Cover Story CAGAYAN DE ORO CITY – The Department of Trade and Industry (DTI) region 10 opened its annual regional trade fair at the Atrium of SM CDO Downtown Premier, August 18.

Dubbed Kahimunan (Creations of Northern Mindanao), the trade fair features the best products of the five provinces of Northern Mindanao Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental and Misamis Oriental. Products such as processed food; crafts and fashion accessories; sugar, coffee and beverages; nuts and cashew; spices and condiments; health and organic products; and home style and living items from the five provinces are showcased during the exhibit.

Kahimunan also aims to assist micro, small and medium enterprises (MSMEs) in the region in prmoting their products. Ruben A. Vegafria, trustee of the Oro Chamber of Commerce and chairperson of the 2017 MinBizCon, said Kahimunan helps exhibitors expand their market and develop into a more competitive and stable MSMEs. More than 100 MSMEs participated in this year’s Kahimunan trade fair. Mayor Oscar S. Moreno of Cagayan de Oro City said Kahimunan


was considered as one of the core events of the city’s Higalaay Festival for it showcases the convergence and solidarity of the five provinces as one community. The products of every province and city in Northern Mindanao are

also the products of the region. As they combine, they become bigger and more marketable, Moreno noted. The Kahimunan regional trade fair will run until August 29, 2017. (APB/PIA-10)

Clearing operations vs Maute to continue, says Task Force Marawi spox MARAWI CITY/Mindanao Hour – Fighting has remained intense here yesterday, Aug. 14, as the government troops are still clearing a remaining square-kilometer area in the main business district here according to Capt. Joan Petinglay, spokesperson of Task Force Marawi.

In a press briefing, Petinglay said, “our soldiers are doing their best to neutralize every member of the ISIS-inspired Maute terror group, and to rescue as many hostages as they can.” Petinglay also reported that 562 terrorists were killed and 619 firearms were recovered since the clashes

DOLE-10 turnovers P4.5M livelihood financial assistance in Bukidnon MALAYBALAY CITY, Bukidnon – The Department of Labor and Employment (DOLE) Bukidnon Provincial Field Office turnedover Ph4,575,020 worth of livelihood financial assistance to DOLE accredited co-partners for eight proponent associations in Malaybalay City Bukidnon.

This is under DOLE Integrated Livelihood Emergency Employment (DILEEP) Program which will be benefiting 938 members of the eight associations accredited. DOLE-X Bukidnon PFO Chief Raul L. Valmores said that by ensuring easy access of the beneficiaries to livelihood or “Kabuhayan” and Tulong Pangkabuhayan para sa mga Displaced/Disadvantage workers (TUPAD) programs aim to contribute to poverty reduction and reduce vulnerability of risks of the poor and marginalized workers and at the same time will serve as the stable source of income of the members of the community. The said financial assistance was released to ACP or program partner Sumilao Sons and Daughters of Veterans Credit Cooperative (SSDVCC) of Brgy. Kisolon, Sumilao, worth P3,357,780 for the funding projects of Motorcycle Repair Shop and Spare Parts; Meat Cutting/Vending and Cassava Farming; Swine Fattening; Dressmaking and Tailoring Projects; Citronella Oil Production and General

Merchandise Project; and Motorcycle Spare Parts and Auto Repair Shop. The ACP is responsible in procuring the materials/equipment specified in the beneficiaries’ respective project proposals. Likewise, the livelihood assistance released to Bukidnon Active Women’s Federation, Inc. (BAWFED) of Casisang, Malaybalay city, also received P1,217,240 for the Bed Sheets and Seat Cover Making, and Corn Grits Mill and Marketing. One of the proponent beneficiaries, the farmers of Kapilya San Miguel MP Cooperative of Sitio Kipolot, Brgy.Palacapao, Quezon with a project on Corn Grits Mill and Marketing, were present. Board of Director Romeo Ruiz expressed his appreciation to DOLE-X, “We are very thankful to the Department of Labor and Employment, together with the ACP for giving us the opportunity to engage economic undertaking that would augment our meager income and ensure a brighter future not only for our members but as well as the community.”

DSWD moves 4Ps pay-out anew in Camiguin CAMIGUIN – The Department of Social Welfare and Development (DSWD) decided to postpone indefinitely the pay outs of 21 municipalities throughout Region 10 including the five municipalities here due to the current technical glitches between DSWD and Land Bank of the Philippines IT Systems. In his letter to DSWD Field Office 10, Edgardo Micayabas, chief executive office of FICCO (First Community Cooperative) disclosed that it cannot proceed with the pay-out because his IT Team together with LBP is still on the process of configuring the IP Sec registration, one of the requirements of LBP’s Regional Bids and Awards Committee for them to issue notice to proceed, purchase order, and funding for FICCO. The municipalities in the province include Catarman, Guinsiliban, Mahinog, Mambajao, and Sagay. Gina Estaniel, provincial link of Pantawid Pamilyang Pilipino Program (4Ps) here, said that FICCO is a conduit of LBP for the cash grant distribution of 4Ps beneficiaries.

