ARMM, national gov’t team up in fight vs poverty

MARAWI CITY, Lanao del Sur – The Autonomous Region in Muslim Mindanao (ARMM) and several national government agencies will jointly implement anti-poverty programs in the region starting this month.


In a recent cabinet meeting, President Rodrigo Duterte instructed the national office of the Technical Education and Skills Development Authority (TESDA) to lead the implementation of the anti-poverty programs in the ARMM and other conflict-affected areas found in Regions 9, 10 and 12. Officials from the ARMM and the TESDA held a consultative and action planning meeting on August 11 in Cotabato City to discuss the initial details of the programs and projects that will be implemented. Rosanna Urdaneta, TESDA national deputy director for policies and planning, said President Duterte wants “to bring the programs and services of the national government to the ARMM and other conflict-affected areas.” “The president would really want to focus on poverty reduction programs in the ARMM and other conflict-affected areas,” she added. The socio-economic agenda of the Duterte administration focuses on the eradication of hunger, establishment of potable water systems, provision of shelter, free college education and technical and vocational skills training, free access to health facilities, energy in the barangays, support to agricultural development, and job generation to combat unemployment and underemployment. The initial plan is a product of the meetings of the national cabinet last week, and will be implemented from

2016-2019. Based on the latest data from the Philippine Statistics Authority, the ARMM is the poorest region in the country with a poverty incidence of 53.4 percent. Lanao del Sur and Maguindanao, two of the five provinces that make up the region, are considered to be the poorest and second poorest province with 70.2 percent and 50.4 percent poverty incidence, respectively. Aside from the TESDA, the ARMM will also be working with the National Economic and Development Authority, Departments of Social Welfare and Development, Department of Trade and Industry, Department of Interior and Local Government, Department of Education, Department of Health, Department of Agriculture, Department of Environment and Natural Resources, Department of Labor and Employment and the Commission on Higher Education. The ARMM is undertaking several programs to combat poverty, which include the ‘Apat na Dapat’ at the household level, the ARMM-Health, Education, Livelihood, Peace and Security, and Synergy (HELPS) at the barangay level, and the ARMMHumanitarian and Development Action Program (HDAP), a relief, rehabilitation and livelihood project in calamity-affected communities in 15 towns in Maguindanao. “We hope that the national government would help us bridge the gaps the programs we are currently


implementing,” said lawyer Laisa Alamia, ARMM’s executive secretary. ARMM officials proposed the inclusion of irrigation projects, halal industry development and agriculture skills training and climate change mitigation efforts in the poverty

Napolcom withdraws deputation of Ozamiz exec CAMP ALAGAR, Cagayan de Oro City – The National Police Commission (Napolcom) has issued a resolution withdrawing the deputation of Ozamiz City Mayor Reynaldo Parojinog as the commission’s representative. The move means that Parojinog can no longer choose his chief of police. “The commission declares that the duties, obligations, powers and prerogatives vested into Parojinog as Napolcom deputy are hereby removed or revoked,” stated Resolution 201648. Northern Mindanao Police Regional Director PCSupt Noel Constantino received the copy of Napolcom Resolution entitled “Withdrawing the Deputation of Mayor Reynaldo Parojinog Sr of Ozamiz City and among others (Under Section 65 of Republic Act 8551 and Napolcom Memo Circular 99-010 as Amended by

Napolcom Circular No. 2001-2003). In a press conference held on August 7, 2016, President Rodrigo Duterte revealed a list of names of current and former officials in government allegedly engaged in the illegal drugs which include mayor Parojinog. “I already informed the provincial director of Misamis Occidental Provincial Police Office, PSSupt Edgar M Daniel Jr that the mayor has no longer direct control and supervision of our police and advise him to serve a copy of the said resolution,” PCSupt Constantino said as he reiterate PNP’s “zero tolerance” stand on drugs. Constantino ordered the


immediate recall of all police security escorts and bodyguards assigned to the identified narco politicians, while giving the latter 24 hours to turn themselves over to police authorities or “face the dire consequences.” He further said that the politicians can request the services of licensed private security or protective agent service provider duly accredited and authorized by the Philippine National Police (PNP) subject for approval. Police Regional Office spokesperson Superintendent Surki Sereñas disclosed that they received a list of firearms from the Firearms

and Explosives Office informing “that Reynaldo Parojinog owned 27 registered and licensed FAs, Councilor Octavio Parojinog Jr., one FAs, ViceMayor Nova Princess Parojinog, one FAs, Councilor Ricardo Parojinog owned six FAs and Mayor David Navarro of Clarin, Misamis Occidental owned four FAs,” Sereñas said. Constantino ordered the said firearms to be surrendered and turnover to the PNP and recommend to the chief of police to revoke all the firearm licenses from the said politicians. (RPIO, PRO10)

Games cmte endorses tax exemption of event during city fiesta celebration CAGAYAN DE ORO CITY – The request of Pacific Xtreme Combat (PXC) for amusement tax exemption for an event that will take place on August 27, 2016 at the Atrium, Limketkai Center was favorably endorsed by the City Council committee on games and amusement to the committee on laws and rules. During the meeting, a representative of the production said PXC will hold a Mix Martial Arts (MMA) scene during the city fiesta celebration. Its mission is to promote the spirit of athleticism and sportsmanship and encourage the development of local and regional athletes, she said. The he PXC also launched a MMA

development league called Laban MMA. In these two leagues, the organizer defines the different stages a fighter must go through in his/her pursuit to become an international professional fighter. According to the representative, part of the proceeds of the event will benefit the Rotary Club of West, as chosen by the company.


It was learned that Rotary Club members are professionals and community leaders who volunteer their time and talents to combat hunger, among others. City Treasurer Glenn BaĂąez interposed no objection to the request of the company, citing that the event is part of the activities during the celebration of city fiesta.
