Across the Nation... Ochoa: Major reforms undertaken to improve crisis situation management

P

hilippine authorities have undertaken major institutional reforms toward strengthening the capability of the Philippine National Police (PNP) to effectively manage hostage situations in order to avoid a repeat of the Quirino Grandstand incident one year ago. Executive Secretary Paquito N. Ochoa Jr. said the reforms were part of the recommendations of the Incident Investigation and Review Committee (IIRC), which looked into the handling of the rescue operation during the hostage taking. According to Ochoa, the government has formed the Crisis Action Force (CAF) in the aftermath of the hostage incident and has invested P169.9 million to provide the special police unit with new weapons, equipment and vehicles to help it deal with similar situations in the future. “We have undertaken reforms that focus on improving the capability of the PNP to respond to Sunday, August 21, 2011

crisis situations. We recently activated the CAF, whose personnel are all graduates of specialized training courses,” Ochoa said. He said all personnel of the PNP’s Special Weapons and Tactics (SWAT) had received additional training courses, while a pool of negotiators that had undergone training here and overseas on hostage situation and crisis management has already been identified. The PNP, according to Ochoa, has also produced three handbooks on hostage crisis management – the Hostage Negotiation Handbook, PNP Critical Incident Management Action Flow Chart and Checklist

Handbook, and PNP-National Operations Center Incident Management and Monitoring Handbook – to guide all members of the police force. Other recommendations of the IIRC which have been addressed are the imposition of penalties and the filing of appropriate charges against officials it found liable for mishandling the hostage-taking incident. Ochoa said the Office of the President had referred the cases of these officials to the appropriate agencies like the National Police Commission and the Department of the Interior and Local Government.

DSWD’s advocacy for the Pantawid Pamilya continues by Charmaine Palacio-Tadlas CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 21 (PIA) -- The Department of Social Welfare and Development (DSWD) will continue advocating for the Pantawid Pamilyang Pilipino Program despite the many controversies and criticisms it had been receiving from the public. This assurance came from Secretary Corazon Juliano-Soliman of DSWD who believes that children deserve to go to school and to have good health whatever their family’s economic conditions. A Conditional Cash Transfer (CCT) scheme of the Philippine Government, Pantawid Pamilya provides op-

portunities to poor families in sending their children to school and improving their health, including the pregnant women. Under such scheme, an augmenting subsidy of P300 per month, for every child in a household, can give the child a chance to own a pair of shoes, perhaps a bag or other school supplies that

he/she will need in school. Likewise, a subsidy of P500 per month is also provided to poor families with children aged 0-14 years old for their health needs. Homemaker Alfonsa Salva of Sagay town, Camiguin, can testify that Pantawid Pamilya has evidently provided much to their family. 6

Army’s 51st Inf Battalion accepts 13 MILF surrenderees by 1Lt. Emil Charlie B. Jaudian MALABANG, Lanao del Sur, Aug. 21 (PIA) – Thirteen (13) more members of the Moro Islamic Liberation Front (MILF) have surrendered to the 51st Infantry “Fuerte Uno” Battalion, 1st Infantry Division, Philippine Army, in Barangay Matling, here, last Aug. 15. “The fifth batch, they have brought to 62, the total number of MILF fighters who have voluntarily surrendered to the elements of 51IB, since April 26, July 23, July 25, and August 4, this year,” Lt. Col. Ceasar Marlon M. Yadao, Commander of 51IB, said. These former MILF fighters, who were all members of the 304th Brigade, 116th Base Command, Central Mindanao Front Command (CMFC), BIAF, MILF under a certain Aleem Salic operating in Marogong, Kapatagan and Malabang towns, in the

Jovanie are just two (2) of the 200,569 beneficiaries of the Pantawid Pamilya in Northern Mindanao, as of July 31, 2011, who can testify that the program has truly helped them. Sec. Soliman said the DSWD will defend Pantawid Pamilya because it provides a good future for children of poor families who could not send them to school and provide good health because of their economic instability. “We are concerned with the child who should be in school but could not. It is for the child who should be enjoying a healthy life, but could not. That is why we advocate for Pantawid Pamilya,” Soliman added. (DSWD/PIA-10)

Region 10 to grow 2.168 million new trees under Pres. Aquino’s NGP by Rutchie Cabahug-Aguhob CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 21 (PIA) – A total of 4,336 hectares of land in Northern Mindanao have been targeted to be planted with various species of trees under the National Greening Program (NGP). With NGP’s target of planting 500 seedlings per hectare, the region expects to grow 2,168,000 new trees in six (6) years. This was explained by Mayor Leandro Jose H. Catarata of Valencia City, who is also the Chairperson of the Economic Development Committee, Regional Development Council, region 10 (EDC, RDC-X) during the last full council meeting in Ozamiz City. Catarata said of the NGP area in the region, the province of Bukidnnon posted the biggest share of 2,002 has. or 46 percent, followed by Misamis Occiden-

tal with 999 has. or 23 percent, Misamis Oriental, 774 has. or 18 percent, Lanao del Norte, 424 has. or 10 percent, Camiguin , 85 has., or 0.02 percent and Lake Lanao, 52 has., or 0.01 percent. Issued by the President Benigno S. Aquino III, last February 24, Executive Order No. 26 directed the implementation of NGP for the period 2011-2016. The NGP complements the national government strategies on sustainable development, poverty reduction, food security, biodiversity conservation and climate change mitigation and adaptation.