Prior to the current postponement, DSWD has scheduled the payouts this month of August. DSWD Field Office Regional Director, Nestor Briones Ramos, however, has officially requested LBP Central Office for the immediate resolution of the issue with FICCO. Payouts for 4Ps beneficiaries is set every two months. Northern Mindanao has more than 270,000 households 4Ps beneficiaries.(DSWD10/PIA10)

Crafting new hopes, DTI way of helping IDPs

ILIGAN CITY/Mindanao Hour – The conflict in Marawi City has brought 359,680 individuals displaced, currently staying in home-based communities and evacuation centers.

Without livelihood and source of income, these internally displaced persons (IDPs) depend from the relief operations provided by the government and non-government agencies and sectors. However, the government, through the Task Force Bangon Marawi has been initiating programs for the rehabilitation and reconstruction of Marawi City and its people. Particularly, the Department of

Trade and Industry (DTI) looks out for the livelihood programs that will benefit the IDPs, crafting a new hope in their hearts. Staying in Sta. Elena evacuation center for three months, Noronisah Panggaga Gambao, 33 years old, thought that she would forever be dependent on the relief goods provided by the government and other sectors just to survive. “Wala po akong ginagawa.


16-31 August 2017 Kaya nagpapasalamat po ako dahil dumating ang DTI dito at nakasali kami sa dressmaking,� said Noronisah, who owns a dressmaking shop in Marawi City. [I am not engaged with any job. This is why I am very thankful because DTI visited here which gave me an opportunity to become part of dressmaking project.] Owing the skills from her grandmother, Imah Lindangan of Danaingud Marantao has learned tailoring since she was eight years old. After knowing about the dressmaking project, she did not hesitate to join. She was also grateful for being one of the 20 beneficiaries of the

dressmaking and malong production by the DTI and the Provincial Technology and Livelihood Development Center (PTLDC) of Lanao del Sur. Tailoring courage, earning profit The DTI, through its Negosyo Center, markets the malong for P200 while the dress is sold from P382 to P535. Thirty percent of the earning are given to the beneficiaries while the remaining 70% will be used for their next dressmaking and malong production. P15 is also given to every malong sewed while P100 for every dress. In the span of four days, the beneficiaries have produced 275 malong and 20 dresses. The products

[I used the money I earned from sewing, to buy a milk and diapers for my child.] Similarly Aslimah Tawacal, who has nine kids, shared that she also uses the money she earned to buy her child’s needs. “Masaya na kami kahit konti lang may pambili na kami ng gatas at diaper. Nagamit ko rin yung pera para pambayad sa mga project sa school ng anak ko,” said Aslimah. [We are already happy with the money I earned, at least I can buy a milk and diaper from it. I also have used the money to help my child with her project.] From threads of struggles to bucket of hopes After attending a burial of a relative, Memeng Dianal of Tampilong did not expect that firefights will welcome them.

She recalled how they were able to escape along with her six kids and husband, by riding in just one tricycle. Thinking that the conflict will end after three days, her family only managed to carry few food and few clothes. However, despite of these struggles, Memeng still hopes that the conflict will end; that they will get back to a new and peaceful Marawi. “Kapit lang po, at saka manalangin kay Allah. Kasi pag mawalan tayo ng pag asa, paano yung mga anak natin, mawawalan din sila ng pag-asa. Konting tiis lang. Mawawala rin ito, may katapusan ito,” Memeng says to her fellow IDPs. [Just hold on and pray to Allah. If we will lose hope, our children will also lose hope. Just be patient. This [struggle and conflict] has an ending. Imah also reminds her children to focus in their studies despite of what happened. “Kasi kahit ganito ang nangyari, huwag dapat kayo mawalan ng pag asa”, Imah reminding her children. ASEAN: An artistic powerhouse with diverse, unique, colorful stories to tell

CAGAYAN DE ORO CITY – Diverse, unique and colorful are some of the words to describe art culture in the Association of South East Asian Nations (ASEAN) region. In an interview with Dr. Erlinda Burton, anthropologist and Museum curator at Xavier University Cagayan de Oro City, one of the interesting characteristics of art and culture in the region is its similarity more than its differences. For one, we have the same linguistic stock which is Austronesian. Countries like the Philippines, Malaysia, Indonesia, Hawaii and even natives of Taiwan have the same root language. Further, among our commonalities include the use of vibrant colors and images we select that although we are separated, we have commonalities because we have the same ancestral groups. In the Philippines we have various kinds of arts from our ancestors, Burton said. These include indigenous or traditional art such as from Maranao weaving, Tinalac, T’boli, Mandaya and Manobo among many others. She said that through art whether, in the performing arts, traditional and contemporary arts, we can show solidarity of culture. Art is a medium to solidarity and peace, living together in harmony among ASEAN countries. Meanwhile, Rhyan Casiño of Dire

