Convergence team conducts labor management cooperation confab to Oroport workers by Junaliza Aragon
CAGAYAN DE ORO CITY – Forty two (42) workers and management representatives of Oroport Cargo handling Services, Inc. underwent orientation seminar on the Labor Management Cooperation (LMC) Convergence of the Department of Labor and Employment programs held on 12 February 2016 at the Philippine Port Authority Conference Hall.
The LMC Convergence Team, which is composed of DOLE, Regional Tripartite Wage and Productivity Board (RTWPB), Occupational Safety and Health Center (OSHC), Employees’ Compensation Commission (ECC) and National Conciliation and Mediation Board (NCMB), facilitated the conduct of the one day orientation discussing various programs—Workplace Cooperation and Partnership; Grievance Machinery Procedure; Productivity Improvement Program, Family Welfare Program; Occupational Safety and Health Program; Employee Compensation and the Compliance System. The orientation activity resulted to the restructuring of Work Team Committees of Oroport LMC which is now a compliance of LMC convergence
of DOLE Programs. Zenona T. Ortiz, Human Resource manager, said that through LMC programs and activities implemented, workers have the chance to develop their leadership skills and become responsible on their assigned work. The Management of Oroport, aims to develop and empower workers, she added. The orientation was one of the tools utilized by the union and management as preparatory for the Collective Bargaining Agreement (CBA) negotiation. Union and management concluded on 17 February 2016 their CBA in just one meeting. Ortiz said, “Indeed our LMC is really working for us!”
DTI, DILG conduct business permit, licensing system confab in LanaoNorte by Minda M. Usman
LANAO DEL NORTE – Trade and industry, and interior and local government departments in Lanao del Norte conducted a Business Permit and Licensing System (BPLS) Assessment and Planning Conference in the province for the first quarter of 2016.
Involving some of the municipalities in Lanao del Norte, the activity aims to assess the 2015 BPLS status of the participating local government units (LGUs) and assist them in the formulation of 2016 Plan of Activities to accomplish for the year. Initiated by DTI, in coordination with DILG, municipal treasurers and business permit and licensing officers (BPLOs) of 13 LGUs—Bacolod, Baroy, Kauswagan, Kapatagan, Lala, Linamon, Maigo, Magsaysay, Pantar, Sultan Naga Dimaporo, Salvador, Sapad, and Tubod participated the conference. Elvie G. Redublado, division chief, DTI Consumer Welfare Division, discussed the BPLS best practices, stressing the good practices on the number of steps of applying business permits renewal that from five steps before, now, reduced to three steps only, and from two to three-day processing time before, now, the business registrants can get their business permits in just one to two hours or just within a day. Redublado also discussed the results of the 2014 Customer Experience Survey (CES) of 12 LGUs in Lanao del Norte included in the survey together with the results of the 2015 CES for Iligan City and Linamon. While Rachel Hope B. Monterona, local government operations officer of DILG, facilitated the BPLS updates and planning session.
Monterona talked about the status of each municipality with regards to legal requirements on the implementation of BPLS and what they need to accomplish but not limited to creation of municipal ordinances of the BPLS reforms made. The nationwide streamlining of BPLS is among the various transparency and good governance initiatives of the Aquino Administration. Tarpaulin operator receives 35K in SENA settlement CAGAYAN DE ORO CITY – Machine Operator of a tarpaulin printing company in Cagayan de Oro City requested for assistance through the Single Entry Approach (SENA) against on the ground of Illegal Dismissal with Money Claims on 6 January 2016. Management of CDO Northstar, Inc. failed to attend the first and second conciliation conference despite of due notice. Junaliza S. Aragon, Single Entry Assistance Desk Officer (SEADO) of Regional Conciliation and Mediation Board (RCMB) region 10, determined to help the requesting party, called the management and appealed for their presence on the last and final scheduled meeting. The third conference was conducted with the presence of the
company lawyer and the two Human Resource managers of CDO Northstar and Magnet Advertising. The conference lasted for three hours of discussions and negotiations of the requests of Christopher Keith L. Llenares which resulted to an amicable settlement. 13 ARMM cooperatives receive P12.2 million worth of farm implements MARAWI CITY - The Autonomous Region in Muslim Mindanao (ARMM) turned over P12.2 million worth of farm implements to 13 cooperatives in Maguindanao province in a ceremony held on April 14, inside the ARMM Compound, Marawi city. in the region.
