CAGAYAN DE ORO CITY – As a celebration of the National Women’s Month, the Environmental Management Bureau (EMB)-10 in partnership with the Gender Advocates (GA)-10 held the Be Bold for Change Information and Education Campaign that provided lectures on Solid Waste, Air Quality and Water Quality Management on March 26 at Centrio Ayala Mall.

EMB-10 emphasized that one way to address the needs and issues of women is to ensure that the environment they live on is healthy, sustainable and unpolluted. Ensuring development for women To stress the meaning of real development, Nathalie Igot, president of GA-10, said that there is
“real improvement in all structures or dimensions (political, economic, social, cultural and other dimensions of an individual’s life) and sustained capacity to achieve a better life for all (provides opportunities to broaden an individual’s capacity to do and to be).” She also added that
development means that men and women can enjoy a higher quality of life; with capacities to have freedom of choice. “Hence, development is also about expanding the range of choices for people,” Igot said emphasizing that every woman and man should benefit from development. Meanwhile, Olivia Pelagio, Department of Justice- Parole and Probation Administration (DOJPPA) regional psychologist, said that the end goal of the women’s month celebration is to advance and unleash the potential of women which the society can benefit of.
Pelagio added that this has been the battle cry for women since opportunities are still scarce for the sector. Environmental concerns for women and all Lectures on air and water quality management were also tackled during the IEC campaign. Environmental Management Specialist Engr. Jan Karina Lapena of the EMB-10 explained the types of air pollutant and these are categorized as primary and secondary pollutants. “The primary pollutants are those emitted directly from the

1-15 April 2017 source. These include carbon monoxide from automobile exhausts and sulfur dioxide from the combustion of coal,” Lapena shared. The secondary pollutants on the other hand develop when pollutants in the air mix up in a chemical reaction and they form an even more dangerous chemical. Photochemical smog is one example
the water quality management approaches that include the streamlined processes and procedures in prevention and control of water pollution, promotion of environment friendly technology and energy efficient technology and products, self-regulation through the use of incentives and market-based instruments, and active participation in water quality management and monitoring. Moreover, to ensure good water quality in the Cagayan de Oro River Basin and adjacent rivers for present and future generations, the Water Quality Management Areas (WQMA) has been proposed. “The designation of a WQMA enables the formulation of focused interventions or actions that are designed to address specific water quality issues of the area and thus ensures that the Clean Water Act (CWA) is enforced and water quality is improved,” Fonda said. The conduct of the IEC campaign is among the strategies of the GA-10 and EMB-10 to heighten the awareness on how men and women can address the pressing issues of the society, and how they can attain real development by building each other.(RTP/PIA10)

BIR Cagayan de Oro City holds ‘Panaghinabi kang Commissioner Billy’ CAGAYAN DE ORO CITY – True to his promise of paying this side of the country a visit, Commissioner of Internal Revenue Caesar R. Dulay held a dialogue with all the stakeholders of Revenue Region (RR) No. 16 – Cagayan de Oro City last 30 March 2017 at the Cattleya Function Room of N Hotel.
Dubbed as “Panaghinabi kang Commissioner Billy (translated as a conversation with Commissioner Billy),” the gathering was in keeping with the Commissioner’s wish to hold talks with all the stakeholders of the revenue region, especially the taxpayers, to enlist their support for the BIR’s tax collection efforts for this year. The Commissioner was supposed to meet the stakeholders last 28 February 2017 during the region’s tax campaign kickoff but was aborted in the last minute after he was summoned
to attend a congressional hearing on the same date. In his usual jovial mood, Commissioner Dulay thanked the select group for responding to the invitation of the revenue region. Turning serious, he told them that Cagayan de Oro City will be the next Mega City and that the future of the City is in their hands and the generations that will follow their footsteps. Cagayan de Oro is a first class highly-urbanized city and the capital of the province of Misamis Oriental. It is a chartered city where governance

It is also known as “The City of Golden Friendship” and other monickers such as “The Adventure Capital of the Philippines,” “River Rafting Capital of the Philippines,” “The Heart of Northern Mindanao,” “The Gateway to the Land of Promise,” and “The City of Gold.” He said that the main mandate of the BIR is to collect taxes and that it provides around 80% of government tax revenues to fund the expenditures of government - from the payment of the salaries of government workers to the building of roads and other infrastructures. The remaining 20% is sourced from other revenue generating agencies like the Bureau of Customs (BoC). The tax agency collected P1.576 trillion last year as against its collection target of P1.620 trillion, or an achievement level of around 97%. Media, however, zeroed in on its (3%) failure to achieve its collection goal. BIR Cagayan de Oro City collected P12.47 billion in 2016 as compared to its tax take of P10.75 billion in 2015, posting a growth rate of 15.96% or an increase of P1.72 billion. This year, the revenue region has been assigned a collection goal of P12.87 billion. As an organization, the BIR is tasked to collect P1.829 trillion to

which Commissioner Dulay said that it is precisely for that reason (collection goal) that he asked for the dialogue to appeal to all the stakeholders to help the tax agency achieve the said target, adding that the funds to be raised will be used to support the programs of the administration of President Duterte. government’s massive infrastructure spending that will benefit the country and most especially Mindanao. Commissioner Dulay quipped, “We appeal for your support and cooperation. We do not have to push you and this is exactly what this conversation is all about. I am humbled no end by your all-important presence in this gathering. The Commissioner closed the dialogue with an assurance that the BIR – the regional and district officials – will be fair in making assessments and truthful in dealing with taxpayers.

