of what is now called as “OFWs” or Online Filipino Workers, they are the first batch of scholars for online freelancing in Siquijor province who can now provide services and earn from their homes, given the right infrastructure, said Ibrahim. “The beauty of this program is its sustainability. Kami naggasto sa (we, the government spent for the ) first batch, the next batches will be handled by the graduates. That’s when your counterpart will come in,” Ibrahim challenged the new graduates as he urged them to make sure that they are learning real job skills. “We have done this in so many provinces, we have seen it grow,” Ibrahim said citing the rural impact sourcing project in a small town in Kapatagan, Lanao del Norte that is now employing more than a hundred people and getting large projects from abroad. He said that if we are able to actually capacitate people to earn at least three dollars per hour and do five hours per day, it is already enough to survive life in Siquijor. He said this as he shared the “beautiful challenge” on the present demands for about 10,000 competent English teachers online that the province can grab. “If you are able to put up the infrastructure, we’d like to bring hope to the island of Siquijor,” he said noting that outside

By OPAPP

The Office of the Presidential Adviser on the Peace Process (OPAPP) and partner advocates all over the country are leading the celebration of National Peace Consciousness Month this September. Wi t h t h e t h e m e , “ M i t h i i n g Kapayapaan: Sama-samang Isakatuparan,” the month-long celebration calls for a unified action towards the shared aspiration for a just, comprehensive, and enduring peace regardless of ideology, religion, and culture. The carrier tagline of this year’s Peace Month is “Peace Na Tayo,” a simple way to communicate the theme’s call for a participative pursuit for peace.

“Ang trabaho para sa kapayapaan, hindi lamang para sa apektado, dapat lahat tayo, nasa peaceful area man or labas ng fragile communities, sasama tayong lahat para sa pinapatunguhan nating kapayapaan,” Presidential Peace Adviser Jesus G. Dureza said in his message for Peace Month. `(The work for peace is not only for those who are affected. It doesn’t matter if we live in a peaceful area or outside fragile communities. We are united in our journey towards peace.) Dureza also noted that it was unity that brought milestones in advancing peace in the country. “Hindi lang ito dahil sa OPAPP, hindi lang dahil sa Pangulo. Ang daming tulong galing sa taumbayan.” he added.

(This is not just the work of OPAPP or the President. The Filipino people provided much-needed support.) September of every year is National Peace Consciousness Month as declared by Proclamation No. 675 issued in 2004. The same proclamation mandates OPAPP to be the lead government agency to coordinate and monitor its observance. The formal celebration of Peace Month will begin with the ringing of the Peace Bell at the Quezon City Memorial Circle on Monday, September 3, 2018. Secretary Dureza will also deliver the State of the Peace Process Address (SOPPA) to provide peace updates to the nation. (OPAPP)

of tourism and agriculture, there’s no other opportunity in the province, thus, the need to set up the right infra and take advantage of the opportunities by being capacitated to do online works.

Pushed by the President’s marching order to make Philippines the leading BPO destination in the whole world, he said

Department of Social Welfare and Development (DSWD)-7 Regional Information Officer Leah Quintana shares the government’s Assistance to Individuals in Crisis Situations during the recent Pulong-pulong in Siquijor. (PIA/Siquijor)

DSWD-7 announces assistance... from page 1 are Clinical Abstract/Medical Certificate with signature and license number of the attending physician (issued not later than 3 months); Hospital Bill, for payment of hospital bill or Prescription, for medicines, or Laboratory requests, for procedures; Barangay Certificate of Residency/Indigency and any valid ID of the client; and referral letter from different organizations. The DSWD has also Educational assistance, which, according to Quintana, is different from a scholarship where money is given to someone to help pay for the person’s education. “Ang educational assistance ihatag niadtong nagkalisod gyud. Pananglitan, kon ang papa or mama ba magkasakit, unya wala na’y ibayad ang bata sa mga project o uban pang panginahanglanon sa eskwela, and DSWD motabang niini (Educational assistance is given to people who are in crisis. For example, when a family’s breadwinner is sick, the financial capability of the family is affected like no money for children’s school project, fare in going to school or other school expenses, DSWD will provide for that needs).” Requirements for educational assistance include enrolment assessment form or certificate of enrolment/registration, School ID of the student/beneficiary, and Barangay Certificate of Residency/Indigency and any valid ID of the client. Transportation Assistance is for the poor, marginalized, vulnerable and disadvantaged individuals or families, currently having immediate need, returning home and permanently residing in the town

