Cover Story CLARIN, Misamis Occidental – Clarin town in Misamis Occidental celebrated 5th Suman Festival with a total of 13 contingents from 29 barangaysl joined the festival on February 21 who competed for street dancing, dance ritual and festival queen.

The event made the roads too heavy for the whole day affair as the contigents performed on the street to bagged the title Best in Street Dancing and trooped to the ground of Holy Child High School for the showdown to bring home the Grand Championship Title. The competing contingents must exhibit and demonstrate creative dance steps of how “Suman” the One Town One Product Champion influence the way-of-life among the Clarinian

folks. This year’s Champion was the contingent from barangay Mailen, Dolorez with their spectacular and amazing performances. According to Mayor David Navarro, the success of the 5th Suman Festival was the product of unity and cooperation among the leaders, and the barangay people with its Barangay Officials who were so supportive and never get tired of training the youth in doing their nightly practices in order


to harness their performances. “I’m so happy seeing those dancers from the barangays that by heart they made their performances well,” Navarro said. Clarin Tourism Officer Novie Grace Reponte said that without the full cooperation of the leaders and the barangay people, the festival won’t turn out of a success of which she’s so thankful to all those who participated in the event which everyone was looking forward every year. Jane Marie Tabucan, provincial director of Department of Trade and Industry Misamis Occidental said the sustainability of the Suman Festival was the product of the strong support, unity and cooperation especially the leaders, the different lined agencies and the barangay people who were so instrumental why the 5th Suman Festival was so successful.

She added the success of Clarin is a clear manifestations that if leaders are so strong, energetic and dynamic in fulfilling their duties then everything will follow to be successful in all their endeavors. Suman has been identified as the local government unit’s (LGU) One-Town, One-Product (OTOP), and part of its development and promotion efforts was the creation of the Clarin Suman Task Force (CLASTAF) that mandated the establishment of the House of Suman and Pasalubong Center (HSPC). The conduct of the Annual Suman Festival enables to increase in average sales per enterprise and even enhance the organization capability that fulfills the claim by the suman makers that indeed ‘suman sa Clarin’ is our culture and our future. 109 couples tie the knot on Valentine Day in Iligan ILIGAN CITY – Valentine’s Day, February 14, a day celebrating love among lovers, family and friends. 4ID shares campaign plan to counter terrorism in NorMin CAGAYAN DE ORO CITY – Army’s 4th infantry Division (4ID) shares in a press briefing in Cagayan de Oro City on 27 February 2018 that in order to counter massive radicalization on terrorism in the country, the approach must be whole nation. Major General Ronald C. Villanueva, commander of 4ID explained to the media that it is not enough to simply eliminate terrorism through arm but more importantly stop the recruitment and radicalization on the ground and in the hinterlands. He explained that the CPP-NPANDF has been declared terrorists by President Rodrigo Roa Duterte since peace negotiations were terminated on 23 November 2017. Presently in the area of

responsibility of 4ID in Northern Mindanao and CARAGA, the NPA has about 745 manpower in rural areas and 800 terrorists with firearms. Meanwhile, about 28 members do the legwork in recruitment and propaganda called Samahang Yunit Propaganda (SYP). He shared that the NPA is even recruiting boys and girls 15 years old and below, forming underground mass organization and party organization. Contrary to the issues on

militarization in the countryside, Villanueva said that the Philippine army particularly soldiers in the barangays are there to help address the need for basic services. They would allocate a day or two to provide basic services together with the health department, education, and local government units (LGUs) among others. He said that they have tapped LGUs to help them identify these terrorists. However, he explained that they also have programs to those who surrenders. RDC-X comms body to hold info, service caravan CAGAYAN DE ORO CITY – The Communication and Advocacy Program Sub-Committee (CAP-SC) of the Regional Development Council in Northern Mindanao (RDC-X) will hold an information and service caravan in April to bring government closer to the people.

The conduct of the caravan was agreed by the members of the CAPSC in a meeting held on February 27, at the RDC-X Main Conference Room. The caravan aims to enhance public awareness on government programs, projects and services that will eventually contribute to the attainment of the outcomes of the Regional Development Plan (RDP).

By bringing information and services to the ground, people in lowincome municipalities and/or far-flung areas are assured to receive basic services that government agencies are supposed to give. The caravan will be conducted in partnership with the 4th Infantry Division of the Philippine Army to address peace and security problems

Camiguin underscores Oral Health Month, provides dental services GUINSILIBAN, Camiguin – With the theme, “Ngiping Inaruga Mula Pagkabata, Malusog na Ngiti Baon sa Pagtanda,” the Provincial Health Office in Camiguin conducted various dental missions in the province in February to highlight the National Oral Health Month. Ozamiz City High joins Nationwide Simultaneous Earthquake Drill 2018 OZAMIZ CITY, Misamis Occidental – The Ozamiz City National High School participated in the conduct of nationwide earthquake drill spearheaded by the City Disaster Risk Reduction and Management Office (CDRRMO) in collaboration with the Philippine National Police (PNP), Bureau of Fire Protection (BFP) and Department of the Interior and Local Government (DILG) at City High Ground on 20 February 2018.

This activity sought to educate the students on disaster preparedness against earthquakes and to showcase capability on disaster response.

tasks such as emergency response earthquake procedures of the Students/Faculty. “The regular conduct of an earthquake drill is necessary so that the public’s awareness and preparedness are improved, and response plans of local government and organizations are tested and refined,” says CDRRMO head Rico M. Bangsamoro youth group wins TAYO awards MARAWI CITY, Lanao del Sur – Following a rigorous selection process, the Bangsamoro Young Leaders-Basilan (BYLBasilan) rose as one of this year’s Ten Accomplished Youth Organizations (TAYO) under the Health, Nutrition, and WellBeing category. Their project “Natural na Pamamaraan tungo sa Malusog na Pamayanan” change lives in Brgy. Sulutan Matangal, Hadji Mohammad Ajul, Basilan, a coastal community that needed immediate access to

health services. The BYL project aims to raise health awareness and help the community in cultivating herbal plants as alternative medicines to cure mild cases of illnesses.

In coordination with the Department of Health, a module featuring different plants and how to prepare them as herbal medicines was translated into the vernacular for easier understanding, making sure that its use will be safe for patients in the community. Barangay health workers were also tapped to guide mothers in preparing the said herbal treatments. The efforts of the BYL led to the establishment of communal herbal garden which now serves as a source of first hand medicines to cure mild cases of illnesses. Organic vegetable gardens

have also been set up, helping the community meet their basic nutritional needs. The team also paved the way for the construction of two public comfort rooms in the said community. “It is not about competition and recognition, but about learning and meeting new people who share the same passion in serving our respective communities,” said Abul Maralil of BYL-Basilan. His teammate, Michael Raihan Alih, said they were happy when they found out that their team won. “We really had to go through a lot of challenges just so we could implement

BYLBasilan was among the finalists and was named Spark Awardee in the Ideas Positive Run 7 of the Unilab Foundation last year. Their team of ten were mostly participants from the 2017 Bangsamoro Young Leaders Program (BYLP), hence they decided to name their team after the the said program.
