Empower barangays to collect garbage sought CAGAYAN DE ORO CITY – Let’s empower the barangays to collect their own garbage.
Thus did Councilor Enrico Salcedo, chair of the committee on cooperative, suggested during the regular session presided over by Vice Mayor Raineir Joaquin Uy. Councilor Salcedo made the suggestion as his reaction to the special report of Councilor Reuben Daba on garbage collection in Cagayan de Oro city and urged barangay officials to help the city implement laws and ordinances on garbage and solid waste management. Salcedo explained that poor performance on garbage collection by the private contractor IPM led to negative reactions and dirty surroundings of the city. The city should do something
about it, we are spending huge amount for garbage collection through a contractor but the performance is still poor, Salcedo stressed. He proposed that instead of paying the IPM for garbage collection, the city should empower the barangay to collect and paid for their services. “Kung ang barangay mao’y atong bayaran sa pagkolekta sa basura hayan limpyo gyud ang atong syudad tungod kay madasig sila tungod kay mokita man ang barangay (When the barangay are paid to collect garbage our city will be clean as they will be motivated since the barangay will generate income),” Salcedo said. City adopts community-based monitoring system CAGAYAN DE ORO CITY – Cagayan de Oro city has adopted community-based monitoring system. The18th City Council during its 21st Regular Session on Monday presided over by City Vice Mayor Raineir Joaquin V. Uy unanimously authorized City Mayor Oscar S. Moreno to enter into and sign the Memorandum of Agreement (MOA) with the Department of the Interior and Local Government (DILG) Regional Office 10, Department of the Interior
and Local Government (DILG)-Bureau of Local Government Development (BLGD) and Community Based Monitoring System (CBMS) Network Team, covering the implementation Community Based Monitoring System in the city. In the agreement, the CBMS Network Team shall provide free technical assistance to DILG and
local government units (LGUs) by sharing the CBMS methodology, data collection, computerized data encoding and processing systems, poverty mapping and database management instruments, and training modules developed by the CBMS Network. On the other hand, the DILG through the BLGD shall spearhead advocacy on the uses of CBMS as a benchmarking tool in localizing MDGs, poverty diagnosis, database planning, program targeting, formulation of local development plans and investment programming, among other purposes. It shall likewise assist the DILG regional and provincial trainers in the integration of CBMS methodology and monitor the conduct of CBMS implementation. For its part, the DILG Regional Office shall advocate for the adoption of the CBMS methodology and instruments, assign Focal Persons
who will coordinate the CBMS implementation as well as assign CBMS Trainers who will conduct the CBMS trainings in coordination with BLGD and/or CBMS Network and ensure completion of trainings and activities as scheduled. The City, meanwhile, being the implementing partner, shall spearhead the logistical arrangements for the conduct of corresponding CBMS-related meetings and training workshops in the city, organize members of Technical Working Group (preferably Department Heads) that will oversee the progress of the implementation of the CBMS and shall strictly follow the timelines set forth to ensure the reliability and validity of the data, among other things. The MOA was reviewed and endorsed by the committee on laws and rules chaired by Councilor Ian Mark Q. Nacaya. (JAO/PIA10)
MisOr to celebrate 87th Founding Anniversary, 4th Kuyamis Festival 2017 CAPITOL COMPOUND, Misamis Oriental – The provincial government of Misamis Oriental is now on its final stage of preparation for the colourful joint celebration of its 87th founding anniversary and the 4th Kuyamis Festival 2017 on January 9 to 13 next year.
The weeklong celebration at the de Lara Park starts with the raising of the national flag and a Holy Mass. Governor Emano said the Kuyamis Festival is gaining popularity as one of the regional tourism festivals in the country and his total development plan of the province anchored on tourism is now a reality. “Our total development plan anchored on tourism has proven to be attainable and sustainable,” Gov. Emano declared. Among the highlights of the weeklong celebration are the booth exhibits, meat and livestock show, ‘tiangge sa kapitolyo,’ partners and food expo, coconut tree planting and the selection of the Miss Kuyamis Festival 2017. Most of the exhibit booths sponsored by various municipalities will showcase the tourist spots of their own areas and food delicacies mostly made from the coconut. Cultural performers from several
tourism clusters, towns, schools and other groups will present a nightly entertainment. “Kuyamis is a Subanen word for a variety of sweet coconut that grows abundantly in our province. When the Spaniards came, kuyamis was corrupted to Misamis and later on was used to refer to our province,” the Governor explained the interrelationship of the two celebrations. Misamis Oriental used to belong to one “rajannate” of Butuan in the 10 century. In the year 1929, the Legislative Act 3537 was passed that approved the break up of the province ‘Misamis” into two (2) provinces – Misamis Occidental and Misamis Oriental. However, it was Republic Act 3777 that was approved in November 1939 that formally created the province of Misamis Oriental and Don Gregorio Pelaez became the first governor. (PIOMisOr/jv)
