Across the Nation... New tourism secretary to assume post by the end of the month, Aquino says BAGUIO CITY - A new secretary of tourism will assume office late this month following the resignation of Secretary Alberto Lim, President Benigno Aquino III said on Friday.
“That is done, there is already a replacement. He will take office, by August 31, if I am not mistaken,” the President said during an interview in Camp John Hay here. However, the President declined to reveal the name of the new tourism secretary because he wants “to use the time to situate himself properly to take over the function.” Asked by reporters to describe the new secretary of tourism, the President said: “he has the qualities that are necessary that I think can fast track tourism growth. So, I would rather let him talk about the plans that he will be implementing.”
He added that the new tourism chief comes from the private sector, adding that he’s willing to do some sacrifices by leaving his job. He has been studying the Tourism Act, the bureaucracies as well as how to work with government, so by the end of the month, the new secretary will be ready to assume the post, the President said. Tourism Secretary Alberto Lim said last week that he was leaving the Cabinet to focus more on his family thanking the President for giving him the opportunity to serve the people. Lim said his resignation is effective August 31, 2011.

In Metro Manila, he said part of the plan is to decongest the Ninoy Aquino International Airport (NAIA) and to consider the nautical highway proposal. Aside from protecting the tourists that visit the country, the President said there must also be some reforms in the bureaucracy to make it easier for visitors to come to the Philippines.
US report lauds decline of terrorism in PHL, says Malacañang

alacanang on Saturday expressed elation over the US State department’s report noting a continued decline of the terrorist activities in the Philippines.
Deputy Spokesperson Abigail Valte said that the government will consider the report as an indication to further improve its counter terrorism efforts. “We are very happy about this development and we will take this as an indication to further our counter terrorism efforts,” Valte said. “So at least naipapakita naman po natin that we are serious about the safety and security of our country,” she added over government-run radio station, dzRB Radyo ng Bayan. The US State Department, in its “Country Reports on Terrorism 2010,” reported that the terrorist activities in the Philippines declined in the past year.

“The ability of terrorist groups, such as Abu Sayyaf, Jemaah Islamiyah and the New People’s Army, to conduct terrorist activities inside the Philippines continued to decline,” the report said. “The Philippine government, with US support, has kept constant pressure on terrorist groups even as their security services were stretched thin by other demands such as carrying out humanitarian assistance and disaster relief and providing security for the national election in May,” it added. The US State Department also lauded the Philippine law enforcers for their “vigorous efforts to arrest terrorists and eliminate safe havens, and closely coordinated efforts with US law enforcement officers.”

Joint report of World Bank and Australian Agency optimistic over gov’t’s poverty reduction effort

alacanang welcomed on Saturday the joint report of the World Bank (WB) and the Australian Agency for International Development (AusAID) saying that the Aquino administration’s conditional cash transfer (CCT) for the poor is expected to raise annual income of beneficiaries by 12.6 percent. “The WB-AusAID report reaffirms our belief that this program is a solid foundation for improving the quality of life of Filipinos,” said Presidential Spokesperson Edwin Lacierda in a statement. Quoting the WB-AusAID report which was released on Friday, Lacierda said the program can “reduce overall food poverty in program areas by 5.5 percent.” “This further validates the Executive Branch’s proposal to increase the CCT budget in order to widen its reach. The WB-AusAID report validates what we have been saying all along—that the 4Ps is an investment in the people,” Lacierda said. He further stated that, “And while the increase in household incomes is indeed an intended objective of the program, the government’s overall social program involves much more in ensuring that beneficiaries remain healthy, educated, and productive, thus giving them the ability to raise their lots in life.”

