and vocational skills to interested grantees. The mall also supports RA 9003 or the act that provides for an ecological solid waste program. NCCC regularly holds the Buy Back Fair to receive recyclables
from households that segregate. It is held every last Saturday of the month at NCCC Mall Davao, every 2nd Saturday of every other month in NCCC Centerpoint and NCCC Panacan. As of October 2011, total recyclables received weigh a total of 19,138.60 kilograms. NCCC is one business that proves that humble beginnings could actually go as big as one could imagine. It is Davao’s very own, loved and opted by the people. When asked how it positions itself in the coming years, the management reiterates the owner’s goal of aiming to continue service to customers as it has been doing for the past 33 years.

Ochoa Jr. with the aim to increase awareness and understanding of neurological illnesses to enable the citizenry to take active roles in the prevention of such diseases. The President noted that the Philippine Neurological Association (PNA) is the lead organization concerned with
the delivery of neurological care, education and research for the promotion of health and well-being of Filipinos. “A commemoration of Neurology Week will benefit various communities which are in need of neurological care from simultaneous outreach programs to be undertaken nationwide which will provide neurological services, and conduct scientific activities and other ad-

So we consider the issue a close case, but our fight against human trafficking continues,” Lacierda said when asked by re-

Lacierda said that it’s clear that the statements of Thomas aren’t back by proper statistics that’s why he apologized to Secretary del Rosario and the Philippine government. In his recent statements Thomas said that 40 percent of foreign men who travel to the Philippines do so for “sexual tourism” prompting the Philippine

government to question the Ambassador’s motives. Some Filipino legislators also asked Thomas to clarify his statements and explain where he got his figures. Carrascal receives Award of Excellence being the Cleanest and Greenest municipality in Surigao del Sur by Joseph l. Urgel, MLGOO BUTUAN CITY, Oct. 8 (PIA) – After four (4) consecutive years of implementing best sanitation and solid waste management practices in the municipality, the local government of Carrascal received again the award of excellence as the 2010 Gawad Probinsya sa Kapaligiran Program First Placer beating other municipalities 4th to 6th class in the province. Carrascal is now recognized as “Hall of Famer” for Category B (4th to 6th class municipalities) for winning three (3) consecutive GPK First Place awards. In the year 2007, the municipality enacted its enviromental ordinance with provisions on solid waste management and sanitation regulations. The “No Segregation, No Collection Policy” is implemented to reduce the solid waste volume by 50% and maximizes community engagement 16
on curbing the increased generation of garbage from households affecting the health of the people and the environment. Mayor Vicente Pimentel, Jr. stresses that the taxes from mining operations should be effectively utilized on environmental mitigation measures especially on solid waste management programs. The LGU have been spending more than one million each year fow SWM programs and have been developing its ecological park as alternative
final disposal facility. Remarkably, the LGU is consistent on providing incentives and awards for barangays that comply the said environmental ordinance with its annual clean and green contest. he hard life of being a vendor, working student, farmer, waiter, tricycle driver, and mechanic have greatly contributed to the success of this year’s regional winner of the search for the “2011 Model Overseas Filipino Worker Family of the Year Award (MOFYA) land-based held in Lantaka Hotel, Zamboanga City on October 4. City Councilor Arnold Robes Gavenia, 47, who received a plaque of recognition, certificate and total cash of P25,000 from the Overseas Workers
Welfare Administration (OWWA) recounted his very difficult life during his childhood that forced him to work abroad. His deep concern

housewife lived a simple life. Their family’s earnings has never been enough to provide for his educational needs so he started to work at the age of 11 when he was then a grade 5 pupil in Sta. Maria Elementary School, Bulacan. Being a ‘pandesal’ boy, he had to wake up at 3:00 am to prepare and to sell hot pandesal around the neighborhood until 7am. He also sells ice candy and other stuffs during weekends and in the churches during Sundays to support his schooling. “Dahil sa kahirapan ng buhay ako ay natutong magtinda ng pandesal para matustusan ko ang aking pag-aaral (Because of poverty, I learned to sell ‘pandesal’ to fund my schooling),” Arnold said. “Walang takot na tinawid ko araw-araw
ang ilog ng ‘Kikema’ na nakahubad lukdo ko ang karton na puno ng mga pandesal para maipagbili ko sa aking kapitbahay (Without fear, I crossed the ‘Kikema’ river everyday carrying a box filled with pandesal to sell it to my neighbors),” Arnold narrated. Arnold had stopped schooling when he was in 2nd year high school due to financial constraint. He then decided to do farming and helped his grandfather in tilling the 1.6 hectares of rice land which the family owned. After he graduated his secondary education in Mac Arthur Academy, he stayed in his uncle’s house in Novaliches and worked as a tricycle driver. He studied in the afternoon at the Pioneer Radio Electronic School taking up Air-conditioning and Refrigeration Techni-
cian. He was hired at the Pioneer Texturizing Company in 19821985, as an air-conditioning technician and still drives at night for additional income. Arnold applied at the Aries Promotion Agency in Makati City, as an overseas worker. He was first assigned in Damam, Kingdom of Saudi Arabia. He served as waiter in a Safari company where he earns $450 a month and also earns in some other additional sidelines like gardening and occasionally serving some officers of the military forces in Saudi earning additional money which he put into savings. He was proud to have been chosen as one of the workers who served King Fahad from among his co-workers from Bangladesh, Lebanon, Sri Lanka, Indonesia and 20

