DSWD and DPWH to launch ‘Trabahong Lansangan ng Programang Pantawid Pamilyang Pilipino’
G
ood news for the beneficiaries of the government’s Pantawid Pamilyang Pilipino Program (4Ps) as the Department of Social Welfare and Development and the Department of Public Works and Highways will be launching on Monday (September 5), a program aimed to provide them with guaranteed employment. Presidential Deputy Spokesperson Abigail Valte said that the launching of the program, dubbed as “Trabahong Lansangan ng Programang Pantawid Pamilyang Pilipino,” will be held at Barangay 649, District 5, Baseco Compound Covered Court, in Tondo, Manila. Through this joint project of the DSWD and the DPWH, according to Valte, the beneficiaries of the 4Ps, popularly known as Conditional Cash Transfer (CCT) program, will be given guaranteed
employment. “Ito po ay isang five-year program na ang tina-target po ay magbigay ng employment sa mga beneficiaries ng ating CCT program,” Valte said during an interview over government-run station, dzRB. “So iyong mga benepisyaryo natin, apart from the stipend, mabibigyan sila ng livelihood. At least natutulungan natin silang maiahon iyong kanilang estado sa buhay sa pagbibigay po sa kanila ng trabaho,” she added. Social Welfare and
Development Secretary Corazon Soliman and Public Works and Highways Secretary Rogelio Singson will sign a memorandum of understanding (MOU) during the launching of the program. The MOU provides that the DPWH will employ CCT beneficiaries for its unskilled labor needs from this year until 2016. The beneficiaries will be employed for landslide maintenance, road maintenance, declogging of drainage laterals, and street sweeping. For this year, some 4

DOH health caravan rolls out services by Jerome Carlo R. Paunan
MANILA, Sept. 4 (PIA) -- The Department of Health (DOH) promotion caravan finished its seventh leg of visiting remote communities in the provinces; this time, it rolled out health services in Compostela Valley over the weekend, a statement said. Dubbed as “Lakbay Kalusugan” (LBK), Health Secretary Enrique T. Ona said the caravan provided health information and services to over 1,500 indigent residents of Maco municipality. The LBK’s visit to Compostela Valley is timely as every Sept. 3 since 2008 is Family Health Day in the province, which awaits various health events for the people. The LBK, which features a bus that is customized as a maternal and child health and consultation clinic, gave participating indigent residents a whole

day of entertainmenteducation activities. This includes interactive health exhibit, health classes on safe motherhood, child health and nutrition, and family planning, as well as a variety show of videoke songs and dances, as in a typical Filipino fiesta set-up. “Health is a priority. Having a healthy lifestyle begins by having the right information to influence the right behavior,” Compostela Valley Governor Arturo Uy said. Uy noted the importance of pre-natal care and safe delivery for mothers, breast-

