DOST Siquijor grants DepED P0.25M as grant-in-aid project for STARBOOKS by Engr. Reinhold Jek Y. Abing DOST Science Research Analyst/Information Officer-designate SIQUIJOR, March 14 (PIA) -- The Department of Science and Technology (DOST) here turned over another P250,000 to the Department of Education (DepEd) Division Siquijor as Grant-in-Aid (GIA) Project. The turnover ceremony took place at the Division Office of DepED Siquijor in Helen, Larena, Siquijor. Provincial Science and Technology Director Engr. Mario E. De la Peña handed over the check to Schools Division Superintendent Dr. Ronald G. Gutay which was witnessed by some of its officials and staff. Dr. Gutay said he is thankful to DOST for yet another assistance it has extended to the agency. DepED-Siquijor is a recipient of another GIA Project for a STARBOOKS unit in each of the five identified secondary high schools in the province namely, Banban National High School, San Antonio National High School, Catulayan National High School, Candaping National High School, and Basac National High School. It has previously availed of the STARBOOKS for Cang-alwang National High School, Tambisan National High School, Campalanas National High School, and Lazi National Agricultural School. STARBOOKS, also known as Science and Technology Academic Research-based Openly Operated Kiosk Station, was the first Philippine Science

and recognition from different award giving bodies both here and abroad. Poor families in Siquijor town no longer have to share comfort rooms

Upper Cabangcalan in the Municipality of Lazi, Siquijor. Arlie is among the 56 households in Upper Cabangcalan, which, according to a 2016 survey by the barangay, do not have their own toilets. Residents in the village usually share comfort rooms with their neighbors, while others are forced to resort to defecating in the open. Open defecation has been a sanitation challenge at the barangay for quite a time—until the Department of Social Welfare and Development (DSWD) helped the village address it. The DSWD, through its Field Office (FO) in Region VII, recently turned over 67 individual toilets and a solarpowered water system to the residents of the barangay, constructed under the KapitBisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) program. Kalahi-CIDSS is a povertyalleviation program implemented by the DSWD which uses the community-driven development (CDD) approach, a method where communities in poor municipalities identify challenges around reducing poverty and decide on a range of locally identified options for development. The sub-projects, which have a total combined project cost of P1,941,474, were identified by the members of the community to improve sanitation in the village by providing residents access to stable water supply and by achieving their goal of zero open defecation (ZOD). The solar-powered water system was constructed with a grant of P1,125,474 from DSWD Kalahi-CIDSS, while the construction of comfort rooms sub-project had a grant of P816,000. For the construction of the individual toilets, the Local Government Unit (LGU) of the Municipality of Lazi gave a local cash counterpart of P109,114, while the Barangay Local Government Unit (BLGU) provided 11 additional toilet bowls to the newly identified beneficiaries not included in the 2016 survey. Arlie, who is also a beneficiary of the Pantawid Pamilyang Pilipino Program (4Ps) of the DSWD, said that she learned in their Family Development Sessions that the practice of open space defecation may lead to serious negative effects on human health and to the environment. Gemma Lumingkit, a rural health midwife in Lazi, also expressed her gratitude for the sub-projects. “We are happy that DSWD Kalahi-CIDSS provided funds for these households to have individual comfort rooms. We hope that in the next validation, we can declare Brgy. Upper Cabangcalan a ZOD community,” she shared. Meanwhile, Lazi Municipal Mayor James Monte hoped that the subprojects of the DSWD Kalahi-CIDSS can help Upper Carmen be declared a ZOD barangay. This can help the whole municipality of Lazi, she said, retain its title of being Siquijor’s Cleanest and Greenest Municipality—an award it bagged in September last year. communities address their needs not just for livelihood opportunities, but also for adequate water, good sanitation, and proper waste management, which are all fundamental to good health and to socio and economic development. The subprojects implemented in Lazi, Siquijor just prove that with a little help from the government, communities can achieve their goals for development through their own collective efforts,” he added. DENR: Keep forests, ecotourism sites safe from fire
(PIA) -- Environment authorities in the region are urging the public to be mindful of fire prevention measures when they visit forests and ecotourism sites during the summer season. “Gihangyo nako ang mga tawo nga kung mahimo careful sila sa paglabay sa ilang mga basura, sama sa upos sa sigarilyo kay mao nay cause sa sunog sa atong plantations (I am appealing to the public to be careful with how they dispose cigarette butts because they can cause fires in our plantations,” said Luisito Babaran, regional coordinator for National Greening Program (NGP) at the Department of Environment and Natural Resources (DENR) in Region 7, during the Kapihan sa PIA held recently. NGP plantations are vulnerable to forest fires especially during the hot and dry climate brought on by the summer season. In 2015, a grass fire engulfed an NGP plantation in Oslob town, affecting 120 hectares of land and causing P285,000 in damage. Based on the investigation done by the Community Environment and Natural Resources Office (CENRO) in Argao, the flames spread after a boy played with fire in the area. Errant campfires have also caused fires in major forests in the Philippines, such as the Mt. Apo fire in 2016 which started from a bonfire left behind by trekkers. “Grass and trees are prone to fires due to the hot and dry weather,” said Felimon Selor, supervising ecosystem management specialist of CENRO in Cebu, in the same forum. DILG Siquijor reiterates call for brgy tanods not to carry firearms SIQUIJOR, March 14 (PIA) -- The Department of the Interior and Local Government (DILG) here is reiterating its call to barangay tanods provincewide not to carry firearms. This was echoed by DILG-Siquijor Information Officer Jessie Buctolan during the forum with the Siquijor of Association of Information Disseminators (SAID) while noting the upcoming synchronised barangay and Sangguniang Katabataan (SK) elections in May. Buctolan said the DILG has been reminding all barangay captains to make sure that no tanod under their supervision uses firearms even in the performance of their duties. All barangays that tanods or community brigades composed of civilian volunteers appointed by the Punong Barangay upon recommendation of the Barangay Peace and Order Council are not allowed by any law to carry firearms even in maintaining peace and order in their communities, the DILG order said. Tanods, according to the DILG, may only use night stick with teargas (probaton) with belt and holster, handcuff with holster, whistle, flashlight, raincoat, rain boots, small notebooks and ballpens, first aid kits, and other non-lethal gadgets.