or province, to attend to emergency concerns such as death of loved one or care for a family member or relative who is sick in their home provinces or other emergency situation requiring their immediate presence, can avail of the assistance. Requirements include barangay certificate of Residency/Indigency, any valid ID of the client, and Police Blotter (for victims of pickpockets, illegal recruitment, etc.) For Burial assistance, Quintana also explained, is given to poor or indigent individuals or families, members of the informal sector, marginalized, vulnerable and disadvantaged individuals. To avail of the burial assistance, one must present the following requirements: Funeral Contract, Death Certificate of the deceased, Barangay Certificate of Residency/ Indigency, any valid ID of the client, and Permit to transfer/Health permit (for transfer of cadaver). AICS serves as a social safety net or a stopgap mechanism to support the recovery of individuals and families from unexpected crisis such as illness or death of a family member, natural and man-made disasters, and other crisis situations. Meanwhile, Quintana also said that the government is also giving P100 thousand cash gift to the centenarians or to those individuals 100 years old or above. Republic Act 10868 states that all Filipinos in the Philippines or abroad who reached 100 years old and above will be granted a Centenarian gift of P100,000 cash and a Letter of Felicitation signed by the President. the country is no. 1 in business process outsourcing (BPO) services since 2010 and intends to sustain the growth of this sector. He said that if DICT has given 35,000 direct jobs to Bacolod, 25,000 to Iloilo and close to 40,000 to Davao while starting to make Cagayan de Oro a very important hub in BPO industry. Next should be capacitating provinces like Siquijor, DICT announced. “The answer is online freelancing where you are able to provide services from your home if you have the right connectivity and the right tools. At some point, all of these will start to come if you have the right infra, he said. He stressed, however, that Internet is just an enabler and urged the local officials and other stakeholders to be ready by putting up the right regulation in order to put discipline once free wifi hotspots are available in seven local government units. He said he wants the local government units and other stakeholders to prepare because he doesn’t want the infrastructure to be used by misguided young kids. “We have seen places all over the country where we have put up free wifi, where after school, the kids are in the plaza with their smartphones, not talking to each other, only playing Dota. That is not the right way,” he said. Ibrahim also cited some 17 provinces in the country where the provincial government has successfully set up a rural impact sourcing building with all the computers for the graduates of the training to use. “If properly done and sustained, I have no doubt in my mind that Siquijor like other cities will provide decent jobs to its people and economic impact will be tremendous,” he said. The Rural Impact Sourcing Technical Training graduation ceremony was held at the Salagdoong Beach Resort with Provincial Governor Zaldy S. Villa, other provincial officials, Municipal Mayor Meynard Asok and his municipal officials, DICT officials and members of the Siquijor ICT Council. Meanwhile, DICT Siquijor Office is now open to the public with an internet speed of 4mbps from PLDT, announces DICT Siquijor Provincial Team Leader Jimuel Espanola in the DICT-Siquijor FaceBook page. “We cater to those interested in Online Freelancing. Upcoming trainings will be posted soon. We also offer daily coaching sessions for would-be Online Freelancers, he added. The DICT Office also welcomes Siquijor Online Freelancers who would love to expand their workforce but does not have enough space or computers for trainings,” Espanola said. The office is located at rooms 8-10, 2nd floor, Multi-purpose Building, Poblacion Siquijor (rac/PIA7-Siquijor).
