his city’s spectacular landscape comes in full view 3,003 steps up the Linabo Peak.

The 3,003 steps to Linabo Peak, originally named 1,001 Steps in the early 1990’s, is one of the favorite nature eco-tourism destination of Dipolog City situated at Sitio Dinginan in Barangay Lungdungan. Discovered by then City Mayor Roseller L. Barinaga and Mr. Hiroshi Ikeda, Director of Organization for Industrial, Spiritual & Cultural Advancement (OISCA) International, the original place was a massive stone-ground mountain slope with scattered boulders leading to Linabo Peak – Dipolog’s highest elevation point at 486 meters above sea level. heart of Dipolog and is a 15-minute ride from the city proper. The once stone-ground mountain slope turned into a massive verdant forest after its discovery due to the extensive tree planting activities spearheaded by the City Government of Dipolog in partnership with OISCA International. The construction of the concrete steps and walkway started in 1994 winding up along a tunnel of verdant trees and fertile ground, leading climbers, trekkers, tourists and visitors to a panoramic view of the sky, plains and sea horizon. Japan envoy turns-over P28M ‘friendship’ building to ARMM ISABELA CITY, Basilan, Aug 25 (PIA) – Japanese Ambassador to the Philippines Toshinao Urabe turned over last week the Japan-funded P28.8-million friendship hall and training center to the management of the Autonomous Region in Muslim Mindanao, calling it as an edifice that will tighten his nation’s link with the Filipinos and help capacitate workforces in ARMM. Japan’s ambassador to the Philippines, H.E. Toshinao Urabe (2nd from right), and ARMM Acting Governor Ansaruddin Adiong lead the ribbon-cutting ceremony at the inauguration and formal turn-over of the Japan-ARMM Friendship Hall and Training Center (FHTC), Friday, August 19, at the ARMM compound in Cotabato City. Assisting them are ARMM Acting Vice-Governor Rejie Sahali-Generale, ARMM Executive Secretary Naguib Sinarimbo and Minister Keizo Takewaka, Embassy of Japan’s head and minister for political affairs. The modern and fully-equipped building (inset photo) worth P28.8 million was funded thru the Counter-Value Fund of Japan’s NonProject Grant Aid for the Philippines. (BPI-ARMM/ PIA9-BST)

The ARMM information bureau said in a press release that the ambassador expressed elation over the present ARMM officials’ warm reception of the interventions of his government, particularly the Japan Inter-

national Cooperation Agency (JICA) in the fields of peacebuilding, human resource enhancement and infrastructure development. Urabe assisted the Acting ARMM Governor Ansaruddin Alonto-Adiong in

the ceremonial ribbon cutting, marking the opening and turnover of the JapanMuslim Mindanao two-storey “Friendship Hall and Training Center”, which is built inside the ARMM compound in Cotabato City. 8

Japan envoy... from page 7 Ambassador Urabe said the building is part of his government’s assistance to the people of ARMM towards gaining peace and prosperity in the region. “This will help you train eligible, competent administrators to effectively govern ARMM towards peace and prosperity,” Urabe said citing that governing is hard because it involves listening to the diverse views of the people and encouraging their assistance towards attaining a common goal. Urabe also thanked the ARMM people for their sympathy and support to the Japanese people during their ordeal after the unfortunate earthquake and tsunami last March 11, 2011. On his part Adiong accepted the gift with “pleasure and gratitude that I receive this gift from the Japanese people as a symbol of the solid friendship and cooperation between the Bangsamoro people and the people of Japan.” “Let me also assure you that this will be maximized for its noble purpose,” he assured the Japanese officials present. Ambassador Urabe was also accompanied by other Japanese officials led by Minister for Political Affairs Keisho Takewaka. ARMM Executive Secretary Atty. Naguib Sinarimbo also expressed gratitude and pleasure during the turn-

