Natural Park” as the group encourages Zamboangueños to try trekking the “recreational area” to appreciate it’s value and beauty and as a way of promoting tourism in the city. More than 30 members of the multi-sectoral adventure tourism group literally climb it’s way to the densely forested area of the Pasonanca Natural Park extending to the then RCPI “repeater” area in Muruk (now being used by the ZC water District) with DENR 9 and SPELEO-Zamboanga (professional tour guides) leading the way up the park. Assistant Protected Area Superintendent Joel A. Baysa Jr. oriented the group on the various trees covering the park’s “recreational zone” while ascending the 1.8 km zone. Some trees that caught the group’s attention were: the century old- 25meter-high Banuang tree com-

monly known as the “Binuang” tree, a material commonly use for fruit crate, toothpick, pads and papers; the 70 year old20 meter-high Dao tree and the 50 year old-15 -meter-high Kamagong tree. Mr. Baysa revealed of some sightings of wild tarsiers in the park. “But they (tarsiers) can only be seen during night-time since Tarsiers are nocturnal by nature” he was quoted as saying. The group, after reaching the peek of the Park’s “recreational zone” proceeded to the “repeater” tower in Muruk where everybody was mesmerized and amazed of the picturesque view over-
seeing the entire city. From “up there” one can see the entire city comparable to “ants falling in line”. A beauty beyond words and beyond compare. 5

Pasonanca Natural Park- a backgrounder
The Pasonanca Natural Park is located at the Western-most tip of the Zamboanga Peninsula and North of the City proper. It is embraced by seven barangays in the Protected Area and Buffer Zones namely Bunguiao, Talosa, Salaan, Lumayang, Pasonanca, Dulian and Baluno. The Natural Park has 20% to 90% slope category. Most often, land configuration is rough, steep to very steep with
lowest elevation recorded at 78 meters above sea level while the highest is 1, 364 meters above sea level. A noticeable mountain rock formation called mount Pulong-Bato is situated at the southern tip of the watershed. This rock formation has an elevation of approximately 324 meters above sea level. The watershed unit is traversed with streams and creeks draining into the main river. There are more than 20 perenial springs and six streams flowing within the area. The main river is called Tumaga River . It is the source of domestic, industrial and irrigation water supply. It is the city’s only source of potable ground water. Soil Strata of the natural park are composed of clay, clay loam, loam and sand.

Ochoa: OFWs in US facilities in Afghanistan, Iraq not covered by deployment ban
E
xecutive Secretary Paquito N. Ochoa Jr. said on Sunday that the deployment ban to Afghanistan and Iraq stays, but Filipinos currently employed in military bases and facilities of the United States (US) are excluded and will be allowed to continue working in these countries.
“After making an assessment of the conditions in Afghanistan and Iraq based on input from Department of Foreign Affairs (DFA), we have recommended that Filipino workers who are already employed in US military bases and installations in these countries be allowed to remain there to continue their employment,” Ochoa said. Ochoa, who chairs the Overseas Preparedness Response Team, however stressed that for security reasons, the deployment ban covering Afghanistan and Iraq stays and no new workers will be allowed to travel to these countries for work. According to Ochoa, President Benigno Aquino III approved the recommendations last Friday. Concerns were raised when the US military ordered all contractors last year not to hire third country nationals, whose domestic laws prohibit their citizens from traveling and working in Iraq and Afghanistan. Washington had warned that contractors caught violating the order would no longer be allowed to bid in US projects in Iraq and Afghanistan. The DFA estimates that the combined number of Filipinos working in Iraq and Afghanistan could
reach 7,000. Ochoa reiterated that the government would continue to closely monitor the situation on the ground to ensure the safety of Filipino workers who choose to remain in Afghanistan and Iraq. “Ensuring the safety and security of our OFWs who work in Afghanistan and Iraq is our primary concern. Just as their livelihoods are important to them, their lives are important to us. We will take whatever precautions necessary so that nothing untoward happens to Filipinos who work in these countries,” Ochoa said.

