Ochoa: Gov’t sets aside P25-M for PNoy’s state visit to China
T
he government is spending some P25 million for President Benigno Aquino III’s five-day state visit to China that will be dominated by discussions on expanding trade and investments with one of the world’s biggest economies, Executive Secretary Paquito N. Ochoa Jr. said on Tuesday. t
The President left Tuesday night via a special commercial flight to China, along with a delegation led by Foreign Secretary Albert Del Rosario, Trade and Industry Secretary Gregory Domingo, Finance Secretary Cesar Purisima, and Energy Secretary Rene Almendras. A group of over 200 Philippine business representatives is also accompanying the presidential delegation in the hope of clinching major investment deals. The Chief Executive’s state visit from Aug. 30 to Sept. 3 at the invitation of President Hu Jintao will take him to Beijing, Shanghai and Xiamen, where he will meet top Chinese officials and key business leaders. “The primary objective of the President’s visit is to further strengthen bilateral ties between the Philippines and China, especially in

the aspect of trade and commerce,” Ochoa said. “President Aquino will be meeting Chinese businessmen and economic policy-makers, and given the potential of both our economies, we hope to close investment deals that will be beneficial for all those involved,” Ochoa added. The P25-million budget covers expenses for the special commercial flight, hotel accommodations, food, transportation, telecommunications and equipment requirements, among others, during the three-leg state visit. The Chief Executive’s first stop is Beijing, where he is scheduled to meet President Hu in a bilateral meeting, followed by the signing of economic agreements and a state banquet. President Aquino will also be meeting with Premier Wen Jiabao and legislators,
including Wu Bangguo, chairman of the Standing Committee of the National People’s Congress, as well as members of the Filipino community in the Chinese capital. In Shanghai, the President will meet with local officials and major business groups and sign agreements aimed to boost trade ties. He will also hold a meeting with the Filipinos based in this premier economic hub. President Aquino’s last stop is Xiamen, which visit includes a trip to Hongjian Village in Fujian province where he will view the araucaria tree planted in 1988 by his mother, former President Corazon C. Aquino. The President will then plant his own tree in the village and interact with the members of the Xu (Co) clan, where his late mother traced her ancestral roots more than two decades ago.

Aquino III will meet with the Filipino community here to personally check their conditions and to bring to them the good news about the positive developments in the Philippines under his administration The President, who will be here on Tuesday evening (August 30) for a five-day state visit, will meet with the Filipino community at the sidelines of his five-day state visit to the People’s Republic of China in a get-together at the China World Hotel on Wednesday (August 31). In a short program prepared for the occasion, the President will be welcomed by the Filipino community represented by Jimmy Flor Cruz upon his arrival at the hotel. Before the President’s speech, Alex Chua, Charge d’Affaires ad interim of the Philippine Embassy and

DIPOLOG CITY, Aug. 30 (PIA) - Philippine Health Insurance Corporation (Philhealth)-Dipolog Service Office Chief Florencio Luyao Jr. has recently turned over a check worth P13 million to the provincial government for the development and improvement of Philhealth-accredited rural health units (RHUs) and health center in the province. Dipolog bags 2011 TESDA Kabalikat Award

DIPOLOG CITY, Aug. 30 (PIA) - Having put up the Livelihood Skills Development and Enhancement Center (LSDEC) which provides skills training on technical and vocational courses to women and out-of-school-youths, the city government here led by Mayor Evelyn T. Uy has recently received the 2011 TESDA Kabalikat Awards. Mayor Uy together with LSDEC head Angelita Collyer attended the awarding ceremonies held at Taguig City during the 17th anniversary of the Technical Education and Skills Development Authority (TESDA) last Aug. 24. Awardees from other regions also participated in the said awarding rites. The lady mayor expressed her grati-

