Aquino orders preparation for Philippine hosting of Asia-Europe Meeting in November

resident Benigno S. Aquino III has tasked the Department of Foreign Affairs (DFA) and the Department of Energy (DOE) to organize and implement activities in connection with the Philippine hosting of the Asia-Europe Meeting (ASEM) Conference set on November 10 to 11 this year. President Aquino signed the Administrative Order No. 19 on September 6, mandating the DFA and DOE to organize and carry out the activities in connection with the Philippine hosting of ASEM Conference on the Harmoniza-

tion of Biofuels Standards and Application to Vehicle Technologies on November 10 to 11. In signing the AO, the President noted that during the 6th ASEM summit held in Helsinki, Finland, in September 2006, the Philippine ini-

tiative on biofuels, “Harmonization of Biofuels Standards and Application to Vehicle Technologies,” was accepted by ASEM leaders. “The Philippines is a leading proponent on the issue of energy and security,” the AO stated. 8

Aquino orders... from page 7 “In order to push the initiative forward, the Philippines shall host the ASEM Conference on the Harmonization of Biofuels Standards and Application to Vehicle Technologies on November 10 to 11, 2011.” Under AO 19, the DFA and DOE will create an Executive Committee to be headed by the Secretary of Foreign Affairs department and the Secretary of Energy department, or their duly designated representatives. “The Executive Committee shall closely coordinate the integrat-

ed assistance by obtaining technical, financial and administrative support from other relevant agencies and local government units where the conference and other related activities will be held,” the AO stated. The Executive Committee is tasked to “formulate a work program and budget plan for the hosting of the conference and other related activities; implement the work program, and supervise and monitor all activities.” It is also tasked to “call upon any official, agent employee, agen-

cy or instrumentality of the government for any assistance that may be necessary to ensure the success of the Philippine hosting of the conference and its related activities.” The Executive Committee will also “engage the support, assistance and cooperation of international, intergovernmental and nongovernmental organizations and private sector and entities in the preparations and conduct of the conference.” The administrative order will take effect immediately. The country’s participation in the Expo 2012 aims to further enhance the promotion of the Philippines and sustain its presence in Korea. The President said the event will bring trade and tourism benefits as well as

goodwill to the country. “It will also enhance the efforts of both the government and private sectors in addressing various concerns and issues on achieving a sustainable balance between development and preservation of our marine environment (ocean and coasts),” President Aquino said. The Philippine Organizing Committee will be headed by the Department of Tourism (DOT).

The required funding of P70.3 million will be charged against available resources for calendar years 2011 and 2012 from the DOT, Department of Foreign Affairs (DFA), Department of Trade and Industry (DTI), Department of Environment and Natural Resources (DENR) and the Philippine Amusement and Gaming Corporation (PAGCOR). Fresh from the Academy as a young Lieutenant, Bartolome saw action as Platoon Leader with the 54th Philippine Constabulary (PC) Batallion in Maguindanao and with the 441st PC Company in Lanao del Norte from 1980 to 1982, and later as Executive Officer of the 457th PC Company

in North Cotabato, Intelligence and Operations Officer of the Cotabato Metrodiscom until 1984. For two years in a row, 1983 and 1984, Bartolome was chosen PC Junior Officer of the year in Central Mindanao and PC Junior Officer of the Year (nationwide) in 1985. In all his 11 years of combat duty in Mindanao, Bartolome earned ten Military Merit Medals, seven Military Commendations Medals, 17 Medalya ng Kagalingan, a Bronze Cross Medal for bravery, two Medalya ng Kadakilaan for heroism, the Mindanao-Sulu Campaign Medal and the Anti-Dissident Campaign Medal. He served as PNP Spokesperson and publicist to three Chiefs of the PNP from 1999 to 2001 before assuming other staff assignments the next four years. Bartolome was born in Gerona, Tarlac on March 16, 1957, he is married to pathologist Dr. Noemia Bartolome of the Department of Health, a union blessed with two children, Nicar Noemi and Nicanor III. Aquino to meet transport sector amid rising oil prices