2,500 dengue mosquito traps set for distribution in South Cotabato by Dani Doguiles KORONADAL CITY, Aug 27 (PIA) -- The regional offices of the Department of Health (DOH 12) and the Department of Science and Technology (DOST 12) in partnership with the Integrated Provincial Health Office (IPHO) will be distributing at least 2,500 Ovicidal/Larvicidal (OL) traps, an official said.
Dr. Rogelio Aturdido said the OL traps or dengue mosquito traps will be distributed to areas identified with cases of dengue. The mosquito trap was developed by the Industrial Technology Development Institute as an inexpensive, nontoxic mosquito control. An OL trap assembly consists of a black cannister for water, a 1x6.5x1/2 inch lawanit strip, and pellets of irganic sources.
The lawanit strip, which is plunged into the water and pellet solution, serves as an attractant for female mosquitoes to lay their eggs on; the solution prevents the eggs and larvae from developing. The number of cases this year, however, according to records of the disease surveillance unit of IPHO remains more than half to that of the same period last year. Only one death has also
been recorded in tge entire province. Dr. Aturdido, however, urged full cooperation as the OL traps need supervision to be effective. He said the water and pellet solution must be replaced regularly because it only potent for 7 to 10 days. If not replaced, the solution can become a breeding place of mosquitoes. DOLE assures intervention for repatriated OFWs BUTUAN CITY, Aug. 28 (PIA) -- “We would like to inform the public especially the Overseas Filipino workers families that the Department of Labor and Employment is always looking into the welfare of the repatriated OFWs from Libya, Syria and from other countries in the middle east,” Regional Director Ofelia Domingo said in her short message during the selection of the Region’s Best PESOs on August 22, 2011, in the presence of representatives from academe and media. Dir. Domingo urged the public to help disseminate the programs of DOLE to the affected OFWs particularly the technical and financial assistance to start livelihood project or to acquire skills to manage small businesses. The DOLE’s programs enrolled under the Community Based Employment Program fit the needs of the affected OFWs, where their dependents could be prioritized for employment under
the Special Program for the Employment of Students (SPES) or they, themselves and their family members could avail of the technical assistance in forms of training, referral and placement and consultancy services which will be provided by OWWA, TESDA, POEA, RTWPB, NLRC, NCMB and PESO and financial and livelihood assistance in a form of starter kits to be provided by DOLE.

