Director Nilo Katada, Gov. Zaldy Villa, Provincial Agriculturist Officer Lilibeth Caroro, municipal agriculturists, and other stakeholders witnessed the turn over of 120 fiber glass pump boats and fishing nets distributed by BFAR here. The SAAD and TARGET programs of the Department of Agriculture (DA) are designed to alleviate poverty in targeted fishing communities through the comprehensive livelihood packages. During the turnover ceremony, Villa expressed his joy and said he is happy for the fisherfolks of the island. “Atong lauman nga pinaagi niining maong programa sa BFAR muangat-angat na ang panginabuhi sa atong mananagat ug dili na unya ta maglibog kung asa ta makapalit ug maayo ug barato nga isda (We hope that through these programs of BFAR, the lives of our fishefolks will improve and soon, we won’t have difficulty thinking where to buy quality and affordable fish),” he said while prompting the beneficiaries to dominate fishing in local sea waters to meet the demands of local
consumers and tourists. Regional Dir. Katada shared the same sentiment with Villa, saying that Siquijor, among other provinces in Central Visayas, has the lowest production rate of fish. He also hoped for the beneficiaries to produce more fish and soon provide for other provinces. Also, Katada emphasized the use of community fish landing centers (CFLCs) and instructed beneficiaries to bring their catch there. “Mao ni akong hagit karon nga gamiton natu tanang gihatag sa gobyerno. Lilibeth Caroro of the Provincial Agriculturist Office (PAO) congratulated the beneficiaries and urged them to manage the project well. “Congratulations to our beneficiaries and we hope nga kining project nga gi-ayuda ninyo, inyo ning atimanon, inyong i-manage and gamiton ninyo sa insakto nga paagi para kini mulungtad (we hope that you will nurture and manage this project and use the materials properly so that it will prosper),” said Caroro. Likewise, Rudy Aparri of the Provincial Fisheries Office urged the beneficiaries to fulfill their counterpart to the grant given by the government. The beneficiaries are mandated to submit monthly production report to see if they have generated income. Take frequent baths to save skin - DOH7 official
(PIA)—Department of Health (DOH7) advises the public to take a bath two to three times a day to prevent acquiring skin diseases. In this week’s Kapihan sa PIACebu, Dr. Joanri Riveral Skin Specialist of the Regional Office said skin diseases are becoming widespread because of the changing climate and spaces are getting more congested. Riveral was one of the guests as the health department observes Skin Disease Detection and Prevention Week every 2nd week of November. He said as the weather changes from extreme heat to sudden rainfall, the skin if not properly cleansed and nourished cannot counter the stresses of the environment. “In heavily congested areas plus the heat of the sun, there is a greater possibility for skin irritations to occur. Then it suddenly rains, it gets flooded, its another kind of skin issue,” Riveral said. That is why the skin needs to be cleansed often and moisturised with the the proper food nutrient. Application of topical moisturisers and sunblocks with safe ingredients are also helpful. The common skill illnesses

Pyoderma may be caused by staphylococcal or streptococcal [infections], Riveral said are usually from dirty flood waters. “Early detection is encouraged, should there be any irritation or discomfort, one should go consult the doctors,” Riveral said. He assured that although not all barangay health centers have doctors but there are health personnel trained to determine the state of person’s skin. These can be referred to bigger public hospitals. “It is important that the affected person is given with the right treatment, the right medicines. Never self medicate,” he said.
Riveral, who is assigned at the old leprosarium now called Eversley Child’s Sanitarium and General Hospital said, self medication is a common practice referring to a one-bottle-cures-all ointment commonly sold in the market. When checked by a qualified health personnel, he said the affected person will not only be given proper treatment but there will also be further tests to determine possible internal defects of the body. “The skin is the largest organ of the body and it also mirrors what is inside, there could be complications of some organs like lungs and kidneys,” he said. Needles’ sharing tops HIV transmission mode in CV
(PIA)—Use of needles for drug injection remains to be the top mode of transmission of the human immunodeficiency virus (HIV) among Cebu patients. In the Kapihan sa PIA-Cebu, Francis Irvin Baring, Nurse 3 of Department of Health (DOH)-7 said Cebu stands unique in the HIV and Acquired Immunodeficiency Syndrome (AIDS) arena since the leading cause of transmission is male having sex with males (MSM). “However in Cebu or in the Region, transmission of HIV is mostly due to needle sharing among injecting drug users,” Baring said. At the national scenario, sexual contact remains the predominant mode of transmission or 97 percent of the 1072
cases recorded this year. While 86 percent of these were MSMs. Needle sharing among injecting drug addicts ranked only second followed by mother to child transmission. In Central Visayas, since 91 percent of the 5,356 cases were recorded in Cebu Province, about 39 percent were due to needle sharing, followed by MSM about 29 percent and then 16 percent through bisexual transmission. About 91 percent of the patients are male and 74 percent are in the productive age group between 15 to 34 years old. Sector wise, people working in the night shift like the call center companies are most prone to acquire AIDS due to their lifestyle. This prompted DOH to reach out
to the companies for massive information campaign on HIV and AIDS. “We already covered 80 percent of the companies in Cebu and this is done every six months or as the requests arrive,” Baring said. He said that those who are inflicted with HIV still has a possibility to live longer like that of a normal person. “They just have to take in a daily maintenance, the anti-retroviral treatment (ART) which could make the virus less fatal,” Baring said. In fact, in some successful cases, ART can make the HIV no longer transmissible. However as of press time, no one has been cured of AIDS but the ART can make the patient live longer, he said. The rising cases recorded of HIV infliction, Baring said, can be attributed to the rise of public awareness and the availability of free testing centers. “ W h e n information was scarce plus the fear to be tested and the cost of the testing was high, there were lesser cases recorded,” Baring said. He advised that it is still a lifestyle decision to practice safe sex with anyone the individual desires, be it with a man or woman. DOH still recommends the use of condom and lubricant which are available for free at the barangay health centers. World Aids Day is observed every first day of December since 1988 to create awareness and to mourn for those who had passed away due to the illness. (fcc/ PIA7-Cebu)