tude to TESDA and to her constituents for the support extended to LSDEC and its programs. CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 30 (PIA) – Human blood for transfusion is the only form of treatment that cannot be manufactured and it is only possible if blood from kindhearted people is available. This is the advocacy of Atty. Jose A. Fabia, Director General of the Philippine Information Agency (PIA), who has directed all the heads of PIA regional offices to conduct information drives to mobilize the citizens to participate in the “Voluntary Blood Donation” activities in their respective areas, in coordination with the Department of Health (DOH) and the Philippine National Red Cross (PNRC). said blood donors are considered “modern day heroes” who care enough to share their blood and spend their time in order “to save another persons’ life.” The “Guide to Medical Assessment of Blood Donors (GMABD),” said to become a blood donor, one must have a weight of at least 110 lbs. or 50 kgs, since the blood volume collected will depend mainly on the body weight. He/she must
have a pulse rate between 60 to 100 beats/minute with regular rhythm, a blood pressure between 90 to 160 systolic and 60 to 100 diastolic, and a hemoglobin level of at least 125g/L. Your weight, blood pressure, pulse rate and temperature will be taken and you will be examined by a physician. After which, a small sample of your blood will be taken to check your blood type and hemoglobin level. However, some persons cannot donate blood, even if they want to, Paglinawan said. She said pregnant women and those with acute fever, recent alcoholic intake, ear or body piercing and tattoing and recent surgery, cannot donate blood on temporary conditions. More so, persons with the following

conditions are not allowed to donate blood anytime: Cancer, cardiac disease, severe lung disease, hepatitis B and hepatitis C, HIV infection, AIDS or Sexually Transmitted Disease, high risk occupation, e.g., prostitution. Also prevented from donating blood are those persons with unexplained weight loss of more than 5kg., over six (6) months, chronic alcoholism and other conditions or diseases stated in the GMABD. Paglinawan said three (3) main components can be derived from a single blood donation and each component will be used for specific patient need. The people who can benefit from the donated blood are: patients suffering from severe blood loss, leukemia pa-

tients, hemophilia patients, mothers giving birth with complications, major trauma patients, transplant patients, etc. The minimum interval between two (2) donations is 12 weeks or three (3) months which allows a person’s body to restore its iron stock. People may share their blood at the following Blood Service Facilities (BSF): Philippine Blood Center, Department of Health (DOH) hospitals, PNRC and local government units/ nongovernment organizations (LGU/NGO’s). This can also do it during various mobile blood donation activities in the community, with participating government organizations, kabalikat agencies, schools, universities, etc., Paglinawan added. Cinco DON VICTORIANO, Misamis Occidental, Aug. 30 (PIA) -- The Department of Social Welfare and Development (DSWD) has launched its flagship anti-poverty project, “Makamasang Tugon” Project, here, an interior town of the province, last August 9.
The Makamasang Tugon Project of Kapit Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) is an initiative that aims to harmonize the community demand-driven (CDD) technology to the local planning processes (LPP) of the local government unit (LGU). PDEA-10’s drive against the illegal drugs trade gains ground by Juliet Cagaanan
CAGAYAN DE ORO CITY, Misamis Oriental, Aug, 30 (PIA) – There is no let up in the fight against illegal drugs in Northern Mindanao. This assurance came from Regional Director Roberto S. Opeña of the Philippine Drug Enforcement Agency (PDEA), region 10, who said they have continued to implement measures to eradicate the illegaldrugs business in the region. He said operatives of PDEA-10 conducted a buybust operation at Riverside Balongis, Balulang, this City last August 27, at around 3:00 p.m., a day before the fiesta of Sr. San Agustin, the Patron Saint of the city, which is called the City of Golden Friendship.
The said operation resulted in the arrest of Macabida Amerol y Pacot, , 36 years old, male, married and a resident of the area, who is among the Target Listed Drug Personality (TLDP). Bought from the suspect by a PDEA undercover agent were two (2) pieces of heat sealed transparent plastic sachets believed to be shabu. Also recovered were six (6) pieces heat-sealed transparent plastic sachets believed to be shabu, and 35 pieces of empty plastic sachets with shabu residues.
Last Aug. 23, at around 7:50 a.m., a buy-bust operation at Purok 10, Barangay Poblacion, Valencia City conducted by operatives of the PDEA Bukidnon Provincial Office, also resulted in the arrest of Mark Dionson Manangkila, 38 years old, male, married, carpenter who is a Target Listed Drug Personality (TLDP), and Norma Dela Rosa Inda, 51 years old, female, married and a housewife, who is a Watch Listed Drug Personality (WLDP). Mati mayor inspects DIDP road projects MATI CITY , Davao Oriental, Aug. 30 –- Not minding the treachery road leading to the farm to market road ( FMR) project site connecting Brgy. Sainz and Brgy. Central, Mayor Michelle Rabat personally freed herself from any other commitment on that day to visit the site and see for herself how work is going on, and subconsequently, evaluated how it is done. The road linking Cuabo of Brgy. Sainz, passing through Binagyohan and Magpikit, to Madang of Brgy. Central is a Davao Integrated Dev’t Program (DIDP) project. “This is one of the benefits that we get from being a city. As you see, DIDP is composed of provinces and cities and was organized
years back, with the intention to help the members in implementing development projects,” Mayor Rabat explained. DIDP generously alloted 2.4M for the project, while the city gov’t also alloted 600 thousand pesos counterpart for the 7.2 kms. Farm to market road. Mayor Rabat was satisfied with