feeding, complete immunization for children, and birth spacing of three to five years. LBK started its national trip in March in Capas, Tarlac, and has since then visited the provinces of Pangasinan, Nueva Ecija, Negros Occidental, Bohol, and Bukidnon. New DOT chief calls for support on tourism efforts by Jerome Carlo R. Paunan Jimenez also underscored the important role of the citizenry in promoting the tourism programs the government. Jimenez was personally chosen for the tourism top post by President Benigno S. Aquino III after former DOT chief Alberto Lim resigned. He said that as the new tourism chief, his job challenges him to generate employment by increasing the number of tourist influx in the country. “Ang turismo po ay negosyo ng taumbayan… as such its ultimate goal is not merely to improve statistics on tourist arrivals, its real goal is to generate fulfilling and profitable income and employment for our people in an area of endeavor where Filipinos tend to excel,” Jimenez said. Jimenez is currently the senior consultant and joint chief executive officer of WOO (Winning Over Obstacles) Consultants with his wife Annabelle “Abby” Lee-Jimenez. He helped build JimenezBasic Advertising into the largest creative advertising agency in the country during his stint as joint CEO from 1989 to 2008. His work at the agency has been closely associated with the rise of Philippine brands such as Jollibee, Selecta Ice Cream, Safeguard, San Miguel, Cebu Pacific, and Ivory Soap, among others. Prior to that, he was vice-president and executive creative director at Ace-Saatchi & Saatchi Advertising from 1988 to 1989. Enhanced ARMM power, resources part of peace formula proposed to MILF ISABELA CITY, Basilan, Sept. 4 (PIA) -– Government peace panel chairman Marvic Leonen pointed out at a press conference recently in Cotabato city that an enhanced power and resources for the Autonomous Region in Muslim Mindanao (ARMM) forms part of the peace formula offered to the Moro Islamic Liberation Front (MILF). The Bureau of Public Information reveals that Leonen said the enhancement of power and resources of the ARMM’s autonomy forms part of the government’s “threein-one” peace formula it submitted on August 22 to the Moro Islamic Liberation Front (MILF) negotiating group as proposed solution to the decades-old Mindanao conflict. Recognizing the problems and challenges in the administration of the ARMM and seeing the progress espoused by the short-stint Adiong administration, Leonen pointed out that the socalled “failed autonomy”
in ARMM was applicable only “in the past.” Lawyer Naguib Sinarimbo, ARMM executive secretary said that despite such challenges, their brief transitory administration has rigorously achieved a number of accomplishments in a fashion that drew enhanced assistance of foreign donor institutions. “We have proven that even minimal power and resources, administrators in ARMM can still do improvements through convergent and relentless efforts,” Sinarimbo stressed. In a power point presentation, Sinarimbo
unveiled at the recent episode of the weekly “Tapatan sa ARMM” media forum the root causes of the region’s snail-paced growth. In his presentation entitled “Realities in the ARMM and the Way to ARMM Reform,” Sinarimbo put inadequate budget and lack of fiscal autonomy of the region on top of the list of challenges besetting development interventions in the area. “This is an honest assessment from the time I started working here until the time I (will) leave,” Sinarimbo said, referring to his power-point presenta7

