SPPO welcomes new leader, Saavedra vows to uphold tranquility By Mary Jane Banglos, GIP SIQUIJOR (PIA) - - The Siquijor Police Provincial Office (SPPO) welcomed Police Senior Superintendent Richard Saavedra as the new provincial director who takes the post of former provincial director PSSupt. Clarito Baja. During the turn-over ceremony spearheaded by Regional Director Debold Sinas of Police Regional Office (PRO7) at the SPPO parade grounds in Caipilan, Siquijor, Siquijor Governor Zaldy Villa, SPPO personnel, mayors of the six towns of Siquijor, heads and representatives of government agencies, and other stakeholders graced the ceremony. PSupt Marcial Yanguas, SPPO Deputy Provincial Director for Administartion, welcomed the new director and and assured support to his leadership. PSSupt Saavedra, likewise, was very honored to serve the province by ensuring the security of the island. “I am honored but ready to face the challenges and responsibilities that this new post holds,” said Saavedra as he promised to make the police presence felt to achieve the mission in protecting Siquijodnons and providing effective police personnel at all times. “I offer my full and undivided commitment to serve. I will work with you and I will struggle with you. To you, I will make sure that not one of you will be left unattended. I will make sure our presence will be felt enough,” promised Saavedra. Saavedra also said that although the island is peaceful, ensuring the safety of the Siquijodnons is still a challenge. He said it is not an easy task specially that various activities of the PNP is about to unfold with the approaching midterm election. To ensure and maintain pace and order of the province, he asked the support of the local government units and the communities to work with them. He also encouraged the police to treat him as a friend although he is their

commander. He said he is ready to listen, not just give orders. “I look forward to starting this new chapter of my journey. With everyone working together, we will make this provincial office achieve more heights. We will move forward to a path to achieve genuine transformation in our governance system. We commit to maintain justice, peace, and prosperity in our province,” vowed Saavedra. Regional Director Sinas also expected Saavedra to continue making progress and advised him to build rapport with the community. “Hopefully, you could continue what was being started. We have faith and we have much to expect from you. What I could say is work with the local government, seek for support and assistance from them. Without
their support, we will have a hard time in maintaining the peace and order in this area,” advised Sinas. Saavedra also assured the outgoing Provincial Director PSSupt. Clarito Baja that he will continue his previous endeavors “with much committment, enthusiasm, and vigor.” PSSupt Baja also made known his warm welcome for PSSupt Saavedra but said he is sad to bid goodbye. “The sadness was compensated with joy of knowing that you will be in good hands with his competence and exemplary leadership and I am confident that this office will continue to go and will become an office full of exellence under the stewardship of my successor,” assured Baja. RDC7 asks DepEd, DPWH to fast track school bldgs construction DUMAGUETE CITY (PIA)--Negros Oriental Gov. Roel Degamo picked on the failure of the Department of Public Works and Highways (DPWH) in implementing the P1 billion worth of school classrooms in the province, a fact that when implemented, could have significantly reduced the unease of students cramped in the public schools. This was raised during the Regional Development Council (RDC) 7 meeting when the governor learned that the Department of Education (DepEd) has P179 billion unspent budget for the construction of school buildings in the country in the last three years. yearly basis. The policy, according to the DPWH is that resources are directly transferred to them by the Department of Budget and Management upon review and approval by the DepEd. With the circuitous route that uses up time, the RDC 7 passed a resolution requesting the DepEd Central Office to consider alternative modes to fast track the implementation of its school building program. DepEd region7 also explained they have a difficulty in implementing the project. Its representatives said there is a provision in the 2018 GAA that provides that the funds for the construction of school buildings shall be released directly and administered by DPWH. On this, Gov. Degamo suggested if they could request that instead of giving the projects to DPWH, local government units concerned could be the one to handle the implementation of the project. RDC7 chair of the committee on social development, Evelyn Nacario Castro reported that the country has a backlog of around 80,000 school classrooms to be constructed. It is noted that in Central Visayas, 2,766 of the 13,057 classrooms allocated for the four provinces of Cebu, Bohol, Negros Oriental, and Siquijor