8

over citing that the landmark building signifies the enduring friendship between ARMM and Japan. “As we open this building today, we also open the hope for peace and development for ARMM as we can now train highly competent people for us to ultimately attain peace and development,” he said. The JICA approved the building’s P28.8-million allocation on October 8, 2009 but construction works commenced in 2010 due to the disruptive effects of the Maguindanao massacre that had created a major overhaul in the ARMM’s top leadership, engineering officials said. The building, fully completed early this month, is equipped with office spaces, function halls and training equipment, and other facilities of international standard, they said. It will house among others the ARMM development Academy (ADA), a regional counterpart of the Development Academy of the Philippines. Sinarimbo announced that a series of trainings of administrative and technical personnel in the autonomous region has been lined up to start one after the other after the fasting month of Ramadhan. Ambassador Urabe came here Thursday for various official functions includ-

ing his gracing of the “Friendship Hall” building turnover. Upon his arrival, Urabe immediately met officials of the Malaysian-led International Monitoring Team (IMT) and top leaders of the Moro Islamic Liberation Front (MILF) in separate meetings. At a dinner reception with Adiong and other ARMM officials, Urabe talked casually to give emphasis on the “great potentials” of the Philippines, particularly in Mindanao in terms of “vast fertile lands and natural resources.” Such bright prospects, he said, would just need “proper” interventions and investments to spur socioeconomic development in the region. Noting that “Japan is close to the Philippines,” Urabe said his government’s interventions in the region are meant “to help create peace and bright future for Mindanao.” Japan is a key member of the IMT that monitors the ceasefire accord between the government and the MILF, and in the pool of foreign institutions facilitating the GPH-MILF peace talks. It had hosted early this month the one-on-one meeting between President Aquino and MILF Chairman Al Haj Murad Ebrahim. (BPI-ARMM/ RVC-PIA9 BaSulTa)

imperatively advocated in the 20-year old Autonomous Region in Muslim Mindanao to move apace with other regions. Pueyo said that the month-long commemoration will provide a venue for government agencies in ARMM to showcase reforms and milestones in performing their respective mandates in

Health Secretary Ona to speak in filariasis forum in Cag. de Oro, Sept. 1 by Rutchie Cabahug-Aguhob CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 25 (PIA) – Health Secretary Enrique Ona will be the keynote speaker during the 3rd National Lymphatic Filariasis Elimination (LF) Forum, on Sept. 1-2, at Dynasty Court Hotel, this city. Conducted by the Coalition for the Elimination of Lymphatic Filariasis-Philippines, Inc. (CELF-Philippines, Inc.), the forum will be anchored on the theme: “Expanding Partnerships towards Integrated Elimination of Lymphatic Filariasis and Control of other Neglected Tropical Diseases (NTD).” Jaime Galvez Tan, MD, MPH, Chairperson of CELFPhilippines, Inc., said LF affects about 650,000 men, women and children in the Philippines, resulting in an

estimated total economic loss of $38.7 million per year (WHO, 2009). “More than a billion people in 80 countries in the world are at risk of the LF. It is also estimated that over 120 million people are affected and over 40 million have seriously been incapacitated and disfigured by the disease (WHO, 2009),” Tan added. The second leading cause of permanent and long term disability worldwide (WHO, 1996), LF is just one of the several NTD’s that remain

as a public health problem in poor communities today, including the Philippines. To eliminate LF as a public health problem, the Department of Health (DOH) has established the National Filariasis Elimination Program (NFEP). Meanwhile, the forum aims to raise public awareness, describe challenges and good practices to forge partnerships among the various stakeholders and other partners committed to the elimination of LF and the control 14

of other NTD’s in the country. A non-stock, non-profit, non-government organization, CELF-Philippines, Inc., aims to assist in the efforts to eliminate LF in the Philippines through community managed initiatives and local and international partnerships. In addition to providing support to the NFEP, the Coalition serves as a liaison body among groups that are involved or interested in the elimination of LF in the Phil-

ippines. This is done by promoting social mobilization for the maximum participation in Mass Drug Administration (MDA) and disability management, capacity building, provision of technical assistance, partnership and collaboration to assist the national effort for LF elimination. Among the topics included in the 2-day activity are the role of the private sector in the control of LF and the NTD’s, current efforts for

the integration of information systems for NTDs and the role of academic institutions in the control of NTDs. Also included are some of the good practices in LF elimination of some local government units (LGU), research gaps in LF and NTD studies in the Philippines from the social science perspective and the need for integration of control of NTDs in the Philippines. More ‘serbisyo caravans’ in poorest towns by Mai Gevera-Macapagat