This lifts our countrymen outof poverty, creating a financially empowered consumer base and further spurring growth, which, ultimately, will lead to our vision of an equitably progressive nation.” Pantawid Pamilya aims to reduce poverty and improve children’s health and schooling as well as maternal health in poor households in the poorest provinces and municipalities in the country. The WB noted that
the simulations it conducted with the AusAID showed that the conditional cash transfer (CCT) scheme could increase annual incomes of beneficiaries by 12.6%. “Studies of various CCT programs worldwide have shown how such transfers are indeed directed towards prioritizing food on the table. If this is so, results suggest that the Pantawid Pamilya grant can reduce food poverty among household beneficiaries by 13.3 percentage points. Consequently, it can reduce overall food poverty in program areas by 5.5 percentage points,” the report said. In an interview over government-run dzRB Radyo by Bayan on Saturday, Deputy Presidential Spokesperson Abigail Valte said the Palace was elated over the WB-AusAID report citing that the Aquino administration’s CCT program called Pantawid Pamilyang Pilipino Program (4Ps) can reduce poverty in the country.

ISABELA CITY, Basilan, Aug 19 (PIA) – The Department of Education in the Autonomous Region in Muslim Mindanao signed a memorandum of agreement with officials of Fit for School Inc. (FIT) on Thursday to formalize commitment for the implementation, institutionalization and sustainability of the Essential Health Care Program (EHCP) in ARMM. The Bureau of Public Information said in a press release, the DepEd-ARMM has team up with FIT to implement a school-based health program designed to improve the hygiene of thousands of children in selected schools in the region this school year.

FIT is a non-government organization working on improving health condition of children in the country, according to ARMM Education Secretary Bart Caudang. EHCP requires and teaches children to undergo daily hand washing with soap and tooth brushing with fluoride toothpaste and bi-annual de-worming, program organizers said. Around 10,800 school children are targeted to be covered by the program in its introductory stage this school year in some schools of the seven schools’ divisions of Maguindanao and Lanao del Sur and Marawi City, Caudang said.

He said the program not only ensures the proper hygiene of children in school but also allow them to develop a health-enhancing habit. FIT officials said EHCP has been successful in 23 provinces in the country and was shown to be effective in reducing the spread of infectious diseases and rate of tooth decay among children. The program’s initial stage will be carried out with funding support from the Australian Agency for International Development (AusAID) and the Deutsche Gessellschaft fuer Internationale Zusammenarbeit (GIZ). Gumapon DIPOLOG, Aug. 20 (PIA) - - A total of 249 high school students from nine public secondary schools have participated in a campus journalism seminar held at Sergio Osmeña National High School, Sergio Osmeña, Zamboanga del Norte last weekend. The students were given lectures on newswriting, feature writing, editorial writing, sports writing, copyreading and headline writing, editorial cartoon, photojournalism, broadcasting and media ethics. Active media men served as lecturers in the said seminar like former Philippine Information Agency (PIA)-Zamboanga del Norte manager Czarito B. Zamora, Zamboanga del Norte Press Club (ZNPC) President Rose-

With this, she was able to raise the amount of P1.3 million to fund the pet project of the ZPWSFI which is the Center for Women and Children in Diplahan, Zamboanga Sibugay. The Center provides shelter care, legal, medical, educational services, spiritual enrichment, counseling, therapy sessions, livelihood skills development, critical incidence stress debriefing, recreational activities and community participation skills development. The explosion at the Philippine National Oil Company (PNOC) Malangas Coal Mine which resulted to the death of 84 miners while 74 were hospitalized set another milestone in the life of Ms. Ebol as a volunteer. lished the Women’s Solidarity Multi-Purpose Cooperative and Credit Union which is composed of the widows and orphaned children that lends money for emergency purposes such as hospitalization, seed capital for livelihood projects, and cash for children’s education. Another disaster which hit Malangas was a fire which prompted her to organize a disaster relief response to collect and distribute foods, sleeping mats, water containers, cooking pans, among others.
Promotion and support to volunteers/ volunteer programs
She promoted volunteerism among her fellow officials and board members of the ZPWSFI, to extend their services even without compensation or remuneration. Guided by that burning spirit, ZPWSFI was able to send the abandoned, neglected, as well as the traumatized rape and incest victims to school. They also conducted livelihood
training such as sewing, handicrafts making, swine raising, and vegetable gardening. Others activities which they actively pursued were character building, home management training, promoting valuation for education among children and teenagers. Ms. Ebol continued to advocate peace among communities and through her leadership, the lay workers in the Prelature of Ipil have organized into cooperatives and maintained dialogues with the bishop, priests and sisters on vital social and human rights issues. A special student with disability due to meningitis cannot go to school since it was difficult to commute with her situation. Ms. Ebol sought the assistance of Fr. Ralph Kroes and got a wheelchair for the special child. Ms Ebol served during national and local elections as Chairperson and received a Certificate of Commendation from the Commission on Elections for her exemplary performance and service which resulted to a free, orderly, honest, peaceful, credible and meaning elections.

