New CDO police chief to strengthen fight vs criminality
CAGAYAN DE ORO CITY – New director of the Cagayan de Oro City Police Office aims to implement new ways in fighting criminality in the city.
This has been the chief’s announcement during the flag raising ceremony on July 11 at the City Hall as he also paid courtesy to City Mayor Oscar Moreno together with the station commanders of the 10 precincts in the city. P/SSupt Francis Ronnie Cariaga also strengthens the campaign against illegal drugs where he explained that collaborative efforts of the government agencies like the Drug Enforcement
Agency (PDEA), Department of Interior and Local Government (DILG), City Prosecutor’s Office, and city government is a must. “Ang kahusay ug kalinaw sa syudad makab-ot lang pinaagi sa pagtinabangay ilabina sa katawhan (The peace and order in the city is only attainable through helping each other especially the citizens),” Cariaga said. DOST 10 sets activities for 2016 National Science and Technology Week in July CAGAYAN DE ORO CITY – The Department of Science and Technology (DOST) region 10 is set to hold this year’s National Science and Technology Week (NSTW) slated on 15 to 29 July with various activities in Cagayan de Oro City. With the theme, “Juan Science, One Nation,” the NSTW highlights the significant contributions of science and technology to national development and conferring recognition and appreciation to outstanding scientists, researchers, inventors and institutions. DOST Regional Director Alfonso P. Alamban said that important activities to be held include various awards for basic and applied research, technology transfer, technology commercialization and S&T promotion; scientific
meetings, technical and investment fora, technology demonstrations and technical tours. Specific activities in the week long celebration include forum on Great Business Opportunities, Student’s Day Quiz Bowl, Innovation/ Exhibition Day, Forum on Solar Power and Technology, DOST Food Nutrition Research Institute (FNRI) for Commercialization, Chamber presentation and closing and awarding ceremony. Proclamation No. 169 dated 30
June 1982 declares the 3rd week of July of every year as “National Science and Technology Week” and giving authority to DOST to undertake appropriate

DOLE holds 2016 midyear performance assessment; releases 2M BUB livelihood projects PANAON, Misamis Occidental – The Public Employment Service Office (PESO) managers, Career Guidance counsellors, and the Department of Labor and Employment, Regional Office (DOLE) No. 10, through its Misamis Occidental Provincial Field Office conducted recently its Mid-year Performance Assessment (MYPA) and Planning Workshop for the 2nd Semester CY 2016 in Panaon town, Misamis Occidental. DOLE-10 Misamis Occidental Head Leonardo G. Rodrigo said that the 2016 MYPA served as a venue for the Department to celebrate the PESO – Career Guidance Network (CGN)’s significant achievements, reformulate plans and strategies, as well as to address the deficiencies concerning the delivery of the DOLE programs and services in the Region. Meanwhile, Panaon Municipal Mayor Francisco Paylaga, Jr. welcomed particpants and guests. On behalf of DOLE- Regional Director Raymundo G. Agravante, OIC Assistant Regional Director Lucila S. Pulvera relayed that that there will be an upcoming PESO Congress in Cebu City come October and the BEST PESO
Search---the most anticipated feature in the event. The Search for BEST PESO will be held both in the regional and national levels. All winners of the Regional Awards are automatic candidates for the National Awards. Only one nominee per category for each region will vie for the National Awards which will be conferred during the National PESO Congress. “The National PESO Congress is an annual gathering of all PESO managers in the Philippines. The event recognizes the significant contributions and outstanding accomplishments of the PESOs in the implementation of DOLE employment facilitation programs,” Pulvera said.
