Dipolog panoramic view atop 3,003-step Linabo Peak
his city’s spectacular landscape comes in full view 3,003 steps up the Linabo Peak.
The 3,003 steps to Linabo Peak, originally named 1,001 Steps in the early 1990’s, is one of the favorite nature eco-tourism destination of Dipolog City situated at Sitio Dinginan in Barangay Lungdungan. Discovered by then City Mayor Roseller L. Barinaga and Mr. Hiroshi Ikeda, Director of Organization for Industrial, Spiritual & Cultural Advancement (OISCA) International, the original place was a massive stone-ground mountain slope with scattered boulders leading to Linabo Peak – Dipolog’s highest elevation point at 486 meters above sea level. Malacañang announces deadline of applications or nomination forms for OIC positions in ARMM
M
alacañang reminded the public that the deadline for submission of nominations for the officers-in-charge (OIC) of the Autonomous Region in Muslim Mindanao (ARMM) is only until Friday, August 26.
In a press briefing at the Palace on Thursday, Presidential Spokesperson Edwin Lacierda urged those who are interested for the OIC position in ARMM to submit their respective applications and nominations for the available position in the region. He added that the OIC position vacancies include the regional governor, vice governor and several slots for the regional legislative assembly. “Tomorrow, 26th of August is the deadline of submission of the applications and nominations for the ARMM OICs, just to let you know we are looking for nominees, applications for the following positions one OIC regional governor, one position of OIC regional vice governor, 24 positions of OIC regional legislative assembly, three for each legislative district of ARMM which is Basilan, Maguindanao, Lanao del Sur,Sulu and Tawi-Tawi, “Lacierda said.

“We just like to remind the public and also all the residents of ARMM, if you’re interested please submit your applications, the last day will be tomorrow,” he stressed. When asked on the selection process for the said OIC positions, Lacierda noted that upon acceptance of the applications and nominations, these will be forwarded to the Presidential Management Staff for profiling and clearance, then to the screening committee. He also said that the public will be informed of developments in every stage of the screening process. It will be recalled that the Office of the President has opened the nominations for the OIC positions for the ARMM who will assume the post until the 2013 mid-elections. On top of the qualifications required in the Constitution, applicants must have proven competence, integrity, reliability, and moral
soundness to lead the region. Apart from these, applicants must not be facing any administrative or criminal complaint, and must not be a fugitive from justice. Applicants must submit all requirements that include duly accomplished application form, certification of residency, certification of voter’s registration, clearances from the National Bureau of Investigation, and sworn statement attesting that no administrative, criminal or civil charges has been filed against him or her. The screening committee shall give due preference to prospective applicants and nominees who will have no intention to run for any elective position in the next ARMM Election. Palace prepared to extend assistance to Libya
M
alacañang announced that it is ready to extend help in Libya’s reconstruction, a Palace official said on Thursday.
In a regular press briefing in Malacanang held on Thursday, Presidential Spokesperson Edwin Lacierda said, “If there will be a request [for assistance] in the reconstruction, we will respond with whatever help we can provide.” The Philippine government is willing to work with the international community in rebuilding Libya. Lacierda also stressed that the welfare of the Filipinos in Libya remains the primary concern of the Phil-
ippine government. “Right now, the Department of Foreign Affairs (DFA) is monitoring the situation in Libya. Our primary concern is the protection of our own Filipino workers and nationals there,” he said. He said the Aquino administration welcomes the imminent resolution of the conflict in Libya. “The Philippines supports a peaceful transition in Libya in order for normalcy to return to the country, and looks forward to working with
the Libyan people in pursuing peace and stability,” Lacierda quoting the statement of the DFA. The DFA said, “The Philippine government thanks the Libyan people for keeping Filipinos and their families in Libya safe and for the hospitality extended to them throughout the conflict including the Filipino medical workers who chose to remain in order to continue providing emergency humanitarian assistance to all parties in the conflict.” (js)