PPOC joins GPH Panel’s call for the NPA to respect human rights CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 20 (PIA) – The Provincial Peace and Order Council (PPOC), here, has supported the Government of the Philippines (GPH) Panel in condemning the New People’s Army (NPA)’s latest antics. These antics include the granting of the supposed “prisoner of war (POW) “ status to the four (4) abducted Bureau of Jail Management and Penology (BJMP) guards and having Mayor Dano of Lingig, Surigao del Sur face trial before a “people’s court.” “The Communist Party of the PhilippinesNPA-National Democratic Front (CPP-NPA-NDF) is not a state nor has any government recognized it as a belligerent force. It should not presume to act like one,” the GPH Panel said. These acts committed by the NPA are nothing short of criminal. They are violative of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL), which they have signed, as well, as every human rights protocol. The BJMP guards should not have been abducted in the first place because the functions they perform are civilian in nature and they are far from being “combatants.”

These guards should be released immediately without any preconditions. We are concerned that some of them are suffering from poor health and nutrition. We hold the NPA directly responsible for their safety, and for any adverse health conditions they may suffer. We also condemn in the strongest terms the trial of Mayor Dano by a so-called “people’s court”. This is a denial of the Mayor’s fundamental rights which they themselves always demand when their own people are caught and are brought before a court of justice. The mayor’s basic right to defend himself in the best possible way, his right to choose his own counsel, to enjoy the presumption of innocence, to be appraised of the complaints against him and to adequately prepare his appropriate defense, to call on witnesses and present documents, to be free from coercion, force or intimidation, are being violated with impunity. Again the mayor is a non-combatant and should