Lanao Norte solon bats for livelihood program for women TUBOD, Lanao del Norte – Congressman Mohamad Khalid Q. Dimaporo of the province’s first district has pushed for livelihood programs for women to make them productive.
Speaking during the culmination program of the women’s month celebration last March 30 at the Mindanao Civic Center here, Congressman Dimaporo said: “President Duterte wants it to be strategic and surgical in implementing the programs for women.” “In Lanao del Norte, we’re trying to maximize the implementation of

Inclusion of e-cigars in proposed Smoke-Free Law under study CAGAYAN DE ORO CITY – The Electronic-Cigarette, also known as the E-Cigarette, is more harmful than the common cigarette. This was explained by Dr. Jocelyn Torrecampo of Department of Health (DOH) Region 10 during the meeting last week of the City Council committee on health and sanitation and health insurance chaired by Councilor Maria Lourdes Gaane.
The committee discussed updates on the proposed Smoke-Free CdeO ordinance. It may be recalled that the inclusion of the e-cigarette in the ordinance was proposed. The committee noted studies

that the e-cigarette, commonly known as “Vaping,” does not contain nor combust tobacco. It has lithium-ion rechargeable battery, vaporizer with a microchip heating element, which helps to vaporize the liquid. The mouthpiece cartridge contains liquid nicotine solution, most commonly referred to as the “e-liquid” within atomizer. The e-liquid has varying concentrations of liquid nicotine, The Power learned. The DOH reiterated the World Health Organization’s (WHO) statement that there is no scientific evidence to confirm the product’s safety and efficacy. The committee also noted the advisory of the Food and Drug Administration (FDA) that the e-cigarette is not a proven nicotine replacement therapy. According to councilor Gaane, e-cigarettes are more harmful because of the chemical content of

the cigarettes. For his part, Councilor Jay R. Pascual, member of the committee, said most of his friends only know of the nicotine content of e-cigars but they do not know that it has more harmful effects even to secondhand smokers. He said the quality should also be checked as the vape might explode. A representative of the City Legal Office said the committee must include e-cigarettes in the definition of terms of the proposed ordinance. He said it cannot be banned but its use can be regulated in public places. Councilor Gaane said the proposal to include e-cigarettes in the proposed Smoke-Free ordinance will be referred to the committee on laws and rules chaired by Councilor Ian Mark Nacaya for appropriate action. SP to act on pro-forma contract with public market stallholders CAGAYAN DE ORO CITY – The entire leased premises of the Cogon, Carmen and Puerto public markets are No Smoking Zones. This is provided for in the proposed pro-forma lease contract by and between the city government of Cagayan de Oro and the 2017 stall awardees of the three public markets, which will be acted upon by the 18th City Council headed by Vice Mayor Rainier Joaquin V. Uy during its regular session this afternoon. The proposed contract also cites that as part of their obligations, stall lessees shall not allow their children who are infants or toddlers to stay within the premises, nor permit anyone to loiter around the section where their stalls are located. Loafing and introduction of intoxicating beverages, hard liquor drinks and illegal drugs within the stalls will not be allowed, according to the contract. In addition to this, stall holders are required to promptly and regularly pay stall rentals, as well as pertinent business permit fees, licenses and taxes that may arise or are due on account of the business that will be conducted within the leased premises, as provided for under national laws and local ordinances, pay expenses for minor repair of the stalls resulting from wear and tear, among others.
They are also required to keep their stalls in good, clean and sanitary condition at all times and complies with all the rules, regulations and orders issued by proper authorities in connection with hygiene and sanitation in the market. Under the lease contract, a temporary common cold storage facilities for meat, fish and poultry products and a warehouse for extra stocks of fruits and vegetables, rice and corn and other stalls, when warranted shall be established, the cost of which shall be chargeable against the lessee. The proposed ordinance, which was reviewed and endorsed by the committees on economic enterprises and laws and rules, both chaired by Councilor Ian Mark Q. Nacaya, also authorizes Mayor Oscar Moreno to enter into and sign the lease contract with the stallholders. (SP)

MUST, MOSCAT merged into USTP CAGAYAN DE ORO CITY – The former Mindanao University of Science and Technology (MUST) in this city and the Misamis Oriental State College of Agriculture and Technology (MOSCAT) in Claveria, Misamis Oriental have been merged into one big state university called the University of Science and Technology of Southern Philippines (USTP).

1-15 April 2017 The amalgamation of these two government schools was formally sealed in a recently held grand launch attended by university officials, alumni, students, faculty and staff, local officials, USAID representatives and other stakeholders. USTP aims to be the premier university in science and technology in the country, offering courses in sciences, mathematics, technology, engineering and applied sciences. Speaking during the grand launching ceremonies, Congressman Maximo B. Rodriguez Jr. of Cagayan de Oro’s second district said the USTP could greatly “contribute to the country’s development through human

Camiguin gears up for Panaad 2017 MAMBAJAO, Camiguin – As part of the preparation for the Panaad 2017 (a vow in exchange for a good life), the provincial government collaborated with the local government of Balingoan to facilitate the transportation needs of the commuters and tourists and conducted various meetings to provide better service during the Holy Week.
Candice Naome Dael, Camiguin provincial tourism officer said that this is an initiative of both local government units (LGUs) to control the expected congestion of people during the event and avoid traffic in the said area. She also added that they have been conducting series of meetings with the task force for Panaad 2017 to make sure that the safety and enjoyment of the tourists and religious believers is secured. In their preliminary agreements, Dael said that the ferry ticketing would be held in Balingoan
Terminal so as to avoid traffic and people congestion on the streets. “Unlike the previous years, people would have to get their ticket in the small area of Balingoan Port. And we received a lot of complaints about it that is why we looked for options to refrain such inconvenience,” Dael said. The Camiguin Provincial Tourism Officer also works on the improvement and accessibility of various tourist destinations and resorts since a lot of participants of Panaad prefer to stay longer in the area for relaxation.(RTP/PIA10)