P

resident Benigno Aquino III wants to meet the transport sector to know their concerns in the midst of continuous increase in petroleum prices, Deputy presidential spokesperson Abigail Valte said on Friday. “The aim of the meeting is … for the President to hear their concerns,” Valte told the media in a briefing in Malacanang on Friday. Valte said the Department of Energy is the lead coordinator for the meeting and the Palace is waiting for the details

and confirmation of the date of the meeting. Proponents want the meeting to take place next week just before the President embarks on trips to US and Japan, Valte said adding the DOE is already checking the President’s schedule. Valte said that the

transport sector may also raise the issue of their fare increase, as the group has requested. Valte also noted the success of the Pantawid Pasada program saying that the transport sector didn’t ask for additional fare before the recent oil price increases. (AS)

Aquino orders fiscal agencies to automate

resident Benigno S. Aquino III has ordered the Commission on Audit (COA), the Department of Budget and Management (DBM) and the Department of Finance (DoF) to automate their financial management systems in order to improve financial control and accountability on public funds. Executive Secretary Paquito N. Ochoa Jr. said on Friday that Executive Order No. 55, which the President signed on September 6, aims to direct the integration and automation of all government financial management

systems to make them more effective. “This directive reflects the importance the President accords to promoting transparency, accountability and good governance,” Ochoa explained.

He stressed that the creation of a government integrated financial management information systems (GIFMIS) provides for a more transparent and effective way of monitoring the disbursement and appropri12

Aquino orders... from page 11 ation of public funds. “This integrated system will, among others, allow greater financial management and control at the oversight and agency levels, ensure stricter compliance of the budget to appropriation laws, significantly improve Treasury cash management, and facilitate keeping of general accounts of government and management reporting at various levels of government,” Ochoa pointed out. The Executive Secretary said the creation of the GIFMIS paves way for the generation of vital information on any and all aspects of government financial transactions, which can be made accessible to the public through the internet. A memorandum of agreement (MOA) was entered into by and among the key oversight agencies of the government namely, the COA, DBM, DoF and the Bureau of the Treasury (BTr), which created the Steering Committee on Cooperation to Foster the Development of the GIF-

MIS and to implement the Public Financial Management (PFM) Reforms Roadmap. “The PFM Committee has already been directed to devise a five-year plan for the development and implementation of an integrated financial management information system that links national government agencies with the COA, DBM and BTr to enable the generation of comprehensive, accurate, reliable and timely consolidated financial status reports for the oversight and the implementing agencies,” Ochoa said. The presidential issuance, according to Ochoa, also tasks the PFM team to achieve within the term of the current administration the completion and installation of the following: • a GIFMIS which shall enable real-time, online accounting, monitoring and control of obligations and disbursements and their direct links to cash management;

• a Treasury Single Account (TSA) that provides BTr a more effective way of cash management and rationalizing agency bank accounts; • an efficient budget release system with predictable and streamlined allotment and cash release programs throughout the year to support the operations of implementing agencies based on reliable cash forecasting and programming by DBM and BTr; • regular in-year reporting system on the status of budget execution and timely year-end audit reporting of agency financial and physical operations, which will be used in the budget preparation process, the Congressional debate on agency budgets and performance, and the public’s participation in the budget process; and • systematic recording and reporting of all liabilities of government entities, including real and contingent liabilities, to enable the national government to manage its financial exposure.