Japan envoy turns-over P28M ‘friendship’ building to ARMM ISABELA CITY, Basilan, Aug 25 (PIA) – Japanese Ambassador to the Philippines Toshinao Urabe turned over last week the Japan-funded P28.8-million friendship hall and training center to the management of the Autonomous Region in Muslim Mindanao, calling it as an edifice that will tighten his nation’s link with the Filipinos and help capacitate workforces in ARMM. Urabe also thanked the ARMM people for their sympathy and support to the Japanese people during their ordeal after the unfortunate earthquake and tsunami last March 11, 2011. On his part Adiong accepted the gift with “pleasure and gratitude that I receive this gift from the Japanese people as a symbol of the solid friendship and cooperation between the Bangsamoro people and the people of Japan.” “Let me also assure you that this will be maximized for its noble purpose,” he assured the Japanese officials present. over citing that the landmark building signifies the enduring friendship between ARMM and Japan. “As we open this building today, we also open the hope for peace and development for ARMM as we can now train highly competent people for us to ultimately attain peace and development,” he said. The JICA approved the building’s P28.8-million allocation on October 8, 2009 but construction works commenced in 2010 due to the disruptive effects of the Maguindanao massacre that had created a major overhaul in the ARMM’s top leadership, engineering officials said. The building, fully completed early this month, is equipped with office spaces, function halls and training equipment, and other facilities of international standard, they said. It will house among others the ARMM development Academy (ADA), a regional counterpart of the Development Academy of the Philippines. Sinarimbo announced that a series of trainings of administrative and technical personnel in the autonomous region has been lined up to start one after the other after the fasting month of Ramadhan. Noting that “Japan is close to the Philippines,” Urabe said his government’s interventions in the region are meant “to help create peace and bright future for Mindanao.” Japan is a key member of the IMT that monitors the ceasefire accord between the government and the MILF, and in the pool of foreign institutions facilitating the GPH-MILF peace talks. 191 couples attend health classes by Franklin P. Gumapon DIPOLOG CITY, Aug. 25 (PIA) - - As the country celebrates the month of August as National Family Planning Month, the City Health Office (CHO) here has spearheaded the conduct of health classes in six cluster areas in the city. A total of 191 couples attended the health classes which focused on responsible parenthood and family planning. CHO family planning coordinator Rhodora Yrañela disclosed that the participants particularly the young couples were urged to adopt birth spacing to protect the health of the mother and children. It can be recalled that the Department of Health (DOH) designated the month of August every year as the National Family Planning
Month with the goal of increasing public awareness on the importance of responsible parenthood to attain a better quality of life for the mother, the father and the family as a whole. Latest results of the Pulse Asia survey on reproductive health showed that five out of 10 Filipino couples no longer want to have more children while seven out of 10 really want to practice family planning. In a related development, a policy forum on Responsible Parenthood-Repro-
ductive Health (RP-RH) bill is slated to be held in Dapitan City tomorrow to be attended by local chief executives of Zamboanga del Norte, religious leaders, academe, students and other stakeholders. CSC pushes for ARMM R.A.C.E. towards nation-building ISABELA CITY, Basilan, Aug 25 (PIA) – The Civil Service Commission (CSC) is launching a campaign for prompt bureaucratic operations in the country that enjoins all public servants to be responsive, accessible, courteous and effective (RACE), and help contribute to building a robust nation. In a press release, ARMM Information chief Ali. Macabalang disclosed that the 111th anniversary campaign for next month, dubbed with a theme - “Championing R.A.C.E.: Public Service Excellence at Full Speed,” is a nationwide advocacy. But CSC director for ARMM Resurreccion Pueyo said that this campaign is
imperatively advocated in the 20-year old Autonomous Region in Muslim Mindanao to move apace with other regions. Pueyo said that the month-long commemoration will provide a venue for government agencies in ARMM to showcase reforms and milestones in performing their respective mandates in

RTWP Board conducts assessment on workers wage adjustment in ARMM ISABELA CITY, Basilan, Aug 25 (PIA) – The Regional Tripartite Wage and Productivity Board of the Autonomous Region in Muslim Mindanao (RTWPBARMM) convened recently to assess the regional economic conditions as well as to determine the presence of supervising event as basis for an early wage adjustment. The RTWPB-ARMM, in its assessment shall consider the increase of prices of basic commodities and non-food commodities like oil, transport fare, changes in power and water rates and other related events which adversely affect workers’. DOLE-ARMM Secretary Mayra Mangkabung Alih explained that this is in compliance to the Memorandum issued to all RTWPB dated April

Alan M. Macaraya, Regional Director of the Department of Labor and Employment (DOLE), region10, and several stakeholders at Grand Caprice Restaurant, during her visit, here, yesterday, Aug. 24. “Maganda ang ginawa ninyo sa paggagawa ng ganitong VCGP. (CELF-Philippines, Inc.), the forum will be anchored on the theme: “Expanding Partnerships towards Integrated Elimination of Lymphatic Filariasis and Control of other Neglected Tropical Diseases (NTD).” Jaime Galvez Tan, MD, MPH, Chairperson of CELFPhilippines, Inc., said LF affects about 650,000 men, women and children in the Philippines, resulting in an
estimated total economic loss of $38.7 million per year (WHO, 2009). “More than a billion people in 80 countries in the world are at risk of the LF. It is also estimated that over 120 million people are affected and over 40 million have seriously been incapacitated and disfigured by the disease (WHO, 2009),” Tan added. The second leading cause of permanent and long term disability worldwide (WHO, 1996), LF is just one of the several NTD’s that remain
as a public health problem in poor communities today, including the Philippines. To eliminate LF as a public health problem, the Department of Health (DOH) has established the National Filariasis Elimination Program (NFEP). the integration of information systems for NTDs and the role of academic institutions in the control of NTDs. DAVAO CITY , August 25, 2011 PIA – Serbisyo Caravan initiated by the Association of Regional Executives of National Agencies (Arena XI) is set to be replicated in at least five municipalities in the region this year. Speaking before the media in yesterday’s Hermes Club at Pearl Farm Marina, Arena XI President and Department of Budget and Management (DBM XI) regional director Achilles Gerard Bravo bared plans of holding fundraising activities to conduct more caravans in poorest municipalities identified by the National Economic Development Authority (NEDA XI). It was last August 3 to 5 that the first Serbisyo Caravan reached the communities of Boston and Cateel in the province of Davao Oriental . “ We were able to bring 47 national government agencies to those areas, 55 directors and heads of offices, and 250 agency personnel who provided various services to people.”, Bravo said. The official considers the caravan a symbolism of cooperation amongst different national government

