Throughout the week-long festivities, which hit the ground running on October 1, the festival area, particularly the party zone, was thronged with revelers out for a good time, and the kiosk operators and vendors had never it so good, making a killing from sales on foods, drinks and other fun items. The festival atmosphere was so thick you could cut it with a knife.
“The festival mood was unprecedented. People from all walks of life, from far and wide, turned up in almost all events we had put on for this year’s celebration. I promise you we will go one better next Lubi-Lubi,” said Mayor Victor James “Tata” Yap, Sr. The festivities opened at 7 p.m., October 1, with a great basketball game at the Atty. Enrique D. Yap, Sr. Cultural Center, followed by a pop & rock concert at Plaza
Rizal by the DXMD band. Day 2 and 3 saw two other great basketball matches and a Moro song and dance contest, which the town’s multi-ethnic public enjoyed to the hilt. Early morning of Day 4 was greeted with a fun run from the Municipal Ground to the Marker, where a Thanksgiving Mass was held, then back to the municipal gym at 7 p.m. for the Global Glanians Social Night, where they danced 5

the night away. Another concert, featuring the town’s very own Glanians Band and sponsored by SMB/Coca-Cola, wrapped up Day 4. October 5 was literally a red-letter day for the SK Federation of Board Member James P. Yap, which conducted a bloodletting at GlanTraining Center between 8 a.m. and 12 noon. At 1 to 6 p.m., it was the turn of the senior citizens and the womenfolk for their own show and celebration. Serving as finale for the day’s events was the

Day 6 and 7 came and went with amateur boxing, basketball and concert,on the one hand, and a safari photo contest, coco fun game, the much-awaited Mutya ng Glan and another concert, featuring the highly popular Alamid band, on the other. On Day 8, Foundation Day, it was showtime, kicking off with a civic military parade at 7:30 a.m., followed by the
spectacular Lubi-Lubistreet dancing, the basketball final, a disco concert and a dazzling fireworks display that had the crowd “stargazing” until the wee hours of the morning. “The festival was beautiful while it lasted. We look forward to the next Lubi-Lubihan sa Glan,” said a visitor, who came all the way from North Cotabato. This only goes to show that the Lubi-Lubi sa Glan is here to stay. In his message following the Inauguration of the Phase 2 building and groundbreaking ceremonies for the Phase 3 of the Eulogio Rodriguez Integrated School in Mandaluyong City, President Aquino noted the innate skills of the Filipinos as a very important tool in nation-building. “Tinitiyak natin na ang pera ng taumbayan ay mapupunta sa kanila, makapagdudulot ng kaalaman at magbubunga ng kabuhayan… kaya naman sa ating mga estudyante, huwag sana ninyong palampasin ang magandang pagkakataong ibinigay sa inyo upang makapag-aral at umasenso,” the President said. “Taglay ang inyong mayamang kaalaman at kasanayan, talaga naman pong malaki ang

NAPC working double time to finalize housing settlement for North Triangle folk n line with the Aquino administration’s program for the informal settlers, the National Anti-Poverty Commission (NAPC) on Tuesday said the government is working double time to finalize an agreement aimed at providing tenurial security for informal settlers of North Triangle in Quezon City. NAPC Assistant Secretary Gina dela Cruz said an inter-agency technical working group (TWG) composed of the commission, the Department of the Interior and Local Government (DILG), the Department of Social Welfare and Development (DSWD) and Housing and Urban Development Coordinating Council
(HUDCC) has been exploring ways to come up with a solution that is just, feasible and acceptable to all stakeholders. “We in NAPC have been engaged in a series of talks with various informal settler organizations in North Triangle since October last year and especially when President Aquino called
for the creation of a body in December tasked to craft a housing framework for the urban poor in light of the demolition that took place in the area and the many issues that concern the informal settler families,” dela Cruz said. to make way for a P22-billion development project, which includes the entire 30-hectare Sitio San Roque in Barangay Bagong Pag-asa. The project is a joint venture of the Ayala Land Inc. (ALI) and the National Housing Authority (NHA) to develop and transform North Triangle into a central business and commercial district. The NHA is the listed owner of this property. The inter-agency task force has succeeded in getting the approval of President Benigno Aquino III to allocate P10 Billion in 2011 as part of the

