t started with a “Sick Ward” made up of nipa huts almost a century ago. Now under its new name, the Southern Philippines Medical Center, it stands grand in Davao City aspiring to be South East Asia’s premier medical center but mainly to provide excellent health care for the marginalized sector.

SPMC was formerly known as the Regional Hospital, and later as the Davao Medical Center (DMC) for the last 23 years. It was built after the Philippine government mandated for the establishment of government hospitals in 1917. It stands at a 2.2hectare area three kilometers north of downtown Davao City and its facilities were improved to 1,200 bed capacity, making it the largest hospital among the 76 hospitals under the Department of Health. It is second to the Philippine General Hospital, which has a 1,500 bed capacity, although it is being ran by the University of the Philippines system for health services. “We greatly improved by modernizing our infrastructures and upgrading our facilities,” said Vega, who took over the administration of then DMC three years ago from the former hospital chief and the late Dr. Gerardo Cunanan. SPMC got its new name in November 2009 by virtue of Republic Act 9792. Vega cited the renovation, now at 90 percent or the work, of the hospital wards and the annex buildings to accommodate patients. In its accomplishment report in 2010, SPMC said it received an allocation of P59 million in 2009 for upgrading/renovation works, while another P4.7 million was set for the improvement of the Davao Mental Hospital, located nearer downtown.
Vega said government adapted the technology standard for the SPMC hospital equipment and facilities such as diagnostics laboratories, operating rooms, ancillary and support services. “We are in the process of upgrading most of our equipment,” he added, In fact, he disclosed that the hospital is moving toward digitalization of the X-ray machines, which would no longer use films and would produce results instantly. Even the hospital waste management has adopted a non-burn technology called autoclave, wherein wastes are shredded and disposed of safely, SPMC administrative staff Renato Celerida, said. The hospital also recently ob-
tained a mobile clinic bus worth $1 million from the government of China in April this year, Celerida said. The mobile clinic bus provides services such as ultra-sound, ECG, X-ray, blood and chemistry analysis, general and pre-natal examination and birthing. also full computerization system that integrates a lot of network operation, from billing to medical records of patients. Vega revealed that they’re hitting off at 85% to finish the hospital information system. Lani Paler, chief of the medical records section, said records of admitted and OPD patients are placed in a centralized and computerized filing system, which was acknowledged as the model medical records keeping among DOH retained hospitals. Aside from this, SPMC is gradually following the standard of the World Health Organization on the translation of diseases and clinical procedures, comply-
ing with Version 10, an international statistical classification of diseases. SPMC is leading in this area among government hospitals. Mindanao Heart Center Vega particularly takes pride of the Mindanao Heart Center which he said is the only DOH center that can provide open heart and vascular surgeries. The state-ofthe-art heart center was fully operational in 2008 and has a current capacity of 100 beds, with wards and private rooms. It houses surgery and coronary care unit, and intensive care units for children,. The center has two operating rooms that also accommo8

The center has a team of experts composed of nine cardiologists, to include the only pedia cardiologist in Mindanao, five surgeons, four pulmonologists, and nephrologists for kidney cases. Charity Mata, the heart center’s nurse supervisor, said there are 11 staff nurses, a medical technologist and a radiology technologist. Vega said the heart center, which caters to both indigent and private patients, has more surgery services compared to the private-ran Davao Doctors’ Hospital in Davao City and the heart center in Cebu. Patients have come from other areas 8
such as Cebu and Cagayan de Oro, seeking the lower rates at the Mindanao Heart Center. “We are 25% cheaper compared to private centers,” he stated. For a 24-hour coronary heart care admission, Mata said they let a patient prepare P50,000, while a bypass surgery would need P400,00 to P600,000. Indigents could avail of charity assistance from the Dr. Gerry Cunanan Mindanao Heart Fund, Inc. The Lingap Center of the Davao City government, the Philippine Charity Sweepstakes Office (PCSO) and other sponsoring agencies could also provide assistance to indigent patients, Mata revealed. Dipolog City. Based on DTI’s record, the province and its twin cities of Dipolog and Dapitan have now around 50 bottled sardine manufacturers. Bottled sardines are a favorite buy among tourists, visitors and guests of the province.

