He said he will continue working hand in hand with the PNP to supress criminality for the good of the island and the Siquijodnons and tourists alike. “We will maintain peace toward economic prosperity for Siquijor,” he continued. Furthermore, Regional Director Sinas agreed with Villa and said the community should help them do their job to attain a common goal of tranquility. “The more peaceful we are, the more favorable and better we are for the tourists. PIA reiterates support to massive Federalism advocacy campaign
(PIA)—The Philippine Information Agency (PIA) reiterated its support to massive advocacy campaign to ensure maximum awareness and understanding of the benefits and advantages of federalism and gain overwhelming support from the regions. Atty. Ferdinand Bocobo discusses salient points of the draft Constitution. (Photo by Angelo Pasquin/CG) In preparation, a forum was conducted Wednesday (Aug. 15) at the PCOO ASEAN Auditorium, attended by regional heads and other information officers from the Agency’s 16 regional offices and provincial information centers nationwide. PIA Director General Harold Clavite
cited the important role and the capability of PIA in conducting the campaign because of the Agency’s inherent mandate to provide the citizenry with timely, accurate and relevant information that will enhance their capabilities in decision making. “Today’s forum is part of PIA’s commitment to promote Federalism. We waited for the right time and now that the draft Constitution has been completed, we start mobilizing our information officers and all partners on the ground to organize public forums and engage our citizens in the discussons,” Clavite said. He said that discussing the provisions of the draft Constitution is the most perfect manner
of laymanizing the concept of Federalism. “It provides people basic and better understanding on how the shift to a Federal system would affect and greatly improve our current state,” Clavite said. During the forum, Conrado ‘Ding’ Generoso and Lawyer Ferdinand Bocobo, members of the Consultative Committee that was tasked to review the 1987 Constitution, discussed the salient points of the proposed changes in the Constitution and the Presidential federal form of government. Generoso said an anti-political dynasty provision is among the major political reforms in the proposed Constitution for a Federal Republic. DG Harold Clavite stresses PIA’s
commitment to promote Federalism. (Photo by Angelo Pasquin/CG) “In order to democratize political power, we propose to make anti-dynasty provision in the Constitution self-executing,” Generoso said. “It is proposed that relatives of incumbent politicians up to the second degree of affinity or consanguinity shall be prohibited from running for public office in the territorial jurisdiction where the incumbent was elected,” Generoso added. Generoso added that it will address concerns that a federal system could empower abusive political dynasties as regional governments would have more autonomy. The provision under Article 9, Section 15 of the draft charter covers the President and elected officials including members of the Federal Assembly and Senate, regional government, and local government units. The draft charter also bans the switching of political parties, one year after the adoption of the Constitution. “No elective public official may change his political party affiliation during his term of office and no candidate for any elective office may change his political party affiliation within one year immediately preceding or following an election,” Generoso explained. Consultative Committee members Lawyer Ferdinand Bocobo and Conrado Generoso answer questions from the audience during the forum on Federalism at PIA. (Photo by Angelo Pasquin/CG) “An elected official who violates this provision shall lose his position and will be barred from public office,” Generoso said. For his part, Bocobo explained that under the proposed Presidential Federal System, there will be 18 regional governments including the Bangsamoro and the Federated Region of the Cordilleras. He said each regional government will have legislative powers over basic services such as social welfare and development, tourism, regional development planning, franchises, among others. “The Federal Government and the Federated Regions shall ensure that taxation shall be uniform, equitable and progressive. No double taxation shall be allowed,” Bocobo explained. He further explained that under the proposed system, Federated Regions shall also be given a share of not less than 50 percent of all national taxes, which will be “equally divided among them and automatically released.” (PIANCR)
