RDRRMC activates ‘Oplan Ghostbuster 2016’ in NorMin

CAGAYAN DE ORO CITY – In anticipation of the occurrence of emergency/s, the Northern Mindanao Regional Disaster Risk Reduction and Management Council (RDRRMC) will activate its ‘Oplan Ghostbuster’ and undertake measures to ensure the safety of the public during the All Saints/Souls Days, especially in high density areas—highways, terminals, ports and cemeteries from October 28 to November 3.


Office of Civil Defense (OCD) Director Ana C. Cañeda said during the 6th RDRRMC Technical Working Group (TWG) Meeting, its goal is to bust all scenarios that can compromise the safety during the observance. This, as the council noted families use these holidays to bond and reconnect with relatives. With this, a great deal of people will be compelled to go home to their respective hometowns. During the start of the observance the challenge is monitoring the smooth operations of bus terminal and ports as passenger will surge. Hence, Cañeda urges passengers to follow the security protocols implemented during the observance. Likewise, she advises the public to be always vigilant and report immediately to authorities anything that can compromise the safety of the public. Cañeda also said the council member agencies—Department of Health (DOH 10), 4th Infantry Division (4ID), Philippine Army, Philippine

Air Force-Tactical Operations Group (PAF-TOG 10), Bureau of Fire Protection (BFP), Philippine Coast Guard (PCG), Philippine National Police (PNP), Philippine Red Cross, Philippine Information Agency, Civil Aviation Authority of the Philippines (CAAP), Land Transportation Office (LTO), National Telecommunications Commission (NTC), Land Transportation Franchising and Regulatory Board (LTFRB), Philippine Ports Authority (PPA), and local disaster risk reduction and management councils vowed to coordinate with one another to ensure the safety of the public. These agencies will also place their personnel and rescue assets on alert. The public are encouraged to seek assistance from the help desk of the agencies posted. Cañeda also warns the public to follow all prohibitions and security procedures set by the authorities to avoid untoward incidents. (EOR/ PIA10)

Marawi exec bares top gains in first 100 days

MARAWI CITY, Lanao del Sur – Some say only magic will change the negative image of Marawi City. But the city mayor believes otherwise.


There is good news in Marawi each day and this is the new normal in the city, Mayor Majul Gandamra told constituents on October 17, as he boasted the great strides of his administration for the first 100 days. Programs to support the antiillegal drugs campaign of the national government, ease traffic congestion and address solid waste problems which brought back the trust of the people to the authorities and the government system are among the top accomplishments cited by the mayor. “The city has been silenced by fear of criminalities and injustices which contributed to the loss of opportunities for economic growth and the involuntary migration of residents. Thus, we have strengthened our collaboration with the authorities and took the lead in the implementation of the program to end the narcotics syndicate in our communities,” Gandamra said. He further reported that the city

government has reconstituted a new Ecological Solid Waste Management Council, launched new strategies coupled with enhanced ordinances to address the solid waste problem, and provided the necessary logistical support such as procurement of trucks and equipment to facilitate timely collection of wastes. Gandamra said he also ordered the regulation of public utility vehicles and the 8,000 tricycle operators as well as the demolition of illegal structures and terminals along key roads which caused heavy traffic congestion. ‘We are now finalizing our Road and Traffic Management Plan and will soon commence the training of our traffic champions,” he added. Other gains cited by the mayor include the revitalization of the disaster risk reduction and management (DRRM) council, the conduct of disaster preparedness drills and basic life-saving trainings, and repair of the drainage system. LTO-X warns motorists on use of defective vehicle accessories, devices CAGAYAN DE ORO CITY – The Land Transportation Office (LTO) in region X is warning motorists to check the condition of their motor vehicles’ accessories and lighting device or be meted the penalties prescribed by the law.


LTO-X Director Oscar S. Salcedo will continually deploy LTO traffic law enforcement teams to inspect the condition of motor vehicles and apprehend the drivers or impound the vehicles that are found to be defective. This is done during the inspection of the motor vehicle or motorcycle at the renewal of registration or when the LTO undertakes law enforcement patrol operations. LTO-X will likewise start the campaign for roadside inspection for the apprehension of smoke belching vehicles. Under the law, a vehicle must have the functioning lighting devices, including headlights, signal lights, parking lights, and stop lights. The law also prohibits the use of emergency lights and warning or signaling devices such as sirens. Only hospital ambulances, fire and police vehicles are allowed to have sirens

and emergency flashing devices. Red light is not also allowed in the front of the vehicle, nor are fog lights permitted unless in a foggy weather condition. Drivers and front-seat passengers are also required to wear the prescribed seatbelts while motorcycle riders are required to wear the prescribed helmets. Motorcycle owners are further prohibited to modify the mufflers that produce loud, irritating and nuisance noise nor should operators install nuisance horns. Motor vehicles should also the required early warning device that will be needed in case the vehicle is stalled on the road.