SUMAPI in Surigao City pays 13 workers 1.3M by Glo Varquez BUTUAN CITY, Aug. 28 (PIA) -- The Single Entry Approach (SENA) or the 30day mandatory conciliation-mediation approach in the disposition of cases proved to be a blessing not only to the Department of Labor and Employment (DOLE) but also to the workers as it hastened settlement of claims and complaints filed by workers in any DOLE office. It has become true in Surigao City where one company, the Surigao Marine Products Incorporated (SUMAPI) paid a total of P1,347,022.74 for 13 workers in just one (1) hearing of the case. This settlement has been the highest in the history of case disposition thru SENA in the province of Surigao del Norte, involving only one company. DCWD workers donate blood to Red Cross by Franklin P. Gumapon
DIPOLOG CITY, Aug. 28 - - With the onslaught of dengue virus in the country more particularly in Metro Manila, the city government here led by Mayor Evelyn T. Uy has designated the City Health Office (CHO) as the lead agency in the campaign against dengue-causing mosquitoes. The CHO has conducted year-round “search and destroy operations” of all potential breeding places of dengue carrying mosquitoes resulting in the decrease of dengue cases in the city from January to June this year. CHO records showed that only 30 dengue cases were reported from January to June this year as compared to 131 cases during the same period last year. Earlier the Department of Interior and Local Government (DILG) has issued a memorandum to the local government units (LGUs) urging them conduct Sunday, August 28, 2011
cleanup activities aimed at destroying all potential breeding places of dengue carrying mosquitoes. The said circular also calls for the enforcement of environmental sanitation such as dredging of clogged canals, esteros and other waterways, pruning thick bushes or tree branches and removal or draining of receptacles containing stagnant water, and the conduct information drive on environmental control of breeding sites of dengue-causing mosquitoes. In a related development, Undersecretary Yolanda Quijano
of the Department of Education (DepED) has urged the school principals and teachers to be models in leading the campaign against dengue in their respective communities. PMA holds entrance examination for cadetship ISABELA CITY, Basilan, Aug 26 (PIA) – The Philippine Military Academy is conducting the PMA Entrance Examination for PMA Cadetship today, August 28 on 37 examination centers nationwide, the 6th Civil Relation Group of the Armed Forces of the Philippines announced. In a press statement, the military said that getting accepted in the Philippine Military Academy (PMA) entails getting a well-rounded education in academics, leadership, teamwork and physical fitness while receiving a salary and allowances higher than those received by the highest ranking enlisted personnel of the Armed Forces of the Philippines (AFP)—all these while studying. progressive career as a Regular Officer in the Philippine Army, Philippine Air Force (PAF) or the Philippine Navy (PN). Most importantly, it bestows a rare privilege to serve his or her country. For one to become a PMA cadet, he or she must be a natural born citizen, single and has never been married, stands at least 5’4” for male and 5’2” for female, graduated high school with a general average of 85 percent or higher, physically fit for training and has no administrative or criminal case.
Applicants must at least be 17 years old, but not a day older than 22 years old and a day younger than 17 years old, on April 01, 2012. And more importantly, they must pass the PMA entrance examination. The military further noted that an exemption has been made that allows 16year-old applicants for cadetship who meet the aforementioned qualifications to take the qualifying examination since its result will be valid for two years. Plans to improve air base in Palawan underway
SABELA CITY, Basilan, Aug 28 (PIA) – As part of the development program being pushed to improve the capabilities of the Armed Forces’ services in the province of Palawan, the planning team from the 570th Composite Tactical Wing (CTW) sat down with its counterpart from the Western Command (WESCOM) and the Naval Forces West (NFW) to map out the development of the air base in Palawan. In a press release, the 6th Civil Relations Group of the Armed Forces of the Philippines reveals that a two-day conference was held last August 18 and 19 to formulate the Master Development Plan of Antonio Bautista Air Base (ABAB). ABAB is one of the nine air bases eyed for the priority development programs of the Philippine Air Force (PAF). Maximizing the use of its land resources is the primary objective of coming up with a Master Development Plan for ABAB. The lay-outs of the land areas of both WESCOM and NFW were integrated
in conceptualizing the plan since the two are adjacent to ABAB. As the three military headquarters share some common needs, the planners aim to come up with a strategic design that would serve as a basis for deciding where to put up a facility, like a hospital for instance, that is most convenient and accessible to all. Equally important is that conceptualizing the Master Development Plan would allow the planners to decide what project is most suited to a certain land area so as to maximize its utilization. Experts have been
consulted in formulating the conceptual plan for ABAB. For instance, with the help of an environmentalist, the effect of a certain project on the natural environment has been assessed and taken into consideration. Should the National Headquarters approve the plan and the National Government provide the fund for its implementation right after, it would not only translate to an improved headquarters’ lay-out, but it would also mean better services for the people. After the arrest of Adaza, at about 9:30AM, Avenido and Alaban conducted a search operation at the residence of the said barangay official to implement the Search Warrant issued by Judge Jose Rene Dondoyano of the Municipal Trial Court of Cities in Dapitan City. GP3 urges government, business sectors to go “Green” by Gelo Udaundo MANOLO FORTICH, Bukidnon, Aug. 28 (PIA) – Former Congressman Nereus O. Acosta, here, has called on the government and business sectors to help develop a green environment to address the climate change challenge.
He sounded the call during a conference of the Green Purchasing, Green Productivity, towards a Green Philippines (GP3) with the theme “Facing Climate Change and Achieving Sustainable Growth.” Acosta, who is the Chairperson of the GP3 Convener Committee, said the country needs “the consciousness of a Green Philippines” and invited stakeholders to “find ways to live a green life.” Consumers are the biggest problem and the main solution on this movement and local government units are urged to support entrepreneurs who are at the center for a green strategy, he pointed out. “We need political will to continuously collaborate efforts of the public and private sector on how to inculcate this movement”, he added. Acosta shared that based on a recent study, about 262 million people are already affected by climate change-related matters, while another 1.8 billion is expected to suffer from water shortage in 2025 in Asia and Africa. The study further proved that with a “green” economy, there can be higher gross domestic product, reduced poverty, more jobs, enhanced social equity and better quality of growth than a “brown” economy. Integrated in the GP3 conference is the international initiative programs for a green economy. Examples are EU switch Asia programs which highlight business potentials through sustainable consumption and production in Asia, initiated by Green
Philippine Islands of Sustainability (GPIS), Zero Carbon Resort and SMART Cebu Project. The GPIS is a project that aims to contribute to an improved environmental and sustainable industrial development of Metro Manila and CALABARZON, by reducing the pollution level and by increasing resource efficiency in specific companies. On the other hand, Zero Carbon Resort project seeks to enable tourism small and medium enterprises (SMEs), such as, hotels and resorts, to provide their energy services in an efficient, cost effective, and environmentally sound way. The project applies the 3R strategy: ReduceReplace-Redesign. A showcase “Zero Carbon Cottage” will be built in Palawan, which will operate using solar- and biomass-based energy generation systems. Based on information disclosed by the Philippine Wood Producers Association (PWPA), the plywood is substandard and not durable compared to plywood made from falcatta wood in Mindanao.
These products did not pass the quality test of the Department of Trade and Industry – Bureau of Product Standards (DTI-BPS) as these has only a thickness of 5mm. The substandard
plywood can be identified because the grains are rough and fibrous and cheaper by Php15, each, compared to genuine plywood. (CIO/ PIA-10)

But not for Gov. Rodolfo P. del Rosario, who is hoping to see a seemingly impossible dream finally come true at the remaining decades of his life. When asked what would be his wish when he blows out the candles come his 77th birthday on September 1, 2011, the governor revealed his lone fondest wish is for the country to eventually attain a just and lasting peace. “I hope I will live to the day that there shall finally be a lasting peace in this country,” said del Rosario, who has become an institution in the realm of propoor and pro-people local governance. After pouring in billions of hard infrastructure projects in the province during his previous administrations, the governor rolled out his human-centered development strategy known as P.E.O.P.L.E.
He revealed the very purpose he pursued his propeople agenda is to be able to contribute to the over-all objective of President Benigno Simeon Aquino III in striking a just and lasting peace and inclusive economic growth in the country. “I really envisioned this program to help attain the president’s vision of achieving lasting peace and sweeping progress in our country,” he said. He cited the province is doing its share in attaining the president’s goal by providing essential services directly to the people, particularly in affording improved health, better education and broader livelihood and income opportunities. As he puts it, the strategy is designed to develop Davao del Norte as a major gateway to Mindanao, “as we go out linking ourselves to the world in a global competition.”