DAVAO CITY , August 25, 2011 PIA – Serbisyo Caravan initiated by the Association of Regional Executives of National Agencies (Arena XI) is set to be replicated in at least five municipalities in the region this year. Speaking before the media in yesterday’s Hermes Club at Pearl Farm Marina, Arena XI President and Department of Budget and Management (DBM XI) regional director Achilles Gerard Bravo bared plans of holding fundraising activities to conduct more caravans in poorest municipalities identified by the National Economic Development Authority (NEDA XI). It was last August 3 to 5 that the first Serbisyo Caravan reached the communities of Boston and Cateel in the province of Davao Oriental . “ We were able to bring 47 national government agencies to those areas, 55 directors and heads of offices, and 250 agency personnel who provided various services to people.”, Bravo said. The official considers the caravan a symbolism of cooperation amongst different national government

agencies with the support of the provincial and municipal government units. The agency which benefited the most number of people in both towns is the Department of Social Welfare and Development (DSWD) which turned over more than P6 million cash to their 4Ps beneficiaries during that 2-day caravan. Some of the agency’s prime programs brought to the towns are Pantawid Pamilyang Pilipino Program, Supplementary Feeding, Social Pension for Indigent Senior Citizens and others. Eighty-three thousand pesos is handed to 21 older persons in Boston while P84,000 is given out to 58 older persons in Cateel. Seventy-eight farmers and fisherfolks also received rice subsidy or cash for work amounting to a total of more than P200,000. Residents of Boston and Cateel also appreciated the presence of the National Statistics Office (NSO)

during the caravan as they were able to secure certificates like birth, marriage, death, and CENOMAR instead of going to Davao City . Thirty-five million pesos was also given to the provincial governor from the Department of Health for the hospital enhancement facilities. Medicines worth P40,000 were spent for the surgical mission. The Philhealth also distributed a total of 3,969 health cards for National Household Targeting System Beneficiaries. Bravo said the next caravan will be in Maragusan, Compostela Valley Province on late September of early October. This early, AREAN XI has set a fundraising activity through a Songspell Concert. Proceeds of which will be used in the future serbisyo caravans in other target municipalities. (PIA 11/Mai Gevera-Macapagat)

sive and Integrated Delivery of Social Services (KALAHI-CIDSS), Self-Employment Assistance - Kaunlaran (SEA-K) and the Pantawid Pamilyang Pilipino Program (4Ps). The objective of the activity is to make them realize that their assistance is needed for the development of the communities where these programs are being implemented. The activity hopes to gather representatives of the business sector, the academe and the media whom the regional office has identified not only as partners but as agents of change.

“The partnership with the private sector is necessary considering that the government, aside from being burdened with countless problems, has also limited resources. The private sector has always been kind enough to lend its hand for a good cause,” said Assistant Regional Director Priscilla N. Razon of DSWD. Razon also hopes that at the end of the activity, the private sector will be able to decide and pledge its support to the programs.(DSWD/Leslie LaoFrancis)

JeepneEd to support in improving Sarangani education

ALABEL, Sarangani (August 25, 2011) – Founders of JeepeEd Project ini-

tially clinched agreements on Tuesday (August 23) with local partners to make Sarangani the next pilot for their science project once the jeepney begins rolling in October . JeepneEd is a mobile science and technology laboratory equipped with netbooks, internet connection, LCD projector, scanner, printer, other instructional materials, and hands-on activities designed to serve a community of eight to 12 schools. But in Sarangani, Shaina Tantuico, one of JeepneEd founders who is responsible for teaching and curriculum development, said that they initially identified four schools to serve starting Grade 5 up to 2nd year high school. “Our mission is to provide communitydriven, sustainable, inschool support in science and technology on a redesigned jeepney that runs on used vegetable oil,” the founders said. The JeepneEd also sought to address gaps of science teaching methods in public Thursday, August 25, 2011

schools where teachers usually resorted to lectures due to unavailability of resource materials and other exposure activities. The mobile laboratory will stir students’ interest to discover new things from indigenous materials which Tantuico pointed out these learning activities “can be integrated into (the students’) lessons in schools.” Tantuico said their aim for the students is to be able to see everyday things in a scientific way like using salt as conductor and rice as insulator and using gumamela petals and mayana leaves to become PH tester for soil, “a chemistry topic in Grade 5 and in 2nd year high school,” she said. Tantuico said they were able to pattern the science activities in the mobile lab from the sci-

ence laboratories in California and East Timor only that they made it “more localized in the Philippines .” “We want this project to go on for as long as possible,” Tantuico said. Alabel National Science High School physics teacher Ariel Lalisan said the Conrado and Ladislawa Alcantara Foundation would shoulder the honorarium of the two JeepneEd facilitators and a driver to sustain the operation of JeepneEd once it be turned over to Sarangani. Lalisan said parents can also share counterpart funds for the operation of the JeepneEd or they can also give used vegetable oil as substitute for fuel. (Beverly C. CHR-12 explains human Trafficking in Persons in ICON meeting by CT Apelacio

