD in enabling Welsh global/international health engagement and collaboration. Growing International Recognition for Public Health Wales Dr Quentin Sandifer, Executive Director of Public Health Services and Medical Director, Public Health Wales welcomed a delegation from the Dutch National Institute for Public Health and the Environment (RIVM) on behalf of Public Health Wales. During the two day visit, representatives from RIVM learned about the Well-being of Future Generation (Wales) Act (WFGA) as well as key Public Health Wales international collaborations and pieces of work such as the Adverse Childhood Experiences (ACEs) research, the Making a Difference report, as well as the development of the Public Health Wales Global/ International Health Strategy. The visit occurred just a few weeks after Public Health Wales obtained full membership to become the second national member of the International Association of National Public Health Institutions (IANPHI) for the UK.


International Highlights from the Welsh Public Health Conference The 2016 Welsh Public Health Conference benefited from a growing international presence with participants from across Europe and the UK, strengthening Wales’ contribution to global/international health. On the first day, Dr Piroska Östlin, Director of the Division of Policy and Governance for Health and Well-being at the World Health Organization (WHO), recognised Wales’ unique and advanced work on sustainable development and health with the adoption of the WFGA. A few days after the end of the Welsh Public Health Conference, Wales’ approach to sustainable development and health was presented at the European Public Health Conference in Vienna during a round table organised by Public Health Wales, the Welsh Government and the WHO Regions for Health Network.

IHCC Supports Capacity Building for the ARCH Programme ARCH (A Regional Collaboration for Health) is a collaboration project between Abertawe Bro Morgannwg University Health Board, Hywel Dda University Health Board and Swansea University. It spans the six local authority areas of Ceredigion, Pembrokeshire, Carmarthenshire, Bridgend, Neath Port Talbot and Swansea. The ARCH programme aims to improve health and health care in South West Wales, drive investment and boost the local economy through innovation and collaboration. To support these objectives, the ARCH programme, the Welsh Government and the IHCC held a workshop to explore funding and collaboration opportunities for health and innovation in Wales. This workshop followed on from the ‘European Funding and Collaboration for Health and Wellbeing in Wales’ event held in February 2016 and aimed to provide a more local focus on available funding and collaboration opportunities to individual Health Boards/Trusts or programme.