In a letter addressed to the EDC, RDC-X, the Department of Environment and Natural Resources (DENR) sought the endorsement of NGP to the RDC-X Full Council which strongly recommended its implementation. Targeting to plant 1.5 million has., nationwide, from 2011-2016, the NGP considers forestlands, mangrove and protected areas, ancestral domains, military reservations, urban areas under the local government unit’s greening plan, abandoned mine sites, and other suitable lands. Meanwhile,

RDC-X has integrated the NGP in the Regional Development Plan (RDP) and coordinated its implementation, monitoring and evaluation in the region after determining the priority lands for its development under the NGP, Catarata said. In addition, RDC-X has been tasked to provide direction to the Regional Convergence I n i t i a t i v e -Te c h n i cal Working Group chaired by DENR in operationalizing the NGP activities in the region. WHO to declare COMVAL as Filariasis free NABUNTURAN, Compostela Valley, Aug. 21 (PIA) –- The World Health Organization (WHO) is set to officially declare Compostela Valley as the first in Davao Region to be Filariasis-free province. This was bared by the Provincial Health Office headed by Dr. Renato B. Basañes in a Provincial Health Board meeting on August 4. Said pronouncement will be officially conferred to Comval under Governor Arturo Uy on September 3, 2011 at Maco Gym in time for two-day Family Health Fair-Lakbay Buhay Kalusugan (LBK).

Lymphatic Filariasis is an infection with the filarial worms, Wuchereria bancrofti, Brugia malayi or B. timori. These parasites are transmitted to humans through the bite of an infected mosquito and develop into adult worms in the lymphatic vessels, causing severe damage and swelling (lymph edema). Elephantiasis – painful,

disfiguring swelling of the legs and genital organs – is a classic sign of late-stage disease. The infection can be treated with drugs. However, chronic conditions may not be curable by antifilarial drugs and require other measures such as surgery for hydrocele, care of the skin and exercise to increase lymphatic drainage

in lymph edema. Annual treatment of all individuals at risk (individuals living in endemic areas) with recommended antifilarial drugs combination of either diethyl-carbamazine citrate (DEC) and albendazole, or ivermectin and albendazole; or the regular use of DEC fortified salt can prevent occurrence of new infection and disease. 10

DAVAO CITY, Aug. 21 (PIA) -– Non-government organizations, peoples organizations, religious associations and local government units in the region are urged to nominate deserving overseas workers for this year’s search for Model Overseas Filipino Workers (OFWs) Family of the Year Awards (MOFYA). Overseas Workers Welfare Administration regional head Zenobia Caro bared the ongoing nominations of 2011 MOFYA with the deadline on August 31 at the regional level. Caro said the nomination forms and details on the search are available at

OWWA regional office or may be downloaded from OWWA website at www.owwa.gov. ph. She said the annual search is looking for two winners, one from the landbased category and one from the sea-based category. “The MOYFA recog-

nizes the outstanding efforts and determination of OFW families to preserve the family ties despite the distance that separates them for years,” she stated. According to Caro, an eligible OFW family nominee must be headed by a seabased or land-based OFW, 10

In 2007, record shows that the province has identified ten people diagnosed with Filariasis. Gov. Uy then ordered the Provincial Health Office to strongly support the National Filariasis Program through the Mass Drug Administration in all barangays of the 11 municipalities. After the serious implementation of the continuous mass drug administration, DOH undertake Lot Quality Assurance Survey through random blood samples to 3,000 children examined by the

formerly or presently working abroad with a formal or informal contract of employment or work permit, and with proof of OWWA membership. She said that the OFW head, either single or married, must have at least four years of work experience as an OFW. The OFW family must also be known as a solid/ stable family in their community, and with financial stability. Caro said this qualification must be certified by the Barangay Captain in a Certification of Family Solidarity. The parish priest or head of the religious sect to which the OFW family belongs could also certify to establish good family rela-