be released without preconditions, including both of his escorts who enjoy the same basic rights as any other. It is unfortunate that while they are talking peace with government, the NPA has escalated its attacks and other acts of violence to unprecedented levels, committing the very acts they accuse government of doing. Obviously, they are working on the assumption that human rights apply only to them and that they can easily deprive those they choose to. Thus, Gov. Oscar S. Moreno, Chairperson of the PPOC, has joined the GPH Panel in reiterating the call to the CPP/NPA/NDF to seriously talk peace with government if they are serious in desiring to end the armed conflict. “We ask that they stop these abductions, killings and other criminal acts which benefit no one, except those who actually profit from violence,” the Governor added. MUST/DTI opens IT training program for SME’s in region 10 by Rutchie C. Aguhob CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 20 (PIA) – Small and Medium Enterprises (SME) in Northern Mindanao will now have the chance to equip themselves with proper and adequate know-how on the use of Information Technology (IT) to advance their businesses. This, after a training program have been developed by the Mindanao University of Science and Technology (MUST), here, Regional Director Linda O. Boniao of the Department of Trade and Industry (DTI), region 10, said. A joint project of MUST and DTI-10, the program provides SME’s with equal opportunities to compete in the global economy. She said the program is open to SME companies with a total asset size of not more than Php100million. The training integrates IT with SME’s for effective management of
records, product promotion and advertisement, real-time business communication and market research and analysis. At the end of this training, participants are envisioned to have sufficient knowledge of Personal Computers (PC) and Computer System, she said. They are also expected to acquire skills for basic PC operations and be able to use current technologies in managing business documents, effectively use the internet for marketing researches and use online tools in promoting and selling their products.
Contained in four (4) modules, the training has been designed to last for 80 hours with components consisting of the following contents: Office Productivity Tools, 24 hours, Internet Basics and Applications, 16 hours, Online Business Tools, 32 hours and Market Research and Analysis, eight (8) hours or a total of 80 hours. The schedule of the trainings have been set on Fridays and Saturdays, from Aug. 5 up to Sept. 3, this year, at Rooms 309 & 310, 3rd floor, ICT Bldg, MUST, with a minimal fee of Php300,00 per module. Datu Maloloyon assumed leadership of the community. Datu Maloloy-on, at the time, signed a Memorandum of Agreement (MOA) with Minergy Hydro Power Plant (HPP) prepared by the National Commission of Indigenous People (NCIP) as stipulated in the IPRA Law. As provided in the MOA, Minergy will allot Php500,000 for the use of natural resources in the area, particularly, for hydro power plant with Cabulig River as its source. As part of the agreement, the money will be downloaded to NCIP and
be used for the processing of their CADT claim. However, during the leadership of Datu Maloloy-on several conflicts developed that affected their transactions with Minergy HPP and CADT claim processing. DAVAO DEL NORTE, Aug. 20 (PIA)--Riding on the popularity of the Pinoy edition of the hit weigh-loss reality TV show The Biggest Loser, the Provincial Government of Davao del Norte is launching its own version of the health and fitness competition. The province, through the Provincial Administrator’s Office (PAdO)-Sports Division, in partnership with the Provincial Human Resources and Management Office (PHRMO), Provincial Health Office (PHO) and the Provincial Information Office (PIO) is set to launch the 2011 Pinoy Biggest Loser-Capitol Edition on September 5, 2011. The contest, which will run until December, will become the highlight of the institutional Christmas party of the provincial government this year. OIC-Provincial Administrator Norma Lumain said the contest aims to provide the employees an opportunity to shape up and live a better and healthier life, as well as, offer them the neces-

sary support towards the acquisition of their goals. It will also impart guidance and information that the employees can use to start leading healthy lives in pursuit of their important role of advancing the programs and projects of the provincial government and in building a stronger nation. Provincial Sports Coordinator Giovanni Gulanes said there will be twenty-one participants, aged 20-45 years old, coming from the seven clustered departments of the provincial government, namely: Strikers, Healers, Coters, Legislators, Vermis, Builders and Funders. DavNor Gov open to lifestyle check of Capitol officials, employees by Noel Baguio DAVAO DEL NORTE, Aug. 20 (PIA) -- Governor Rodolfo P. del Rosario is open to the idea of conducting lifestyle check among officials and employees of the Provincial Government of Davao del Norte. When asked by the media at the last Kapihan sa Kapitolyo if he welcomes any proposal for provincial officials, executives and personnel to have their net assets and properties evaluated, the governor assured that he will readily oblige. He, however, said he would have to check with his legal department on how to go about it, lest the right to privacy of officials and employees will be encroached upon. But, Gov. del Rosario made it clear he will not prevent the citizens from conducting lifestyle checks to any Capitol personnel, as it is in pursuit of the President’s “Tuwid na Daan” (Straight Path) anti-corruption campaign. He assured concerned citizens can call or text him anytime if they wish to report officials and employees involved in graft and corruption. Or if they wish the provincial government to check on personnel who are ostentatiously displaying their wealth that are out of proportion to their legitimate income. He noted that extravagant lifestyle is the most obvious indicator of corruption. “All you have to do is call or text me, or you may put it in writing,” he said.

