(photo by DTI) local entrepreneurs in the province as she shared her success in her own business and inspired them to take risks. Asec. Naga, together with DTI-7 Regional Director Asteria Caberte, Gov. Zaldy S. Villa, Lazi Mayor James Monte, and Siquijor Chamber of Commerce and Industry (SCCII) President Judy U. Booc, with government heads and representatives and some business owners, attended the recent launch of the country’s 9th OTOP (One Town One Product Philippines) Hub Ph. This is the first OTOP Hub PH in the province and second in Central Visayas. The Siquijor OTOP Ph Hub is in partnership with Alejandro “Butch” Duran of Alrex Souvenir and Pasalubong Center located at Siquijor’s major tourist attraction, the Century Old Balete Tree at Campalanas, Lazi, Siquijor. In her message, Naga vowed to assist the local micro small and medium enterprises (MSMEs) in managing and marketing their products while recognizing the important role of the local government units (LGUs) in MSMEs development . “Huwag po kayong susuko, lalo na ngayon na nandito na ang DTI to support you and to guide you. Tutulungan po kayo kung paano patakbuhin ang negosyo,” said Du-Naga. Naga said the DTI offers loans with minimal interest to further support the capitalization of businesses. The DTI official spearheads the OTOP Next Gen, another component of the OTOP program, which serves as a way for MSMEs to develop their products through various assistance from DTI. The program aims to offer a package of public-private assistance in order for MSMEs with minimum viable products to come up with new or better offerings with significant improvement and innovation in the areas of quality, product development, design, standards compliance, marketability, production capability, and brand development building from the gains of OTOP first generation. Morever, Dir. Caberte said the OTOP Hub Ph is a realization of the aspirations of DTI and Siquijodnons to promote the culture and sensitivities of Siquijor. It is the demand side of the OTOP program of the government that provides the physical and online channels and market access platform where OTOP products are showcased. “The target of this project is to capture the tourists’ attention but this is a platform primarily for the producers of Siquijor,” she said. “We are inviting the different producers, food and non-food, who will undergo a very intensive product development program to display their products here,” said Caberte. She added that this program is an effective marketing platform so that the government has poured enough funds for product and entrepreneurial development. “In 2019, we will do a very intensive product development. We will fill this up with more products from Siquijor that depict your culture,” she said. Gov. Villa and Sanggunniang Panlalawigan member Noel Monte both expressed their heartfelt gratitude to DTI for choosing Siquijor as host of the OTOP PH Hub and urged the Siquijodnons to actively take part in this program. The launching was blessed by Rev. Fr. Primo Taoc. (rac/PIA7-Siquijor/MJ Banglos, PIA-GIP)

Building the journalists of tomorrow

By Harold E. Clavite Last month, I was supposed to once again speak at the College Press Conference (COPRE) and Awards hosted by the Philippine Information Agency – Region 6 in Iloilo City. The COPRE is an annual event and has been consistently running for more than 40 years now. The event is a campus journalism training and competition which had produced, in its long list of alumni, several brilliant writers, professionals, and media practitioners. Due to an equally important commitment in Mindanao, where we launched the Information Volunteers Network (IVN) in Iligan, I did not make it to Iloilo this time and had to convey my message through a video which was shown during the awarding ceremony. Our campaign on media and information literacy (MIL), which will be launched in the first quarter of 2019, and the campus capacity building efforts we have been doing as an institution are very much related and are now being strengthened and lumped into the advocacies under IVN, which I will discuss in my next column. We promote these efforts as we aim to do a massive campaign on MIL, specifically targeting cyber wellness for the Filipino youth. For this initiative, we work with the University of the Philippines College of Mass Communication Foundation Inc. in Diliman and the InfoComm Development Authority of Singapore through a grant from the Japan-ASEAN Integration Fund (JAIF), funded for this purpose by the Government of Japan. The MIL initiative that we are crafting will be implemented in the whole Southeast Asian region. In this year’s event, hundreds of budding student journalists of Western Visayas participated— each eager to learn more about this craft they chose to be part of and vying for recognition by the end of the competition. It is always a pleasure to be part of such events, to send a message and inspire the next generation of scribes who will serve as the citizens’ eyes and ears. At this stage, preferably before they even get to college, mass media hopefuls must be guided towards the right direction—especially with everything that is happening to the field they are aspiring for today. Given that journalism is one of the most vital professions in any society, campus journalism is one of the most significant endeavors in the country. It is where students get a taste of what it is like to write for their school, their neighborhoods, their dreams and their hopes. It is, hopefully, what sparks the want to serve the public through these acquired skills. Journalists enable people to be aware of what happens around them, understand what these events mean, and make informed decisions. They also serve as watchdogs of the government, keeping us honest and interpreting what we do for every Filipino. For this, they are aptly dubbed the “fourth estate.” Handling this role is surely a gargantuan task, one that I believe every campus journalist must understand from Day 1, despite the pressure it might put on them. I believe these competitions must not remain as mere contests of skill and honor, but rather a catalyst for the younger generation to appreciate what journalism is and make the media better in the future. We at the Philippine Information Agency, as the government’s primary information arm, observe the media on a daily basis, in conjunction with disseminating is the information on government efforts to the public. Government agencies implement the NSS-NSC

(PIA)--The National Security Council urges government agencies to implement the newly released National Security Strategy (NSS). In a briefing with Cebu media recently, Vicente Agdamag, deputy director of the NSC said they are calling national and local government agencies to study and implement the NSS which was recently released earlier this year. “We want all government agencies to come up with their own security plan in line with the NSS,” Agdamag said. The NSS he said was earlier reviewed by 29 agencies of the government and touches the different fields where security is involved.

“It articulates specific strategies like, the security aspect of agriculture, of environment, of education,” Agdamag said. The NSS covers pressing security concerns in every region and at the national level. The action areas include terrorism, insurgency and subversion; transnational organized crimes; criminalities, public safety, rule of law and human rights; and governance. Among the strategic actions pushed were mandatory Reserve Officers Training Corps (ROTC), dismantling of private armies, institutionalization of reforms in the Philippine National Police (PNP), modernization of the PNP and the Armed Forces of the Philippines

(AFP) and even the monitoring of student activism and many others. Agdamag said by next year, they can already identify who among the agencies have complied with the implementation of the NSS. To translate President Rodrigo Duterte’s commitment to deliver a more secure, stable, just and prosperous future for the Philippines, the 2017 National Security Policy 2017-2022 was promulgated. It became the basis for the crafting of the NSS which in essence articulates in the operational terms its policies. Agdamag and the NSC are going around the Philippines for the initial information dissemination on the NSS and NSP. (fcc/PIA7-Cebu)