were not constructed since 2014. For his part, DPWH 7 Director Edgar Tabacon said he will meet all district engineers and division chiefs in the region to determine the number of classrooms that they need to construct. Tamano said that the tourism sector, especially local government units (LGUs), should take advantage of the trending digital transformation in promoting tourist destinations. “We have been inviting successful bloggers to conduct trainings to our local bloggers or LGU representatives. They impart their blogging styles that may be done by locals, so they could effectively promote and market their tourist destinations,” he added. In the same conference, Chief Officer of Operations of the Tourism Development Planning Division (TDPD) Warner M. Andrada reiterated the importance of technology in advancing tourism services. “Our industry should and must capitalize on the convenience the digital age brings. Digitalization creates more tourism opportunities, local advancement and even sustainable development goals,” Andrada said. He also encouraged the attendees, especially the representatives of LGUs to make use of the provided knowledge and information on the latest trends and concerns, in order for them to increase their competitiveness in promoting tourist destinations. “Digital age requires us to stretch our thinking. It’s not just there for mere clicking,” Andrada said. He explained that going digital requires one to continuously innovate and enhance their approach in promoting destinations. According to Andrada, technology now conveniently gathers data that may benefit the tourism industry and its consumers - the tourists. He emphasized that in the digital age, people can easily access information like new tourism products, trends, methods, and what interests the travelling population, which could help change the landscape of how LGUs promote their places. Travel bloggers like Sky Davin of ‘When in Manila’ and Yoshke Demin or known as @thepoortraveler, shared their style and knowledge on tourism marketing through digital marketing. SSS offers additional payment option for delinquent employers
The Social Security System (SSS) offers an additional payment scheme for qualified delinquent employers who are experiencing financial difficulties in fulfilling their outstanding obligations to the pension fund. SSS President and Chief Executive Officer Emmanuel F. Dooc said that delinquent employers who have paid their principal obligations shall be entitled to a one-year period within which they can defer the payment of the penalty either in full or through installment based on the assigned monthly installment payment plan. “As valuable partners of the pension fund, we want to help them instead of giving much burden by providing lenient ways in paying their financial obligations to SSS,” Dooc said. Delinquent employers who are qualified for the additional settlement option are those with outstanding obligation of at least P100,000 exclusive of penalty, with or without pending cases before the Prosecutor’s Office, courts, and Social Security Commission (SSC), and with or without subsisting approved settlement scheme. “The additional payment option specifically caters to delinquent employers who are currently experiencing financial difficulties due to income losses, mismanagement or those who were greatly affected by natural and man-made disasters,” Dooc added. Under the SSS Circular No. 2018008, employers who paid their principal contributions in full or within a period not exceeding 90 days from the approval of theapplication, shall be entitled to a one-year period to defer the payment of their accrued penalties. “If the employers failed to settle the principal amount within the 90-day period, a three percent per month penalty shall be imposed on the balance until the principal contribution is fully paid. That’s why it is crucial for employers to strictly follow the additional guidelines to avoid penalty accruals,” Dooc explained. After paying the principal delinquency, employers can settle the total penalty delinquency either in full or on a staggered basis in accordance with the provisions of Circular No. 2011-002 or the Revised Guidelines in the Installment Payment Scheme for Employers. “A legal interest of 6 percent per annum shall be imposed on the substituting penalty delinquency upon payment either
in full or on installment after the one-year deferment period,” Dooc added. To apply for the new payment option, applicants should submit a letter of request signifying their intention to pay in full their principal delinquency based on the updated and consolidated Statement of Account
(SOA) issued by the concerned branch office (BO) or Large Accounts Department (LAD), and duly-notarized promissory note or Undertaking and Collection List for processing and review of BO/LAD. If it is only the representative of the employer who will apply, he must secure a Special Power of Attorney from his employer and submit it together with the necessary documents.
