DSWD-SLP brings P14.6M projects for 4Ps in Siquijor by Rizalie Anding Calibo

SIQUIJOR, August 1 (PIA)-The government puts in a total of Php14, 698,844.84 in livelihood projects under the Sustainable Livelihood Program (SLP) of the Department of Social Welfare and Development (DSWD) in either on-going or on different stages of procurement for implementation in the province. This was bared during the DSWDsponsored Forum and InfoSharing with the Siquijor Association of Information Disseminators (SAID) at the Bellview Kuzzina Restaurant, Siquijor, Siquijor recently. According to SLP Focal Provincial Program Coordinator Marilou Cortes, the projects that are provided to some 1,136 Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries province wide are now bearing fruits, some already generating income. She said some of the projects are on-going while some are approved for implementation with allocated budgets now at the Siquijor Field Office. Moreover, some funds have been released to the Sustainable Livelihood Project Associations (SLPAs).

Child advocate groups call for stronger Anti-Rape Law

CEBU City, July 31 (PIA) -- Child advocate groups: the Children’s Legal Bureau (CLB) and the Child’s NGO Network (CNN), call for an amendment to Republic Act 8353 or the Anti-Rape Law. Both non-government organizations are calling to increase the determining age for sexual consent from 12 to 16 years old. According to the Center for Women’s Resources, every 62 minutes, rape happens in the Philippines and seven out of 10 victims are children. “The law seems to say that when a woman, twelve years of age, was invited to have sex by a guy and acceded, there

AFP urges CV to remain vigilant

CEBU CITY, Cebu, 27 July (PIA)-Bohol, Cebu and Siquijor of Central Visayas are insurgency movement free areas but residents must always remain vigilant according to Colonel Ignacio Madriaga, commander of the 302nd Infantry Brigade, Armed Forces of the Philippines (AFP)Central Command during a forum led by the Association of Government Information Officers’ (AGIO) on July 24. In terms of formation of rebel groups, he assured there are no regular Communist Party of the Philippines-New People’s Army (CPP-NPA) formation and operation in these locations. “Luckily, local government units (LGUs) in these provinces took up the responsibility in making their areas insurgency-free,” he said. Meanwhile, despite having no imminent threat caused by rebellion of armed groups, Col. Madriaga urges citizens of the mentioned provinces to remain vigilant. Community Vigilance According to him, the encounter in Bohol last year was a good example that the partnership of the AFP and the community has strengthened over the years. He commended the civilians who reported the presence of the suspicious elements in the area. These elements were later on confirmed to be members of militant group Abu Sayyaf. “Bohol has developed a strong sense of community vigilance, especially

after what happened last year,” Madriaga said. “The AFP, together with the government of the other provinces of Central Visayas, want to replicate this attitude throughout the region,” he added. According to Madriaga the AFP, with PNP and LGUs are employing information, education campaigns to schools, to educate students not to join armed and illegal groups. Through this, they envision to instill vigilance to the young generation. Community Based Program The forum also included discussion on community-based programs that the AFP is implementing in the region. Madriaga shared that AFP, with the provincial government of Bohol, and the Philippine National Police, created an organization called Prosperity Teams. These teams are geared to be immersed into the barangays of Bohol. “A prosperity team is composed of soldiers, police personnel and community organizers who are employees of the provincial government. These teams are immersing to the barangays that were once visited by militant groups or barangays facing land-based issues and labor,” Madriaga shared. Madriaga said that these teams look into the issues surrounding the barangay. Community organizers would then link them to the concerned government agencies so they could formulate customized solutions. “Hindi yung army o ang gobyerno mismo ang nagsasabi kung ano ang kailangan

nila (It’s neither the army nor the government that tells the people what they need). It is the people themselves that tells the government what they need, the government would then cater to their demand rather than dictating them,” Madriaga added. Basically, Prosperity Teams function as facilitators that bridge the community, with the armed forces and the government. Madriaga also said that Cebu Governor Hilario Davide III has also expressed his interest in creating prosperity teams in Cebu, following the success of the organization in the province of Bohol. “We will be coming up with a prosperity team version dito sa Cebu. Nakita ng ating provincial government na napakaeffective ng ating programa (We will be coming up with a prosperity team version here in Cebu. The provincial government saw that this program is very effective),” said Madriaga. Aside from his call for continuous vigilance against militant groups, he also pleaded for the public to report other dangerous and illegal organizations such as gangs. He advised the public to be discerning and to be self-regulating when it comes to sharing private data, especially in the internet as it may be used against them and their security. “The threat is always there.