health care providers of PHO, DOH and DepEd. Result of the recently conducted evaluation shows that the province is now free of such disease prompting the WHO to declare Compostela Valley as Filariasis free. The province will receive the Seal of Recognition plus a prize of P1 million as the 1st in Region XI to be Filariasis free. DOH Secretary Enrique Ona will personally hand over the award and the prize to Gov. Uy on September 3. (CLC/ IDS COMVAL/Rodielyn A. Manugas/PIA XI)

tions. Caro said the regional winners will represent Davao Region to vie for the national award. In 2007, a regional MOYFA winner from Digos City, Davao del Sur brought home the national award for epitomizing an outstanding role model of an OFW family. Caro said the national awardee is headed by a former OFW from Saudi Arabia, now a barangay kagawad who also served as a barangay health worker and actively engaged in other community services. She added that the OFW head was able to buy a farm lot and send her children to college. (PIA-11/Carina L. Cayon)

DAVAO CITY, Aug. 21 (PIA) –- A dozen “lumad” or indigenous people college scholars will continue to enjoy their educational subsidy for school year 20112012 from Davao Light & Power Co., the Aboitiz-owned electric utility distributing power in Davao City, Panabo City, and the towns of Carmen, Dujali and Sto. de Davao University (ADDU) in Davao City. Even as the 12 are retained, Mindanawon is set to continue its recruitment based on the criteria set by the organization’s Board of

B

eing a leader is pure hard work. Hard, tortuous work. As a leader, you are tasked to be the spotlight for your members and guide them every step of the way. A leader must go above and beyond the call of duty just to ensure that things will run as smoothly as possible.

Being a mother and a leader, or aptly called a parent leader in Pantawid Pamilya, entails performing the same arduous task twice over. However, beneath all the tough and challenging workload, being a parent leader is a fulfillment in its own noble sense.

Sunday, August 21, 2011

The Pantawid Pamilyang Pilipino Program teaches not only responsible parenthood and the value of health and education in the fight against poverty but it also empowers the parent beneficiaries to deviate from their usual housewife tasks. It imparts to them the

value of community involvement and leadership in the improvement of their’s and their constituents’ lives. Eliza Bulan, 52 years old, of Brgy. Lizada, Toril shares her sentiment in being a parent leader. Eliza has eight children that depend solely on her. Her husband 12

She sells native delicacies in their neighborhood, cooks meals and peddles them in schools. “Lisod pero ginakaya nako para sa akong mga anak. Kung ginahunahuna man gud nimo ang kaugmaon sa imong mga anak, mas dali buhaton ug dawaton ang mga butang (It is hard but I am willing to endure it for my children. If you keep in mind that you are doing it for your children’s future, then things are easier to bear and accept),” Eliza shared. To top it all, Eliza was also tasked as a parent leader in their barangay. She has 36 members that look up to her for guidance and leadership. “Kung lisod mahimong inahan mas lisod mahimong parent leader. Mahadlok ka magkamali kay ikaw man ang ginasaligan sa imong mga miyembro (If it is hard to be a mother then it is much harder to be a parent leader. You are afraid to commit mistakes because your members depend on you on a lot of things),” Eliza added. “Wala ko nagmahay nga mapili nga parent leader. Dako kaayo kini nga oportunidad para sa akoa (I do not have regrets that I was chosen as a parent leader. It has been a huge help to me),” declared Eliza. Since Pantawid Pamilya came to their lives, Eliza’s four schooling children have never been more excited in going to school. “Sila pa gani pirmaninte ang gapahinumdum sa akoa nga tumanon gyud ang mga kondisyones sa Pantawid Pamilya (They are even the ones who remind me to comply with the Pantawid Pamilya conditionalities),” she concluded. Forty-one year-old Venus Timbal is another epitome of a Pantawid Pamilya supermom. Venus works as a tricycle driver in Sitio Lawis, Barangay Lizada. Her P150earning a day is used to support their daily needs. Her husband, who works as a welder, takes care of the other essential needs of their family. Venus is also a parent leader with 36