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 9 (PIA) – Secretary Sonny Coloma of the Presidential Communication and Operations Office (PCOO) said Radio ng Bayan DXIM, Cagayan de Oro of the Philippine Broadcasting Services (PBS), will become a major channel for knowing the sentiments and aspirations of the people, in this part of the country. “Through this station, people will be inspired to deliver to our people ‘good news pinoy’ or ‘galing ng pinoy’(GNP), and will also be the primary means for increasing our gross national product,” he said during its blessing and switching on last Oct. 7. The occasion marked the station’s resumption of operations, after it went off-air, last March, to give way for the needed upgrading, both for its announcers booth
and equipment, thereby, bringing about its present “state-of-the art” features. The PCOO Secretary said the Aquino administration is committed to strengthen and revitalize the Philippine Broadcasting Service (PBS), one of the major radio facilities of our country, in terms of information and dissemination. “This is why we have started renovating and improving the facilities of Radio ng Bayan- DXIM, so

The officials and members of the Philippine Society of Nephrology updated themselves of various lectures from their colleagues and from invited guest speakers of the International Society of Nephrology. The PSN Mindanao chapter organized its 12th midyear national convention on October 6-8 at the Mar-
co Polo Hotel, this city. PSN president Dr. Delia V. Bayog told the Philippine Information Agency that the PSNMindanao chapter officials chose to focus on the different faces of kidney diseases among various age groups, thus the theme: “Nephrology: Across the Stream of Life.” Among the scientific topics was on “Tran-
sitional Nephrology” discussed by Dr. Carmelo A. Alfiler, while the topic on “The Aging Kidneys” was provided by Dr. Irmingarda P. Gueco. After the lectures, the group engaged in social activities in a fellow night at Waterfront Hotel and in a team building at Pearl Farm Beach Resort in the Island Garden City of Sa-
mal in Davao del Norte. A lunch symposium on “Kidney Stones” was also conducted at Pearl Farm. Bayog said PSN also involves in advocacy campaigns to help the government address kidney disease as among the top ten causes of morbidity in the country. “We work hard for the early detection and prevention of this disease,” she stated. Prior to the lecture proper, PSN launched its first coffee table book featuring the group’s 40year gains and programs. Bayog said they are going to initially produce 1,000 copies of the books which they plan to give out to
the members for free. “We’re still studying the book’s selling price for non-members who are interested to get copies of the book,” she added. The book presents the transition of PSN from a handful of ten persons who organized PSN in 1971, up to the present time when the Society handles a total membership of 466, Bayog said. The PSN has six chapters coming from Mindanao, Central and Eastern Visayas (Cebu and Leyte), Western Visayas (Iloilo and Negros) and the newly formed Southern Tagalog, Central Luzon and Northern Luzon.

Such is the impact of the “Kalinga sa Kabataan: Bayanihan sa Paaralan” program, another innovation of Governor Arturo Uy, that more than enough volunteers came out to help, sometimes exceeding the required work for the day. “Right from the start there are so many volunteers. We’re supposed to have 20 volunteers assigned but more than 40 turned out to help on just the first day,” Mapawa National High School Annex teacher-in-charge Herminigildo Mates said in the dialect. In Elizalde National High School in Maco, not a few teachers and parents were teary-eyed out of gratitude and when
testimonies on their experiences were expressed during the turn-over ceremony. They said they will miss the camaraderie and experience while working among government employees and other residents in the communities. The teachers and parents also shared that the GK experienced instilled in them the Filipino values especially on volunteerism, sharing and caring for others. This way we can stretch our savings and use this for our succeeding construction,” Gov. Uy said. Records showed that the total cost for the pilot school areas as per Program of Works (POW) amounted to more than P4 million, but with the KB-BSP way, records showed a savings of P880,363 from the labor cost or about 21% of the total project cost. This is apart from the
other savings which is P250,820 for unutilized or saved materials. “And this is just the beginning for we intend to set the 2nd phase with nine more classroom buildings in Laak on October 13 in barangays Kapatagan, Kaligutan, Longganapan and San Antonio,” he added. Indeed, ComVal’s experience has yet again shown that there is no absence of generosity and concern among its people. KORONADAL CITY, Oct. 9 (PIA) -- Agriculture Secretary Proceso J. Alcala is confident on helping farmers increase their production through the application and utilization of modern agricultural methods and infrastructure facilities. This he said during the relaunching of the new Bio-N mixing plant on Thursday in Tacurong City. Alcala said that the establishment of Bio-N mixing facility is very beneficial as it reduces the utilization of traditional fertilizers that form the bulk of farm investment.
He added Bio-N production is one of the priority programs of the government to boost farm production while reducing cost. The P2-million Bio-N mixing plant, complete with building and materials for production, was also given an additional P500,000 fund by Secretary Alca-
la for additional Bio-N production for corn and high value crops and for the improvement of the facility. The establishment of Bio-N plant in the province is a manifestation of the government’s concern to provide all necessary production and agriinfrastructure and 27