Thailand. “Hardships, pressure from work and homesickness never stopped me from struggling since I still have to help my 2 brothers and 2 sisters for their schooling,” Arnold said. They are now gainfully employed and enjoying the fruits of hard work and determination to succeed in life. One of his sisters is now a radiologist and works in the US. His eldest brother is a pastor of the Seventh Day Adventist, his other sister is now happily married and living a comfortable life while his younger brother is working in Libya. When he came back to the country in 1988, he decided to travel to Pagadian City and asked help from his uncle Mr. Jerry Gavenia, one of the stockholders of South-
ern Mindanao Colleges where he enrolled and worked taking up Bachelor of Science in Civil Engineering. The five fruitful years in college have never been easy for Arnold to cope up but despite the difficulties, he was a consistent honor student and received the 3rd highest honor in 1993 when he graduated. In the same year, he flew to Taiwan and worked as a factory worker/ production staff in Hai Pa Wang company. He did parttime work in a bicycle company to earn additional income. “With my savings in working abroad, I started to buy properties. I bought a lot in Napolan which I acquired through a loan,” Gavenia said. Aside from that, he earned P15,000 a month as a dictionary
and book distributor. Valuing his education, he took the board examinations in 1997 and luckily passed. He is now a full-fledged civil engineer. Arnold ventured into the motorcycle business. With an initial capital of P87,000, he established “GLAVY’S Enterprises”. After 3 years, the business had expanded and he decided to put up 2 more branches. His latest business interest is “Pinoy Grill”, a four-storey restaurant in Lumbia District which he recently opened. In 2007, Arnold decided to join politics where he has served for two terms. He attributes all his success and achievements first to God, and second to his wife Juvy P. Lacar, with their 4 children who are very supportive and gives 21

(PIA) – Pantawid Pamilyang Pilipino Program (4Ps), grievance officer Jerry Requillo recently disclosed that it is very disappointing to learn that some beneficiaries of the program are not doing anymore their usual task to earn a living because they are now dependent on the monthly assistance they receive from the program. He said, at the start of the program implementation, the identified beneficiaries were made to understand that the 4Ps program is not meant to make them lazy, but it is an augmentation assistance given to them to support the schooling and good

program is only good for five (5) years, after which they need to stand on their own to continue sending their children to school. On the other hand, Requillo also disclosed that as an answer to the complaint they received that some beneficiaries of the program are active government employees, in which case are not supposed to avail of the assistance from 4Ps, he said they are now conducting a validation to prove as to what is the basis of their actual family income. He said, this will
not take a long process, because they already forwarded their recommendation to DSWD central office to delete these people from the list and if this will be finalized, they will be dropped from the list of beneficiaries. As of this date, there are some 600-800 beneficiaries who were recommended for delisting, because they were not qualified to avail the assistance. The memorandum of agreement (MoA) was signedbythepartiesduring the EHCP launching, at the Bacolod Central Pilot School in Bacolod Kalawi town, this province, last Oct. 6. The EHCP consists of the most cost-effective and evidence-based preventive interventions to improve the health of school children in public schools, thus, improving their academic performance. A flagship program of the Department of Education (DepEd), the EHCP has been a success in improving the health of thousands of school children in 73 provinces Saturday, October 8, 2011

It includes the implementation of daily soap hand washing and daily fluoride tooth brushing, mass bi-annual deworming of children, as well, as improving water and sanitation facilities in public elementary schools and day care centers. Under the MoA, the schools divisions of Lanao del Sur I-A, I-B, II-A and II-B, and that of Marawi City agreed to undertake the implementation of EHCP and to ensure that its interventions are practiced through daily group activities included in the Daily Class Program. The provincial government, on the other hand, will provide financial support and ensure timely procurement and delivery of needed materials, such as, toothbrush, toothpaste, and soap, for use in schools. Also, it will take immediate action in ensuring the accessibility of water in the identified
schools and work for the sustainability of the programs by way of ordinance or any other long term solution. Meanwhile, FFSI will assist the DepEd and the local government unit in the proper implementation of the EHCP by providing capacity building and technical assistance in the development of training and monitoring modules. It will also provide information, education and communication (IEC) materials and support the health and education sectors in the promotion and management of school-based health programs. Malanyaon reiterated that her PAGKAIN at KITA program is designed to ascertain food security and income for every family in the province. “The program is aimed at ensuring food stability, and augmentation in the family’s income. With the PAGKAIN at KITA PROGRAM, i want every family to have at least a monthly income of 6 to 7 thousand pesos. That is why I am happy upon knowing that our farmer cooperators here were able to raise a net income 21 thousand pesos for three months. That is 7 thousand pesos monthly for each of the farmer beneficiaries,” she said. As such, the Governor wanted to know and meet those people who failed to come up with the expected output of the program, to know also how the provicial government can help despite efforts inplemented
to alleviate them from financial constraints. “I do not want percentages, i want clear, picturesque details of them, of their situation. That is why i invested on the the Nat’l Census Statistics Board (NCSB) to get all the information that i need, through the Geographic Positioning System (GPS). He revealed that the prov’l government spent more than 1M pesos for the PAGKAIN at
KITA-corn production program in Brgy. Bobon alone, with 500 thousand pesos spent on corn seeds and fertilizers and subsidy for the tractor, since Gov. Corazon Malanyaon declined to suggestions to have the said equipment for rent, especially to the marginalized sector, while the barangay’s counterpart was the expenses on fuel for the tractor. As such, the expenses for the first cycle of the program was 1.2 Million pesos. But for the harvest made in the first cycle, expenses reached only 760 thousand, and the yield raised was recorded at 1.8 Million. But one constraint experienced by the farmer cooperators was the low buying price of corn, which was also experienced in the municipality of Cateel. To address the situation, Governor Malanyaon already ordered to exhaust all nenessary measures that can be done, and one of the 33