Despite the road conditions and the distance, residents would still prefer to live where they are, as their farm means life to them. That is why the residents are grateful to the city gov’t for the implementation of the project, which is definitely, a quantum leap for them, as they days will soon be gone when they have to
take a long tiring walk to the city proper to deliver thier products to the market, afterwhich, they will buy their basic necessiteis before going back again to far home. Both Farm to Market Road projects are exptected to be completed within the year. And while the two projects are nearig completion, another one is already in the plan. Just recently, elements of the City Engineering Office
already started their survey and area assessment on another farm to market road project in Brgy. Don Salvador Lopez, road connecting Canggusan and Bungco of the said barangay. “We are doing this for our farmers, so life can be easier for them. And we cannot do all these without the DIDP. Pag-IBIG Fund... from page 17 Pag-IBIG General Santos City Branch has sponsored the first “Barangay Executive Summit” in Mindanao at the Sun City Suites here in cooperation with the Department of Interior and Local Government (DILG). Aside from persuading barangay officials to become members, the event also aimed to “exhort participants to become official partners of Pag-IBIG Fund in implementing Republic Act 9679 otherwise known as Home Development Mutual Fund Law of 2009.” Manolito Olegario, PagIBIG department manager emphasized the importance of barangay “being the basic political unit” saying the agency recognized barangay executives as frontlines of public service and it “intends to reach out” to them. The summit was attended by at least 143 barangay captains and representatives from all over SocSarGen (South Cotabato, Sarangani, General Santos City), according to information officer Ritchelle Lorilla. “It’s about time barangay officials sign up with PagIBIG since most of them are actually not yet members,” he told PIA General Santos City. He explained Executive Order No. 308 has set the limit “allowing only certain barangay officials to become members of the Pag-IBIG

Fund on a voluntary basis.” The EO was repealed by RA 9679 which mandates every Filipino to enroll in PagIBIG regardless of status. Pag-IBIG Davao Branch Assistant Department Manager Atty. Marie Antoinette Diaz explained to the barangay officials EO No. 308 and RA 9679 stressing on the latter particularly the provision of “universal coverage of membership.” Meanwhile, senior vice president for provident sector Alexander Hilario Aguilar, after presenting the “PagIBIG Fund Corporate Performance” as of June 2011, prodded participants to join the 1.1 million members of Pag-IBIG Fund. He said saving in the agency is more convenient and secure describing it “the easy way” saving. Aguilar highlighted on the Pag-IBIG II which he said serves as time-deposit saving with a 4 percent interest. According to him, a member enrolled in PagIBIG II can withdraw his savings after contributing for five years unlike when saving it in a regular ATM savings account. But he said as a requirement a person must be a member first of Pag-IBIG I before he can enroll in PagIBIG II. The event also served as venue to recognize the local government unit (LGU)

of GenSan with a plaque of recognition “for the successful implementation of the One-Stop Shop Registration” where employer-applicants were required to register with Pag-IBIG before they were issued a business permit. Pag-IBIG attributed to LGU GenSan the 38 percent increase in its membership level, touted as “the highest in Southern Mindanao Group.” Lorilla cited 4,162 employers with 10,767 employee base who have registered with Pag-IBIG GenSan. Expecting a huge turnout of members from the barangay officials this year as a result of the summit, Lorilla also said Pag-IBIG is now mulling over of organizing another summit for the transport sector. Among the summit resource persons were municipal accountant Narvin Lachica of the local government of Alabel, Sarangani and DILGGenSan city director Atty. Rochelle Sero. Both enlightened participants on the Implementing Rules and Regulations (IRR) governing barangay workers’ incentives, budget management including Pag-IBIG membership.