GENERAL SANTOS CITY, August 25 (PIA)--There is a difference between human trafficking and human smuggling, according to Miguel Penalosa, regional information officer of the Commission on Human Rights (CHR) 12.

Penalosa told information officers and members of the Information Coordinating Network (ICON) 12 on Monday that human trafficking “involves coercion of a person” characterized by subsequent exploitation after the illegal entry of a person in a foreign coun-

try. “It is in fact considered a human right issue,” he said. Human smuggling, on the o t h e r hand, he said is “a migration issue” and is characterized by facilitating for a fee the illegal entry of a person into a foreign country and “usually

does not involve coercion.” Penalosa said R.A. 9208 otherwise known as Anti-Trafficking in Persons Act of 2003 provides the institutionalization of government polices to eliminate trafficking in persons, especially women and children. 23

Thursday, August 25, 2011

CHR-12 explains... from page 22

“It establishes the necessary mechanisms to protect and support trafficked persons and provides penalties for violators,’ he stressed. He then described human trafficking as illegal trade of human being “committed by means of threat or use of force, or other forms of coercion, abduction, fraud, deception, abuse of power or of a person having actual control over another person for the purpose of exploitation such as sexual exploitation, forced labor or services, slavery, and removal or sale of organs or other similar acts.” Last year the Philippines was one of the 58 countries under the “Tier 2 Watch List” based on the US trafficking report. But President Benigno Simeon Aquino III in his State of the Nation Address (SONA) in July and during the 23rd National Convention of the Prosecutors League of the Philippines here in April announced that the Philippines has been Thursday, August 25, 2011

dropped from the US Tier 2 human trafficking watch list and now in the Tier 2 status. The President attributed the removal to the efforts of the prosecution in increasing convictions in human trafficking cases involving traffickers. The US rates each country depending upon its effort to reduce trafficking and subsequently labels based upon a tier system: Tier 1, Tier 2, Tier 2 watch list, or Tier 3. Penalosa said when a country is included in the tier system list, financial assistance from the US will either diminish or be suspended depending on the severity of the case. The assessment employs the three “Ps” approach, which are: Prevention, Protection, and Prosecution to determine whether a country be placed in the tier system. Those under the Tier 2 Watch List are “countries whose governments do not fully comply with the Traf-

ficking Victims Protection Act’s (TVPA) minimum standards but are making significant efforts to comply with those standards. Countries “whose governments do not fully comply with the TVPA’s minimum standards but are making significant efforts to bring themselves into compliance with those standards” are placed under the Tier 2 category. Penalosa said any person, natural or juridical, found guilty of trafficking may be punished for trafficking in persons, that is prescribed in 10 years and if committed by a syndicate or in a large scale, in 20 years. “The prescriptive period shall commence to run from the day on which the trafficked person is delivered or released from the conditions of bondage,” Penalosa told ICON communicators. Under R.A. 9208, the penalties are classified according to acts of trafficking with 20 years imprisonment and a fine of

P1-M to P2-M; acts that promote trafficking with 15 years imprisonment and a fine of P500,000 to P1-M; qualified trafficking with Life imprisonment and a fine of P2-M to P5-M; breach of confidentiality clause with 6 years imprisonment and a fine of P500,000 to P1-M; use of trafficked persons, first offense–6 months community service and a fine of

P50,000 and second offense–1 year imprisonment and a fine of P100,000. All fines imposed and the proceeds and properties forfeited and confiscated resulting from those offenses will go to a trust fund managed by the Inter-Agency Council Against Trafficking or IACAT. “This will be used exclusively for programs that will prevent acts of traf-

ficking, and will protect, rehabilitate and reintegrate trafficked persons into the mainstream society,” Penalosa underscored. In finale, he said: “Trafficking in persons, besides it is a gross violation of human rights, also mirrors the society’s concern for the vulnerable sectors.” (CTA/PIA General Santos City )