The agency which benefited the most number of people in both towns is the Department of Social Welfare and Development (DSWD) which turned over more than P6 million cash to their 4Ps beneficiaries during that 2-day caravan. Some of the agency’s prime programs brought to the towns are Pantawid Pamilyang Pilipino Program, Supplementary Feeding, Social Pension for Indigent Senior Citizens and others. Eighty-three thousand pesos is handed to 21 older persons in Boston while P84,000 is given out to 58 older persons in Cateel. Seventy-eight farmers and fisherfolks also received rice subsidy or cash for work amounting to a total of more than P200,000. Penalosa told information officers and members of the Information Coordinating Network (ICON) 12 on Monday that human trafficking “involves coercion of a person” characterized by subsequent exploitation after the illegal entry of a person in a foreign coun-

dropped from the US Tier 2 human trafficking watch list and now in the Tier 2 status. The President attributed the removal to the efforts of the prosecution in increasing convictions in human trafficking cases involving traffickers. The US rates each country depending upon its effort to reduce trafficking and subsequently labels based upon a tier system: Tier 1, Tier 2, Tier 2 watch list, or Tier 3. Penalosa said when a country is included in the tier system list, financial assistance from the US will either diminish or be suspended depending on the severity of the case. The assessment employs the three “Ps” approach, which are: Prevention, Protection, and Prosecution to determine whether a country be placed in the tier system. Those under the Tier 2 Watch List are “countries whose governments do not fully comply with the Traf-
ficking Victims Protection Act’s (TVPA) minimum standards but are making significant efforts to comply with those standards. Countries “whose governments do not fully comply with the TVPA’s minimum standards but are making significant efforts to bring themselves into compliance with those standards” are placed under the Tier 2 category. Penalosa said any person, natural or juridical, found guilty of trafficking may be punished for trafficking in persons, that is prescribed in 10 years and if committed by a syndicate or in a large scale, in 20 years. “The prescriptive period shall commence to run from the day on which the trafficked person is delivered or released from the conditions of bondage,” Penalosa told ICON communicators. Under R.A. 9208, the penalties are classified according to acts of trafficking with 20 years imprisonment and a fine of

Phl has 965 hemodialysis centers nationwide, REDCOP official says by Robert E. Roperos
BUTUAN CITY, August 25 (PIA) – People who are suffering from renal disease need not to worry where to go for their hemodialysis.
In a press conference, Dr. Susan Jorge, Adult Nephrology Consultant and Assistant Program Manager of Renal Disease Control Program (REDCOP) said from 290 hemodialysis centers in 2008, it increased to 320 in 2009 and again increased in 2010 to 355. Surigao Norte to ink MOA with Climate Change Commission, BFAR on Demonstrating Eco-Town Framework SURIGAO DEL NORTE, Aug. 25 (PIA) - Gov. Sol F. Matugas announced recently that the provincial government will enter into a Memorandum of Agreement (MOA) with the Climate Change Commission headed by Executive Director Lucille L. Sering and Bureau of Fisheries and Aquatic Resources (BFAR) on the project “Demonstrating Eco-Town Framework.” Acoording to Gov. Matugas, this project will be piloted in four (4) municipalities in Siargao Island namely, Del Carmen, San Benito, San Isidro and Pilar, based on the significant area of mangrove eco-systems. The total mangrove area in the said municipalities is 8,600 hectares. The MOA signing will
take place today, Aug. 25 at 3:00 P.M. at the Provincial Governor’s Office, Capitol Compound, Surigao City. The project will address vulnerability to climate change impacts of the municipalities by developing their technical capability to regulate, conserve and protect their fishery resources. The

AGUSAN DEL NORTE, Aug. 25 (PIA) – Municipalities in Agusan del Norte are expected to be flooded with big-time foreign investors. These investors will establish their businesses in the Co-Management Project Area of LASBUENASCAR (Las Nieves, Buenavista, Nasipit, Carmen) which covers 56,000 hectares of land.
Agusan del Norte Governor Erlpe John M. Amante revealed that most of the businesses will constitute agricultural production, in fact two of the foreign investors have already paid P500,000 for the cash band fee of P500,000. The governor fur-