P38-billion proposed funding package for the resettlement of some 106,000 informal settler families living in danger zones such as esteros and floodways around the country. The amount will be used to construct low-cost housing in suburban and incity resettlement areas. For North Triangle, the President has given an additional P450 million for the construction of a medium-rise building in Camarin, Caloocan City intended to house some 1,500 families. Dela Cruz said that NAPC, the
DILG and the NHA have been working together with North Triangle informal settlers for an amicable settlement, including the possibilities for onsite, in-city or nearcity relocation plan. The Commission on Human Rights has pitched in as well by providing guidelines for a rightsbased approach to the resettlement of informal settlers. “With these social processes underway, NAPC and the other members of the task force are confident that the problem is being handled carefully,� dela Cruz stressed.

greater number of 27.8 million Filipino youths nationwide favor the legalization of divorce in the country, a high ranking government official said Tuesday. During the program “Talking Points” held aired over Radyo ng Bayan, National Youth Commission (NYC) chair Leon Flores said that majority of Filipinos aged 15 to 30 now agree that married couples who are incompatible and have separated should be allowed to file for divorce. Although Flores did not give an exact figure, he said that the youth’s overwhelming support for divorce was just one of the many perceptions the commission was able Tuesday, October 11, 2011

Aquino III. He said the Philippine Youth Development Plan will also help ensure that the recom-
mended policies, programs, and courses of actions are carried out by government. his was the position taken by an official of the National Youth Commission regarding calls in Congress to lower the “age of discernment” to nine or 10 years old, from the present 15 years old, as stated in the juvenile justice law. The Juvenile Justice and Welfare Act of 2006 states that children under the age of 15 cannot be charged with a crime. A number of crimes involving children have recently hogged the headlines, that had some legislators calling for a review of the law. Leon Flores, Chair of the NYC, said that instead of amending the law, it should instead be implemented fully. The problem lies, he said, in the imple-
mentation of the law. “LGUs do not hire qualified social workers. Instead, they hire unlicensed social workers, who are relatives of the mayor or governor.” He said unqualified social workers are not capable of providing proper intervention for children. Flores was guest today at the “Talking Points” radio program aired over Radyo ng Bayan and PTV 4, and sponsored by the Philippine Information Agency and the Presi-
dential Communications Operations Office. “Lowering the age of discernment is not the solution (to juvenile delinquency),” Flores said. “Even if the children nowadays are more exposed to information, physiologically, they are still young... National Youth Commission (NYC) Chairman Leon G. Flores III offered his insight on what bullying is and how we can quell it during today’s “Talking Points” aired over Radyo ng Bayan and Philippines Television (PTV – 4) Network.
According to Flores, anyone can be bullied and be a bully at the same time. He pointed out, though, that in their study they noticed that it is among students where bullying is very prevalent. Flores said that one out of five has been

(PLCPD), civil society groups are now challenging lawmakers to vote on the RH bill. “More than ten years of continuous and repeated debates on it is too much already,” San Pascual

RH bill is supported by no less than the President of the Philippines, his cabinet members, government agencies and by almost all sectors—academe, economists, youth, women, faith-based groups, business, labor, development agencies, non-government organizations, local government units, civil society groups, community organizations, celebrities and personalities—while various surveys conducted by prestigious survey institutions have shown time and again that majority of Filipinos want RH education and services and they want the government

to fund it, San Pascual said further. “Yet, there are some lawmakers who are stubbornly refusing to understand that point,” he said. “Is it because the very powerful Catholic bishops and groups affiliated to them are opposing it? It is the poor, especially poor women who are denied with the RH services and are needlessly dying every day who will benefit from it,” he added. San Pascual stressed, “Why can’t Congress pass the RH bill which is broadly and strongly supported by various sectors? What is in it for the lawmakers who are strongly opposing the bill to the point of exhausting all possible means to derail it?” Meanwhile, Dr. Junice Melgar, Secretary General of the Reproductive Health Advocacy Network
(RHAN) and Executive Director of LIKHAAN Center for Women’s Health explains that the sentiment of the whole nation is to pass the RH bill. But according to her, while it is acknowledged that the voice of the people is the voice of God, after more than ten years, Congress has not voted on what the people want – an RH law. “The whole country, ironically except Congress, has made up its mind that it needs an RH law. It is very lamentable that they are choosing not to abide by their sworn obligations – to enact laws that will protect the rights and welfare of their constituents,” she said. “It is with the strongest conviction, that we, women, say it is time for our lawmakers to heed the voice of the people. Vote and pass the RH bill now,” Melgar ended.