members. She shares it is a rare privilege to be chosen as one. “Nalipay ko nga mahimong instrumento sa panaghiusa sa akong mga sakop diri sa amoang barangay (I am happy to be an instrument of unity among my members here in our barangay),” Venus grinned. Aside from the financial assistance that Pantawid Pamilya has been extending to them, Venus observed that Pantawid beneficiaries have formed some kind of a special bond. “Kung sa una dili gyud mi magkaila ug magtinagdanay, sukad niabot ang Pantawid mas naging close mi (When before we barely even know each other much less speak to each other, but now with Pantawid we became close), Venus added. “Ang Pantawid Pamilya dili lang usa ka conditional cash transfer nga programa, mitabang pud kini sa amoa isip indibidwal, isip lumulupyo sa among barangay ug isip inahan sa amoang mga anak pinaagi sa pag-pahinumdum sa amoa sa amoang mga responsibilidad (Pantawid is more than just a conditional cash transfer program, it also helped us as individuals, as citizens of our barangay and as mothers by reminding us of our responsibilities),” the two supermoms chorused. Pantawid Pamilya or the “conditional cash transfer program” of the government aims to help improve the quality of life of the identified poorest households in the country. It provides financial assistance to help sustain the health, nutrition and education needs particularly of children from ages 0 to 14 years old. Butuan PNP implements “Discipline Zone” Phase 3 by Noel B. Najarro BUTUAN CITY, Aug. 21 (PIA) - The mounting congestion of both vehicular and pedestrian traffic and the problem of sanitation at the city’s school belt along J.C. Curato St. intersection going towards Noli Me Tangere St., fronting Butuan City Central Elementary School and Agusan National High School, where the influx of the motorists and pedestrians are more pronounced specially during peak hours, brought about the implementation by the city police of the so-called “Discipline Zone” in coordination with the local government of the city. Butuan City Police Director PSSupt. Jose V. Carillo, called up recently a press conference at BCPO conference room attended by Hon. Ryan Anthony B. Culima, Chairman of the city council Committee on Police, Public Safety and Order and other

top city police officials to signal the implementation the program’s third phase which is massive information campaign. To this end, Carillo said, he needed to enlist the help of the city’s tri-media. Phase 1, which was the preparatory phase and

Butuan PNP... from page 13 ed at the start of the said press forum, PCInsp. Reynante N. Sibayton, chief of the Operation Branch of BCPO and commander of the Butuan City Police Station 1, pointed out some of the causes of the traffic-congestion in the area such as: illegal terminals, disregarding the loading/unloading zone, obstruction of the flow of traffic, illegal parking, disregarding the traffic lights, indiscriminate throwing of garbage, illegal peddling and smoking in public places. City PNP Dir. Carillo said, that the project was embarked in proper coordination with the local government of the city, the LTTMO, together with the barangay officials, school administrators, PTA and the Drivers and Operators Association of the “Discipline Zone” affected areas. The City Police, Carillo said, had initially implemented a similar zone as early as July in coordination with the local barangay unit of

Brgy. Libertad, this city with positive results. A “Discipline Zone” was implemented right at the front of its own regional camp at Camp Rafael C. Rodriguez, starting at the part of J.G. Aquino Ave., fronting Sto. Nino Shrine, reaching beyond the Butuan City Police Station 3. It primarily decongested the pedestrian and vehicular traffic, particularly at the J.C. Aquino Ave., Ambago Road T-junction, fronting the barangay public market and the police station. This time, traffic decongestion and sanitation will be focused along Montilla Blvd., corner J.C. Aquino Ave., R. Calo St., San Francisco St., E. Luna St., A.D. Curato St. going towards Butuan City Elementary School (A.D. Curato St.,) until Noli Me Tangere St., fronting Agusan National High School (Teofilo Sanchez St.,). The ten identified “Discipline Zone Posts” includes: first, at J.C. ond, at R. Calo St., (fronting Dunkin Donuts); third, at San Francisco St., (near Sacred Heart Kindergarten School); fourth, still at San Francisco St., ( back portion of the Butuan City Central Elementary School); fifth, J.C. Aquino (fronting BCPO); sixth, Cor. J.C. Aquino and A.D. Curato (fronting Chowking); seventh, at Del Pilar St.; eight, at Gomez St.; ninth, at Noli Me Tangere St.; and tenth, at T. Sanchez St. The posts will be manned by a police personnel, an LTTMO personnel and a barangay tanod (village police). This is purposely done, according to Hon. Culima to preempt any familiarity, thus preventing collusion to render exceptions or favor to any future apprehensions by any of the three personnel manning the posts. Supervising personnel from Butuan City Police Office will be assigned to inspect the post operation from time to time. Carillo said that the posts will be

manned 24/7, with the personnel from the City Public Safety Company taking over the place of the LTTMO and Barangay Tanods beyond their working hours. He also emphasized that there will be “Zero tolerance.” Among the laws and ordinances to be implemented includes: SP Ordinance 778-90 / 623-87 (Anti-Smoking in Public Places), SP Ordinace 76770 as amended by SP Ordinace 1501 (Anti-Littering), SP Ordinace 300-65 / 359-56 (Loading and Unloading Zone), SP Ordinance 104494 (Jaywalking), SP Ordinance 959-93 (One-way along A.D. Curato St. from J.C. Aquino Ave., going south up to Noli Me Tangere St.), SP Ordinance 2045-96 (Use of Helmet for all Drivers and Backriders of Motorcycle), SP Ordinance 221699 (No Tricycle is allowed to Operate on National Highway), SP Orinance 27202005 (No Parking on Either side of J.C.