Sinarimbo is one of the first appointees of Acting ARMM Governor Ansaruddin AlontoAdiong, the elected vice governor who was installed to office on Dec. 14, 2009 upon the suspension and detention of Regional Governor Zaldy Ampatuan in connection with the Maguindanao massacre of Nov. 23 that same year. Over all, Sinarimbo hopes that the national government and agencies concerned will take a serious look at its fiscal policies on ARMM that may have deter the development of the region. He lamented that contrary to lingering pub-
lic perception that ARMM is pampered financially, major line agencies in the area of autonomy region like the DepEd, DENR, and DILG receive annual budgets lesser than their counterparts in all the country’s administrative regions. Moreover, Sinarimbo expressed hope that the incoming OICs in ARMM would be resourceful and innovative in their transitory administration because “if we rely on government money, we will have a sad story until 2013.” Sinarimbo said the ARMM must be viewed not just as an extension of the national government in the delivery of services but should also be transformed into a legitimate and legal platform of expressing the
right to self-determination. “Beyond service delivery, it (ARMM) must equally identify itself with the legitimate aspirations of its people. Otherwise, it will continue to be viewed as an instrument of neocolonialism and remain alienated from its people,” he said. Adiong and his coterminus appointees alongside other regional elected officials will bow out of office on September 30 and be succeeded by officers-in-charge to be installed by President Aquino the next day pursuant to R.A. 13153, which defers the Aug. 8, 2011 elections and allows the President to appoint caretakers until 2013. Zambo city to give vehicles, pump boats to 98 barangays by Jocelyn P. Alvarez Zamboanga City, Sept. 4 (PIA) -- To better respond to emergencies and criminality in every barangay, the City Government is planning to arm all of the city’s 98 barangays with vehicles and pump boats before the end of 2013. Mayor Celso Lobregat recently made this announcement of the city government’s intention to purchase vehicles for the 90 barangays in the mainland and 8 pump boats for the island barangays. City Council Chairman on Committee on Appropriation revealed the city has already earmarked some P14.2 million as proposed budget appropriation for the purchase of 14
pick-up for the first batch of vehicles for the barangays. He clarified that the intention to purchase vehicles for the 98 barangays is a continuing appropriation before the chief executive’s term ends in 2013. To date, the continuing allocation for the purpose has reached P50million. Guingona said since last year, the city
has been allocating funds for the purchase of vehicles for the barangays. Guingona said the latest proposed allocation of P14.2 million for the purpose has already passed first reading. Ortiz, who was giving a brief background of the celebration said countries in the world gave full respect to the IHL , often referred to as the laws of war, the laws and customs of war or the law of armed conflict.
“During the war, when the surrendered enemies hold white flag they won’t be killed, instead they will be treated humanely and be protected against violence and intimidation,” Ortiz explained. Aside from raising awareness on the importance of IHL, Ortiz said the event has encouraged the public to support PNRC’s mission of serving lives by way of donating blood. “When you donate your blood, you save countless lives,” Ortiz assured the public. The BOD’s chairman said the ‘walk for humanity’ , the highlight of the celebration conducted by the local chapter was to raise funds for the purchase of
one (1) set 40 KVA generator adding that the blood processing equipments: refrigerated centrifuge, plasma freezer, platelet agitator and blood mixer donated by the Department of Health (DoH) will soon be acquired by the local chapter. “These equipments are needing the generator set in processing blood.” Ortiz added. CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 4 (PIA) -- The Regional Tripartite Wages and Productivity Board, region 10 (RTWPB-X) and the Mindanao University of Science and Technology (MUST) partnership of promoting productivity to students and would-be-entrants to the labor force have been formalized. This, after the Memorandum of Agreement (MOA) to instill basic productivity values among students making them aware of such, practice them and put them to use when they join the world-of-work was signed by the following: Dr. Ricardo E. PhilHealth’s new case rate packages starts Sept. 1 by Merlyn H. Ybañez CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 4 (PIA) – The new case rate packages for selected medical conditions and surgical procedures is now available in institutional health care facilities accredited by the Philippine Health Insurance Corporation (PhilHealth), starting Sept. 1,. this year. This was bared by Datu Masuding Alonto, Vice President for PhilHealth, Northern Mindanao, who said the shift from fee-forservice to case rates for these medical and surgical cases was prompted by developments taking place in the health care industry. “Most notable of these developments is the need to provide optimal financial risk protection, especially, to the most vulnerable groups, including the poorest of the poor,” he said. Alonto also said that it is the opinion of the PhilHealth President and Chief Executive Officer, Dr. Rey B. Aquino, that better
member appreciation and faster reimbursement of fees to health care providers were also among the major considerations for introducing this new type of provider payment scheme. Meanwhile the PhilHealth CEO said the use of case rates is an internationally accepted payment mechanism that serves to package payment for health interventions. Through this mechanism, members will be able to predict how much PhilHealth will be paying for each of the services provided and empowered with just the right amount of information he needs for a
particular disease or illness. Among the medical cases and the corresponding package rates are Dengue I Php8,000, Dengue II, Php16,000, Pneumonia I, Php15,000, Pneumonia II, Php32,000, and Essential Hypertension, Php9,000. Cerebral Infarction (CVA I), Php28,000, Cerebro-vascular Accident with Hemorrhage (CVA II, Php38,000, Acute Gastroenteritis , Php6,000, Asthma, Php9,000, Typhoid Fever, Php14,000, and Newborn Care Package in Hospitals and Lying-in clinics, Php1,750. piece, each, of small, medium and large size heat-sealed transparent plastic sachets containing white crystalline substance suspected to be shabu. Also arrested during the operation were: Emilio M. Gempisao, who yielded one (1) piece, small size heat-sealed transparent plastic sachet suspected to be shabu found inside his wallet and three (3) others, namely, Nelson C. Ernabe, Jr. and Edwin N. Rebollido, both residing at Purok 5, Barangay Casisang, Malaybalay City,and Eugene S. Flores of Purok 1-B, Maramag, Bukidnon. Further, that day, Sept. 2, another successful buybust operation was conducted by PDEA-

DavSur public high school gets Korean assistance by Carina L. Cayon DIGOS CITY, Davao del Sur, Sept. 04 (PIA) – A Korean Missionary has been assisting a three-year operating public secondary school here with financial support for the latter’s infrastructure improvement. Korean Missionary Inho Park has provided funding for the ongoing construction of concrete walls for the ten classrooms of Cagas-Alo National High School-Matti Annex in Digos City. The missionary has also pledged to donate P10,000 every month to aid for the construction of the school library, and to teach Korean language to the teachers and students. According to Davao del Sur provincial information office, the school has enrolled more than 400 students this school year based from the report of school-incharge Imelda Cardines.