First-ever crime lab in Zampen inaugurated by Michael Vincent D. Cajulao

ZAMBOANGA CITY, Sept. 9 (PIA) – The Philippine National Police got a very important capability and facility upgrade with the inauguration of the P14 million crime laboratory, in partnership with the United States Government, inside the historic Camp Eduardo Batalla, along RT Lim US Ambassador to the Philippines Harry K. Thomas personally inaugurated the facility together with Mayor Celso Lobregat, PNP 9 Regional Director General Elpidio de Asis, and key PNP officials in the region. Thomas said the project is one of the unique accomplishments of their government as it is sure to improve the police’s capabilities. He added that there is a very dire need of experts that will help solve cases to

bring justice to the victims. Mayor Lobregat, on his part, agreed with Thomas saying the state-of theart facility will help police authorities in properly solving the criminal cases. “With the crime lab, Zamboanga City now has Crime Scene Investigation (CSI)”, the mayor said. Lobregat expressed his gratitude to the US Government, thru Amb. Thomas for the project, manifesting US-Philippine partnership.

Chief Supt. Lorlie Arroyo, the designated crime lab director, also thanked Thomas for his efforts in realizing the facility in the city as it will help investigators hasten the resolution of criminal cases not just in the city, but the whole region. For the past four (4) months, he sent 5 teams in Mindanao representing 10 different US agencies to consult some of the conflict –affected families and ask what they need and obstacles they faced. The teams Thomas said made series of consultations in conflictaffected areas in Mindanao to address issues and concerns. “In Jolo, we asked questions and listen to Muslim women and religious leaders . In Marawi, we heard the words of city officials and university professors, and in Cotabato, the officials, barangay captains and civil societies in Autonomous

City Health cautions public on leptospirosis by Jocelyn P. Alvarez

ZAMBOANGA CITY, Sept. 9 (PIA) - - The City Health Office (CHO) called on public to be wary of flood water-borne disease such as Leptospirosis which per CHO report has already affected 20 individuals since January of this year, of which three have died. Richard Aliangan, City Information Officer in a press statement said this bacterial infection has affected at least four of the city’s barangays-Labuan, Recodo, San Jose and Limpapa. Aliangan said, City Health Officer Rodelin Agbulos warns the public on the threat of the disease which can lead to kidney damage, meningitis, liver failure, and respiratory distress and worst, can even lead to death if not detected and treated early. Although the disease is far from the epidemic level, CHO advises public

Lack of state geologists hamper hazard-mapping by RG Alama

Licensed geologists are paid as much as P300,000. In an interview early this year MGB director Leo Jasareno bared that the

government has lost 86 geologists to high-paying private mining companies and the more lucrative overseas work. “We are losing geologists yet the risks are increasing.” Jasareno said during the interview. Brevante, the only government geologist in the region said that they have identified 402 landslide-risk barangays and 503 barangays with high risk of flooding in Region XI. The two geologists in the region are focusing on eight cities and towns for the first year of the 1:10,000 scale geo-hazard mapping. These localities are: Davao City (Marilog District), Pantukan, Compostela, Don Marcelino, Mati City, Santa Maria, Talaingod and Malalag. (PIA 11)

CITY OF TAGUM, Davao del Norte, Sept. 9 - Residents here wake up to cooler mornings wrapped with thick fogs, a strong manifestation of the temperature decline in this city as a result of the massive greening and reforestation programs spearheaded by the local government in recent years. Reporting to students and stakeholders who attended an early morning tree planting drive in the Accretion Area in Barangay Pandapan, City Mayor Rey T. Uy proudly shared that the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) noted a two degree dip of the city’s annual average temperature, from 28.35°C in 2001 to 26.70°C in 2010. Data obtained from the nation’s weather bureau noted the annual averagetemperature of the city as follows: 28.08°C (2002), 27.80°C (2003), 27.65°C (2004), 27.03°C (2005), 26.85°C (2006), 26.54°C (2007), 27.03°C (2008) and 27.40°C (2009).

