Cover Story CAMIGUIN – With the theme, “Small Province, Big Future,” the province of Camiguin celebrated its 50th founding anniversary with festive events, creative contests, awarding of achievers, grand parade, live concert, fireworks display and presentation of the State of the Province Address (SOPA) on January 4-7. League of Municipal Mayors President and Mambajao Mayor Jurdin Jesus Romualdo said that the 50th Araw ng Camiguin highlights the pouring in of more jobs and investments in the province thus, “There is always future in Camiguin.” He also said that the provincial government is looking forward to more young Camiguingnons coming home as they will no longer seek for employment in other areas. The celebration kicked off with

the grand opening and ribbon cutting of various booths that feature the products of Camiguin and the services of national line agencies on January 4 at Ugmad Site. To showcase the talents and inspire the youth to take part in the undertakings of the province, numerous contests were held from January 4 to 6 and these include the Inter-Elementary and High School Spelling Bee held at Ugmad Site, and
Inter-High School and Kapisanan ng Liping Pilipina (KALIPI) Trashure Competition where participants were asked to creatively produce necklaces, bracelets and other accessories out of trash. High school students also competed in the charcoal painting, extemporaneous speech, flower arrangement, mob dance and marching band contests. The first day of the celebration is further made vibrant with the inter-elementary dance sports competition, night fun run and live band presentation. The municipalities of the province also exhibited their talents in cooking lechon (roasted pork) at the Ugmad Site aside from displaying their products in the Pista sa Nayon. To further uphold good local governance, the provincial government launched the Inter-

DOLE-10 WMO PFO Chief Ebba Borbon-Acosta reported that the livelihood project granted to the spouses of drivers amounted to P1,800,000 with six various projects-Bigasan (rice retailing), sewing; (3) carwash (auto wash), vulcanizing shop, carenderia (local eatery selling), and laundry. Acosta added that the driverresidents are financing their dependents’ medical and other daily needs. The projects aim to involve spouses of drivers of public utility vehicles (PUVs) including jeepney, taxicabs and motorela (tricycle) as augmentation of their family’s income. It will also improve their economic status and strengthen family ties that may inspire PUV drivers to comply with

traffic and social rules. Furthermore, these projects will be able to generate employment to the members and the community. The organized groups of PUV drivers together with Barangay Lumbia and the Federation of Public Transport Driver Association together commit to ensure the sustainability of the said projects. These DOLE-registered groups are credible groups which have a vision to improve their conditions by engaging in productive and income-generating activities. The proposed projects are in line with their skills, expertise and acquired trainings. Barangay Bulua as the partner Accredited CoPartner of the aforementioned integrated livelihood grants committed to implement the projects per approved proposals and conduct of regular monitoring. Fireworks related injuries drop low in region 10 – DOH
CAGAYAN DE ORO CITY – The Department of Health (DOH) region 10 revealed during a press conference on ‘Iwas Paputok’ Surveillance on 5 January 218 that there has been a big drop in the number of fireworks related injuries this year as opposed to previous years in Northern Mindanao. Dr. David Mendoza of DOH shared that there were only 10 recorded fireworks related injuries in region 10 during the holidays: six in Bukidnon, two in Misamis Occidental, one in Cagayan de Oro City and one in Iligan City.
However, he said that although there is a big drop this year, number one cause is still piccolo, a type of firecracker that is illegal in the country and that the median case were 10 years old and below. He added that there has to be more aggressive

1-15 January 2018 implementation of the law regarding this particular firecracker and parents should be more cautious to let children roam or use firecrackers. Meanwhile, other firecrackers that caused injuries include fountain and improvised canon. These injuries are blast/burn no amputation, eye injury and gunshot wound. DOH 10 Regional Director Nimfa Torrizo shared that among the efforts that have contributed to the drop of fireworks related injuries this year is the advocacy and implementation of local government units of the reinforced Executive Order 28 of President Rodrigo Duterte or providing for the Regulation and Control of the Use of Firecrackers and other Pyrotechnic Devices. For instance, Cagayan de Oro City has put up designated fireworks

display areas. Further, she said that this Executive Order 28 of President Duterte has really put an impact in celebrating the holiday season this year with low fireworks related injuries. Although there has been a drop this year, DOH has remained prepared and ready for any emergencies. Government health services in the region had been ready all throughout. Torrizo is also urging all those who have not consulted the hospital for any firecracker injuries to aid tetanus infection. She explained that this is highly fatal disease if not given right medication. Kapatagan town bags first in LanaoNorte Christmas Float Fest

4ID welcomes new battalion CAGAYAN DE ORO CITY – Eastern Mindanao Command of the Armed Forces of the Philippines (AFP) deployed an additional peacekeeping battalion to the 4th Infantry Division (4ID) today, January 10, 2018, in an effort to allay fears of the people in Northern Mindanao on the threats posed by the terrorists NPA. The 65th Infantry (Stalwart) Battalion of the 9th Infantry Division, Philippine Army headed by Ltc Richard B Rabaca was formally welcomed at the Headquarters of the 4th Infantry Division. Aside from their traditional military operations against threat groups, the 500 strong soldiers boost the army’s capability in responding to natural and manmade calamities.
The deployment of 65IB would help hasten 4th infantry Division’s operations to defeat the terrorist NPA. President Duterte has no plan for RevGov — Secretary Roque
VALENCIA CITY – Presidential Spokesperson Harry Roque insisted Friday that the government has no plan to set up a revolutionary government (RevGov) since there is no compeling reason or imminent threat to unseat the President.

DOLE 10 holds 1st tripartite industrial council summit CAGAYAN DE ORO CITY – As mechanism of an effective information network specifically on labor relations issues and industry configurations, Department of Labor and Employment (DOLE) region 10 held the first Regional Tripartite Industrial Peace Council (RTIPC) Summit with the theme, “Social Collaboration: A Key to Sustainable Development” in Cagayan de Oro City. It aimed to promote active participation of workers and employers in partnership and development in view of the DOLE Department Order No. 140 series of 2014 in the creation and institutionalization of RTIPCs. DOLE-X Regional Director lawyer Joffrey M. Suyao thanked the estimated 150 management and labor representatives from the different Industrial Tripartite Councils (ITCs) in the region. He ensured that the forum will elicit a common understanding on the newest labor and employment policies, issuances on labor relations and labor standards to sustain industrial peace. From thence, social-economic development in Northern Mindanao would have become irrepressible. The Labor Code states the promotion of tripartism as a State policy in labor-management relations. It endeavors to ensure full participation of workers and employers, in various decision and policy-making bodies of the government. As such, this
Department has created Tripartite Industrial Peace Councils both at the national and regional level pursuant to Republic Act No. 10395. Director Suyao emphasized that the new administration’s direction is to undertake economic and social reforms in reconstituting RTIPCs, expanding membership of the labor workers’ sector to include the Public, Informal, Migrant, Women, and Youth in accordance with the nomination and selection procedure set under Rule VII, Section 1 of said D.O. 14014 on Strengthening Tripartism, amending for the purpose Article 275 of Presidential Decree No. 442, or the Labor Code of the Philippines, as amended.