Food poisoning downs family in T’boli, SouthCotabato by DaniDoguiles
KORONADAL CITY – Health officials in South Cotabato are conducting investigation of a food poisoning incident in T’boli town that downed a family of six. Dr. Rogelio Aturdido Jr., provincial health officer, said he immediately ordered a team to go to SitioLibi, Barangay Lambuling, T’boli to help determine the cause of food poisoning of a family that led to death of two children and hospitalization of four others. Norberto Lapastora,
administrative officer of T’boli LGU, identified the victims who are now under observation at the South Cotabato Provincial Hospital as parents Jomari and Mary Ann Fundo and their children Saida and Lorie. Fatalities were identified as Narjun Fundo and Maila Fundo. Initial reports that
reached T’boli LGU said that the family experienced severe abdominal pain, headache and vomiting after eating a meal of porridge allegedly made from NFA rice distributed under the Municipal Social Welfare Office’s supplemental feeding program. However,Dr.Aturdido said this report has yet to 25

Women ARBS train on hog and poultry production, fruit processing by Maria Theresa V. Quimsing KORONADAL CITY -- Twenty-four women agrarian reform beneficiaries (ARBs) from Lake Sebu, South Cotabato were recently trained on hog and poultry production at the Provincial Animal Production and Processing Center in Barangay Tinongcop, Tantangan, South Cotabato. They were introduced to the basic principles of raising swine and chicken as an additional means to earn family income. They were also exposed to the provincial government’s animal production and processing center where they observed technologies for profitable production of pigs, chicken, cows, and goats. In addition to the
training, 13 of the women received P2,300 startup capital specifically for the purchase of a piglet and the initial feed requirements. The grant is covered by a memorandum of agreement (MOA) to ensure proper implementation of the project , return of the capital, and later replication of the project for the other women ARBs. Another group
of women ARBs were trained on processing of fruits like papaya and pineapple in Tupi town. Training focused on preparation of products like jams and pickles. Both trainings are part of the program of the Department of Agrarian Reform under Gender And Development (GAD) which aims to provide capability and livelihood 26

Kabawasan sa IRA ng mga LGU sa 2012 pinaghahandaan KORONADAL CITY – Pinaghahandaan ng pamahalaang panlalawigan maging ng mga municipal at city LGUs ng South Cotabato mas maliit na budget sa susunod na taon dahil sa malaking kabawasan sa kanilang mga internal revenue allotment (IRA). Tinatayang nasa 4.2 porsiyento kasi ang mababawas sa mga IRA ng mga LGU sa 2012 dulot ng karagdagang labing-anim na bagong lungsod sa bansa batay sa desisyon ng Korte Suprema na pinal na nagsasabing naayon sa batas ang kanilang cityhood conversion. DepEd suspends.....from page 30 In a radio interview this morning, DepEdButuan City Division spokesperson Prof. Israel Reveche said they have directed all elementary schools in Butuan to suspend classes today. However, Reveche said teachers are directed to report to their respective classrooms. “Only pupils are advised not to attend classes and teachers must report to their classrooms,” Reveche said. As of press time, classes in the elementary
level in other provinces in the region are also suspended. Board Member Mamerto Galanida, acting Surigao Norte Governor, has ordered the suspension of classes in preschool and elementary in the entire province, including Surigao City and Siargao islands. Surigao del Sur OIC Division Superintendent Gloria Su has also told all District Supervisors especially in the municipality of Hinatuan to suspend their classes. Su said the
District Supervisors are now tasked to announce the suspension of classes in their areas of responsibility. Tropical depression “Ramon” is expected to hit Caraga Region tomorrow, Wednesday, October 12. BUTUAN CITY -- Office of Civil Defense (OCD) Regional Director Dr. Blanche Gobenciong said today that the Regional Disaster Risk Reduction and Management Council (RDRRMC) in Caraga is already prepared for tropical depression “Ramon”. In an interview, Dr. Gobenciong said the DRRMC in all the local government units in the region were already given advisories last night. “This is to ensure that as early as last night, they will be able to give warnings to the public,” Gobenciong said. Co said P11-M was given by the President Benigno Simeon Aquino III thru DSWD9 to the beneficiaries for rendering community work in 11 days in their respective barangays where each beneficiary received of P2,530 as payment of their work. Co said the project though is short has offered help to the poor small scale farmers and fisherfolks by providing them temporary employ-