Husi, an initiative on youth collective of visual and performing arts based in Cagayan de Oro City explained the importance to support local artists in the region through education and avenues for art expression. He said that to sustain artists and continue expression of culture through art, community must learn to appreciate and patronage local art. He added that there must also be a venue to express art. Art is who you are, your passion. It’s a gift, a calling and advocacy. Theater arts and performing arts and even visual arts are tools to interpret issues, Casiño shared. In Mindanao alone are 300 tribes with diverse stories to tell and share. He also urged to make use of social media to make ASEAN art viral all over the world. David James Yañez, a local choreographer in Cagayan de Oro City shares that they are fighting mainstream. The kind of music and dance today are those from the west. He said that culture evolves and although it’s fine to know and appreciate new music but it is equally important to know your roots.(JMOR/ PIA10)

DOST 10 set for Technology Transfer Day in CDO CAGAYAN DE ORO CITY – Department of Science and Technology (DOST) region 10 is all set for Technology Transfer Day in Cagayan de Oro City on 8 September 2017 at Xavier Sports and Country Club as part of the 26th Mindanao Business Conference 2017 organized by Cagayan de Oro Chamber of Commerce and Industry Foundation Inc. (Oro Chamber).

During a discussion in Talakayan sa Limketkai Luxe, DOST regional director Alfonso Alamban said a total of 30 technologies from DOST assisted institutions and inventors all over the Philippines will be displayed and showcased. He explained that these technologies were selected according

to the needs of current market in the region. So far, he said that many of the technologies selected was for the food industry such as in food processing, among others. Further, these technologies are already patent ready and have gone through Intellectual Property Policy. He said DOST - Technology


16-31 August 2017 Application and Promotion Institute (TAPI) from central office will also be in the event to assist and explain the technologies to be displayed. They will also assist in inquiries session with investors. Alamban said this event of DOST is one way of supporting and promoting Filipino inventors and inventions. Instead of companies and Micro Small and Medium Enterprises (MSMEs) looking for technologies outside the country, technologies made by our own inventors are brought in the city for easy access. He said, this is cheaper and more practical because inventors are based here and can be easily called upon for questions about its operations. Although there are no technologies coming from Northern Mindanao during this Technology Transfer Day in Cagayan de Oro City, Alamban said they are urging inventors from the

academe and even professionals to get their inventions patented. This is one way, one requirement of making the product market ready. Among the Innovation Centers that DOST 10 is supporting is the one at University of Science and Technology (USTP) in Cagayan de Oro City called Food Innovation Center. This center houses technologies for food processing. Not only that, students conduct research in the center by innovating food and coming up with new food products for the market. So far there are ready for patent food innovation products in the center. Through Republic Act (RA) 10055 or the “Philippine Technology Transfer Act”, DOST has been pushing for an enabling ecosystem that could facilitate smoother and faster transfer of local technologies into the mainstream market.(JMOR/PIA10)

DA opens more sites for Marawi IDPs veggie production project MARAWI CITY, Lanao del Sur – The Department of Agriculture in Lanao del Sur has opened four more vegetable production project sites for internally displaced persons (IDPs) from Marawi City.

Assorted lowland vegetable and Mungbean seeds were also distributed during the site inspection and briefing on nursery management. DA has earlier opened vegetable production sites in Brgy. 91st ASEAN info kiosk launched in Ozamiz City OZAMIZ CITY, Misamis Occidental – Ozamiz City airport in Misamis Occidental hosted the 91st Association of South East Asian Nation (ASEAN) Information Kiosk launching on 23 August 2017 spearheaded by Philippine Information Agency (PIA) region 10. The kiosk located in the predeparture area of the airport will strengthen ASEAN awareness in the province and at the same time learn new programs and projects of the government. It holds IEC materials where passengers can read while waiting for their flight. In his welcome message, Civil Aviation Authority of the Philippines

(CAAP) Ozamiz City Manager Engr. Edwin Luching expressed his full support to ASEAN campaign of the government. He said that the airport is always open for these kinds of activities and campaign of the government. Establishment of NCDC pushed CAGAYAN DE ORO CITY – Cagayan de Oro City council pushed for the establishment of a National Child Development Center (NCDC) in the city. Vice Mayor Raineir Joaquin V. Uy referred to the City Council committee on finance, budget and appropriations chaired by Councilor Edna M. Dahino the proposed resolution authorizing City Mayor Oscar Moreno to sign the Memorandum of Agreement (MOA) with Early Childhood Care and Development Council (ECCDC) regarding the establishment of a NCDC. This is in response to the special report of Councilor Reuben R. Daba, chair of the committee on social services, who said the establishment of the NCDC was proposed during the 17th Council. A budget was allocated for the program in 2016 and 2017, he cited. BUDGET Councilor Ian Mark Nacaya, chair of the committee on laws and

rules, said since there is a budget requirement, a Certificate of Availability of Funds (CAF) from the Local Finance Committee is necessary. Under the proposed law, the ECCD Council is mandated to establish NCDC and convert selected existing Day Care Centers into Child Development Centers (CDC). The NCDC is a resource facility that shall serve as laboratory of the different modes of delivery of centerbased and/or home-based ECCD programs that refer to the full range of health, nutrition, early education and social services development programs that provide for the basic holistic needs of young children from age zero to four years and promote their optimum growth and development.
