DOLE 10 shifts focus to security of tenure, employment status of workers
CAGAYAN DE ORO CITY – The Department of Labor and Employment (DOLE) region 10 has shifted its focus from labor standards and healthy and safe workplace to upholding the security of tenure and employment status of workers based on the mandate of President Rodrigo Duterte to end contractualization.
Based on Department Order 18-A, series of 2011, registration of new applicants as contractors or subcontractors is suspended. However, all certificates of registration of contractors/ subcontractors issued prior to the order shall be respected, unless otherwise revoked through the exercise of the enforcement and adjudicatory powers of the Secretary of Labor and Employment or his duly authorized representative. Atheneus A. Vasallo, Director II of DOLE region 10 said during a regional consultation on contracting and sub-contracting agreements with stakeholders on 20 September 2016 in Cagayan de Oro City that there are 540 establishments in Northern Mindanao who are contracting and sub-contracting. He said they will be visiting and inspecting 50% of these establishments this year to check for prohibited practices. The department has set a target to end prohibited acts of these establishments by 50% in 2016 and to completely eliminate such acts in
all establishments in 2017. Meanwhile, Felixberto L. Labor of DOLE region 10 said that Labor Advisory No. 10 series of 2016 states that labor-only contracting shall be declared prohibited. This refers to an arrangement where the contractor or subcontractor merely recruits, supplies or places workers to perform a job, work or service for a principal. Prohibitions against Labor Only Contracting include No Substantial Capital; and Contractor does not exercise right to control over the performance of the work of the employee. According to Bernadette Hallazgo of DOLE 10 that a legitimate job contractor or subcontractor must be registered under D.O. 18-A; carries on a distinct or independent business, has substantial capital or investment; corporations/ partnership/cooperatives paid up capital stocks/share of at least three million and service agreement must ensure compliance to labor laws. DOLE Usec Maglungsod cites workers’ rights, privileges vital ILIGAN CITY – Department of Labor and Employment (DOLE) Undersecretary emphasized during a Workers’ Forum this month in Iligan City the importance of workers’ rights and privileges.
Attended by some 25 workers in the private sector of the different establishments/companies and labor union organizations in the city and province, as well as nearby areas like, Cagayan de Oro City, Misamis Oriental, Surigao del Norte, Surigao del Sur, and Davao City, Usec Maglungsod shared the Department’s initial Eight-Point Platform and Policy Agenda. He also stressed the importance of the agrarian reform and industrialization, the across the board increase of P125.00, the problems on End of Contractualization (ENDO), and upholding the rights and privileges of the workers. Meanwhile, DOLE Lanao del Norte Head Remegio D. Cabañog said, “I believe the event was very meaningful for the Union Presidents, Officers and Members who attended for it was their first time to hear from a former workers right advocate and now the Department’s Undersecretary (Usec)
Joel B. Maglungsod.” Cabañog also quoted one of the provisions of the Philippine Constitution under the Declaration of State Policies, “The state affirms labor as a primary social economic force. It shall protect the rights of workers and promote their welfare.” He emphasized that DOLE is mandated to ensure protection of the workers from security of tenure, trade unionism, labor standards, and other wage related benefits, and Occupational Safety and Health Standards. “In protecting the rights of the workers, authorizes neither oppression nor self- destruction of the employers,” Cabañog added. Finally, he promoted the principle of partnership between the management and workers, and prevail harmonious relationship in the workplace thru mutual trust, respect and understanding. DTI holds Good Manufacturing Practices confab in Gitagum town CAGAYAN DE ORO CITY – The Department of Trade and Industry - Misamis Oriental (DTI-MOR) conducted a one-day seminar on Good Manufacturing Practices on 15 September 2016 at the SB Session Hall in Gitagum, Misamis Oriental.
This seminar is in two batches. The second will be conducted on September 23, 2016 in the same venue. There were 35 food processors who attended the first batch; and another group of 45 women composing of food vendors will attend the second batch. This seminar aims to enhance the entrepreneurial capabilities of these women. The resource speaker Hazel Falcon Salaum, a faculty member on
Food Technology of Xavier University in Cagayan de Oro City discussed thoroughly the importance of food safety in all workplaces. She also gave emphasis on the topic “food borne diseases.� This is the last of the series of seminars which are funded under the Bottom-Up Budgeting (BUB) Program, with the Department of Trade and Industry Misamis Oriental Provincial Office as the partner agency.