The farm implements comprise 65 hand tractors with trailers, 13 floating tillers, 260 knapsack sprayers and 13 welding machines. These were funded under the ARMM’s Department of Agriculture and Fisheries’ (DAF) Health, Education, Livelihood, Peace and Security and Synergy (HELPS) Project. The turnover ceremony was led by Director Anwar Upahm of ARMMHELPS Project Management Office. The beneficiary cooperatives were represented by their respective chairmen during the event. Among the beneficiaries was the Kayaga Farmers Cooperative based in Pandag town. Abdulkasan Edris, 32, the cooperative’s president received farm implements worth close to P1 million. Edris said the five units of hand tractor with trailer, one unit of floating tiller, 20 units of knapsack sprayer and one unit of welding machine they received will help more than 30 members of the cooperative. The 12 other cooperative beneficiaries are: Tamar Kalilintad Farmers Producers Cooperative in Talayan; Tukanalipao Kalilintad Producers Cooperative in Mamasapano; Tambunan Agri Marketing Cooperative in Guindulungan; Damalibi MultiPurpose Cooperative in Datu Piang; Romongaob Farmers Producers Cooperative in South Upi; Pagalungan Farmers Cooperative in
Pagalungan; Upper Baka Farmers Producers Cooperative in Datu Odin Sinsuat; Paglaum Farmers Producers Cooperative in Datu Abdullah Sangki; Balasan Farmers Marketing Cooperative in Datu Saudi Ampatuan; Duaminanga Farmers Marketing Cooperative in Datu Piang; Damakling Taliawid Mamagayon Farmers Marketing Cooperative in Paglat; and, Cabayuan Farmers Marketing Cooperative in Buldon. Upahm said livelihood projects will also be turned over to cooperatives in Sulu province this month. ARMM-HELPS is a convergence initiative of the regional government and is regarded as the centerpiece initiative of the Hataman administration, which has been pursuing the program’s agriculturerelated livelihood component through the DAF-ARMM, and other regional line agencies. Armm conducts relief operations in Lanao Sur areas affected by El Niño MARAWI CITY - The Autonomous Region in Muslim Mindanao (ARMM) will conduct a simultaneous relief operations on April 19-21and 28-30 in 13 municipalities in Maguindanao and Lanao del Sur. Atty. Laisa Alamia, ARMM executive secretary, said the relief assistance will help mitigate the ill effects of the drought among residents in hardest hit areas. “The focus of the regional government now is to provide their basic needs such as food, water, medicines, and seedlings,” she said. Municipalities in Maguindanao heavily affected by the dry spell are Ampatuan, Buldon, Barira, North Upi, South Upi, Montawal, Shariff Aguak, Pagalungan, Datu Piang, and Shariff Saydona Mustapha. In Lanao del Sur, drought damage has been severe in Poona Bayabao, Taraka and Wao. The relief distribution is a joint effort of various line agencies in the region including the Department of Social Welfare and Development, Department of Health, Department of the Interior and Local Government, Bureau of Fire Protection, and ARMM Humanitarian Emergency Action and Response Team. Reports from the Regional Planning and Development Office (RPDO) showed that 19,359 hectares planted to rice, corn and high-value commercial crops in 84 municipalities in the region with 462,740 residents have been affected by the adverse weather condition. Atty. Alamia said a state of calamity
has been declared in the provinces of Maguindanao and Basilan. She also reiterated that all the funds used for the relief operations were from the regional government and not from the national government. During a press conference held on April 14, Atty. Alamia, with ARMM-RPDO executive director Engr. Baintan Ampatuan, discussed to media the region’s action plan on the El Niño and La Niña weather disturbances. Engr. Ampatuan explained that various programs and projects have been launched to benefit thousands of households affected by the extreme weather situation. Current efforts include relief distribution, information, education and communication drive on the effects of El Niño, stronger coordination with local government units, and massive seedling production in preparation for the planting season. The Philippine Atmospheric, Geophysical and Astronomical Services Administration earlier announced that the current drought will last until June this year and that a La Niña episode that would result in high amount of rainfall would occur between July and September.