Adding that, “If you’re doing good in your work, you’ll be rewarded.” She emphasized the importance of proper documentation in the PESO—that being part of the criteria in the evaluation. “Document all your activities, kinahanglan ta ug konkreto na ebidensya sa inyo activities. Pamaagi sa attendance sheets, pictures and terminal report (Document all your activities, we need an evidence of your activities. In the form of attendance sheets, pictures and terminal report),” she added. Pulvera also lauded the LGUDOLE relationship in the Province. “We appreciate the very good relationship of the local government units in Misamis Occidental with DOLE. Every time that we are here, we always feel the warmth, friendship and hospitality. We seek to continue advancing this solid bond with you in the service of the people.” She also expressed appreciation to the PESO managers and Guidance Counselors for being the steadfast partners in the implementation of the DOLE programs and services. Included in the program for the MYPA was the presentation of the DOLE-X priority programs and the corresponding budget allocation given by DOLE-X Budget Officer Akisa Guro and Planning Officer Bernie Salinas, respectively. The priority programs include Special Program for the Employment of Students (SPES), DOLE-Government Internship Program (DOLE-GIP),
Labor Market Information (LMI), DOLE Integrated Livelihood and Emergency Employment Program (DILEEP), Bottom-Up Budgeting (BuB) Program, Tulong Pangkabuhayan sa Ating Disadvantaged and Displaced Workers (TUPAD), Career Guidance, Reintegration Services, Continuing Labor Education Seminar (CLES), Labor Standards, Human Relations and Productivity (LHP), Labor Laws Compliance System (LLCS), SingleEntry Approach (SENA) and others. Misamis Occidental got the third highest budget allocation among the six PFO’s in the region for the SPES with Five Million out of the 35.5 Million total budget or approximately 14% allotted to the Province. After which, the same presented the overall region’s accomplishment for the period covering January to June 2016. The assessment revealed that the Province had successfully reached its SPES target deliverables by 100% for the first semester. This included the number of student-beneficiaries insured under the Government Service Insurance System (GSIS) group insurance policy covering death and accident benefits amounting to P10,000. Furthermore, out of the 25 implementers, 15 Educational Institutions (EIs) and Local Government Units (LGUs) have reported 100% payment of insurance premiums to their student-beneficiaries; namely, Provincial Government, LGUs of Tudela, Lopez Jaena, Ozamiz City,
Jimenez, Clarin, Tangub, Plaridel and seven EIs including Stella Maris College (SMC), Misamis University (MU) Ozamiz City, Deur and Deune Academe School of Technology, C-LAN Institute of Technolgy and Christian Mindanao College (CMC), Misamis Occidental Technological Institute (MOTI), and Northwestern Mindanao School of Technology (NWMST). Apart from SPES, the Province also performed just as well in other programs, with target reached by 80% for LHP, 70% for DILEEP, 85% for CLES, 80% for LHP, 78% for LMI, and 50% for Career Guidance. As these figures illustrate, the Province had exceeded the targets of majority of the programs. Following the highlights of accomplishments, Salinas gave updates on Labor Market Trends and Information and National Skills Registry Program (NSRP). Afterwards, open forum was conducted to pave way for the questions and recommendations of the participants. The program was subsequently followed by the turning over of two livelihood projects under the BottomUp Budgeting (BUB) system of Panaon amounting to P2,000,000.00 for the Vegetable Production and Dressmaking Starter Kits and Meat/ Food/Squash Processing Projects of the 17 barangays in the municipality. “Hinaot unta nga kaning mga proyekto nga gihatag sa DOLE, makapadayon kini ug sustain alang

The program concluded with a planning workshop in the afternoon; with two meetings held separately for the PESO and the CGN presided by MOPEMA President Filma Maghinay and CGN President Fe Psychie Nival, respectively. Priority commitments and targets for the second semester were identified based on the performance assessment results and were put into action plans, thereafter. With the Career Guidance Week (CGW) approaching, activities for the Month of July and onwards were also discussed. CGW is an annual week-long activity headed by the Department of Education (DepED) every last week of July, which aims to provide relevant LMI and career guidance to secondary students, their parents, and guardians. It provides opportunities for students to discover their strengths, weaknesses, and preferences in choosing their career path, develop awareness of current industry employment trends, and be guided in making education or career decisions.