Cagas-Alo National High School-Matti Annex started operating in 2008 in a two-hectare area in Barangay Matti through the personal financial support of Governor Douglas Ra. Cagas who has always been thankful for the Korean Missionary’s assistance. Aside from the personal support of the governor, the provincial government has also allocated P1.2 million for the school’s operations, the PIO stated. Household help convicted for illegal drug possession DAVAO CITY, Sept. 04 (PIA) – For possessing marijuana leaves, a household help would at least stay 12 years in jail. Dave Martinez, 33, of Panabo City, Davao del Norte was sentenced to suffer the penalty of 12 years and one day to 14 years imprisonment last August 5 for illegal drugs possession. Judge Rowena Apao Adlawan, presiding judge of the Regional Trial Court, Branch 30 in Tagum City, Davao del Norte, also ordered Martinez to pay a fine of Php 300,000.00. DA Sec Alcala leads groundbreaking of Asparagus Plant in GenSan GENERAL SANTOS CITY, Sept. 4 (PIA) -- Agriculture Secretary Proceso Alcala led Thursday (September 1) alongside City Mayor Darlene Antonino-Custodio the groundbreaking of the Php3-M worth Asparagus Packing Plant expected to facilitate the processing of asparagus not only in the city but the entire SocSarGen (South Cotabato-Sarangani-General Santos City). Secretary Alcala was happy to note of the new development in the city describing it as another milestone for the agricultural sector here. The Secretary then turned over to Mayor Custodio 2,000 asparagus seeds as initial assistance under the department’s high value crop development program. He said the seeds will support the city government’s effort to further advance its
agricultural landscape especially high value crops. The plant, which is located at barangay San Jose here is owned and managed by the Greenland Asparagus Producers Multi-Purpose Cooperative, the recipient of the Department of Agriculture’s (DA) high value crop program. Thanking the Secretary, Mayor Custodio said brgy. San Jose has good climactic condition that is suitable for
growing asparagus and other high value commercial crops. The mayor said she is delighted with the strong partnership existing between and among the city government, DA and the cooperative. Sultan Kudarat’s wide sugarcane and oil palm plantations as well as the wide untilled lands in the area has provided the rodents places to populate and breed, he said. Besides Tantangan, the Provincial Agriculture Office is also closely monitoring the mountainous areas of Lake Sebu, Polomolok, and T’boli municipali-
ties, which are also prone to rodent attack. For the rat campaign in Tantangan the PAO has allocated 200 sacks of rice. Legaste also called on residents of Tantangan to refrain from cooking and eating rat meat starting September 8 because on this date agricultural technicians in coordination with barangay officials will start acute baiting of rats. Baits laced with zinc phosphide will be distributed to ricefields and other farms in the area. Zinc phosphide is toxic and not fit for ingestion by humans. (PIA 12)

Butuan V-Mayor convenes environment council BUTUAN CITY, Sept. 4 (PIA) – Vice Mayor Lawrence H. For tun here finally convened the Environment and Natural Resources Council (ENRC) after almost two decades of being not implemented in the past administration. In a meeting held recently, V-Mayor Fortun gathered distinguished figures of this city to form part of the council which is mandated under DENR Administrative Order No. 30 which created the only Council that is headed by the Vice Mayor of the local government unit. Fortun emphasized during the meeting that it is high time that the Council should be convened in the advent of various environmental threats which do not only affect the City of Butuan but globally as well. “The Council is tasked to implement and oversee programs and projects in the city concerning environment and
natural resources protection as well as recommended and revisit local ordinances that will fit to the needs of the present times,” Fortun noted. He added the council’s role is to prioritize in giving advocacy to the public in protecting the environment. With Fortun sitting as Chairman of the council, it is hoped that massive campaign to to protect the environment will be put in place. The council is also composed of Mr. Vicente L. Sembrano, OIC CENRO of the DENR as Vice Chairman. Members coming from the Butuan City government are Councilors Virgilio G, Nery, Jr.,

Sibbaluca emphasized. Further, Engr. Sang Tian echoed the call of Sibbaluca as their agency still monitored illegal logging activities in the Taguibo watershed area. This was also the observation shared by Sembrano who has received text messages of illegal logging activities in the said area. He even had an actual encounter of log decks placed alongside the highway going to Cabadbaran area which he immediately ordered for dismantle. For his part, Fortun said there should be no let up in the investigation whoever is involved if reports are true. “We are serious in our campaign to protect our environment and we must show this to whoever will threaten to destroy it,” Fortun said. Furthermore, PSupt Carillo scored on the non-compliance of drivers of public utility vehicles and tricycles on the putting of trash bins in their vehicles.
