DILG, GIZ COSERAM readied TWG for peace, conflict analysis

CAGAYAN DE ORO CITY – We already have the conflict assessment tools but it would be better if at the same time, we will have the right people using the tools.


Thus said Arnel M. Agabe, regional director, Department of Interior and Local Government (DILG) Region 10 during the closing ceremonies for the Training of technical working group (TWG), consultant team (CT), focused group discussion (FGD)/Key informant interview (KII) facilitators (F), documentors (D) for the conduct of the conflict Assessment for the Designing of Peacebuilding Framework and Agenda for Region 10 on November 11. Director Agabe also emphasized the importance of identifying the cause of conflict in Mindanao as this will lead to coming up with appropriate, adequate, and sustainable intervention from the concerned agencies. Dubbed as the Training of Trainers on Peace and Conflict Analysis (PCA) Tools and Processes, the five-day training was held in Cagayan de Oro on November 7-11. Meanwhile, both development, and peace and order councils in

Northern Mindanao, in a joint RDCRPOC-X adopted on March 3 a Regional Peace and Development Convergence Framework (RPCDF), a general and directional framework that puts in coherent and results oriented form the relationship between the region’s peace initiatives, and the societal goal of inclusive growth and poverty reduction. To further enhance the framework, DILG, as the RPOC secretariat, initiated the cooperation with GIZ COSERAM (Conflict Sensitive Asset and Resource Management) for a joint endeavor towards peace in the region. For its part, GIZ COSERAM will support the region in the development of a regional peace agenda, the formulation of Peace and Order and Public Safety Plan (POPS) plans and the strengthening of the peace and order councils. Lanao del Sur strengthens promotion to attract tourists MARAWI CITY, Lanao del Sur – The Provincial Tourism Council (PTC) are looking at the natural conditions of Lanao del Sur and the uniqueness of its people and culture as the focus in promoting the tourism sector in the province.


During the PTC organizational meeting last week, the Council members identified competitive tourist destinations and spots across the province and scheduled an ocular inspection of these areas in the third week of November. After the inspection, the PTC and its Technical Working Group will recommend the needed infrastructures to boost the tourist spots. The PTC also approved the putting of “I Love Lanao del Sur” emblems in strategic areas of the province. The promotion of Meranao crafts and food products, especially their unique spice called ‘palapa’ were also tackled during the meeting to attract prospective tourists to visit

the province, not only for its natural beauty but also for its unique products and cuisine. The Council further plans to focus part of its promotional efforts on halal tourism in a bid to tap the growing market of Muslim tourists. The PTC was created through an Executive Order dated September 29, 2016 to provide technical support to the provincial government and recommend policies and programs for tourism promotion and development. The Council is composed of representatives from the provincial government, provincial heads of national line agencies, and representatives from the business and banking sectors. (APB/PIA-10)

Regional, local devt councils hold joint consultation-meeting in Lanao Norte TUBOD, Lanao de Norte – Lanao del Norte hosted the conduct of the Joint Consultation-Meeting of the Regional Development Council (RDC) and the Provincial Development Council of the province in the Formulation of the Regional Development Plan for 2017-2022, on Nov. 9, 2016, at the MCC Gymnasium, Sagadan, Tubod town. RDC Chairman and Bukidnon Governor Jose Ma. Zubiri Jr. presided over the joint consultation meeting alongside Lanao del Norte Governor Imelda Quibranza-Dimaporo. Zubiri said this is the second province he has held series of joint consultation-

meetings region-wide. The first was held in Misamis Occidental province last Nov. 8. Joining governors Zubiri and Dimaporo were Lanao del Norte 1st District Representative Abdullah D. Dimaporo, 2nd District Representative Mohamad


Khalid Dimaporo, RDC vice chairperson and National Economic Development Authority, Regional Office 10 (NEDA 10) Regional Director Leon Dacanay, along with Executive Assistant IV Sittie Aminah Dimaporo, among others. “What we did here is the first to happen. In the past, the RDC meetings are done once every three months; and, what really happened was the projects (submitted for approval) were actually from Manila and merely approved here in the local level. But, this time it’s different,” Zubiri said. Zubiri said all the local concerns are culled and be taken up directly by the RDC and then to the Office of the President. Zubiri has vowed to bring the consolidated concerns of all the five provinces in Northern Mindanao himself direct to President Rodrigo Duterte, even before he submits the same to the NEDA to make sure that he can tell Duterte that he has fulfilled his vow to bring the concerns of his region up for the President’s endorsement. “We’ve been dreaming of this for quite some time. We wanted to, at least, be given our proper share in the income that is derived from our region. But, it was never, never done. It is only now that we have the chance. God’s will that the president is from Mindanao,” Zubiri said, “and he promised to help us,” he added. Gov. Dimaporo, for her part, said the meeting was attended by most of the mayors in the province, board members and line agency officials who take part

in consolidating the concerns of the province. Dimaporo said President Duterte being a former local chief executive can easily understand the concerns of the local government units in the towns and provinces, even as she said that she strongly believes in the leadership of Gov. Zubiri, as chair of the RDC, in providing the avenue to resolve their concerns. Gov. Dimaporo singled out the Panguil Bay Bridge as among the projects she wanted to see through. “It’s been long decades - the Panguil Bay Bridge. Dugay na nah (overdue already). I was governor then. The FS (feasibility study) was submitted by Abdullah (Rep. Abdullah Dimaporo) when he was governor. And then, sa ako nga panahon (during my term) i was the one who lobbied for that. In fact, naa nay pondo (there is a fund for that), but naudlot lang ba (it was stymied). And, I am hoping, because Public Works and Highway Sec. Mark Villar - we had a meeting with the governors and he was our guest - and I followed it up with him. He told me naa jud pondo (there is really fund). The site man gud, wala pa siya na-identify. There are two (sites for the footbridge), pero wala pay decision (but there has been no decision yet as to which of the two sites), said Gov. Dimaporo. After the presentation of the provincial situation and challenges by Gov. Dimaporo, the participants proceeded with the simultaneous sectoral workshop and plenary/presentation of outputs.