DA-12 Chief of the Soils Laboratory Nadja Gayanandang said that in applying Bio-N, rice seeds are placed inside a container and moistened with water, just enough to allow Bio-N to stick to the seeds. A drop of sticker to the water is recommended to enhance moisture. Gayanandang also said that the inoculated seeds should
not be exposed to direct sunlight. Instead, they should be kept in a cool place until use. The inoculated seeds should then be drilled in the planting hole then covered with soil. Bio-N is being sold at P75.00 per packet of 200 grams. Bio-N application reduces the nitrogen requirement of crops by as much as 50 percent. It is a breakthrough technology that promises very significant impact on the country’s farmers in terms of increasing farm pro-
ductivity and income. It is a bio-fertilizer microorganism that fixes atmospheric nitrogen into its available form. It reduces the use of up to two sacks of fertilizers when applied. On the other hand, Sec. Alcala also turned over farm implements, sprayers, vegetable seeds, plastic drums and coffee seedlings to the Local Government of Isulan and Lambayong, Sultan Kudarat, Magpet, North Cotabato and Banga, South Cotabato during the said launching.

Participants to the roadshow came from all regions in Mindanao. In his keynote address, Agriculture Secretary Proceso Alcala lauded the farmers for their efforts in sustaining rice production in the region. He said the roadshow is aimed at giving farmers a “personal hand” of selecting the latest farm technologies that they need. This activity is part of the 100 percent rice sufficiency by 2013 drive of the department’s Rice Mecha-

Alcala also pointed out that proper utilization of agricultural machinery will optimize the use of rice farm and its productivity lessening postharvest losses, especially in Mindanao which is being relied upon in boosting the country’s rice production because Luzon is always hit by typhoons. National Rice Program Coordinator Director Dante Delima said DA considers the choice of farmers as necessary especially in purchasing the equipment that will help them increase farm yields. Delima also presented a government “counterparting scheme” in the procurement of farm
machineries and equipment wherein 85 percent of the cost will be shouldered by the national government through a DA grant and 15 percent will come from the concerned local government units. He even trained with the International Training Institute on pig husbandry specializing on artificial insemination course. Cuanan’s industry caught the attention of the provincial government, which always showed willingness to help him in his new business. Under the provincial government’s swine upgrading program, then governor Maria Valentina Plaza gave him a high breed sow to add to his materials for production. After two years in the swine business, Cuanan put up a semen
laboratory to ensure that he has the best quality materials for insemination not only for his sows, but for other hog raisers in the community. Word soon spread that Cuanan was using high breed and high quality semen for artificial insemination. Thus, many pig growers went to him and he was able to charge P250 per 100 ml. bottle of semen for artificial insemination. Last year, Cuanan already had eight high breed and healthy sows and two boars in his piggery in San Jose, Prosperidad. Each sow bears an average of 10 piglets twice a year giving him a gross sales of P360,000. “Of course, swine
project needs personal attention. That is why I resigned from my job at the provincial capitol to focus my attention to my pigs,” he said. Cuanan plans to expand his laboratory project cum business, but he wants to maintain only ten sows and two boars so that “I can fully attend to the animals.” Today, Ronaldo Cuanan has mastered the art of patience, and is happily cashing in on his sows and boars. He hopes that someday, the project will evolve into a re-dispersal center of healthy piglets, so he can share more high breed materials with people who want to sow their luck in the business, so to speak.