This is a concrete result of the greening programs such as the accretion reforestation jointly undertaken by the local government and the private sector, Uy said, adding that the city will intensify these programs for the benefit of both the environment and the future generation. On September 8, 2011, Uy inked another memorandum of agreement with Tagum Cooperative, Inc. to maintain the accretion area planted with fastgrowing trees with a budget of two hundred thousand pesos, sourced out from the cooperative’s coffers. DepEd Superintendent Nenita E. Lumaad, who also sits as the Chairperson of the cooperative’s Board

of Directors shared that this is part of their firm’s corporate social responsibility. Lumaad urged the students, parents and her colleagues at DepEd and Tagum Cooperative to earnestly supervise the accretion area to ensure the survival of the planted trees. By signing the MOA, Tagum Cooperative joined the ranks of the private sectors who tied up with the local government in its green brigade. Among these are the NCCC Cares and the Tagum Water District. Lebak officials gather fisheries stakeholders for oath-taking, dialogue by Omar Sabal KORONADAL CITY, Sept 9 (PIA) -- More than a hundred stakeholders were gathered to participate in a mass oath-taking ceremony and a dialogue held at Almirante’s Garden in Lebak, Sultan Kudarat on Saturday, September 3. Attorney Asis Perez, the national director of the Bureau of Fisheries and Aquatic Resources (BFAR) officially inducted 80 fisherfolk leaders of different fisheries organizations in the municipality. The gathering was also an opportunity for the local officials to convey their determination to regulate fisheries in their areas of jurisdiction. “Few decades back we have abundant fish catch here however due to dynamite fishing our resources have gradually dwindled,” said Mayor Dionesio Besana. Consequently, the mayor expressed his vision to revive bangus concession business which was once a major income earner for Lebak town.

In the middle of the 3-hour convergence, Lebak officials took the opportunity to endorse to Director Perez their resolution to support moves for the creation of the Department of Fisheries. Perez personally received the document and is now on channel for appropriate actions. A dialogue then was conducted between and among the fisherfolk, the local officials, BFAR management, and visitors from the private sectors where issues of fisheries licensing, registration, and Fishpond Lease Agreement (FLA) were lengthily discussed. In the open forum, Perez cited mangrove stewardship as an alternative strategy to secure approval of authorities to avail land

areas which are not allowed for FLA. “In areas where FLA is not feasible, aqua-silviculture (or culture of fish or other aquatic organisms in a mangrove ecosystem) can be an effective option as this is an environment-friendly intervention”, he said. The fisherfolk, specifically the commercial operators, were advised to avail BFAR services to help them facilitate easy licensing and registration procedures. P3.75 M asparagus packing facility to rise in Gensan by Dani Doguiles KORONADAL CITY, Sept 9 (PIA) – A P3.75-million asparagus packing plant will soon rise in Barangay San Jose, General Santos City. Just recently, Agriculture Secretary Proceso Alcala, along with Gensan Mayor Darlene Antonino Custudio, led a ceremonial groundbreaking of the Department of Agriculture-funded packing facility for the Greenland Asparagus Producers Multipurpose Cooperative (GAPMC). Alcala said funding for the project, which will initially benefit 60 asparagus grower-members of GAPMC, was coursed through DA’s High Value Crops Development Program (HVCDP) and the National Agribusiness Corporation (NABCOR). He said the project is in accordance with the de-

partment’s goal to transform General Santos City and Soccsksargen region as a primary producer of high value crops. Gensan has been well-known as the “tuna capital” of the Philippines. Soccsksargen region covers the provinces of Sarangani, South Cotabato, Sultan Kudarat, and North Cotabato and the cities of General Santos, Koronadal, Tacurong, Kidapawan, and Cotabato. Among the high value crops popularly grown in the region are rubber, oil palm, banana, pineapple, fruit crops, and many others. Construction of the GAPMC’s packing plant is

expected to be completed by the end of October. Members of GAPMC produces 300 to 400 kilograms of asparagus shoots daily from their 15-hectare farm; at present they sort and pack their produce in makeshift huts. Sec. The festival will formally open on September 12 after an Inter-Faith Mass in the City Hall Ground which will start at 7:00 o’clock in the morning. This aims to gather the Tacurongnons, though diverse in ethnic and religious orientations, in one prayer and one vision. The Igpat Sang Kamera Photo Exhibit will be available for public viewing starting September 12 until September 18 at the City Hall Lobby. This exhibit is

