Across the Nation... Ochoa: Major reforms undertaken to improve crisis situation management

hilippine authorities have undertaken major institutional reforms toward strengthening the capability of the Philippine National Police (PNP) to effectively manage hostage situations in order to avoid a repeat of the Quirino Grandstand incident one year ago. Executive Secretary Paquito N. Ochoa Jr. said the reforms were part of the recommendations of the Incident Investigation and Review Committee (IIRC), which looked into the handling of the rescue operation during the hostage taking. According to Ochoa, the government has formed the Crisis Action Force (CAF) in the aftermath of the hostage incident and has invested P169.9 million to provide the special police unit with new weapons, equipment and vehicles to help it deal with similar situations in the future. “We have undertaken reforms that focus on improving the capability of the PNP to respond to Sunday, August 21, 2011

crisis situations. We recently activated the CAF, whose personnel are all graduates of specialized training courses,” Ochoa said. He said all personnel of the PNP’s Special Weapons and Tactics (SWAT) had received additional training courses, while a pool of negotiators that had undergone training here and overseas on hostage situation and crisis management has already been identified. The PNP, according to Ochoa, has also produced three handbooks on hostage crisis management – the Hostage Negotiation Handbook, PNP Critical Incident Management Action Flow Chart and Checklist

Handbook, and PNP-National Operations Center Incident Management and Monitoring Handbook – to guide all members of the police force. Other recommendations of the IIRC which have been addressed are the imposition of penalties and the filing of appropriate charges against officials it found liable for mishandling the hostage-taking incident. Ochoa said the Office of the President had referred the cases of these officials to the appropriate agencies like the National Police Commission and the Department of the Interior and Local Government.

DSWD’s advocacy for the Pantawid Pamilya continues by Charmaine Palacio-Tadlas CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 21 (PIA) -- The Department of Social Welfare and Development (DSWD) will continue advocating for the Pantawid Pamilyang Pilipino Program despite the many controversies and criticisms it had been receiving from the public. This assurance came from Secretary Corazon Juliano-Soliman of DSWD who believes that children deserve to go to school and to have good health whatever their family’s economic conditions. A Conditional Cash Transfer (CCT) scheme of the Philippine Government, Pantawid Pamilya provides op-

portunities to poor families in sending their children to school and improving their health, including the pregnant women. Under such scheme, an augmenting subsidy of P300 per month, for every child in a household, can give the child a chance to own a pair of shoes, perhaps a bag or other school supplies that

he/she will need in school. Likewise, a subsidy of P500 per month is also provided to poor families with children aged 0-14 years old for their health needs. Homemaker Alfonsa Salva of Sagay town, Camiguin, can testify that Pantawid Pamilya has evidently provided much to their family. 6

Region 10 to grow 2.168 million new trees under Pres. Aquino’s NGP by Rutchie Cabahug-Aguhob CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 21 (PIA) – A total of 4,336 hectares of land in Northern Mindanao have been targeted to be planted with various species of trees under the National Greening Program (NGP). With NGP’s target of planting 500 seedlings per hectare, the region expects to grow 2,168,000 new trees in six (6) years. This was explained by Mayor Leandro Jose H. Catarata of Valencia City, who is also the Chairperson of the Economic Development Committee, Regional Development Council, region 10 (EDC, RDC-X) during the last full council meeting in Ozamiz City. Catarata said of the NGP area in the region, the province of Bukidnnon posted the biggest share of 2,002 has. or 46 percent, followed by Misamis Occiden-

WHO to declare COMVAL as Filariasis free NABUNTURAN, Compostela Valley, Aug. 21 (PIA) –- The World Health Organization (WHO) is set to officially declare Compostela Valley as the first in Davao Region to be Filariasis-free province. This was bared by the Provincial Health Office headed by Dr. Renato B. Basañes in a Provincial Health Board meeting on August 4. Said pronouncement will be officially conferred to Comval under Governor Arturo Uy on September 3, 2011 at Maco Gym in time for two-day Family Health Fair-Lakbay Buhay Kalusugan (LBK).

Lymphatic Filariasis is an infection with the filarial worms, Wuchereria bancrofti, Brugia malayi or B. timori. These parasites are transmitted to humans through the bite of an infected mosquito and develop into adult worms in the lymphatic vessels, causing severe damage and swelling (lymph edema). She sells native delicacies in their neighborhood, cooks meals and peddles them in schools. “Lisod pero ginakaya nako para sa akong mga anak. Kung ginahunahuna man gud nimo ang kaugmaon sa imong mga anak, mas dali buhaton ug dawaton ang mga butang (It is hard but I am willing to endure it for my children. If you keep in mind that you are doing it for your children’s future, then things are easier to bear and accept),” Eliza shared. To top it all, Eliza was also tasked as a parent leader in their barangay. She has 36 members that look up to her for guidance and leadership. “Kung lisod mahimong inahan mas lisod mahimong parent leader. Mahadlok ka magkamali kay ikaw man ang ginasaligan sa imong mga miyembro (If it is hard to be a mother then it is much harder to be a parent leader. You are afraid to commit mistakes because your members depend on you on a lot of things),” Eliza added. “Wala ko nagmahay nga mapili nga parent leader. Dako kaayo kini nga oportunidad para sa akoa (I do not have regrets that I was chosen as a parent leader. It has been a huge help to me),” declared Eliza. Since Pantawid Pamilya came to their lives, Eliza’s four schooling children have never been more excited in going to school. “Sila pa gani pirmaninte ang gapahinumdum sa akoa nga tumanon gyud ang mga kondisyones sa Pantawid Pamilya (They are even the ones who remind me to comply with the Pantawid Pamilya conditionalities),” she concluded. Forty-one year-old Venus Timbal is another epitome of a Pantawid Pamilya supermom. Venus works as a tricycle driver in Sitio Lawis, Barangay Lizada. Her P150earning a day is used to support their daily needs. Her husband, who works as a welder, takes care of the other essential needs of their family. Venus is also a parent leader with 36

members. She shares it is a rare privilege to be chosen as one. “Nalipay ko nga mahimong instrumento sa panaghiusa sa akong mga sakop diri sa amoang barangay (I am happy to be an instrument of unity among my members here in our barangay),” Venus grinned. Aside from the financial assistance that Pantawid Pamilya has been extending to them, Venus observed that Pantawid beneficiaries have formed some kind of a special bond. “Kung sa una dili gyud mi magkaila ug magtinagdanay, sukad niabot ang Pantawid mas naging close mi (When before we barely even know each other much less speak to each other, but now with Pantawid we became close), Venus added. “Ang Pantawid Pamilya dili lang usa ka conditional cash transfer nga programa, mitabang pud kini sa amoa isip indibidwal, isip lumulupyo sa among barangay ug isip inahan sa amoang mga anak pinaagi sa pag-pahinumdum sa amoa sa amoang mga responsibilidad (Pantawid is more than just a conditional cash transfer program, it also helped us as individuals, as citizens of our barangay and as mothers by reminding us of our responsibilities),” the two supermoms chorused. Pantawid Pamilya or the “conditional cash transfer program” of the government aims to help improve the quality of life of the identified poorest households in the country. It provides financial assistance to help sustain the health, nutrition and education needs particularly of children from ages 0 to 14 years old. The program also promotes responsible parenthood through the monthly Family Development Sessions. At present, a total of 124,403 households covering 31 municipalities, 3 cities and 593 barangays are already benefiting from the program in Davao Region.