Del Rosario said public officials and employees are required to submit a yearly Statement of Assets and Liabilities and Net Worth (SALN), which is being submitted to the Ombudsman. As an essential anti-corruption tool, the SALN was specifically designed to be a lifestyle check to dissuade people in public service from enriching themselves. The governor also bared a resident ombudsman coordinator will soon be appointed at the Capitol. The coordinator shall act as a “strategic partner” of the Office of the Ombudsman in anti-corruption education, corruption prevention, public assistance, monitoring compliance with existing laws and directives, and the dissemination of the programs, accomplishments and related initiatives of the Office of the Ombudsman. Mindanao: Bowl of mineral deposits by Jeanevive D. Abangan
DAVAO CITY, August 20 (PIA) -- Mindanao is not only a food basket but also a bowl of mineral deposit as it holds the country’s biggest volume of gold, nickel and copper. Philippine Chamber of Mines in the Philippines Chairman Artemio F. Disini revealed in his presentation during the recently concluded Mindanao Mining Summit that Mindanao have so much minerals to mine. Using a data from the Mines and Geo-sciences Bureau (MGB), Disini showed that 44 percent or 2.968 billion metric tons (MT) of the country’s 6.757 billion MT total copper mineral resources, can be mined in Mindanao. In terms of gold resources, Mindanao holds 3.057 billion MT or 76 percent of the country’s 4.018 billion MT total gold deposits , and that it treasures 954 million MT nickel or 57 percent of the 1.665 billion MT total nickel deposits. Mindanao consequently is raking in the biggest investments share of mining projects which are set to start operating within 2013 to 2017. Such investments are projected to turn in substantial revenues. Disini further revealed that Mindanao corners US$8.2 billion or 78 percent of the US$10.5 billion total copper project investments nationwide. The revenue projection of such copper project investments for Mindanao alone is expected to reach US$3.6 billion when production starts within 2015 to 2017. More than half, spe-

cifically US$203 million of the US$353 million total investments for gold projects go to Mindanao where five mining companies are in the pipeline to start their operation within 2013 to 2017. Such gold mining projects in Mindanao are seen to contribute US$1.2 billion revenue or 34 percent to the US$3.5 billion national revenues which can be generated once actual gold mining operation start. Mindanao also gets US$2.5 billion or 51 percent of the country’s US$ 4.9 billion total investments for nickel mining projects. With such level of investment, Mindanao would eventually bring in US$3 billion revenue or 73 percent to total projected national revenue of US$ 4.1 billion when copper production starts within 2012 to 2017. With so much investments for minerals production nationwide, Disini revealed that copper production will go up from 58,000 MT in 2010 to 714,00 MT in 2018 with its export revenue value leaping from US$ 343 million to US$ 4.942 billion. By 2018, Gold production will also increase from 41 MT to 88 MT, elevating export revenue of such mineral to USS3.473 billion from US$ 1.533 billion in 2010. In the same year, Nickel production is seen to soar from 19,000 MT to 194,000 MT with

its export revenue estimated value rising to US$4.070 billion from US$213 million in 2010. The new investments being poured into the minerals industry are bringing along employment benefits to 1.75 million more Filipinos. This is in addition to the 8.5 million Filipinos who are currently benefiting directly from such industry based on the 2010 Mining Industry Statistics. In the same event, Environment Secretary Ramon Paje confirmed the presence of a substantial volume of minerals t in the country saying “research tells us that the Philippines has more than US$840 billion worth of untapped minerals deposits.” He, however, emphasized the need to “responsibly harness” such wealth so it could become a “ticket to boost the country’s economy.” Paje called on stakeholders especially mining investors to conscientiously practice responsible mining taking into consideration the socio-economic equitable sharing of benefits while adequately protecting the environment. Paje affirmed DENR’s support to mining industry but he bared having weeded out the non-performing mining investors and cleansed DENR’s list of pending applications by approving only 530 and denying 1,606 applications.