Lobregat strongly condemned the bombing calling it despicable but stressed that all scheduled activities for this year’s fiesta will push through as planned. The 2-day training was done under the Balik Pinay, Balik Hanapbuhay (BPBH) Livelihood Program of the National Reintegration Center Office (NRCO), Regional Director Petrona M. Bergado of the Overseas Workers’ Welfare Administration (OWWA), region 10, said. Bergado said the BPBH Program is one of the income augmentation
strategies of the Department of Labor and Employment (DOLE) to returning Overseas Filipino Workers (OFW’s) by providing them livelihood opportunities through skills training and starterkits. The PCF, on the other hand, is accorded to LGUs who have exhibited strong performance in the following areas of evaluation: Good Planning, Sound Fiscal Management, Tra n s p a r e n c y, A c c o u n t a b i l i t y, Valuing Performance Management using LGPMS results, and General Impressions on the LGU. These LGUs have all the reason to celebrate considering that a window of opportunity has been opened for them to access the PCF, which is worth Php1.0M per SGH-qualified municipality, Php3.0M for the SGH-qualified city, and Php7.0M for the SGH-qualified province. The PCF is a financial incentive awarded to qualified LGUs to jumpstart local development initiatives that are aligned with the
national government’s programs for the attainment of the Millennium Development Goals (MDG), tourism and local economic development, disaster risk reduction and management, and solid waste management projects, among others. Projects that may be financed by the PCF include school buildings, rural health units, water and sanitation systems, local roads and bridges, slaughterhouses, flood control, reforestation, postharvest facilities, cold storage facilities, among others. Under the guidelines, each eligible LGU should provide a counterpart fund that is equal to or greater than the PCF granted by the national government to be sourced from their 20% development fund or from other sources.

This, after the Sangguniang Panglungsod, during its recent regular session presided over by Kagawad Ramon Tabor, approved Ordinance No. 12139-2011, prescribing the issuance of OVR or Citation Ticket for violators or offenders of city laws. The ordinance was authored by Kagawad Ian Mark Nacaya, Chairperson of the Committee on Police, Fire and Public Safety and Councilor Simeon Licayan, noting that many penal and regulatory ordinances of the city have not been effectively implemented for lack of appropriate and practical mechanisms especially in the apprehension of violators. The authors said the issuance of the OVR will facilitate the apprehension of offenders and imposition of applicable penalties. The ordinance au-
thorizes all the enforcement personnel from the apprehending officers to the deputized personnel to issue the OVR as entrusted to them and prepared by the city mayor through the city treasurer. Sanitation officers of the City Health Office, private individuals duly authorized by the Mayor to issue OVR, barangay health workers, members of the barangay police, tax inspectors and garbage inspectors will be deputized to issue citation tickets to violators caught in the act or in “flagrante delicto.” The ordinance provides that persons violating any provision shall be issued a Citation Ticket. Duplicate copies of Citation Ticket shall be turned over by the apprehending officer to the Office of the City Treasurer and the City Legal Officer within twenty four hours from
the time it was confiscated or issued. The apprehending officer shall demand presentation of any valid identification card, who shall then indicate in the citation ticket the name and address of the offender and shall stipulate therein the specific violation and furnish copy of the citation ticket to the person apprehended. In case of business establishment found violating the ordinance, the apprehending officer shall demand the presentation of Mayor’s or Business Permit, and indicate the name and address of the owner and the corresponding Mayor’s Permit Number, the particular provision violated and furnish copy of the said citation ticket.