the product of Igpat Sang Kamera Photo Clinic and Photo Tour held earlier this month. Other important events include the Mindanao-wide Hip-hop and Dance Sports Competition at the city gym on September 14; pageant night of the Mutya ng Lungsod ng Tacurong at the Notre Dame of Tacurong College on September 16; and, annual surgical mission at the Sandig Clinic and Hospital on September 17. The Caraga Regional Council of Human Resource Managers, Incorporated (CRCHRMI) with the Civil Service Commission (CSC), Caraga regional office will conduct this year’s 8th Regional Convention of Human Resource Practitioners with the theme: “Transforming HR Practitioners as Strategic Partner for Good Governance” on September 27-28, 2011 in Bayugan City, Agusan del Sur. Mindanao immigration bureau monitoring illegal aliens by Robert E. Roperos BUTUAN CITY, Sept. 9 (PIA) -- Retired Col. Ace Guro, Bureau of Immigration (BI) Technical Assistant for Mindanao said foreign nationals in Mindanao are being monitored, and cases of illegal entry are being addressed. He said their record showed that the immigration offices in all regions in Mindanao have already advised foreigners whose visas are already expired to apply for an extension. “For those who did not follow, they were advised to be deported,” he said. During the taping of Caraga in Focus Wednesday at the Regional Office of the Philippine Information Agency (PIA) here, Guro also said the per-

Galinea confirmed today that supply of meat in the city are sufficient enough for the city’s fiesta “Our meat supply here is sufficient. The public has nothing to worry about it,” Galinea said. Galinea said meat prices are still at their normal range as of press time.

“Prices of carabao meat range from P220-P240 while P270-P280 for beef meat,” Galinea added. Galinea, however, said that she cannot give assurance whether or not

Butuan City readies for “Clean Ground, Zero Waste” launching by Jennifer P. Gaitano

BUTUAN CITY, Sept. 9 (PIA) -- The city government headed by Mayor Ferdinand Amante Jr. with the working committees composed of regional and national line agencies including business sector and youth organizations have stepped up its preparations for the launching of the “Clean Ground, Zero Waste” Program on September 11, 2011. Chief of offices of the city government with the representatives of the regional line agencies convened Thursday and finalized the preparations and sequence of activities during the said launching. Ms. Ruth Jugao, City Economic Enterprise and Development Office (CEEDO) Manager and the over-all coordinator for the “Clean Ground, Zero Waste” Program stressed that the city government is serious in implementing the Solid Waste Management Program. “The launching is not only the activity of the

city government but also of its citizenry, this is why we should all do our part for this is everybody’s responsibility,” said Jugao. Jugao further bared that attendance is a must for all government employees during the simultaneous clean-up which will start at 5:00 a.m. in the 38 barangays of the city and main streets, to be followed with the Caravan and program proper at the Father Saturnino Urios University (FSUU) Gym. Also, City Administrator Leah Mendoza said that each employee should bring their own cleaning

materials for it will complete their attendance. BUTUAN CITY, Sept. 9 (PIA) -- The Army Recruitment Office for Mindanao is now accepting applicants to fill-up the quota of Officer Candidate Course (OCC) Class 40 C.Y. 2012. Successful applicants will undergo one full year of leadership training at Officer Candidate School, TRADOC, PA based in Camp O’Donnel, Sta. Lucia, Capas, Tarlac with a gross monthly compensation of P27,506 while on training. After graduation, they will be commissioned by the President as Second Lieutenant in the Regular Force, Armed Forces of the Philippines. To qualify, an applicant must be a natural born Filipino citizen, between 21 and 24 years old on the date of admission; a baccalaureate degree holder; single, never been married, and has no legal obligation to support a child; must have no pending case in any court of law, must be at least 152.4 cm (5 feet) tall for both male and female, and Friday, September 9, 2011
